"Are just too large to sustain. Mason Clark thinks that's happening now in the Donbass fight. They're just slowly losing combat power over time. And the morale of Russian forces is absolutely plummeting. Clark had a team focused on Russia the institute for the study of war. In exchange for modest territorial gains, he says, Russia is sacrificing many of its best soldiers and officers. Long term, this is going to be a generational event for the Russian military of, frankly, so much expertise is being lost for them among these high officer casualties. It's going to make it very difficult not just to do short term corrections, but rebuild in the long term. Moscow has shaken up its leadership of the war, but Ben Hodges a retired lieutenant general who commanded U.S. forces in Europe, says it's clear core problems haven't been solved. The depth of the corruption inside the Ministry of Defense and the military was much greater than I had expected. Hodges, who's now an analyst at a think tank called sipa, predicts Ukraine's military will continue to grow in strength while Russia falters. The logistics, their manpower problems, they threaten on the inside that I don't believe it. So sustainable. And that at some point, it's going to crack. The expectation is that Ukraine could use the rockets in the eastern Donbass region, where they could both intercept Russian artillery and take out Russian positions and towns where fighting is intense, such as severe dynasty. Severe danette is important to Russian efforts to capture the Donbass before more western arms arrive to bolster Ukraine's defense. The city, which is 90 miles south of the Russian border, is in an area that is the last pocket under Ukrainian government control in the Luhansk region of the Donbass. Biden and his New York Times essay added, we are not encouraging or enabling Ukraine to strike beyond its borders. We do not want to prolong the war just to inflict pain on Russia. "Now to Ukraine where the U.S. says Russia is making incremental gains in the east of the country The war is now in its fourth month and the fighting is centered in the eastern Donbass region And that's where we find NPR's Ryan Lucas He is in the Donbass and he joins us on the line hi Ryan Hi Leland So tell us what the war looks like from where you are So the atmosphere here is very different than it is in western Ukraine or even in Kyiv Now that the Russians have withdrawn from around the capital The Donbass is a mining and agricultural region You have these massive yellow fields of yellow flowers and other crops and then these sort of towering slag heaps from the coal mines In this region has been at war since 2014 That's when separatists with a lot of support from Russia declared breakaway republics And as you move further east here now and get closer to the front lines you see fewer and fewer people in cities and towns Most shops and restaurants are closed You can see buildings that have been destroyed by Russian strikes And the traffic on the roads becomes almost exclusively Ukrainian military We drove to the town of bakhmut yesterday morning And we passed around 30 tanks and armored personnel carriers all heading toward the front A very different scene like you say than the west the U.S. says Russia is only making incremental gains on the battlefield You've been speaking with Ukrainians in the fight What are you hearing So the Russians are making games Albeit not huge ones but they have been pounding cities like sveto donitz which is at risk of being encircled now And one thing that we've heard again and again from people that we've been talking to here is that the war out east here is not like the fighter armed key This is an artillery war And the Ukrainian soldiers we spoke with say they are outgunned One of them is Sergei shakun He's in the territorial defense forces here He's saying that Ukrainian forces do not have enough heavy weapons He says the Russians have more long-range guns but they also have more men and he says Russia is bringing troops to this front from other places like kharkiv and Mario Now we heard other concerns as well Some of you Ukrainian soldiers said they only have had two weeks of training They have outdated weapons They say they're being hit by constant artillery and rocket fire on the front lines And they say that they have nothing to hit the Russians back with But what about all these heavier weapons the U.S. and its allies have been sending to Ukraine Are they just not making it out to them Well one of the big items that you're mentioning there would be these howitzers around a hundred howitzers that the U.S. has sent out here They are making it out to the Donbass where I am shakun for example said that the howitzers are firing away Every morning and he says that they are helping but they just don't have enough of those sort of heavy weapons yet And the Russians shakun says are trying to find those howitzers and destroy them And he says thus far they've already damaged or destroyed 5 So we've been speaking about the fighters the military What about civilians and donbas What is life like for them Well a lot of civilians here have evacuated We spoke to the mayor of the town of immunoglobulin He said his town normally has around 50,000 people but there are only about 10,000 left today But for those who are still here it's hard In cities and villages away from the front they're still water and power gasoline though is very hard to come by But in places like federal donuts those places are under constant bombardment We spoke to one woman who had justice from there she said much of the city is destroyed There's no power no gas no water She says people are left to.

mean those images out of bucha those scenes those gruesome scenes Also the Ukrainian president appealed to the UN Security Council yesterday to hold Russia to account for atrocities are really at the top of everyone's minds here in Brussels secretary blinken told us that these are not the actions of a rogue unit but a deliberate campaign by Russia to kill torture and rape those were his words The U.S. is supporting efforts to gather and safeguard evidence for future war crimes trials but that's going to take time Blinken was here in Brussels really to keep allies united and focused on all of this because there's a lot of concern that as Russia pulls back from areas around Kyiv They plan to focus more on the Donbass area in the east and the U.S. wants to make sure that the Europeans are ready for this war to drag on and to do what they can to put pressure on Russia and to keep supply in Ukraine with weapons Is there anything concrete they plan to announce So secretary blinken did announce another $100 million in military aid that's up for javelin anti tank missiles The U.S. has given Ukraine $1.7 billion in security assistance since Russia invaded We're also expecting to hear more sanctions announcement in Washington and Brussels The European Union has already said that it's expanding the sanctions They have in place They're closing loopholes and they're banning coal imports from Russia There's really a big push to get the Europeans to be less dependent on Russian energy supplies That's going to take time but the U.S. believes that they're moving in that direction And I should say that all of this you know the military support the sanctions are really meant to strengthen Ukraine's hand as it tries to negotiate some kind of end to this war Is blinking meeting with anyone else while he's there He is meeting with European diplomats who have been involved in negotiations with Iran they're the ones who are trying to revive that nuclear deal that the Trump administration left He's also meeting with Japan's foreign minister and his Australian counterpart So you can see the Biden administration is still focused on I know which is the other big threat Australia the U.S. and UK a group known as August just announced an agreement to cooperate more in high-tech areas including on hypersonics Those are weapons that are designed to evade existing missile defense systems China has been testing those missiles and Russia has said that it's used them in the war in Ukraine So again a big focus on that That's NPR's Michelle Kellerman She is with legislature goes into effect With no debate and limited discussion the Republican controlled House approved a bill that aims to make abortions a felony while hundreds of abortion rights supporters rallied outside the capitol And now awaits a signature from Republican governor Kevin stitt who has previously said he would sign and any anti abortion legislation Reporter Katherine Sweeney of public radio initiative state impact Oklahoma joins us now Catherine efforts to ban abortion are not new in Oklahoma What makes this particular bill different The big thing is context So right below us Texas recently banned the vast majority of abortions which drove up demand here in Oklahoma I talked with Iman I'll say it in who's the medical director for Planned Parenthood of the great plains and the last four months of 2020 before that ban Texans 50 of them or so came to this great plains region the Planned Parenthood clinics here for abortion services After that ban the last four months of 2021 it was about 1100 So Oklahoma providers are treating those people and their own Absolutely The burden on New Mexico and Kansas and Louisiana is going to be immense There's also concerns that the U.S. Supreme Court won't step in and ways that there weren't concerns about that in the past So it sounds like Oklahoma's ban could have a pretty big impact on the region That's definitely for sure Again we're treating people from other states And if Oklahoma stops providing abortions abortion rights activists are concerned that that will just push further north and also Kansas is considering a ban on a ballot initiative that they'll vote on in August Catherine this vote come as any surprise I guess and no So the house the GOP controlled house passed the bill with 70 votes for 14 against It was a surprise because that Bill had been assumed dormant It got almost to the finish line last year seemingly disappeared They kind of brought it back with just one vote this year It didn't have to go through the whole process So that came as a surprise But the legislature has passed about a dozen abortion bills this year abortion restriction bills And they seem to be retrying past ones They actually passed a bill just like this in 2016 The governor then vetoed it but we have a new governor now and governor Sid has said whole sign any abortion restriction measures that make it to his desk So what's next in the fight for reproductive rights That bill that criminalizes performing abortions That's going to the governor's desk He's expected to sign it Actually today a House committee will vote on another bill that's a copycat of the ban in Texas And we'll see if there are injunctions on any of these bills Like I said there are about a dozen We don't know which ones will manage to go into effect In the coming months the Supreme.
