What is the best defense strategy for the united states. That's obviously a critical question. And whenever we talk about strategy a strategy has to fit the circumstances it's designed to meet so let's begin our conversation there. How do you see the current strategic situation of the united states. Thanks jim i mean. I think it's pretty mismatched. If not are less. I would say. I mean fundamentally we in a way. Continue to act as if it's the one thousand nine hundred the two thousands where we have a sort of global engagement strategy and certainly a heavy forward defence strategy in the three kind of key theaters around eurasian particular asia europe and the middle east. But the reality is that we're very far from the union polar moment. I think it pretty evident a decade ago. That that moment was fading with the rise of china in particular. But now we see a really dramatic mismatch. And i think it's well past time in fact it's almost becoming. I'd say it's an emergency honestly without exaggeration to right size and rightly orient our defense strategy to avoid frustration and i think potentially disaster. I wanna pursue that because there's a lot there but perhaps you could sort of go at it and bite size chunks first thing that jumps out at me. Is that when you wrote your book. Your subtitle mentions great power conflict now. What i'm used to hearing is the term great-power competition and there's a bit of difference between conflict in competition..

Good morning. Vance's The pleasure to be with you and married today. Tell us why you threw your hat into the ring, sir. Well, I want to protect the American dream. I've lived the American dream and currently, the American dream is under assault by The General Assembly and our democratic governor in Richmond. I can tell you a little bit about my bile, but but I want to have you pointed in the right direction. Well, I would actually like t talk a little bit about your story because you are an immigrant to the United States. And I've have a theory that the reason we're moving away from those values that you talk about us because so many Americans are away from their immigrant story. So many Americans are, you know more than more than two generations away from why their ancestor came to this country because When you do when you know that story because it's been told to you over and over and over again. I think you have different a different set of values than if you don't know this story. What do you think? I agree. And so my story is a simple one. I I was born in Mexico grew up in a house of dirt floors and running water. And that was just the reality of how we lived. Came to the United States legally when I was five with my mom and my brothers to join my dad. We didn't have a lot of money. So my dad decided that the family needed to go to work when I was 10. So we started picking cotton you did. It is a family. I did 20 different jobs from the time I started picking country the time I went to the Army. Spent 30 years in the army. I was a defense consultant and contractor, and then I was had the opportunity to join president then candidate Trump. Campaign to reach out to Hispanic voters, and I think we did a pretty decent job because I'm like we we contributed to getting him elected. Um and so I was then invited to be part of the transition team into the Pentagon. And then later, President Trump tapped me to be the deputy assistant secretary defense for Western Hemisphere. Hemisphere affairs. And that I'm very proud of the fact that when I left three months ago, we had the best alignment with countries in this hemisphere with United States s. Oh, that's that's been that the recap of my story and I just want to say that The uniqueness of my American story isn't and I'm not at all unique. There are many, many American stories. I'm sure that you can come up with some yourself and you live some of us. Yes, sir. So when as an immigrant as somebody who legally immigrated to the United States when you hear these debates in Virginia, in particular about being accommodating to illegal immigration at all costs, including recently in Fairfax County, where they've expanded the definitions of what it means to be a sanctuary county where they're trying to resist as much as they can cooperating with immigration and customs enforcement. What do you think when you see stories like that? Well, I'm very troubled because great cognitive dissonance. The thing that we've always promoted in the military is rule of law. That's what the United States is all about. That's what this country was founded on. And when we start violating our own laws and enforced by our own leaders were on the wrong track. I've thought communism and socialism my entire career and I know what it was like when it was during the Cold War who were facing off against the Soviet Union from an attack into central Europe to then helping our partners in Latin America defend against guerilla war to them. When I was the attache, seeing how Chavez got elected, I was an observer of his election. The first ones they're clean. And then after that he had a subsequent series of crooked elections and we've seen what happened in Venezuela. I'm not saying that we're Venezuela by any means, because we are the United States. But a lot of the same trend lines that I've seen with socialists are now coming to the fore. And you're gonna be talking later about Chinese influence. And, uh, the United States. While all this was going on, the Chinese were working their brand of communism that is much more insidious and much more powerful. And we are the victims of all of it. And the lawlessness doesn't help. That's for sure. No, not at all. So there are a lot of you have a lot of contenders for the Republican nomination. What separates you from them? I think my story and my experience is really the key. I can talk to a foreman. I can talk to somebody who used to be my boss on the drilling rig on Harvest platform on it, a lumber yard. And a welding shop and I can talk to the president and I have talked to president and I have. I had I still have some personal relationships with some of the ministers of dissent in the hemisphere haven't reached out to them recently because of where I'm at. But when I was in my job, I have it. I had direct contact with every single minister of defense in this hemisphere. So I understand that, Brooke that broad range I lead lead soldiers. And military personnel and I've managed budgets, and I know how to design policy to scandals budgets, So I think that makes me a little different, and one other thing is that I could reach out to those immigrant communities. That know what it's like to live under socialism and communism. And then we could relate because I've had the opportunity to do so. Here in Northern Virginia, we have We have Asian communities. We have Hispanic community. We have the entire world. This is one of the most eclectic collection of Americans that you've ever seen anywhere else. And I can tell you those that left those Communist countries are not happy with the direction that we're headed. No, That's very true. That is very, very true. Well, thank you so much. The outstanding question is, Can you translate that into the policy in the politics inside of Washington, D. C. Well, there's that question. Can he really handle the politics? There's also the question about civilian control. The military is and there is that the origin of this statute actually that exists. It says that Congress says you've got to be out of the uniform for eight years because they're worried about that connection between the military, the uniform military with one hand and the civilian control. Yeah. In fact, I read in an article this morning that I thought laid that out quite well under General Mattis Joe Dunford, who was the chairman? Basically, the two of them combined to make the Pentagon one voice and when you add John Kelly over at the White House chief of staff It was pretty much a marine voice that was setting the entire defense policy. On the other hand, what you want is a close, collegial relationship between the civilian side of the military side. But not the strong links that we saw her Jim Mattis, and what I found interesting about this article is, they said the solution that is retired General Milley, who's the current chief? Oh, that's interesting. I see. That's that's interesting, but it's interesting that pressure seems to be put coming back from Democrats as much as when Republicans on this issue Exactly people. I really respect such as Congresswoman Slotkin, used to be a former CIA employee made the point simply that we just don't want to cozy the relationship between those in uniforms and those were in a suit and tie. There has to be a again Clint reality but not uniformity in the thinking that happens inside the Pentagon. That's why we have civil military control. In the meantime and more imminent, in a sense is the proposal for some nd a way. The National Defense Authorization Act, I think is what that stands for visually keep the money coming. The military, which is really pending right now, and there are some issues, the White House's indicated they might the president might veto it. That's true now sequestration, which is the process of continuing to fund the military has been fairly destructive because it doesn't allow us to do any long term planning. But there will be money flowing to the troops and a stomach full of operations, but not at the end. A is not signed. And what does the president have concerns about? Well, he's trying to roll in a number of his particular issues into the National Defense Authorization Act, because it's the most likely piece of legislation to be signed before he leaves. So he's thrown in the issue of section 2 30 communications authorities for Facebook and Twitter. He's thrown in the story question about the names of some military posts, and he has a couple of other issues that he says if it's not resolved inside the India he will veto it. It's hard to see how the section 2 30 issue has any military all obviously the names of post too but my understanding and I want you to correct me if I'm wrong here is by and large the military's fine with renaming those bases. It's actually the political side of the White House is concerned about it. I think a zoo we saw down it Virginia militaries To recently They called the statue of Stonewall Jackson, with no no significant outbursts of anger from anyone troops. The troops. They know how the system works. They were not ever ashamed to be assigned to Fort Hood, but they barely recognized the past John Bell Hood. He was somebody who fought against the union. Troops have other things on their mind, more so than the name of the post that was there, working. Let's talk about some other things that I think are in this bill. This endia didn't actually come from the White House. But everything else where I think there's a required from Congress said You have to punish the Turks for those s 400 those Soviet the right upside Russian surface to air missiles. That they require some sanctions to be imposed. Is that a good idea? Listen, I think the threat of sanctions is a good idea with Turkey. Whether we follow through with them is a different issue. But President Erdogan has acquired a weapons system that is this dangerous to his allies. In this case, NATO as that this to his enemies. There's concern that the s 400 would allow the F 35 to be detective. There's no way to know if the Russians haven't built they Elektronik backdoor so they can see that information. So this is going to be one of the many, many issues that we have with Turkey that will be brought up in the first couple of weeks of eight of the of the administration of President Biden. I believe they're also maybe provisions in there about withdrawing troops from Germany something that some people up on the hill are not happy about the president Trump's says he wants to do. Where do you stand on that? Is that a good idea for Congress to be telling? The White House where they should withdraw troops from or not Well, it certainly is, is not unprecedented that.

about twenty four Republicans as I understand it including some members of leadership like house minority whip Steve Scalise barged into the secure hearing room in the capitol basement where Laura Cooper the Deputy Assistant secretary defense for Russia Ukraine and Eurasia was set to provide private testimony now the deposition got under way after a five hour delay several lawmakers said that in response to the Republican protest on Wednesday morning that house intelligence committee chairman Adam Schiff left the room which Cooper and postponed interview now the fact that Adam Schiff won't even let the press them you can't even go in and see what's going on in that room Scalise told reporters outside the hearing room he said how about voting members of Congress are being denied access to being able to see what's happening behind those closed doors and what they're trying to and and and when they're trying to impeach the president of the United States what a one sided set of rules they call them witnesses don't think so what do you think well captain this is very very concerning and there were watching this unfold before our very eyes and typically these are the kinds of things that you see and banana republics or fascist state or dictatorships essentially or you see this where the one party believes okay we're we're just going to lord it over everybody and captain you mentioned about the idea of voting members of Congress there were actually denying the people of the United States because that's right we both for the representatives there our representatives in Washington they don't govern over us in this in the grand sense we empower them and there are representatives they have every right to know what's going on with this because it is so one sided is Kim Titley a regular and it doesn't pass the smell test not at all and Adam Schiff believe somehow he's kind of quirky you know twelve in with but he yeah he he believes that that he can crack this thing in secret and then slow it on the market is not going to happen because from congressman Dan Crenshaw from Texas the veteran with a patch over his eye and he says Adam Schiff does not allow isn't long representative to see the transcript for this and future requiring but he is selectively leaking small portions for the press the process should be transparent to the American people and speaking of what he's looking to the American press he's leaking selected pieces of information but not the whole story and part of what was leaked yesterday about the Ukrainian envoy was not correct because had he leak everything that was said he would have found out that what do you crazy and envoys said was dispelled by his later conversation about what the club has shipped league to begin with and this is not only happened once twice three times but four times where evidence it's been put out there that makes it sound like well we got the president now it's not true if you continue and look at what the conversation was after the initial statements or the the words that were cherry picked and picked out a statement it just isn't true exactly and again the idea is to try to create a false sense that something happened that didn't happen well you know why was that they're trying to go to a lower the president's popularity approval rating so that they stand half a chance of beating him come indeed and again this is all political and we know what we the people not there's no doubt in our minds alright and also very important we are paying for Adam Schiff to to essentially use the Congress is his own personal you know political weapon and that's that's not right in anybody's book because that's exactly right capital there simply wanting a public relations campaign they had the votes to start an actual enquiring on actual evidence about an actual saying they would have done it long ago listen to this listen to this from the Wall Street journal this is it routine oversight of a bad presidential decision a reckless judgment the self described goal of Mr Schiff hearing sister one pizza removed from office a president elected by sixty three million Americans this requires more transparency the public scrutiny that Mr shifts on president in process of secret testimony followed by selectively stir the friendly media to put everything in the most anti trump light in order to sway the public opinion that's what I just told you if the evidence against Mr trump is so damning the one that makes it all public now so the American people can judge for themselves hello it's not funny because they need because before that all the Russian collusion evidence was out of the public he had it all he had all of it mom but you had none of that there there was nothing well no because
