"Desk is wired by the First Alert Weather Good morning, I'm Mark Lewis. Mike Chikaitis, our producer. The top story we're following on this last travel Center. Thanksgiving is all the crowds on the road. If you're on the road, there's lots of company for interview, and they're predicting near record numbers of drivers will be traveling in the DC region during the Thanksgiving holiday weekend. WTOP's Neil Ogenstein beginning our team coverage in Prince William County day. Here at the I -95 rest stop in Dale City, a lot of people are in the middle of trip. their We left yesterday. We left yesterday afternoon. I left at 10 o 'clock at night because because I just got off work at that time and there's no one on the road. Some say they've been stopping often for coffee. Others are just talking with their passengers. The drivers say they know the traffic will get worse this afternoon. This man heading to New Jersey plans to be there way before when when the traffic gets worse. Probably gonna take a little nap in the morning and then go see my daughter in the afternoon. On I -95 in Dale City, Neil Ogenstein, WTRP News. Once again, the airports packed. are The TSA predicting this Thanksgiving week will be its busiest ever. Checking out the long lines in Reagan National Airport, WTOP's Shana Estulin. Georgetown student David Stewart is taking no chances. Yes, I made sure to come two hours before Josh Dillerosa and his family are heading out to Orlando to see my parents. They also got here earlier than usual. Just in case because of the weather today and because it's Thanksgiving. TSA spokesperson Lisa Farbstein says the agency is ready for this busy travel day. We are fully staffed across the country at our checkpoints. She says here at Reagan National Airport, they expect to screen an additional 6 -7 ,000 people today. Shana Estulin, WTOP News. Now to WTOP's continuing coverage of the crisis in the Middle East. Israel and Hamas have officially agreed a to hostage deal that includes a four -day pause in the fighting in Gaza in exchange for the release of least at 50 women and children being held. Each hostage is being traded for three Palestinian prisoners. The could timing shift. We don't have a precise hour for when this will go into to affect, but we expect sometime in the next 24 hours a pause in the fighting. National Security Advisor Jake Sullivan and aid groups are hoping the deal holds. Without this pause happening right now, we would have people dying as a result. The four -day pause is long enough to get quite a lot of supplies in, save a lot of lives. Analyst Greg Barton, Israel is expected to halt its offensive for four days to allow hostages to be and prisoners freed. That is CBS correspondent Cami McCormick, WTLP National Security correspondent JJ Green tells us what it took to get this deal done. This started five weeks ago and according to a senior administration official, it involved the U .S., Israel, and by extension the views of Hamas and Egypt and a dedicated group of people was established and this was on or before the 25th of October. They call it a cell and this group of people or task force, they met almost every day, they talked every day I should say, to try to find a way to secure the release of hostages and according to this official, there were fits and starts to this process which is why we kept hearing about a deal in the works and nothing happening. Hamas on several occasions backed out, but because of the pressure, they had to go back to the table and it's their belief, the senior administration official and of course the US and Israel, it's their belief that this may lead to even more opportunities down the road. Many Americans have strong views about the war between Israel and Hamas and that includes federal workers. Virginia's senior senator says their first amendment rights to need be protected. WTOP's Mitchell Miller has more now today on the hill. The government's to got walk this line carefully. Virginia Senator Mark Warner says federal employees shouldn't face threats for their beliefs and the federal government shouldn't undermine their right to speak out. Making sure that people feel safe in the federal workforce, in the workplace as well, that they're not harassed whether their faith is Muslim or whether their faith is Jewish. Warner and fellow Virginia Senator Tim Kaine recently wrote the Office of Personnel Management requesting guidance on the self -expression rights of federal employees. He notes he's met with Jewish and Palestinian American families who have both suffered as a result of the conflict. On Capitol Hill, Mitchell Miller, WTOP News. "Good morning and thanks for joining us on this day before Thanksgiving. I'm Mark Lewis with the top local stories we're following this hour. What a difference from yesterday. The rain that soaked the area yesterday and early this morning has moved out now. However, drivers can expect plenty of road spray and plenty of company on those roads. AAA predicting near record numbers of drivers will be traveling in the DC region during the long Thanksgiving holiday period. WTOP's Neil Augenstien beginning our team coverage now from Prince William County. Here at the I -95 rest stop in Dale City a lot of people are in the middle of their trip. We left yesterday. On I 95 in Dale City, Neil Ogenstein, WTRP News and the airports are packed once again with travelers. Yesterday's rain resulted in a number of delays and some really long lines of cars trying to get to the airport. Airlines say they're prepared for the passengers traveling today and plan to get them to and from their destination smoothly. WTOP's Shana Stulen is with the crowds at Reagan National Airport. Georgetown student David Stewart is taking no chances. Yes, I made sure to come two hours before Josh Dillerosa and his family are heading out to Orlando to see my parents. They also got here earlier than usual just in case because of the weather yesterday and because it's Thanksgiving. TSA spokesperson Lisa Farbstein says the agency is ready for this busy travel day. We are fully staffed across the country at our checkpoints. She says here at Reagan National Airport they expect to screen an additional six to seven thousand people today. Shana Stulen, WTOP News. Thanksgiving kicks off a season of giving for non -profits. It's something that those organizations are especially grateful for. However, the CEO of a Maryland food bank says the need for them is actually year round. Jackie DeCarlos, CEO of Manor Food Center says the issue of hunger is a year -round problem and that non -profits like hers run on three things. We need food, funds as I mentioned but also friends. We need volunteers to help us especially in January, February, March. Monda Bellamy and her team from accounting firm with them were volunteering packing food boxes. And in just one hour we were able to accomplish a lot. And the feeling that you get is great, right? Among those helping Bellamy's daughter Maya who says learning about the level of need in the community was eye but she learned something else too. It shows you that like if you look closer that there is something that you can do. Kate Ryan, WTOP news ahead of Maryland's chapter on the Council on American Islamic Relations has been temporarily removed from a state board focused on tracking the rising number of hate crimes in Maryland. This is coming after social media posts she made about the Israel -Hamas war surfaced. In one post she wrote quoting here, I will never be able to understand how the world summoned up rage for forty fake Israeli babies while completely turning a blind eye to three thousand real Palestinian babies. Maryland Attorney General Anthony Brown says when it comes to those posts they've challenged the Commission's ability to do its work after making the decision to temporarily suspend Zainab Shoudary. He also says his staff will now develop a draft value statement about personal communications by commissioners that will balance their right to free speech with their role as a commissioner. Shoudary tells WTOP, it's important to understand that with every post there's additional context that sometimes is taken out of context. He feels her suspension and fringes on her right to free speech. And this is the only appointment on this commission that represents the Arab, Palestinian and Muslim American communities in the state. Brillo, WTOP News. Fairfax County is gearing up to expand the Police Department's Automated License Plate Readers program. Those readers catch a car's license plate, color, the car make and model and sends a real -time alert to police if that car has been reported stolen. Fairfax County Police say during the past year the technology has helped recover 125 stolen cars, 22 guns and it helped find 19 people reported missing. The County Board of Supervisors has approved a $136 ,000 grant for that program yesterday. Coming up on WTOP in Muddy News. Topping the inflation list this year, Sporting events tickets. He joins us now to talk about What's going on. And Dr most, it's nice to talk to you was again thank you very much. How are you? Welcome, Steve. Always good talking to you. What a day, right. I mean, this isn't like ve day or something like that. But this could be a day that we remember for a long time. I really think we will. And you know it's a day we've all been waiting for, and I think everybody needs to know that you know, Joe Biden or the CDC didn't rush to this that we've been waiting for this data from these studies. And then when this data came out It really showed us exactly the actions we can take, Which is what the recommendations were today. Variety is reporting this afternoon that Lollapalooza will be held in the city in late July in early August. Are you surprised by that? No, I'm really not. You know, I think that you might have to show proof of vaccination. It'll be interesting to see how they handle that. But I think now with you see with the CDC is saying Is those air fully vaccinated? Two things one. You're super protected. Wait better protected than we saw on the initial studies. And probably the most important thing is that what would the study were waiting for? Was showing that you're you're effective against asymptomatic covert infections. So we're not concerned about people who have been vaccinated being carriers, Which is why we've been wearing masks even after being fully vaccinated. Well, that's what one of the textures have wanted to know. It s so the idea that if you've been vaccinated, you could still spread covert 19. Maybe a possibility, but greatly diminished, correct. You know when they first came out with the vaccine, they didn't do that portion of the study for a couple of reasons, mainly because they didn't have time. They really needed to show that it was effective. But now that we've had time, you know, the Israeli study that just came out showed that 86 almost 90% effective rate against asymptomatic covert infections and those who have been fully vaccinated. That may sound like a bunch of words. Oven. Essentially what it says, is that you as an individual who's been fully vaccinated won't be won't carry an asymptomatic affection so you won't be able to spread it. Which is exactly what we've been waiting for. That's great news. Okay for for those of us who didn't hear it or who don't speak C D. C. E s U tell me what the CDC said today about mass requirements for the fully vaccinated. Yeah, So, they said fully vaccinated. People do not need to wear a mask or physically distance That's another thing is very important during outdoor indoor activities with large or small in small groups. With the caveat of those who have weak immune system organ transplant in Kenya patients those need to be and then they're still looking at the transportation industry and figuring out how they're going to do that. They're still saying that riding in a bus riding on an airplane being in an airport, everyone should still be fully mass. And if you will have a weakened immune system and need to continue wear a mask for your own safety. You shouldn't worry about the vaccinated who aren't wearing a mask near you correct. Correct. That's the big thing right now. Those people who have those weakened immune systems were still trying to protect you from the 2% or 3% of people that are still out there that have co bit So you know, a lot of people had weakened immune system Pre Kobe you would see someone wearing a mask and you always wonder what's going on. Well. Many of them were protecting themselves from influenza or other colds or bacterial infections because they had received chemotherapy or because they had a weakened immune system. So if I work in an office building, or I go shopping in a grocery store Or I go to a restaurant or even a tavern, and I'm fully vaccinated. I can pretty much do whatever I want. Had today. That's what CDC is saying. That will be interesting to see with local municipalities and with local governments say, because they still will trump Stevie C. C. D. C is putting out a recommend recommended Guidelines. But it really is going to be up to the government to make a decision as to what? But you saw President Biden today. You know, for the first time walking outside without a mask that's extending quite a strong message We've heard from the governor today. We've heard from the mayor's office that they fully support the CDC guidelines. So that means you know, in the workplace or anywhere else if you're vaccinated. It's a great freedom. It's just It's unbelievable. It came well. I want to get to that quickly. But we have AH, text who came into and said no masks. Children still aren't vaccinated. We should be worrying about them. I'll play the part of the doctor here, Dr. Most. Okay again. You can hit this one. But what? They've decided what they've said the CDC is. If you've been vaccinated, you're not going to pass it on to the 13 year old. So that shouldn't be a concern. If you're unvaccinated, then you should wear a mask because you could pass it to the 13 year old. But if you're vaccinated, that you're just not a risk to those kids. How'd I do? You did really good to the one thing you forgot is that if you're fully vaccinated, you are also protected yourself..

"It's almost like the scene from the godfather. Were michael corleone saraceno. Just i'm getting away. They will be back in you know. He's he's real back in. He's really gotten away out once the constitutions adopted he's gotta be the first person and there's nobody around who's even begins to be a contender. He's elected unanimously again. He understands it's an honor he understands. It's an opportunity. But i think you're right that it if he hadn't ever donner would have been fine. Yeah i think it really was a sense of duty. In the impression i get from the constitutional convention is that they never even probably would've had a president or at least not made the chief executive as powerful as it was if they did not envision george washington being that man who could be trusted without levels power as several delegates observe that and with john insperity they tend to take the view that article two of the constitution is a little vague which it is because everybody figured well washington will be fine and you know there was going to be people after washington if we were lucky and you know maybe we should have thought a little harder how we can find their power. In washington obviously served two terms. he's elected unanimously on both occasions. There is subdivision by the time of he ends his second term obviously the beginning of political parties starting to divide up washington although he maintains his neutrality clearly seems to favor the federal side of things is that why he decided to hang it up at that point that he didn't want to become part of the party divisions or not. just think. i'm too old for this time to go very much. He was old he wanted to go home. He actually wanted to quit after the first term and he talked in staying that was genuine. You really just want her to go it. He may have been smart enough to recognize that. Actually the second term wasn't going to be good at.

"You mentioned the conway of all and the troubles that they had at valley forge at the same time he really did. Deploy congressional influence in critical way in a very deft way to preserve his own position and reinforce it and also to improve the position. The arm so i was recently talking. A fellow was a career military man and he said well. You know johnny officer corps in any army. And i'll show you some really good politicians that there's a lot of maneuvering that goes on and washington had to deal with that. It was a bureaucracy. be Managed he at the deal with state governors yet to deal with local officials and trying to get supplies for his army was probably ninety. Percent of his job wasn't so much fighting the british it was sort of keeping us organized and keeping our army together and he was extraordinarily good at that. Yeah that was his real strength that he revolutions away of eating their young either they devolve into chaos or you end up with a dictator like cromwell or later years the polian somebody like that washington very easily could have fallen into that role in he seemed to avoided yet still successfully navigate the army to its eventual victory of course at the very end of the war. He faced a couple of other challenges where his own soldiers wanted to if not overthrow congress at least very seriously challenge them and and we ended up with what's called the newburgh conspiracy that he also puts down towards the end of the war. It's a terrible moment. Frankly because he completely sympathizes with the officers who are so disgruntled because they haven't been paid. They've been treated very badly and he thinks they're right in. Congress has not met a job legations. Now congress could meet its obligations. I think they wanted to pay the officers. They just didn't have the money so it was a no win situation on all sides. Bud washington certainly understood that if he had a mutiny on his hands and that was what was threatened that the army would lose faith with the nation and you cannot have an army that turns on its own government. That's an armed mob. So he does manage at a very dramatic meaning to persuade them not to. It is a moment where i think he displays what is learned over the previous twenty years. More he's not capable of artery. That's not who he is and that's not what he's ever gonna do. What he is. Capable of is touching people emotionally and this is not how we think of washing. We think of this big tough guy who was brave and always knew what to do and you know he didn't always know what to do but he didn't know how to connect with people and gets in front of these officers who are really and it's a bit of play acting which i won't try to recreate 'cause i couldn't do it as well as he does but he demonstrates essentially that he can't read something he's trying to read reaches for his spectacles which nobody has ever seen before in. The army's just got them and says you must forgive me. I not only grown gray in your service. But also i'm going blind and suddenly the air goes out of the room and they all remember their shared sacrifices remember his sacrifice he's been fighting this war for eight years and he is shamed them and they won't. They won't betray his trust. Edged extraordinary moment to turn nears around out with high flying rhetoric. Motlanthe sculling but with church sacrifice in washington very famously disbands the army and resigned his commission and returns home to mount vernon at that point he is really the hero of the nation if not much of the world..

"And what washington says when he's chosen commander in chief is sounds various similar. I think it was the style. I think is what she did. If you were a gentleman you said. I'm literally in overmatched by this job. I'm flattered that you think i might make a go of it and i'll do my best and please overlook my mistakes which is basically what he says and goes on to make a few. I think it was ritual modesty. I'm not sure i would call it false modesty. He did have a fair amount to be modest about. And it's important to keep in mind that the american talent pool for military leaders was shallow. His competitors were not compelling figures so it was a political reason to choose him which he was a southerner. This was starting out as new england. War be good to have a southerner engage particularly virginia. He had some experience and it looks like watered the week and they didn't have anybody else. Better yeah i think from a military background. A lot of people looked at charles lee. One of the big concerns of congress was that they not having new cromwell that they have somebody who was going to respect legislative authority and civilian rule of the government and they saw washington. Is that man. I think he put your finger at very important point which was was arrogant and they could imagine lee ignoring them and washington was modest and made it very clear throughout his career with the continental army that he would tell him what he thought they ought to do and what they know but if they told him otherwise those were marching orders he would follow him. It was a wonderful model to set for our civilian military relations. Ever since and it was one he did it here too. I think as you point out very well your book. Washington did seem to grow into the job not await as a military leader but as a politician understanding better as an older man than he did as a younger man how to best interact with people and get things done while retaining their respect. Obviously as commander in chief he went through quite a few difficult times to period right before crossing the delaware again with the conway cabal a year later. He did have some challenges to his leadership and some people who really questioned whether he should be the commander in chief. How did washington us political skills in those ways. I think a central understanding he formed was that congress was the power and he was the steward of the army. he'd been given that as a responsibility and duty. But the sovereignty of whatever the united states of america was resided in congress and so he was always very solicitous he would always reach out to them. He was very careful of his relations to have an alliance with the powerful members of congress and as the war goes on. The quality of members of congress declines a bid in the episode..

"No question that he very quickly stakes out. What initially i think was probably an extreme position that if we have to fight these people were going to fight them. Which many other colonists were very slow to come to. And i think he had prepared the grab welfare that first of all he did have a military aura. An image in tradition around him. And i think also people understood that he meant what he said he had integrity and character which was respected so when he takes this position. Strength can be appealing. He was never the flamboyant. Know not a patrick henry speechmaker but he did have a sort of adamant quality determined quality which i think certain them extremely well in the up to the revolution supplies that he really never played any role in more done worse. War which was only a couple years before independence i would thought he styled himself as a military man that he would have played more of a role in that site you know. Give them credit for that. This is when the colonial governor lord done more heads off into the woods to spank some indian tribes and it's a complete irrelevance. It's a dumb thing for lord donmar to have done. I think i give washington full credit for recognizing that that's not the subject at hand. Served it does. He ended at hand is between the colonies and britain. And we'll deal with the indians whenever we have to. And yeah he just shot one out completely. Yeah i guess. He saw more as a political distraction. Y- what he wanted to get to. How did washington do politically in elections and can be talk about how elections work during the eighteenth century burge's elections in this was not saw. These practices continued on. The governor would call the elections they tended to be every three or four years and the notice would go out to the county sheriff. Who would call the election at colt within thirty days when usually for the county seat just people would come there on court day or.

"I'm gonna take another road to prominence and success has an. I don't mean to be cold water about it. He's been lucky enough to it. Mount vernon 'cause everybody had a better claim to a died and he sets off in a remarkably single-minded effort to court in win. The hand of martha dandridge costas. Who was one of the wealthiest lows in the colony. It was not her family's money but she had married a very rich man who died and she was about washington's age they were twenty six twenty seven time and basically spend two weekends visiting her and at the end of which they were engaged. We don't have records but they must have known each other beforehand just seems impossible that he showed up coal but we don't know the story and they burned each other's letters so we don't have that information that was was essential yet inherited mount vernon but he would not have had the assets to turn it into this sort of plantation and seat of his life that he intended in virginia. Gentlemen have and so my disaster. It's really made that. So having established himself as a wealthy planter he begins or furthers his political career by entering. The house of burgess about this time right. Yeah as he's leaving the military service even before he does a stand for election to the house of purchases from frederick county which is out on the frontier around winchester. You could run wherever you own. And he did on some land out there. He bought from the fairfax's so he had this exit strategy planned and he enters the house shortly after his marriage. He's not the most diligent legislator the first few years he's busy with mount vernon trying to turn it into a paying operation as you suggest. she's avidly pursuing western lambs. That he thinks will be a wonderful investment even pig turn out to be terrible investment. As thirty years from now he does know that and he is positioning himself in getting his life. In order. In a way that i think still happens when you sort of ready to settle down and you're ready to start a family. Martha had two children with her. First husband never had children of their own and his political engagement. You can really find very gradually and carefully improving. He not a natural unil- legislature boggles a little bit. It's not an accident. He really didn't ever want to be seen as a politician although he made himself into a splendid one and so he nurtured his his military identity and he always attempted when he ended up in politics to appear nonpartisan to the extent he could simply a man doing his duty and that was the myth him as a soldier as a planter As a statesman is a wonderful phrase rather than politician a successful politician. Yeah exactly exactly and that has simply survived. And i think we've avoided the the term largely to preserve his position in the pantheon. And i think it blinds us too many of the keys to his success because in fact and this has been a major scholarly activity of the last twenty years from military historian.
