The House went home Thursday with no government funding deal in sight as a Friday deadline rapidly approaches to avoid a government shutdown. And that is millions of civil federal employees worried about what they will do if Congress can't pass a spending bill. Federal News Network's Drew Friedman joined WTOP's Sean and Ann with what happens to federal employees pay during a shutdown. Things would be a little bit different this time around when we compare it to the shutdown that happened in 2018 and 2019. Just to step back for a moment, most civilian federal employees during a shutdown are placed in one of two categories. You either have furloughed workers workers who stop working and are not paid, or you have accepted employees who continue to work without pay. The change this year if there is a government shutdown would be that it's the first time all federal employees regardless of which category you're in, furloughed or accepted, you are firmly guaranteed back pay once the shutdown ends. Now historically in shutdowns, federal employees have always eventually received back pay and been guaranteed that, but each time has Congress had to pass a law to put that in place, which of course caused some uncertainty for feds. What we saw in 2019 was a new law passed that covers both furloughed and accepted employees and ensures that they will receive retroactive pay. So this is the first time if there is a shutdown, federal employees will know going into it that they will for sure have back pay at the end of it. However, what if you still need the money? Can you take paid leave during a shutdown if you are furloughed? If you're furloughed, short answer is no, you cannot use paid time off during a shutdown. That's because agencies by law are required to cancel paid time off, even something if it's that a furloughed employee had approved or had scheduled in advance for accepted employees, those who do without pay during a shutdown, they can use approved paid time off during the shutdown, but it's similar to the back pay situation. They won't receive pay for that paid time off until after the shutdown ends. It is important to note here as well that shutdowns don't affect the accrual of paid leave or sick leave, so after a shutdown ends, you will have that accrued leave saved up that you can then use once the shutdown is over. Drew, what happens to your health benefits if you're a federal worker and there's a shutdown? Health insurance coverage will continue during a shutdown for both groups of employees, whether you're furloughed or accepted, but premium payments can be paused during a shutdown. After a shutdown ends, of course you will have to pay back those health premiums that had accumulated during the shutdown, but those will be paused for the duration of the shutdown there. "RV insurance. This is about a power on Bloomberg television radio. I'm David west and the world has looked on with horror as the aftermath of those turkey earthquakes and also Syria I should not exclude have really come home to roost. We now turn to somebody who is involved in some of the rescue and recovery efforts. She's avro Benoit. She's U.S. direct executive director of Doctors Without Borders. So I will thank you so much for being back for the last time as Ukraine. Now it's turkey Syria. Give us a sense of what doctors will have borders is doing over there now. Well, the focus for us is really to make sure that we can leverage our emergency response capacity or expertise all the years that we have been developing this logistical capacity not to mention the medical expertise to be able to respond. So we have teams in both countries, but really, for us, the heavy lift is in northwest Syria, where the hospitals are overwhelmed. They are still pulling people out of the rubble, obviously a lot of dead. And so the teams that we already had there roughly 500 staff of Doctors Without Borders who were supporting numerous hospitals really in Idlib and in Aleppo in those regional districts also some mobile clinics and other small areas of support. We immediately redeployed everybody to be able to support the hospitals for the earthquake and try to save as many lives as we can. So breeze up to speed because I've lost track of this now. Is there an effective government in those areas at this point? Is mister Assad still in charge there? Well, this is not a Damascus controlled area. And that is one of the reasons that we have been working since the last 12 years of the war to be able to respond there. So we are able to function there. We have a long-standing experience and as I say, our staff who have been on the ground. Now, tragically, two of our colleagues died in the earthquake. And so in addition to the immense burden and sense of responsibility that we have toward their families, of those individuals, we have many other colleagues there who have lost loved ones whose own homes have been destroyed and who are now trying to do the best they can to alleviate the suffering in their communities. Well, I'm very sorry for your loss in their losses. That's very sad to hear there's so much tragedy over there right now. What do you need most? Is it people? Is it supplies and where are they coming from? Generally speaking, we are using the emergency stocks that we already had on site in our warehouses, which thankfully were not damaged. And so we've been able to distribute enough non food items, so tense, hygiene kits, also medical kits to various hospital structures for the surgeries we've been able to provide some supplies for something like 25,000 people in different areas of Afrin area and we are looking to bring in more supplies into northwest Syria and that is one of the reasons that it's critically important for that access road, the one UN sanctioned or permitted road to be able to bring supplies from turkey into northwest Syria. We are advocating for it to be open and remain open because that'll be key. The local provisions are limited. There's only so much you can buy on the local market. And so it's important for that international aid effort to be able to bring in the supplies that we want. What about U.S. support? What kind of U.S. support are we getting? President Biden went to Madison Wisconsin yesterday. And he actually addressed the issue. This is part of what he had to say. The United States is the leading donor leading donor across all the areas of Syria no matter who controls the territory. It's about saving human life. We remain steadfast in our commitment to supporting the people of turkey and Syria in this time of need. So what are you seeing in terms of the U.S. presence and support over there thus far? Well, as you may know, Doctors Without Borders is independently funded. We don't take government funding from the U.S.. And this is one of the reasons that we are able to work with impartiality. We're not perceived as having any sort of political agenda. And so with the private funding that we already have in hand from our general emergency funds, this is what allows us to function. So I can't really say specifically for the U.S. government response because we really do try to keep that sort of impartiality and independence which allows us to gain the trust in areas that are so politicized. As you can imagine, it is in northwest Syria. Often Americans are pretty generous when these things come up, but I suppose it varies crisis to crisis. What are you seeing so far in response in terms of donations coming in to your organization? It really has been heartening. I think people know that we have the credibility and the experience and the capacity to be quite a strong supporter of the needs of the people in these zones. And so really for us, it's that sustained giving the monthly giving the un earmarked giving that allows us whenever there is an emergency like this to pivot and respond quickly. Although I know that a lot of people are contacting us and saying, we really want to give for this earthquake and maybe specifically for turkey, for example, what we try to convey to them is that if there is another major disaster in a neighboring country, they would also want us to be able to react quickly there. And so that's why it's so important for the action oriented organization that we are that we try to convey that monthly giving is really the best, undesignated, un earmarked, gives us the greatest flexibility to be the most effective. "I'm rather young. It's here and now. Abortion rights advocates in Texas say they are going to court after the Republican governor signed one of the country's most restrictive bands on abortion. Yesterday, the law bars abortions after a fetal heartbeat is detected. That's his earliest six weeks into her pregnancy. It can be before many women even though they are pregnant. And while the law prohibits state officials from enforcing the ban, it allows anyone who wants to file lawsuits against anyone involved in the procedure after six weeks, even someone driving a friend to a clinic to be sued. More. Let's bring in Ashley Lopez. She's a health care and politics reported with Kut Radio in Austin, Texas. Hi, Ashley. Hey, there, so let's set the scene. This law is one of many that was pushed through in Red states. They've been blocked in many states by federal courts. The aim is to get the lot of the Supreme Court and challenge Roe v. Wade. And just this week, the Supreme Court said it would take up another law that would ban the procedure of abortion after 15 weeks. Roe v. Wade is generally after 24 weeks for a band when it's thought of fetus could survive outside the womb. So here in Texas Ah, ban after just six weeks tell us more about the Texas law. Yes, So the law prohibits people from getting an abortion once a fetal heartbeat is detected, which, as you mentioned could be as early as about six weeks into a pregnancy. And like you said, this is before many women even know they are pregnant. And if you factor in the weight times, which are required here in the state of Texas, and the time it takes to make an appointment and arrange childcare and stuff like that. Abortion rights advocates say the long basically acts as a defacto ban on abortions in Texas, and currently there's only one exception. That's the way the law was passed, with an exception for a medical emergency, But the law has no exceptions for victims of rape or incest. Okay, well, there's another component to the law that makes it unique Among these laws banning procedures after six weeks, this one in Texas allows lawsuits against well, you explain against anyone who someone might perceive as being involved in the procedure, but won't allow State officials to implement the ban. Tell us more Yeah, So the mechanism for enforcing the law is really what sets Texas's law apart from other of the so called heartbeat bills instead of there being criminal penalties, which are enforced by the state, which is usually how most abortion restrictions usually work. This law leaves enforcement basically to private citizens. So in this case, anyone, including people who don't live in Texas, by the way, consume anyone who provides Procedure or helps our supports the woman in any way who ends up getting an abortion outside that time window set by the band and the civil penalties for that could be upto like $10,000. So it's a civil penalty. But it's not people turning people in, you know, for some kind of criminal action. Right, right. But still, it's so odd, um, that there's no state officials that are allowed to implement the ban. Um, look, as we said, we've seen similar laws and other states. Get held up in the courts. We know that this one as well will have legal challenges s. So what is the sense of whether or not it will ever go into effect? Well, it's it won't be going into effect by law until September 1st. But I think the way that the penalty and enforcement side was designed was to really make it hard to get a court involved because usually the courts can stop a state from enforcing a law because this is this like network of private citizens Having to sue like that, being the enforcement mechanism, it's a little harder. For abortion rights advocates, an abortion providers who usually sue these lost to figure out what then you they could do this and what venue in the courts they could actually use to sue or block the band s. Oh, it's kind of tricky it I think this is why Texas is Bill is a little more like interesting because it does. It's not going to follow the same kind of system of how you know. Abortion rights advocates usually block these kinds of laws. Well, so that's so interesting. That's the explanation. Because this way you can't take it to court. You know if, in fact these air just civil lawsuits Uh, On the other hand, does that mean that the people have written it? Their main goal is not to get it to the Supreme Court through courts. Right, So I mean, abortion rights advocates have told me like that's already happening there already other bands, you know we're moving through, You know, federal courts and you know, as you mentioned, there's already a big case before the Supreme Court. Their goal was just to have a law that's enforced. They told me that you know so many times, a new abortion restriction will be passed in Texas. And, you know, it will have the support of the You know the main party in power here, which are you know the Republican Party and you know you almost immediately before it can even go into effect in many cases. Court will swoop in and stop it. And they feel abortion rights advocates feel like this hasn't been helping them because what they really want is to have laws in place restrictions in place that actually restrict access to abortion in the state now Actually Lopez politics and healthcare reporter with Austin's Kut radio.
