You can't see this because it's a beautiful sight. And they said I can see it. Just like Blew me away. You know, on the one final story is the first year we were there on the missus right after 2001. This is 2002 so the emotion is in the air. in the future okay senator David Craig how are you thank you for joining me on the program and write a review well I could be better it ebbs and flows but I had some coffee some in a pretty good mood which is alarming for me I don't know we have some news today that governor eaters has announced a five percent spending cut which is strange to me because it does not include any one being furloughed from state work at least not in the articles I read about it and presumably although it includes a hiring freeze it doesn't include a hiring freeze for these one thousand contact tracers that were allegedly going to hire because we finally realize that maybe we should figure out where people are going who are diagnosed with covert nineteen yeah and I think you know the five percent announcement is is a good start but you know I I'm a more cynical I think then maybe the average person when it comes to state spending all the average person is probably get pretty cynical about right now also you we have a budget that is already bloated inside those budgets the governor's introduced is built in bloke I think that a lot of times governors don't miss we plan on spending but like that built into the into the base but they can use it and so I think we're just with a five percent spending spending recision in in book for the remainder of the year what kind of scratching the surface but the other day I think the state is going to looking at some pretty dire straits when it comes to revenue perspective based on the lack of economic activity because of the virus and and right now more more importantly because of the governor's heavy handed approach the economy and so that's when it's going to take I think more than a five percent recision over the course of the next few months other guy was gonna get real serious right now about getting the you know a in and he's not aid the governor and it seems to be indicating it is what the state back open at least until fall anyone have a reason to call for an all mail election in last budget we had one point one two billion dollars in additional education spending we've closed schools seems to me that's a place you can go eliminate access and and take the dollars that were budgeted for education spending since apparently no one's going to school and and use those as well but but it to your point of five percent recision for the remainder of the year spending it doesn't seem like it's going to be enough given that we have shut down a significant portion of our economy we are looking at farmers in Wisconsin dumping milk farmers in Wisconsin you know on the edge of having to euthanize their animals cap a dairy cows cattle hogs in Wisconsin I'm talking to farmers in fact there's gonna be one on later in the show who are talking about on the verge of euthanizing animals because the supply chains are so messed up you've got people in Wisconsin who are terrified to walk past somebody on a sidewalk even though you're not gonna get coronavirus walking pass somebody on a sidewalk that they may be too afraid to go and participate in the economy and this guy's talking about maybe adding a thousand workers but at the same time having a hiring freeze and only doing a five percent recision on the remainder of spending for this fiscal year that does not seem to me like it's a plan for future stability it seems to me like that's a plan for massive tax increases yeah and and I think it's important we have the conversation every two years about we call the baseline the the the base year doubled Madison and so again the wave of the Madison math work the base year the second year of the budget is what dictates what the baseline budget is for the next go around and so the governor could stay right now we're gonna reduce by eight percent this year we're gonna reduce the base year for the next budget next year will reduce that by eight percent or by ten percent and he could be making a fiscally prudent decision to make sure that the government is aligning itself with the more conservative budget next time around which I think right now is something that we we absolutely need to be looked at so if the governor is doing people a bookmark in in the fiscal picture right now saying you know what we're gonna route we're going to resend some state spending which may or may not be substantive it might just be moving some numbers around we're gonna leave the base here in place or at least what I can tell that he's doing at this point you're leaving the base your place that he can continue to have a larger budget next year because the base year doubled regardless of what you spend in the first year the budget is what counts as the baseline for the next budget go around so so so people understand if he doesn't lower the base for the next year of the budget he's not really doing anything about controlling spending no the the the amount of spending so you took the spending in this biennial budget right now and because there's more spending in the second year which we have not yet entered into because there's more in that second year you take that second year and you double it that is the number that the governor starts with for the next so you could theoretically even though he's cutting in this year he could theoretically be introducing a budget in it come come twenty twenty one that actually increases spending again without actually taking any action whatsoever and despite the fact that he might have cut spending in in in the first year of the budget I know that's kind of convoluted but it's exactly what you said is actually setting himself up were you still able to spend more money in the next budget despite the fact that our economy right now is hanging by a thread and this governor unlike other governors across the states it seems to be one of the governors at without any any any data to back up the decision wants to actually expand our lock down even further going all the way into fall at least if you read the badger plan in in in the most literal way it seems like he wants is locked down so that we're not generating revenue here some other revenue we're not generating besides the fact that we have taken a significant portion of our economy in terms of healthcare revenue a significant portion of our economy in agriculture revenue in tourism revenue we are also down on gas tax collections so we're going to have a problem to pay for all the road projects I mean everything that pours into the state that allows people like Tony fevers to claim that we can spend in perpetuity we can increase spending in perpetuity has disappeared and disappeared in six weeks yeah and I think one thing that you that you didn't mention in there you have a number of businesses that are closing as a result of this we're gonna have me I think major problems in commercial real estate unless the governor takes corrective action right now to save as many businesses as possible if we don't do something to make sure that these businesses ourselves we're gonna have commercial real estate problems which is going to lead to a residential real estate problems and so it's so the state right now is on a trajectory where the governor is going to have to do something dramatic on on spending or revenue and we're gonna have insidious things like loss of you know dollars in assets because the markets are going down and so you know there's a multitude of problems that we're dealing with it and the governor's approach right now is to just kind of be the the string or Madison receival to adjust dials open things that he you know he claims he's doing in the name of science even though there's no science behind what he's doing in all of it is having real world negative impacts on my constituents and I was kind of like to cross the street right now and the governor continues to be inflexible the governor continues to assert that you doing things but basically like the president's doing even though the president is encouraging region Alec and making sure that you know how means aren't always doing the same regulation in re opening acknowledging the fact that the mortgage company is different from any county or different from Marquette county some of the governors to take seriously and he's not in so you being disingenuous with people when he's saying that he's doing things like the president's going he's not any other key differences between what the president saying and what the what the governor saying here was god yeah you now have city budgets that are that are you know bent over at this point you have got the state budget that's in crisis right now these are programs we're not seeing anyone who seems to think that that the appropriate reaction is to shrink the size of government here and at the same time this is all going on particularly with municipal budgets I don't know Dave if you saw the article you got Milwaukee county jacking assessments on people's property by insane amounts sometimes doubling the value of homes and I I think would have up apparently is a desperate bed to try to you know claim some more tax revenue figuring most people won't have the cap capacity to challenge their assessments I mean that's what you've got in in the municipalities right now yeah and again I don't agree that speaks to how how this would be there if either insidious thing with some of the valuation of assets were talking about real estate real estate taxation we're talking with different ways that municipalities are gonna trying at that if you're dialed the dollars of taxation in their districts which they're hamstrung to a certain extent because of of levulinic but they're gonna try every way shape and form to try and squeeze more more dollars out of constituents that right now just can't afford for taxation they can't afford the expenses that they have right now because they're losing jobs they're losing their businesses are losing their nest eggs that very very seriously and we're still not getting the response of the medicine that we need and the governor is attempting to defend his position of obliterating the constitution and off loading all of his authority to an honest confirmed health services secretary to extend this lockdown as long as he sees fit that's remarkable to me Wisconsin you know should be a lot like South Dakota we should be re opening across the board here but instead we're behaving more like more like New York in fact were worse than New York at this point yeah we're we're we're leading the nation in how a a radical approach to controlling the styles of of government and the.

"And David Craig state senator David Craig on the program while things are just kind of a mess Dave let's at work I want to talk about what the state of Wisconsin is doing and whether or not the state of Wisconsin is basing what it's doing on any kind of data that makes any sense so but first before we get your proposal on places of worship I see here that I believe in Watertown we're gonna be talking about this a bit later with Matt Kittle you had police not bashing on the police misunderstanding the governor's order on businesses exam and going around and shutting down small businesses in Watertown as I understand it took representative John jaguar to intervene before the mistake was copied by that time hours have gone by and those businesses have closed their doors I mean this is that this shouldn't happen that this kind of chaos I shouldn't be executed you don't accidentally and yet this appears to be also part of our problem yeah and so the health services emergency order five contained a lot of stuff come from the get go but the problem that we have you know we ought to take this seriously yeah there's no doubt about the serious situation the government is acting in a in a serious fashion the executive branch however in in doing that I think is not helping in the manner in which it had this kind of downward spiral of precipitous orders that were released in in that in in that effort there has been a lot of confusion and like you mentioned there's confusion based on what the closures apply to and I'm I continue to look at the order and it looks like there's inconsistencies yeah everyone knows now about your place of worship closure is also exemption in there for non profits will some nonprofits might be our places of worship it depends on you know what technically basically unethical argument based on what type of entity they are they are recognized as and there's been zero effort from what I've seen to drill down further to get a good explanation from the executive branch which is why any part of the reason I wrote my letter the other day is because I am not seen as as a legislator people breathing that's occurring to help explain to the people of Wisconsin what exactly we are asking them to do and not do and and I and I understand from the executive branch's perspective the level of activity that's going on but when you take on such serious things as civil rights Honda mental right these are the things that people have bled and died for in our country you cannot take those away with out explanation without due process and without the other protections because spring court has interpreted those amendments to include and that's what we need to do right now the executive branch needs to take a breath and consider what the orders they have provided you further clarity and particularly in situations where the where they are impacting fundamental rights they needed to explain how they are complying with the constitution and by that I mean the vast majority of those rights require the government to promulgate a regulation only if there's a compelling state interest in if there is a compelling state interest it needs to be done by the least restrictive means possible and there's been zero explanation especially when we went from the fifty person ruled last week to ten percent rule this week it happened quickly by the way it was it within two days we went from fifty to ten and people aren't you know woke up one morning just to realize holy cats this is changed dramatically you know you mentioned you you the least restrictive way possible well that's not happening secondly you know you mentioned that the compelling government reason is flatten the curve a compelling government reason because flatten the curve is a theory so is that is that the sum total of the explanation to do all of this whether or not there is any you know whatever whatever constitutional rights are being restricted is flatten the curve enough to qualify as a compelling government reason well and and and let's let's see you know I would say it's it's not necessarily what the curve but it's it's to prevent the epidemic from spreading okay but it fine but does this prevent the epidemic from spreading right you know we keep seeing new cases doesn't seem like anything that's being done so why are we just gonna ratchet the bolt a little tighter and then when that doesn't stop cases from being identified because we have tests now more ubiquitous ratchet that down a little bit tighter until we just crank people down to being hermetically sealed in their homes yeah and it and I think there there there are arguments on both sides of that but what I'm saying that you were leaving the others to question that requires the analysis of how we are treating that situation there is there's no balance there's no demonstration but the government is is doing that analysis making that effort and conveying it to the legislature or comparing it to the people will stop them and sold without without even getting into you know how how severe how severe is the problem we are not demonstrating to the people Wisconsin as to which the systems that we are putting in place whether or not those agree with the state constitution and and that's that is priority that should be priority one and how the government acting right now to tell us to stop the this the the spread of the disease I think civil rights are just been I think think they've been cast aside I don't think anybody is giving any consideration to civil rights period I mean it I don't think anything in the way of an analysis on whether or not this is that you know this is an appropriate balance against taking away people's freedom is being done and I don't think I I think a dismissal of that very concept is probably what's actually going on up the shots civil rights we gotta save lives here I want to know number one how you're going to save lives with this somebody needs to explain how this actually works why isn't already happening in Wisconsin you can't say there'd be more cases are there'd be more deaths because that is a I mean that is made up stuff you have no evidence of that in number two I yeah I mean I want to know how you know exactly what we have as as a recourse we look at what Madison is doing Dave Madison has a rap on your neighbor website the government of Madison and Dane county has created a website encouraging people to to rat out their neighbors if their neighbors have eleven people at a at a dinner party instead of ten I mean they're they're talking about rat out businesses if you see more than ten and people in the business and and this is it people are treating this like this is get out totally okay they're rolling over and then nobody has a recourse to this there's all kinds of people dying on the vine saying what our recourse and the answer from the presses we don't care and the answer from the government is tough beans and so that's a question that a lot of people want answered where are we what are our rights at this point because it seems like the government's telling us we don't have any yeah and and this is this is a a constitutional confrontation that that we're at right now the legislature can can only legislate and and so the governor has brought executive authority in emergency situations which which partially it requires the courts to act which was partially requires litigation to ensue the legislature needs to to make sure that we're we have a three just examples like being like putting county which is appalling that the legislature is inserting itself for bringing forward legislation to further guard civil rights to further restrict our shared revenue to municipalities that would engage in something like that and so so we have a role in this the legislature needs to be working to do that yeah I'm having conversations with colleagues about about what we can do how quickly we need to do that there's there's no doubt about the four dispatcher has to act but the other day we have three different co equal branches of government and and part of this has to find balance with with the judicial branch is what one is superior right now isn't it the executive reign supreme at this particular point think about that the executive now has asserted himself as a sensually the overlord of the state of Wisconsin and if something comes around the bend something new comes around the bend here's what I've also been noticing I've been noticing YVR is trace every other governors decision so when you know when another governor went from two fifty which by the way we had to fifty as a as a limit on crowd size and all of a sudden I got ratcheted down to fifty why another governor did it then it went from fifty to ten why because it was a press conference with the CDC that talked about ten people and this is this seems to be how the state of Wisconsin is going about restricting our access to simple wife because it is been restricted in again not based on data based on models and base don this governor asserting it not not to the public by the way in a press conference but by a press release that he has the ultimate power here mayors and county executives are doing the exact same thing and all of us are wondering what what what led do we have to stand on because it doesn't seem like there's anything we can we have available as a reason as a recourse to fight yeah and I think again it goes it goes to the balance public health is very very important dealing with this dealing with this crisis is very important however we need to make sure that we're not holding our economy into a depression what we are and we have we have social safety nets that require the the the property up by our economy in that we are crippling our economy are we setting ourselves up for major problems with individuals that rely on for everything from welfare benefits entitlement to Medicaid you know you have your work you know roughly a fifth of everyone in Wisconsin that that is is a recipient of Medicaid if the rest of the system is is going to collapse because we've been thrown into a depression are we not is there not also a balance that needs to be struck from that perspective to make sure we are protecting our economy to make sure we are protecting our civil rights and I think also maliciously to the governor and also in the judicial branch when it comes to balancing balancing individual rights we all need to take a breather and and take an examination of the big picture and and then done it easier when you first look to the bill of rights because the bill of rights tell you what you can't do what you swear you should not go as government what if you're having a hard time figuring out what the next step as a public official start with the stuff that you can't do you can't do the things that the bill of rights in the constitution limit you from doing start from that as a base point and then work your way toward how we come up with an effective solution to save the economy and to save people's health so far you're the only one who has gone missing so so far you're the only one saying that one last thing I wanted to get to and that is your letter about places of worship I mean what what can we do to alleviate basically what has become the shot the shutting down the entire shutting down of churches in Wisconsin yeah so we reach out to the governor we haven't received a single response from that despite the fact that our minimum a hundred seventy five thousand people the governor's ignored that we're now reaching out to the Attorney General to find out what were the channels the Attorney General stepped up is on this because the Attorney General sent out a tweet last night talking about how the order will be enforced by local police or should be enforced by local police an individual that knowing the disobeys the order is subject to a five hundred dollar fine I think it's thirty days imprisonment I don't know if the Attorney General actually gonna ask ask law enforcement to pull themselves in the position of of going to a house of worship where someone's been where someone reported either either falsely or otherwise that an illegal gathering under the governor's edict is occurring and whether or not they're going to ask our law enforcement officers to throw those people into prison for trying to worship their god yeah I'd like to know I'd like to know whether that be turning Jones stand by that and talking to people Wisconsin need to have guidance as to what the government is going to do if they try to exercise a fundamental right and and we are getting zero transparency from the
