"You today began the annual meeting of the national people's congress or npr china's parliament. Wash ambuhl legion shoe. Chairman of the standing committee declared this session. Open your trunk. Dr these komo. Thousands of delegates from across the country have congregated in beijing. to witness. the release of the communist. Party's next economic five year plan and to shake a political agenda for the year ahead. There's no question that those plans will be approved. Party officials used to grumble at suggestions. That all this parliamentary pomp was a mere rubber-stamping of the party agenda these days they spend that smoothness as a sign of china's stability. The of the national people's congress is a tremendous piece of communist party and as a foreign journalists your way up in the gods watching from a great distance distances enormous hall. This great big nineteen fifty kind of people's palace on the side of champions square. You bring your binoculars. 'cause you're so far away from the leaders david rennie. Is our beijing bureau chief this year because of covid only a very small number of talk and cameramen were allowed in. It's very restraint is shorter session than normal. But it is unveiling a new five year plan and these things will go tremendously scripted. They do send some real signals about real policy priorities. And what's been announced so far. The only address by the prime minister lee. Chang was that they will have an economic growth target. That reflects the confidence in the government. They have really smothered the covid. Nineteen pandemic remember that unusually. There wasn't a growth target last year because of the pandemic and we are also expecting that there will be changes to hong kong's election laws to further reduce the power of the opposition

China sets growth target 'over 6%,' tightening HK control
"Sit a conservative economic growth target of above 6% for the year, David. That was one of the key surprises from the work report because many economists we've been speaking to, of course over the last few days and weeks and suggested Where they were going to drop the growth target for the year. They did drop it from the five year plan, though, and it doesn't seem to be an emphasis now on quality growth. The deficit target was reduced as well. It was 3.6% last year's being reduced to 3.2%. And then there's the monetary policy side of things as well. David Absolutely policy will remain prudent when you look at the currency, for example, remaining stable, Not that there's any surprise there. But I think what's interesting Still here is in terms of money supply, for example, that's going to be roughly in line and against your point, Tom earlier now we don't have a 6% growth target. At least that's perhaps also what you should expect in terms of money supply growth in line with nominal GDP growth come
Antone brings heat in push for Cincinnati Reds' rotation
"Reds played tonight and three hours against the kansas city. Royals perhaps not with these same amount of excitement as the night before her. Green and nikola delo pitched tj anton in relief last night against the dodgers and again that ended with a four four tie. I will admit to you. I get the purpose behind the rule that a team on defense can roll the inning over and basically ended prematurely as a fan. That's not much fun. Tony larussa has said as much. Tony larussa and i are on the same page about anything. That's saying something but above and beyond the outcome of the game which obviously doesn't matter. Tj antone pitch last night and he was phenomenal two innings. His fastball was ninety. Seven ninety eight ninety nine killer slider filthy curve five strikeouts two innings gave up. Just a hit. This is a guy who was a bit of a revelation. Last year made his major league debut with the reds early in the season started. Four games came in and relief and nine others and did a really really nice job. Here's david bell on what he liked from. Tj last night looks very lockton. Yeah maybe could've been the best basketball. I've seen include. Let's santa law so good last year. But his fastball of really good is everyone which means it just locked in a totally kind of grown accustomed to tj being very focused and determined so even those beverly in the spring doesn't surprise me at perching david bell last night talking about t j anto. I don't wanna make too much out of one. Spring training outing the didn't count. There is a lot of foolishness and doing that. But he is a part of a mix of guys who will ultimately answer one of the critical questions about the reds this spring. Which is who's gonna make up the back into the rotation right and even if he doesn't end up as a starter he could be a valuable member of a bullpen. that said goodbye to two quality. Relievers this offseason and rice laziest and archie bradley. But what role will tj antone bien after a good two thousand twenty. Here he is and what role he would like to be. Yeah i wanna start but wherever those. Tv's all right. Good short concise. It's the right answer. You don't get the sense just listening to that that he's going to be upset if he's not a starting pitcher but that is what he's been for most of his professional career one hundred and eleven appearances in the minor leagues one hundred and nine as a starter with different levels of success. I don't think there was anything about just looking. At his minor league statistical profile that would have suggested that he would emerge last. Year is valuable arm but he was. Era to eighty again pitched started four games when needed member wade. Miley had to miss some time. Sonny gray mr starr disc- he came out of the bullpen. Nine times and did a nice job. He'd really did a nice job last year. So now the question is does he factor into the mix a little bit more in the race to be the last starter.

Ex-Maryland police chief dubbed 'serial arsonist' allegedly set 12 fires targeting enemies
"Been looking outside their own jurisdictions to help police connect the dots on a police chief accused of being a serial arsonist. Let's find out more from Double D T. O P s. Michelle Morelli, former Prince Georges and Laura Police chief David Crawford's facing dozens of arson and attempted murder charges for a four county string of fires spanning almost a decade. The break came in January when Montgomery County Fire explosives Lieutenant Christopher, Mo. Saw video from a fire in Prince George's County. I said myself That surely looks exactly like the person in my video from the 2017 fire, So he and the Prince George's investigator got together, then brought in detectives from Frederick and Howard counties and built a task force to close in on Crawford. We served a search warrant at the suspect's home, and we seized a large number of electronic items. Prince George's Detective Thomas Smith, among things. They found a target list with the victim's names on his phone and emotion history on his phone, showing him active in the middle of the night surround the times. The fires were set. Michelle
Philly and suburban towns are suing Pa. over a law stopping them from banning plastic bags
"Officials from Philadelphia, Westchester, nor birth and lower Marion are going to court to defend laws banning single use plastic bags. L. A Y W. City Hall Bureau chief Pat Lobe reports. They are suing the state over a measure that seeks to bar local governments from enforcing such laws. Governor Wolf vetoed the state legislatures first attempt to preempt plastic bag band so they attached it to a must pass budget bill to get around his objections. Philadelphia City Solicitor Diana Quartet says that's unconstitutional. The addition of the preemption provisions violates the rule that a bill may only have a single subject. And out of Bill's original purpose must not change. Cortez says It also violates the Environmental Rights Act and a host of green groups back the suit. David Measure a pen environments as plastic is one of the biggest ecological threats classic Never biodegrade. It just breaks down into smaller and smaller pieces, which are found in the food. We eat the water. We drink, even the air we breathe. Philadelphia's law is a baby step toward limiting the bags. There's no incentive for consumers to supply their own bags, since they can still ask for paper, which is More costly for retailers to the officials say they understand. Businesses are still struggling and will provide what assistance they can, but they are going to begin enforcing the law in October, even if there's no ruling on the
David Rice Atchison: President For A Day?
"Rice was a democratic senator from the state of missouri. He served in the senate for twelve years from eighteen. Forty three to eighteen fifty five. He had a reputation for being extremely pro. Slavery he owned. Slaves supported all of the slave state issues in the run up to the civil war and when the war finally commenced he served in the confederate army as a brigadier general commanding missouri troops. So he's not the finest of people to sit in the upper chamber of congress. Quite frankly if it wasn't for the events that i'll be discussing this episode david. Rice atchison would probably be mostly forgotten to history i. I came across his name years ago and children's book of fun facts which said that he was the president of the united states for one day. This fact has been repeated on and off for over one hundred and fifty years in fact the words president of the united states for one day are on his tombstone in missouri as sort of a testament to his greatest achievement. So is this true. Was david rice. Atchison really the president of the united states for a single day to answer the question. We need to understand exactly what happened in the election of eighteen. Forty eight week party. Candidate zachary taylor comfortably. Defeated democrat lewis. Cass and free soil candidate. Martin van buren incoming president. James polka made a pledge to seek a single term in office and he honored that pledge by not. Running taylor was a career military man who had never expressed any political opinions prior to the election. And in fact he had never voted. He had a great deal of success as a general during the mexican american war which led to his popularity in calls for him to run for president. He wasn't fact recruited by both the whigs and the democrats. The two major political parties at the time to seek office prior to the passage of the twentieth amendment to the constitution the president and all members of congress would take office at noon on march fourth. This lengthy lame duck period made more sense when everyone had to travel by horseback. And that's why was eventually changed. Nonetheless march fourth was the date everyone took office in eighteen forty nine march fourth landed on a sunday. Zachary taylor being a devout man. Didn't want to have his inauguration ceremony. Take place on the sabbath so he postponed one day until monday. March fifth is vice. President millard fillmore also delayed his oath of office until march fifth according to the law at the time which was the presidential succession act of seventeen ninety to the next person in line to the presidency after the vice president was the president pro. Temporary of the united states senate. The vice president is technically the president of the senate. The president pro temporary is the person who presides over the senate when the vice president is not present. The president temporary was david rice. Atchison at the time the position was actually a competitive election today. The president pro temporary is just the senior ranking member of the majority party in the senate. So the argument is that because neither zachary taylor nor millard fillmore didn't take the oath of office on march fourth and waited until march fifth that they weren't president from noon on march fourth until noon on march fifth. That means that the next in line would have been the president pro. Temporary of the senate david rice. So is this true and does this argument. Hold water. The answer is pretty clear in the answer is no and there are a whole bunch of reasons. Why this is the case. I while the constitution does stipulate that the president and the vice president must take the oath of office it only says quote before he enters upon the execution of his office unquote. This is legal hair-splitting but it means before president can do anything presidential e- sign a law. Appoint officials signed a treaty etc. They must i take the oath of office however they can still be the president before taking the oath to illustrate the point. President kennedy was shot at twelve thirty pm on november. Twenty second nineteen sixty three. He was declared dead at one thirty three. Pm and lyndon johnson took the oath of office on air force one at two thirty eight pm. The moment president kennedy was dead. Or at least claire dead. Lyndon johnson became the president in the same way that someone becomes a king the moment the old king dead even if they haven't been coronated. The oath of office is just a way to legally unlock the powers of the presidency after becoming president. As i said this is legal hair-splitting and for all practical purposes it doesn't really matter but for the twenty four hour period before the oath of office zachary. Taylor was the president. If there was an emergency you could have quickly taken the oath of office in private and without a public ceremony and dealt with the crisis as president. The second argument as to why atkinson was never president is that he never took the oath of office. Either if taylor is in president. Because he didn't take the oath of office than atkinson also can't be president by the same logic. The third argument is that he officially wasn't the president pro. Tempore e of the senate. He was the president pro temporary during the previous session of congress. His term expired on march fourth at noon. Just like the presidential term. Did he needed to be reelected again. On march fifth which he was moreover. This wasn't the first time that this had happened in eighteen. Twenty one james monroe delay taking the oath by a day for the exact same reason yet known assumes that someone else was president for a day at johnson himself never claimed to be president at the time. No one seriously thought he was the president. And there's nothing in the congressional record to indicate that he was there are no constitutional scholars presidential historians or even atkinson's owned biographer. Who thinks that he was actually president at best. If you applied a very strict rule to the taking of the oath to become president then you could maybe say that there was a one day interregnum where there was no president but it doesn't follow that atkinson was president.

Culture Myths and a New Science of Culture Dr. David White - burst 04
"At the top. Okay david. Help me out here wool. You mean culture doesn't are you saying culture doesn't start at the top so the prevailing wisdom is that the leader says the culture right. This has been true. And it's the most complicated mantha one eyed about the most inc to Because it's the one that's most pervasive is most entrenched in our in our society and for good reason right. I go into a lot of his historical lot of it. Is this country. America founded on this sort of faith of the individual of pia rugged individualist myth right Quaker cavernous Protestant settlers from europe in england. Who came over in the seventeenth century. You know believed firmly in the in the power of the individual leader to make change happen. All that carried forward into our society today The problem is that there is almost zero evidence in anthropology and other related social sciences. That supports the idea. The leaders somehow set culture create culture cultures. Form perfectly well without leaders. Any group tasked with any any task though cultural form generally speaking of the former around the task. The the the thing that you're doing now i as i get into in the book. The this myth about leadership came became super prominent in the late seventies early eighties. Because corollary to that. I mean along What was going on that time. Is that Folks in the business schools were discovering researching that this idea that basically humans in organizations are unmotivated people. Basically don't need you know need to be directed and manipulated in cajole to work to get work. Done that idea which had been around. Since you started the twentieth century was debunked in the late late sixties early seventies mid seventy s by researchers at mit and other universities in the idea the new idea of management. Was that essentially. If you could unlock the human potential of the individual you know and let them flourish in organization. Great things will come. You don't need to sort of manipulating coercing control and direct people to do work because people actually need their creativity unleashed so that was the famous so-called theory of motivation of organizations talk. The douglas mcgregor stuff like three x three x theory. Why right was the was the whole idea. So theory why. When theory y became the de facto new way of thinking about management in organizations culture became the convenient vehicle to enable theory y so in other words if you just let if you just create the right culture in the organization good things will happen and that's the simplest way of saying the most most predominant Myth that has lived with us to this day. That if you just make make the right. Climate make the right environment. Good things will happen in the organization. A very compelling myth. It's very well intended and got a lot of. There's a lot of good to there's no question there is. it doesn't support it right so huge you list five problems with why this myth that culture starts at the top is an issue problem. You leaders of overestimate thrown influence problem. Too complex change is not happy through individual influence problem. Three for leaders beliefs take hold in the organization. They have to be there to begin with and four cultures not the summer personalities and problem five language alone does not change culture and your research the research that well not just your research with research. That's been done here in cognitive anthropology has kind of blown open this idea that you know as leaders. We probably don't have nearly as much influence as we think we do. When it comes to culture because culture is going to exist with the leader. That i am i in that well said Because i think i think i consult businesses to and every because we need to change your culture. You change you your culture your culture you. You didn't create it. It happened right. It's kind of an organic thing. Isn't it in reality. Well as i as. I write about the book. It culture is as we'd like to say culture follows task right. The common way of thinking about it is that castles culture might just set. The culture in the task will actually goes the other way around what you do. This is the cognitive science of culture in on the brain. What you do shape how you think and to some extent you know. We talked about this cognitive science and culture being kind of academic kind of newfangled but in some ways. It's incredibly intuitive. You know this is culture shapes how you think so.

Lightfoot, Chicago Police Propose Changes to Search Warrant Policy in Wake of Botched Raid
"The second time since she became mayor of chicago lori. Lightfoot is changing the policy for win in house city. Police can execute search warrants. it comes as the chicago. Police department is under scrutiny. For botched raids including one that led to a lawsuit from ginette young. Amanda finicky joins us now with more. Amanda prentice once viewed. It is hard race that horrifying video of engine at young home and changing so naked. When chicago police burst into her home. An officer did eventually put a blanket over her but for a long stretch shoot was left. Naked wall restrained in handcuffs. When you see body camera video later on in the story you will see a black box that has heard digitally covered up by vesey. Pd when it made the footage public following investigative reporting by wb pm traumatic experience for young especially given police. Were in the wrong home. Mayor lightfoot premised change today. pd makes good on his promise to change. How search warrants are served in chicago. It's always the right time to do the right thing. We should always be volving to improve our policies training and accountability now new standards and procedures announced by cpi de chief david brown and mayor lightfoot required higher ranking command staff to sign off on requests for a warrant before it is brought to a state's turning judge considerations and plans must be made if vulnerable people. Mike children may be present than what a search is actually executed. A female officer must be present. Police must wear in activate body cameras. Lieutenant must also be on site and responsible for officers behavior the plan upfront spells out. What type of behavior is expected. All department members will treat all persons with courtesy and dignity which is inherently do every person and will act speak and conduct themselves in a courteous respectful and professional manner. And then it goes on from there. This is common sense but this is now enshrine in the actual policy. New policy does still allow for so called. No knock warrants but limited circumstances like when he life is in danger a fourth amendment allows for that to happen but only in certain circumstances where there's an establishment that evidence of a crime will be found in a particular location on no matter. How you slice it. It is an intrusion and so making sure that we get the facts details right and that there is ownership at the highest levels of c pd. It's critically important and please do get things wrong if there's bad evidence or something. The situation like what happened to young wrong raid. That has to be investigated. That's another safeguard that i believe. Personally it's critically important that the judge be notified that there was a one raid asked whether he's concerned that a standards click police in peril in potentially dangerous situations. Your brown responded. The real question you're asking is if treating someone with respect gets in the way of doing our job and the answer is no so following these policies and procedures with an emphasis on. Everyone deserves a measure of respect actually enhances our ability to do our job and create an environment of trust in the community. Which again is a force. Multiplier beanie effective at reducing. Cra in an email the president of the chicago fraternal order of police said that you had plenty of reaction to these new standards but he did not immediately. Follow up an email with specifics. The proposal did get the non from alderman. Chris taliaferro is head of the city council's public safety committee and also a former cia so these reforms that the mayor is announcing today will help bring about true accountability true responsibility but in a statement. Young's attorney says the proposal falls woefully short of the types of reforms that the citizens of chicago require to feel secure in their homes from these violent and often wrongful rates if the mayor is truly serious about reform statement says she'll get signed. An ordinance announced last week by a handful of black alderman also has the backing of progressive groups like lack lives matter and united working families and that plan does no knock. Warrants also expressly prohibits officers from pointing guns toward children and there is time for young the coalition of group. She's aligned with and really anybody else who wants to have their opinion made known about us to do social is going to have a fifteen day public comment period before these standards go into effect. It's a short period of time. Fifteen days and so encourage a france. You let's use social media Not just for passing around jokes and having a good time. Let's use this to improve our city.
Chicago Police Department To Begin Tracking Wrong Raids Resulting From Faulty Information In Search Warrants
"Rules on search warrants are being unveiled this morning by Chicago Police Superintendent David Brown and Mayor Lightfoot. The aim is to prod, try and prevent a wrong rates like the raid at the home of Engine eight young that left the A woman naked for 40 minutes while police searched her home among some of the new policies, warrants must now be approved by a deputy chief or above. That is three weeks ranks higher than the current requirement that all warned to be approved by a lieutenant or above. There will also be the need to have a female officer and lieutenant or higher present. While serving search warrant. All wrong raids must be reported immediately. The mayor plans to hold a public comment period on those changes.
Jigar Shah Explains His New Role as Director of the US Energy Loan Programs Office
"Let's just start with the news. I mean what are you going into government to do. What is the loan programs office. Functionally help us wrap our heads around. What your role will be well. We've talked a long time about the role of the private sector and how much the private sector can do to ramp up these solutions But i think we've also acknowledged that the federal government has to have a large and important role in order to really get to what we all say. We wanna do right. Which right now is to reduce carbon emissions by fifteen percent per year right to reduce carbon emissions by fifty percent by twenty thirty and so the loan programs office does a small piece of that right. I mean the federal government is large and has many programs but the loan programs office basically is this bridge to bankability. I think it's most famous for Clearly the tessalone but the other thing. I think it's most famous for is providing. Many many loan guarantees for wind and solar projects in two thousand nine twenty ten when frankly wall street banks did not believe that. Wind and solar utilities projects were bankable. I mean they were so skeptical of wind and solar projects. Being bankable if you remember sunpower and first even with the loan program office guarantees had to sell their projects At a much lower price than they thought they could get to warren buffett in twenty thirteen because he was the only one that was buying and he made you know twenty plus percent returns on those projects. David crane bought one number at energy. It wasn't until probably twenty fourteen that you started to see the that bridge to bankability actually get completed and solar and wind projects being fully embraced by private-sector capital and so my sense is that we need to build you know a hundred more of those bridges for technologies that many of us actually already thinker mature. But you know aren't being treated that
Deciding When/If To Have A Baby
"Let's start with writer and journalist nell brazelle. She's the author of the new book. The panic years. This isn't enough to me of my own panic is we asked her to read a passage from it because it sums up so much for those book. She says isn't a guide. Do finding the right partner or how to get pregnant or the best way to raise a child. It's about what happens. When you're heading towards the grownup cutlery and matching sheets have adult life and wondering if you should have a baby if you only want one because you brought up to one or if you've ever been able to have one if you tried is trying to establish a career before you disappear into maternity. Leave is about wanting stability. While your friendship groups splinters into the parents and the not parents. It's not just looking for a boyfriend or girlfriend potential parent for your theoretical child. It's about fertility. Gender inequality and social stigma is about. Why you find yourself doing the panicked math. The diff you meet someone and you date for a year and if it takes two years to get pregnant but if you were to aim for this job if you're period started at thirteen months eggs ran out at forty until suddenly. You're not doing math anymore. But asking something bold and blank and unending who am i and what do i want from life so all of that is take away one. Ask yourself what you really want. Inner book for zell explores the questions. She says that she and many other people especially women have asked themselves while making this crucial life decision. Brazil says you have to start by digging deep into your feelings to be absolutely honest about what you want in. The world is terrifying. Because you open yourself to the disappointment that you're not gonna get it and david men who describes herself as a motherhood clarity mentor and is a licensed marriage and family therapist says that process can leave people feeling muddled as they tried to think and feel their way through. I think the biggest obstacle for everyone no matter their circumstance is that when they're trying figure out what they want with their desire is about becoming a parent and what they're going to do about it at the same time. It creates gridlock in their mind. Now for says working through. That gridlock is uncomfortable but necessary. If you want to see if you admit to someone that you that there is something that is burningly important. You then have to confront the fact that not getting it will make you desperately sad bont without admitting what you want how on earth you ever gonna get it. And how is anyone else ever going to help you achieve.
"david down" Discussed on Reality TV RHAP-ups: Reality TV Podcasts
"With me. Know that that doesn't make sense is it's so frustrating. It makes a little more sense from Kevin from Nicole I can't. Just. It's hard. I can't watch it. It's it's really indigene factor because obviously look at everybody else that's. On the other side of the House, they're all pretty well-connected and they all you know even if not, all of them are hundred percent trusting of each other, they know that they're good. People to vent about each other. But the other side of the house is not naked and the fact journal is a big player on that other side not a single person trust her enough besides Bailey enough to be like I can actually believe a single thing. She's telling me. So they're they're having an impossible time connecting from anybody not in the six to create anything gets. The, most frustrating part about it. It's not just the fact that Kevin is bad reason. It's like you don't have anything good with anyone else. So just because you're you know you're friends with Dave on billion maybe. David here and there whatever. But you don't have anything solidified with anybody else and you're just shutting the door genucel without even having concrete like troy whatever that you know that she's actually doing something it's just all your gut feelings and this and that just anybody in the bud. So. Really. The final story of the week so far is that cody's structure alliance structure power structure is. Wavering. That He, they do not have complete control over what's going on because Memphis is such a wild card and they're kind of freaking out a little bit because John Allen case clocked four of them and an that puts them at risk and so. They're kind of running around. Cody is a little bit worried because he sees Bailey and Dave on talking with John Lot and he should be a little bit worried because Bailey is talking with John Lott and telling her a lot of things. Dave on did talk to Bailey last night about how she's like you think cody's trying to play the Derek game. There's something shady going on with cody. So. That's that's bad for him and on the other side of things you have Danny going to Janelle as well and Danny has now proposed that they work together her and Janelle Hole in Col- Frenzel in keister maybe pull in somebody like cody and I'm cool with Tyler and She thinks that this is like, okay. Grey move we're going to cover ourselves with Nicole with with journal. In case they're not gonNA come after us. Next week. But from point of view, she's like what an idiot. She just confirmed her whole alliance to me and she's running around telling everybody about it. So that could be interesting and there's a lot of different directions that this week could go especially because that whole group is trying to push Memphis so hard to get rid of. Her and Memphis doesn't want to do it, and so there are a lot of there's a lot of tinder lying around that could easily go aflame. At any point this week. Yeah Danny in Memphis had that one conversation last night where Danny was really pushing for generic case here in Memphis is like we're talking about week three she's like well now we could be talking about right now we could win the veto and put one of them up and MRS like no, he's just laughing every single thing she says, and it's just like Memphis how do you think this is building report? How do you not see that you sound so condescending in that Dan Danny just GonNa be like, okay you're right. We should think about feature weeks now. So right now they are. Haven't even started the veto yet, but it will probably start soon. But? Ian Tyler and Nicole Frenzel will be joining. Nicole Anthony David and Memphis in the veto competition tyler really would love to win this take David Down I think that if he has the option, he'll throw it to David so that he doesn't have to do it but he definitely wants David off the block. He doesn't want to have to stick his neck out any more for him than he already has and he will is the thing where he's not like he won't do it. He doesn't want to have to do it because David is off the block would be his preference I. Think. And he doesn't want to risk David potentially leaving he really wants David there. And he really wants to stick it to Memphis and he really wants to backdoor either journal case because they can't keep his name out of their mouth. So. I imagine that that is going in that direction, and of course, you have Nicole Anthony who will use it on herself. Frenzel I believe will choose not to use it. If. MEMPHIS doesn't want her to, but she will push hard to try and get him to if Ian One I'm willing to bet that Frenzel and all of Cody's company. Pushes hard to try to get him to use it against Memphis as wishes and. Interest in that. I. Don't even end does what he wants. I guess now we have back door generic acer. I don't really think would do it. I honestly don't know if he would be that against it because he's isn't. In in a named alliance with those two or maybe they didn't officially named the three of them were pretty together last week. Nicole Anthony. Yeah, actually, no that was having. David. I mean, still there is a connection with Ian Nicole that you know could eventually do something but then again, Kevin, going on the block wouldn't really change much so. If he wants David out he might as well just the same in that mess mess things up especially on a week that things are so easy for him. But I really do think that Tyler is specifically is somebody who? I don't think it would be a bad thing for him to win here. I know he's trying to maintain a low profile and like if you can avoid winning lead David win on his own that'd be great. But if the only option is him winning versus. A MEMPHIS or coal or somebody else I think should win it i. think that there are a lot of people in the house that are feeling sympathy towards David Right. Now, because of how Memphis treated him and a lot of people are against Memphis at the moment as well because of how he's been acting. So I don't think people would feel any type of way towards Tyler for deciding to take David off the block and letting him have another chance of playing the game regardless of food. Tyler is like you know wanting to get back up there. I think he can just make it all about David I think the pro-, the problem, I. Personally is that like a it links him to David a lot. Using the veto on someone else especially when the doesn't want you to do it. Like, they might not even remember the details of Tyler and David's relationship. But like weeks from now, they will remember tyler saved David from the block like they must be close I also think they'll remember because coming out of the nominations you gotta remember how everybody felt too I. Don't think the House is really going to look at it. In, that weird of away if someone uses it on David. But I but I but here's the thing like I don't know if it's worth it for him to win Save David Make. That connection in people's minds. and. PISS. Off. MEMPHIS. Only four Kevin to go up Nicole Anthony. And get your. Tyler throws a veto we learn so. I don't think it should be number one plan by any means but like if it happens to be down to him in Memphis maybe and he really wants to consider having somebody else up on the block besides those two. I think at that point maybe he goes forward. But yeah, I do agree that a thought like his best move to. NGOs pretty pretty on brand for this alliance if Tyler did win it and take it off since Ian was one of the People Memphis said beforehand that he could see himself back during the have Christmas, who is just so excited to save Ian, and then she was flabbergasted when she when Memphis wasn't didn't bill the same it was just like you know what? What went into that decision about famous Ian. All right let's talk about the alliances in the house. We nothing to dramatically different from last week core from Tuesday. I've just named like all of Cody's people just like cody's crew cody's company whatever you WANNA call it. Either way you've got the liberation. It's got the route, which is coating Enzo. You've got the core for which Cody Enzo Danny in France all you've got connect for, which is cody Enzo Bailey and Devan and then you have the usual suspects, which is cody Memphis Franceville, Tyler Danny and Christmas. And so it's really that collection of its those six. Bailey Yvonne and Enzo making a total of nine people who are within this overall structure of power with Memphis being the furthest on the outs..

"Motor alone drives helps drive 600,000 We'd arrest per year in America, and that's the number one type of drug arrests and drug arrests of the number one type of arrest that police make in. Most voters think this is a huge waste of time here in California. It's lawful since 2019 to reek of weed. Felony. We'd arrest or down from over 100,000 per year during the Nixon era to just 1181 in 2019 and misdemeanors were down to 3769. That's for a state of 40 million people. But California might have quit the war on marijuana. But blacks are still four times as likely as whites to catch that rare cannabis case and Hispanics are twice as likely. But, you know, this decision comes out of Baltimore, where the police department has a documented history of planting evidence, and that's the case and a lot of police departments across the country. Including right here in L. A. Are the cops actually going to adhere to this? Do you think It depends on the state and even the county. I talked to guy Ryker. He's at cannabis industry employees and a black guy who said he reeked of weed when he got pulled over in Los Angeles just last month, and he said, it's a different era than when he was younger. California police know that we charges aren't really going anywhere and Juries are fed up and guy said he got off with a stern warning about entering the freeway at a safer speed. You know, it's illegal to drive intoxicated on anything in California, and you don't want to be smoking and driving or driving and smoking. You want to keep cannabis locked up in the trunk? Because if they see it in the center console, or they smell burned weed that could be probable cause to search you on a suspected felony DUI and you also have to remember that just crossed the state border in Idaho. The smell of cannabis alone can be enough to really mess your life up. In what way it could start a search and whatever they find in the car can result in criminal penalties. You know, I think of a personal amount of narcotics in California can be a felony amount in Idaho. And depending on how that's adjudicated. You could be looking at prison time for something that would be relatively legal here in California. Well, there you go. David Down is the California bureau chief for Lethal E. Thanks so much for being with us. Thanks for. Having me David downs is the editor of leaf Lee dot com. Meanwhile, Los Angeles is trying to crack down on hundreds of marijuana shops operating without those legal permits and they're taking a novel approach by shutting off the utilities. That means the water in the power of these businesses from KCRW in Los Angeles, obvious shy. Artsy has more the city council this week voted to move towards authorizing the department of water and power to cut off utilities at unprompted pot shops. That's once the city's cannabis bureau and the police department. Confirmed that a business is operating illegally. Councilmember Newry Martinez called the measure a no brainer. Wayne, you're operating illegally in a community. You're creating havoc. And you're not playing by the rules. You should get shut down. The city of Pasadena passed a similar measure two years ago. It's been legal to sell recreational marijuana in California since the beginning of two thousand eighteen but dispensaries need state and local permits to operate. There are around one hundred and eighty legal dispensaries in LA and about six hundred and twenty-five statewide and legal pot shops are believed to number in the thousands across the state the state's bureau of cannabis control applauded the move saying. "Was David downs. The California bureau chief for the leaf dot com. Up next. We're going to turn our attention instead to the future of the industry. And as luck would have it. There is a guy who wrote a whole book on this subject. I'm talking about Ryan Stoa. He's an associate professor of law at concordia University School of lying in Boise, Idaho. Who studies marijuana agriculture his new book craft we'd family farming and the future of the marijuana industry? Posits that the future of that marijuana industry might just look a little bit like the high end wine industry when I spoke with him. He told me that there are in fact, a few different bands that the agriculture marijuana industry might take as legalization proceeds on the one hand, you might see this big marijuana future. In in my book. I talk about. The sort of big marijuana prophecy that a lot of people are predicting doom and gloom. And the inevitability that a few large well-funded corporate interests are inevitably going to come into the cannabis agriculture space with ten thousand acre farms and flood the market with cheap generic marijuana driving small-scale, family farmers and the artisanal products out of business out of the marketplace. And on the other hand, you have a vision of marijuana agriculture that is driven by you know, tens of thousands of small-scale farmers family farms in rural communities. That are growing artisanal Kraft products Matisse meticulously and are doing so relatively sustainably. And so at this point, it's not clear which direction the marijuana agriculture industry will go out add that in my view, what I sort of conclude in my book is that I think what's most likely is that will have sort of a third vision in which both of these models. Coexist. I think it is likely that there will be sort of cheaper low cost marijuana generic variety or strain. If you will that's provided. To the public while at the same time, local farmers or family farmers can produce artisanal products that care to more of a connoisseur market so much the same way that craft beers can thrive in the beer industry right alongside those macro brewers. So let's go back to this potential image for a more crafty sort of marijuana industry, one of the proposals that you raise in your book is would you call them marijuana Appalachian system. The idea there as as I'm kind of reading between the lines get something sort of similar to like champagne where the only way that you can call it champagne is if it's really from the province of champagne is that kind of what you're talking about. Yeah. Exactly. It's modeled after the wine industry, but Appalachians can be applied to any number of agricultural products. Cheeses meats olive oils at cetera. Really what you're doing is protecting the name. Name of a place that produces an agricultural product. So in the wine industry, if you're drinking a bottle of wine that says Napa Valley on the label you can be reasonably confident that it was actually than it actually comes from grapes grown in Napa Valley. You can be confident of that. Because we have government regulators that ensure that that's the case that there are rules around. The agricultural products. And where they come from. If you want to use that geographic marker on your label. This has a number of different benefits, regardless of which cultural product, we're talking about for one thing it helps the producers themselves because it helps diversify the marketplace. You know, I'm thinking about this big marijuana prophecy or this fear that there's going to be a takeover because one farm will produce all this cheap generic marijuana. If you haven't Appalachian system that's protecting farming regions all over the country. You no longer have a generic marijuana. You have instead thousands of different strains grown in thousands of different farming regions, really diversifying the marketplace in providing unique products, and that helps protect a lot of these farming communities. So if you think about for example, Humboldt County, California, which has a pretty strong reputation for producing quality marijuana products developed over decades, really it would be. Unfortunate if farmer in Missouri growing in their basement label their marijuana humbled county and get away with the reputation at humble county. Farmers have been developing over time instead of Appalachian system would ensure that that designation of origin is certified only by folks producing and Humboldt county. So just so we can wrap our head around. What this would mean, what kind of variety are we talking about when we're talking about different all these different kinds of areas that are growing different kinds of cannabis plants. Is there really that much variety in terms of the plant itself and the product that it makes well, there's an incredible amount of variety and marijuana genetics. And the various strains that are being grown. We already have a database of hundreds of different strains that we know about and the marijuana plant because it has. A male species and a female species. Can be bred to produce hybrids of virtually any strain that has already in existence. Really, the the possibilities are almost endless in this regard. In addition to that, there's one of the justifications for an appellation system in the wine industry is this idea. That wine has a terroir was just means that it exhibits the characteristics of the region, it was grown. And so a connoisseur can sip on a wine from the burgundy region in France and identify the characteristics of burgundy can identify the soil or the climate the precipitation that year even. And it's not clear if marijuana has a terror war or not, but there is some evidence that it might researchers at Portland state university have identified early signs of terroir in marijuana plants. In other words, they may be exhibiting characteristics of the regions. They were grown in and these facts lend themselves to an industry model that is more personal in nature. We have more diversity of choice. We have more options on the marketplace. It further erodes the idea that there is one single generic marijuana product. There are many different strains, and they can be grown in many different regions. And let's speak to those listeners that maybe are somewhere between indifferent about marijuana too. You know, folks, certainly there are still some out there that are opposed to its legalisation and adoption in California. Why would folks in that category? Neces-? -sarily care about the health of the marijuana industry. What what are the broader implications for the trajectory that this industry is on? What thank you know, as legalization continues. We should be thinking about. The kind of industry that we want it to be. My book does not take a stance on the legalisation issue per se. What I'm suggesting is legalisation is occurring there now thirty three states that legalize at least medicinal use of marijuana. According to my population estimates at this point two thirds of the country lives in a state where at least medicinal use is legal. And so my question is if this is going to happen, what should it look like, what do we want it to be do we want it to be dominated by a few large farms or do we want it and the benefits of it to be spread more broadly? Do we want to utilize it in a way that revitalize family farms and provides economic development in our rural communities there are ways in which this can be set up to make sure that it's environmentally sustainable? So even if you're not a marijuana consumer, you might be interested in how this industry gets set up from an agricultural point of view, we like to decry the state of affairs in our common in our politics. And here we have a really unique opportunity to help push along an industry form into the industry. We want it to be right now instead of waiting until. It's something we don't like in reforming it from there. And making sure that those smaller farmers have a place in this industry that you would say that that would make for a healthier future here. I think it would you know as the as legalization continues. A we've seen more and more farmers more traditional crops start to think about incorporating marijuana into their crop portfolio. Traditionally. Farmers have been farming non marijuana cross because they've been illegal and marijuana farmers really only farm marijuana. And that's starting to change your seeing some traditional farmers look at marijuana as a way to possibly help make ends meet. And I think there's a real strong possibility given how much money we're talking about in the marijuana industry for marijuana farming. If the benefits are spread wide and for family farming to be promoted to help revitalize the American family farm and promote economic development in our rural communities, California better positioned for some of the craft growing that you're talking about and other localities yet. Certainly is I think what California's advantage is in this realm is the fact that it already has thousands of small-scale marijuana farmers a few years ago, the state estimated that it had about fifty thousand marijuana farms in the state of California compare that to about. Three thousand wineries, and you see that the marketplace of the farming scene is already dominated by family farmers. And I think you're seeing in many of these areas, especially in northern California and the emerald triangle of Humboldt, Mendocino, and trinity counties. Those farmers are organizing and advocating for family, farmers and small-scale farming rights. You don't have as much of a culture in other states of that small-scale farming. But I think one of the sort of perverse advantages of the federal prohibition is up by prohibiting interstate commerce of marijuana products. You're forcing states to grow their marijuana domestically which is therefore creating all these production centres all across the country. That I think will form a really strong base for diversified farming seen once federal prohibition is lifted. And was again, we were speaking.

"Com. One of the one of the concerns that's been brought up recently as there are some doctors that are claiming that there some kind of vomiting disorder that happens with cannabis. And what are your thoughts around that? Because I was like really that seems like Reefer madness is trying to rear its head from the medical community. Correct. There is a condition. That's been labeled cannabis, hyper Emeka syndrome, which is a fancy way of saying people who are smoking are sometimes experiencing cyclic vomiting and the one through line in terms of all these patients is heavy heavy heavy consumer multiple times a day when they stop consuming the symptoms. Go away researches are thinking that these people are over stimulating their bodies Endo cabinet system, which plays a major role in appetite and by doing so they're knocking off the regulation of that system and initiating the cyclic vomiting. I think you know, I'd have fifty thousand foot view everyone knows that there's such thing as too much of a good thing and moderation in all things is the way to go. And so for those concerned about cannabis, hyper Musa syndrome, the solution seems to be just take a break. Oh, I love that. Thank you so much and it really again.
