"A seven night Caribbean cruise from Fort Lauderdale, with all crew and adult passengers vaccinated. Cruise industry has been shut down for the past 15 months by the Corona virus pandemic. The CDC said last month that cruise ships with nearly all passengers and crew vaccinated can resume sailing. But NPR's Greg Allen reports there is a problem it violates a Florida law. This ad by celebrities sums up the relief and excitement among cruise companies. Some day is finally here and we're ready to sail beyond again. Extended shutdown has cost the industry more than $17 billion in direct losses. The celebrity cruise departing June 26 will be the first under new CDC protocols. CBC says ships can resume sailing under two scenarios. The first is after conducting tests cruises with masks and social distancing in place show they can keep passengers and crew safe. The second scenario, when advocated by the industry, allows ships to resume sailing immediately as long as 95% of passengers and crew are vaccinated. Chris Gray Faust is managing editor of the website. Cruise critic. People will not have to wear masks, they will not have to do social distancing and at least in the US, they'll be able to do shore excursions without you're staying in a cruise ship bubble type of situation. The idea of requiring all adult passengers to be vaccinated is popular not just with the companies but also cruise passengers. Christine, Um, came under a lot of fire for this. Christy Nome. Good governor. She's done a lot of good things in the past year. But she she wished him she kind of blew it on the issue of transgender sport because she signed a bill that would keep men out of the girl's locker room for K through 12. She She was willing to sign that Bill, but she wouldn't go all the way she wouldn't sign it because She didn't want to exclude men from women sports at the collegiate level and the defenders of Governor Gnomes decision said Look, it's impossible. The NC double A. They were threatening to pull events out of the state, and she was afraid it wouldn't hold up. There was too much pressure on the okay, well. That's too bad. We're going to check in now on the record number of anti protest bills that Republicans have introduced this year. Several have already become law. In Florida, For example, Governor Ron De Santis signed what he calls anti riot legislation. It includes new penalties for protesters and for local governments that decreased law enforcement budgets in Oklahoma driver's who unintentionally hit protesters now have immunity. These bills and others follow months of large scale, mostly peaceful demonstrations against police brutality, and these bills are raising red flags among First Amendment experts. Joining me now is Nick Robinson. He is a senior legal adviser at the International Center for Not for Profit Log, Nick Robinson. Welcome. Thanks for having me So we're just four months into the 2021 legislative seasoned how many bills have been introduced that would fit under this umbrella of anti riot or anti protest legislation since the killing of George Floyd of this past, May we've seen over 90 anti protest bills introduced in 35 States. That undermined the right to peaceful assembly and what are some of the common themes that you're seeing across these bills? Many of these bills increased penalties for obstructing traffic or sidewalks, which often happens during protests. So a bell in Tennessee that was enacted in August increased the penalty to a year in jail. If protesters make it inconvenient to use a sidewalk. Many of them also expand and I riding laws so in Florida governor dissented recently signed this entire major anti protest bell. Into into law, and one of the most controversial parts is how it defines rioting to potentially capture peaceful protesters who engage in no violence at all. S O. For example, if you're Let's have a large protest and a handful of people decide to kick over a trash can. You could potentially be arrested for riding for just being part of that same crowd. Andhra penalties are extremes so under the new law, writings of felony And if there's more than 23 people in the crowd, it could be punishable by up to 15 years in jail. So these vague provisions and these really life altering penalties can easily intimidate peaceful protesters. Are these bills constitutional? I mean, we've all read the First Amendment, It protects freedom of speech. It protects the right of people peaceably to assemble. Yes. So we're already seeing many of these bells that they're getting past being challenged in court, and I think we're going to see a number of more constitutional challenges going forward. I think on on one level, they're going to be challenged based on viewpoint discrimination because some of the state legislators were passing these bills. Seem to be targeting the tactics. Such a street protest of black lives matter. You know a specific protest movement. It's unconstitutional to target a protest group. Just because you disagree with their message. We're also going to see challenges I think for particularly is anti riot acts for just being over broad and vague. To stay with Florida for second Governor De Santis says what he is signed and I'll quote him is the strongest anti looting, anti writing pro law enforcement piece of legislation in the country. He is framing this as support for police and I want to note that most of the protests in Florida as elsewhere in the last year were peaceful. There were some incidents of violence yes, but mostly peaceful. But this is a message that will that will resonate and clearly is among Republicans across the country. Yeah, and I think that's right to take a step back and say, you know, look, this was in direct response to the Black lives matter. Protests of last summer, we should be clear this. It's already illegal. To engage in violence to engage in property destruction. The police have plenty of tools to deal with those those kinds of challenges. What these bills are doing is they're sending an intimidating message to peaceful protesters. I think we should step back and realize. That you know when we think about positive social change in this country, whether it was the civil rights movement fights for LGBT Q rights, women's suffrage, They all came out of protest movements. And so now we're seeing these acts that undermine peaceful assembly. And this comes with, you know serious costs to the future of our democracy.
