About the vital importance of north korea denuclearizing but notably the word. Diplomacy did not appear once in communicate. And you get the strong impression. That the communique really reflected the positions of the united states and japan who take a similar view of the north korean problem and that south korea must have been more than a little uncomfortable With the language that came out. So i mean as you point out japan and south korea very different approaches to the north. How do you think that. The u k can the. Us can stay in lockstep with them. "If he commits to denuclearization than his country. Could enjoy the same kind of economic prosperity as Vietnam. North Korean leader, Kim Jong UN is on his way to Hanoi for his second summit in less than a year with President Donald Trump at the first summit in Singapore. The two agreed to work towards the complete denuclearization of the Korean peninsula. We now have a situation where the relationships where there's been no nuclear testing. No missiles rockets, we got our hostages back. But the Singapore agreement was light on specifics. The challenge in Hanoi will be to get the North Koreans to sign something. More concrete. The North Koreans will likely ask the US to lift some of the sanctions that have been crippling their economy. Well, the US will likely demand specific steps towards denuclearization. I with deadlines and a verification mechanism. The President Trump says he's willing to be patient. I'm in no rush for speed. We just don't want testing. And while there have not been any ballistic missile or nuclear weapons tests since the Singapore summit, the US intelligence community says that the North Koreans have continued to develop both of those programs. Chris Fisher reporting from Hanoi. Kristen thanks for that. And joining us now before he heads off to Vietnam the secretary of state, Mike Pompeo mister secretary, welcome back to Fox News Sunday, Chris scratchy with you before we get to the Kim summit. I want to ask you about the developing situation in Venezuela's on the small amount of aid did get through and reportedly some sixty members of the Venezuelan national guard defected to the opposition. But generally speaking, but Tyrrell's forces stood firm and stood by him. Is that a disappointment? Chris the Venezuelan people are speaking loudly. And clearly they understand that though is the legitimate president of their country. We're supporting that. The European countries. All around the world have seen the devastation. That's been wrought in Venezuela by this sectarian Madera, who's at high food to starving Venezuelans and medicine to sick Venezuelans burning trucks with this this. This is the worst of the worst of a tyrant. I think the Venezuelan people are saying that we saw yesterday the military begin to see it as well. Some of this violence was clearly of these collective collectibles, these gangs, while the military wasn't a certain they wanted to lean into this violence or very hopeful in the days weeks and months ahead. The majority will understand that the Venezuelan people have made its days numbered. In a statement at the end of the yesterday, you said the United States will take action. What does that mean? Already taken action action to support the Venezuelan people and will continue to do that. They have a duly elected. Interim President Mr Guido we're going to continue to support him. We'll continue the American people have been most generous providing a couple of hundred tons of food medicine hygiene kits for the Venezuelan people. And then we'll continue to build out the global coalition to put to put force behind the voice of the Venezuelan people. What's happened? There is a tragedy. There were five or six or eight killed yesterday. But there have been hundreds and hundreds killed from starvation over the past weeks and months millions of people having to flee their homes three million people have had to leave ten percent of the Venezuelan population. That those are the actions of the American people and the Trump administration to support democracy in Venezuela. But no military force was that every options on the table. We're going to do that. Things that need to be done to make sure that the Venezuelans people's voice that democracy reigns. And that there's a brighter future for the people of Venezuela. Right. Let's turn to the main water a business for you this week. And that is the Cam Trump summit in Vietnam starting on Wednesday before the Singapore summit last June national security adviser, John Bolton sad. Look they have to give up their entire nuclear program before the US does anything and here you were just after the summit take a lot. The complete verifiable and here reversible denuclearization of the Korean peninsula is the only outcome that the United States will accept. Is that still President Trump's position going into this summit come plate denuclearization and no US concessions before? Then there's been no change in US policy since the time, I've been secretary of state, and frankly, even before that when I was a CIO director. Our objectives are clear our mission is clear. President Trump's also said this is going to take time the may have to be another summit. We may not get everything done this week. We hope will make us substantial step along the way, I've spent a lot of time with chairman Kim. My team is on the ground today. Continuing to flesh out paths forward to develop a roadmap for a path forward between the two countries were determined to achieve that it's important for the world's security. The UN Security Council has demanded not the United States. But the UN Security Council has demanded the chairman Kim give up these weapons systems. It's in the best interests of the people of this country. And I hope we can make a real substantive step forward this week. It may not happen. But I hope that it will today summit. It might be one day might be two days. I'm confident that if it requires even more time will commit to that there. There've been lots of conversations going on over an extended period of time continuing even through last night, we're committed and President Trump is committing to put in the hard work that it takes to get the outcome that the American people deserve. All right, obviously, you're not gonna tell me what's been accomplished. Or what you think you're going to get at the end so far at least to the outside. Observer there's been some progress specifically as Christian mentioned in her piece there have been no nuclear test missile tests by North Korea since two thousand seventeen. But in terms of denuclearization. We handing over its nuclear weapons handing over nuclear fuel handing over nuclear missiles that been very little take a look at this. We still await concrete steps by North.

"And weather together. But first our top story at this hour. President Trump seems to be walking back from his position on North Korea's commitment to denuclearization. And this after the nation's top intelligence officials yesterday, presented the most thorough assessment of the global threats facing our nation and one of the clearest examples of how their conclusions differ starkly from the president's own. President Trump writes on Twitter this morning that the US North Korea relationship is the best. It has ever been as preparations are underway for him to meet with Kim Jong at the end of February the president writes quote decent chance of denuclearization. But that's a big shift from what he said immediately after. His summit in Singapore. Last June with Kim Jong Hoon when he declared on Twitter, quote, there is no longer a nuclear threat from North Korea. CIA director Gina hospital said on Capitol Hill Tuesday that the North Korean regime is committed to developing a long range armed missile that would pose a direct threat to the US. "To my point you didn't have a lot of georgetown trained episodes there on if you're you're trying to figure it out in the white house briefing room and i'm trying to figure it out at home just think what young kim's trying to do so i thought i thought that was unnecessary but we got through it roger that these guys aren't crazy there coldly calculating and they probably would be crazy if they gave up these weapons i mean the shorthand cartoon i use is they went to the movies the double bill i one was called saddam hussein the late show was moammar gaddafi and in between that something called ukraine breath your weapons for territorial guarantees in perpetuity so he's i think i figured out what they do to you you don't have this the lesson being if you give them up you're right and so i look upon this as an opportunity i applaud and celebrate that we're going to go meet we've already made a major concession by giving kim jong un a sense of equivalency with the president of the united states right we're gonna go do it and i hope it ends it is not immediate denuclearization of north korean in fact what's that line from the princess bride i do not think that word means what you think it means they for kim denuclearization means the nuclear power providing the nuclear umbrella for south korea disengages scientist peace treaty with them ends its relationship with the republic south korea and moves off the peninsula and then after the broad security equation for the north has been fundamentally changed well then we may no longer have a need for so many of these weapons right and so the point being what has to happen i right and that's going to be that is not going to be in all likelihood acceptable remonial things all right but these guys aren't going to zero for a very very long time so here's my point i hope american intelligence is being used by the administration to shape our negotiating position to shape our expectations to shape our timetable for a long distance to work out so a good deal a good meeting everyone smiles everyone shakes hands everyone agreed in principle and then you let the pros go started that this doesn't work out well the.

"A front end the back end so the owning enrichment and plutonium on the denuclearization sidestep all aspects of their nuclear program clearly the ballistic missile program as with iran with the intention of being a delivery system for nuclear weapons that's gotta go i think we need to look at their chemical and biological weapons programs as well the president's going to raise other issues japanese abductees south korean citizens who were kidnapped so there are a lot of issues to discuss secretary pompeii oh and his successful trip that beyond just returned last week foreshadowed that will look to see if there are discussions in the next few weeks that the way it out in more detail but it's an ambitious program and that's why it's important to test whether in fact north korea has made a strategic decision and speaking of secretary of state pompeo you brought those three americans home from north korea there are still at least four americans being held in iran their families are concerned that tearing up this diplomacy exiting the nuclear deal puts their loved ones at risk what can you tell them two things first everyone should know that this administration is intent on bringing home every american who is held anywhere in the world we've got pastor brunson in turkey we desperately need to get back we have others held in iran in syria we're we're working diligently to get each of them back with respect to whether the actions of this past week with respect to the jcp away increased anyone's risk i think that's ludicrous the iranian bad behavior increased it only increased during the time in the jcp.

"Word denuclearization which is hard enough to pronounce and might even be harder enough to do when we talk about denuclearization though i envision that all nuclear weapons get removed from the korean peninsula it sounds like perhaps north korea and china have a different view of what that means what's your take on what denuclearization means in these negotiations well you know in their statement they tried to clarify this a little bit so talk about denuclearizing the korean peninsula and what north korea has already done if meaningful and important but they also say they have to cooperate with the international community to denuclearized korean peninsula so in principle that's okay of course what people worry about is there's nothing particularly concrete there's no timetable there and so forth so there are people don't know exactly what it means i'm just a layman when it comes to international affairs does does it appear that president trump's what seems like radically different approach in these matters is actually working in these negotiations tell me when they're all over it i'll give you the answer to that it's it's it's hard to see we have a potential summit happening in the next several weeks with president trump what might what kind of agreement might be possible in his summit with kim jong un well they've been talking about coming to a peace treaty to end the korean war that would be positive although even a peace treaty words on a piece of paper and you'd have to figure out how they would carry it out that that has a lot of implications for example the us forces in korea are the u n command that was created during the korean war so if you come up with each treat that they would have to become something else that's the technical problem but it's one thing they would have to all there's.

"We don't know exactly what north korea would would mean by complete denuclearisation would that mean a verification process and inspections and whatnot so at this point president trump seems pretty eager to actually have this meeting but we'll say here's a bit of what the president tweeted on wednesday morning quote mike pompeo met with kim jong un in north korea last week meeting went very smoothly and a good relationship was formed details of summit are being worked out now denuclearization will be a great thing for world but also for north korea unquote and joe asked the same question that you just addressed what happens in a denuclearization nancy use of even though we may not know what's going to happen with north korea if anything is denuclearization a thing like is there a certain pattern of events that tends to happen in this kind of situation well let me start by saying i think one of the takeaways from this is that we know that kim jones who's prepared to hold talks what we don't know if he's prepared to denuclearize and so so perhaps the model we could use is in iran where we had a denuclearization program but i'd point out that during that process it was years of working out the details of how verification would happen who would do the verify one proposal could be for example china doing some sort of verification process what constitutes denuclearization how it's defined and what is received in return for it and so i think the best model we have is is in iran of in terms of stipulate and how one goes about denuclearizing but again and that case you had lower level ficials working out those various specific details and then higher level coming at the very into sort of seal the deal in this case we have the exact opposite where you have director of cia mike pompeo going to north korea president trump talking about me with kim jong hoon and then afterwards it seems that the workout the details of what denuclearization would look like president trump is already talking about the potential of him walking out of a meeting between him and kim jong.

"The socalled denuclearization process negotiation process as long as he can so that is new nuclear weapons than icbm's it com completely and the us learns to live not only with the big brother but also a nuclear north korea what are the advantages or disadvantages of using intelligence instead of diplomacy to communicate with north korea i think this is unconventional it's hard for me to imagine that the head of m i six the british intelligence with fly over to north korea and conduct actual negotiations i realized mr pompeo is due to be secretary of state but i think this kind of clandestine channel of communication probably works in north korea's favor because once again it shows you how desperate how eager the united states is to negotiate with north korea the us has not yet gained the financial economic leverage to put some hurt on the north korean regime that will come after about three years at least all tough sanctions enforcement and we are not there yet from where you're sitting right now do you think this possible summit between kim jong un and president trump will actually take place it may fall apart but it seems that it is going to take place because because both leaders want it the us doesn't want to escalate at no point since the end of the korean war sixty five years ago has the united states or its allies south korea resorted to any kind of military response in the face all egregious lethal attacks by north korean so north korea even with conventional weapons alone has managed to thoroughly deter the most powerful country in the world even in the sixties and seventies so north korea seems it can get away with murder and north korea is now changing its tune and this is a post provocation fake tease ploy and americans really need to be aware of north korea strategic endgame sung yoon lee is a professor of korean studies at the fletcher school at tufts university thanks professionally thanks for having me now here's a reminder that the north korean government has done some pretty nefarious things in the past one episode concerns one of the korean peninsula is most beloved actress his chin he she used to be called the queen of cinema that's my colleague suman wong of the bbc's korean service she says she was one of south korea's most popular celebrities in nineteen sixties.

"The commitment to denuclearization and he has in fact conveyed that commitment he's given his word his given is word but the significance of his word is is quite quite weighty in the sense that this is the first time that the words came directly from the north korean supreme leader himself and that has never been done before the idea of a north korean leader kim jong un meeting with an american president and caught a lot people by surprise what is the significance of that to south korea it clearly demonstrates the president trump's will determination to resolve this issue once and for all and i think that's hugely appreciated by the south korean public the previous years before the administration has been one of nonaction called strategic patience what has changed is the maximum pressure campaign which is a series of security council sanctions but also a us unilateral sanctions north korea is in a situation of a very limited ability to engage economically with the outside world which means it has very limited ways of improving it's the livelihood of the people you're describing a week north korea financially economically definitely but they've never been this militarily strong when it comes to the development of their nuclear program they've never come this close to being able to hit the us mainland with a weapon before so they're actually walking into these talks in a strong position in some ways but the i think i think that's probably what what goes into the north korean calculation of coming out to dialogue at this point but again it's it's a strength on the side of its nuclear missiles program on the on the side of the economy very very weak and increasingly so the art of diplomacy and negotiation is this what this will sound to what is south korea what is the us partner willing to offer north korea at this negotiation at this point we haven't offered anything we had made it clear that we will engage but there will be no reward for dialogue to south korea trust kim jong un as i say it's not a matter of trusting me it's a matter of discussing and pressing for action and once you see those actions then you move forward further when president trump says things like he did reportedly at this political event earlier this week when he suggested us troops could be removed because.

"Payne the armstrong and yet he shows the first good the fbi so we talked about his quite a bit yesterday with mike lines are military analyst and joe made some strong statement still reverberating bloom criminal and then secretary of state tillerson with his square had had uh this to say on the subject yesterday either both would be fun the object of negotiations if and when we get there is the complete verifiable in irreversible denuclearization of north korea your dream in china with republic of korea with japan with russia and is now joined by the entire international community in saying to the regime in north korea we cannot and will not accept eu is a nuclear state and you and mike lines agreed with you that that that's absolutely where we are now accepting them as nuclear state and living with it there's no alternative the it's it's pretty interesting that the secretary state and the president save the opposite listen it's conceivable you could have a multilateral iran nuke deal style uh you know coming together of china the regional powers japan the correze etcetera and united states in workout something whereby you know you give north korea all sorts of assurances and and and denuclerised south korea of japan pledges bottle doesn't there have to be an or a whirl here we yeah all right what i was about to say is that sort of thing is conceivable but also see the mechanics of it working or will what will right exactly there's number one you got to have an or ends and secondly or yeah we'll put in some serious sanctions now roaming rugby you think you're saying should now i mean the other problem is that whole scenario that i mumbled through and maybe you followed would require on china doing in immense amount of successful policing of the thing or you know the north koreans leading in the western powers the eastern western powers i don't see any of that happening it just i don't see the the the road to it they must believe it right because at this point if we're not no followthrough tillerson company yeah trump administration because at this point if we don't follow through it really makes us look weak because it makes although you better.
