"Election 2023 on WTO, a Virginia state delegate has been picked by the Democratic Party to run in a special election at the end of March to replace outgoing state senator Jennifer mcclellan. Mcclellan, the Democrat is headed to Congress to replace the late Donald mceachin. On Sunday, Virginia Democrats in the 9th Senate district, which is in the Richmond area, voted for state delegate Lamont bagby to be the party's nominee. He will run against Republican Stephen M holt, Baghdad got more than 72% of the vote out of the three candidates on the ballot. Bill aimed at reducing the use of solitary confinement in Virginia's prisons, passed the General Assembly Saturday, which was the last day of the legislative session. The bill requires the Department of Corrections to provide four hours a day out of a cell for people who are in isolation or solitary confinement, and weekly evaluations in a person's file detailing why a less restrictive setting is not an option. It also requires the department to have a defined policy for transitioning out of isolation, the bill now goes to the governor for his consideration. CBS News correspondent Edo keefe in Warsaw. Thousands of Polish citizens Ukrainian refugees in American diplomats and aid workers gathered to see the president. The centerpiece of a stage featuring smoke machines and resembling a rock comes down. Hours earlier, Putin's national address was delivered to a room full of lawyers. He claimed Russia isn't fighting the Ukrainian people, but that they've become hostage to western masters. And he said the west is responsible for fueling the Ukrainian conflict. Putin also announced he is suspending participation in the last remaining nuclear arms reduction treaty with the U.S.. National security correspondent JJ green has details about Putin's announcement. This was a moment where Russia and the U.S. clashed, and it was about way more than just dueling speeches by the leaders of these two countries. But these speeches symbolized the clash between Russia and the west. And nothing is a bigger symbol than the clash between the rest of the Russia and the west that existed during the Cold War than the nuclear weapons that grew out of it. Putin used this speech to warn the west that Russia is still a nuclear power. But it was also a warning that he's not giving up on this war. These two speeches will likely go down in history as a turning point in this war for better or for worse for Ukraine winning this war or for Russia getting the upper hand and essentially turning back the clock.
