"For Republicans in that district there was enough suburban in an urban population for turn out surge for Democrats to flip that district all they needed to do was really focused on turning out the twenty eighteen regular our election voters again right and but they were worried about focusing on those voters would turn off these potential moderate Republican recruits that they thought they could get to flip over and vote for them so that's you know they avoided anything that might excite Democrats in their pursuit of these you know mysterious Republicans that were going to defect meanwhile on the other side Republicans they do nothing but mobilization strategy basically I mean it's very look persuasion campaign technique coming out of the Republican Party and the night before the election they sent Donald Trump into the district remind voters there hey there's an election you don't know who dan Bishop is you don't care about Dan Bishop but he's a friend of trump and by voting for him you're helping trump that what is good enough for the average voter right so instead of bringing in and you know Michelle Obama the stump for the Democrat or maybe Stacey Abrams or somebody you like that to increase especially enthusiasm amongst those critical black voters in that district the Democrats basically ran what I call the apologetic democratic strategy the Democrat strategy where they tried to pretend Dan McCready was not a Democrat and the natural surge was almost enough still to overcome that the turnout surge but it would have been enough if they had tapped into that freight element and really you know Went and in and tried to Get Democrats excited to vote but eighty thousand people less voted in the two thousand nine hundred special then in the two thousand eighteen general and they lost in that in that eighty thousand vote drop off more Democrats dropped off than Republicans and so and to be clear in twenty eight gene there was Republicans had a great turnout. It's just the Democrats had an even greater turnout yes and in fact I have a voter file and alice's that I've been talking about for months so my long-term fathers are probably bending their head on the desk but I'm t- promised waiting is going to be good I got nerd famous and I had accessed the more data so I've expanded the analysis but what I show in that number one is yes democratic turnout in these in these forty districts that flipped exploded a huge huge increases and the turn out changed dramatically the composition of the districts so that they became you know younger last white more female and thus more democratic okay and so instead of being thirty eight percent Republican and thirty two percent the democratic like they were in two thousand fourteen they became thirty eight percent democratic in thirty six percent Republican and the independent turn out surge to going up from Lake Twenty percent to you know twenty five so it the turnout surge flip those districts but here's the key point in every single district that I've analyzed thus far Republicans turn out still exceeded Democratic turnout there is not one district pat out of the districts that I've analyzed in which Democrats outperformed Republicans in terms of percents registered turn out and in the districts where they were Dan Blue Dog Democrats the turn out appreciably declined or lagged compared to regular Democrats so like a blue dog paid basically a ten point turn out penalty amongst partisan Democrats and gained absolutely nothing in terms of turnout for re Republicans the turn turn out for Republicans was was the same no wait a second I'm confused in the you said in the districts that they won you still had more Republicans turn out than Democrats but that that that means that some of those Republicans voted for Democrats no no no because the margin that the Democratic candidates carry those districts by my data will show this when it drops it we'll show like I take example California twenty five okay that that's Katie Hills district in Orange County all right that district had like thirty percent turnout in twenty fourteen it went to sixty percent and twenty eighteen and and it was you know more Republican and then it went to more you know you're talking about let me just clarify you're saying that the increase in turn out Republicans actually had a higher increase in turnout but because there were more Democrats the smaller increase in turnout actually meant more votes no actually what I'm trying to say is proportionally Democrats had much larger increases because they had much more room to improve Lukens did return we talk about turnout. Declining generally Republican turnout is better than democratic turn out but because was Democrats and independence turn out for both of those groups third and broke for the Democratic candidates that was able to overcome the fact that there that the turnout for Republicans was high icy so it was actually the independence but we know that those independence they are independent in terms of their registration but they they usually if they're gonNA vote they usually vote one way or the other is at and this is the point about them they are different independence than the ones that were showing up in the two thousand fourteen midterms casting ballots for Republicans either early different voters I see okay okay that makes sense so so you had in all of these seats you still had you had a greater turn out for Republican tendons are motivated in different political context is and that's the key there you need to get those democratic leaders to come out and vote in any given insights okay yes and I don't have a way to show this quantitatively and the data but the argument I make is look this term surge among independence and the turnout surge among Democrats right this these independent surge these have to be left leaning Democrats Becau- and the definitely left leaning leaning independent and there's no way but in in the the surgeons are so large amongst independence Democrats that the Republicans could have surged and had their votes go to these Democrats because the margins that these Democrats carry the district's by some of them are larger than others but none of them are are large large okay they're pretty narrow margin so they couldn't have been winning you know with big surges in Denver traffic an independent turnout and taking over chunks of higher than normal chunks of crossover voting it's just not mathematically possible so the the story in these districts were that the Republicans were able to maximize their of voters but they're just happened to be more people both Democrat both who identifies as democratic and independent and those independents are sort of like a fixed group within themselves that were motivated by essentially hatred for trump yes and and they would not tell you that right so if you ask me antsy Pelosi or Sherry Boustos how did you guys when these forty house seats they will tell you they won by focusing on healthcare and Kajol rolling moderate disaffected Republicans to join hands of Democrats and flip these seats and I am telling you that I have access to the voter files in five piece key states and the district that are you know of these forty in those states and I have looked at nine and looked at all of them but I've looked at a pretty big chunk and that is not the story that the data tells the story that the data tells is completely opposite says those districts flipped because of turnout surges of Democrats and left leaning independence and furthermore the Blue Dog Democrats the handful that ran as you know Blue Blue Dog Democrats the turnout for Democratic Partisans in those specific districts lad other democratic turn out margins by up ten points so they not only didn't get Republicans to stay home because that's the point right to not rile up the other side and not get them to show up and vote against you not only that they not do that but they also uninspired their own voters in an immeasurable Quantifiable Way and I'm the analysis in a national newspaper Okay and that's that's the that's the dilemma when you start fishing in in in in in the Republicans pond essentially or you you're not even fishing for votes as much as you are saying like hey no reason for you to come out here because no stakes for you what you're also communicating is to your own people there's no stakes and no reason for you to come out and you need your own people theoretically Your own more than you need to depress the other ones because the other ones you can't control to depress because now it's part of that also like how much this and maybe you can't tell this from your work maybe this outside your portfolio but do do Republicans and Democrats bats and democratic leaners who identifies independence and Republican leaders who identifies independence do they respond and to the same type of stimulus so here's the thing Democrats rely a lot on focused this group material in which they have asked voters you know are you what do you want this election campaign to be about trump and the voters of course they know so if you ask voters are you know is your vote about trump or about bigger things voters are going to tell you know and you know it's it's really actually quite absurd and and I'm also a poster I do polling so this is gonNA sound really funny coming from a person you know how people behave the last way to find out is to ask them how they behave because people have no idea what drives their behavior and no one's going to admit that I'm you know they're driven by animalistic emotions basically okay so Republicans understand this so they run all of their messaging is on negative emotions everything's really nationalized so the ads that they ran in North Carolina nine Untied Dan mccreadie to the squad and tied Dan McCready to Bernie Sanders they brought trump into remind me people hey you're voting for this guy is a way to support trump Democrats boot we don't know how Democratic voters would respond in a competitive live environment to stimulus like that because no one has tried it yet the closest thing we have is Stacey Abrams and to a lesser extent Bego Onepointoh in Texas but really Stacey Abramson she did like the back half of what I'm talking about in terms because it's not just issue positions it's about where you put the resources what kind of doors are you gonNA knock so you know wire ten points you know Democrat Democratic turnout lagging ten points in the EH on these persuasion bucket doors and didn't spend as much time knocking on high propensity democratic doors right so that's the difference right there and okay so let's just I want to go back to twenty sixteen before we get to twenty twenty Donald Trump wins the election by winning Michigan by was eleven thousand in Wisconsin by twenty two and Pennsylvania by forty thousand of those a- and I I contend that there's about twelve different reasons why Hillary Clinton lost that election That been but forced but but in terms of the voters who showed up or didn't show up or were motivated like what the story that we're told is that it's the white working class asking those rust belt states there that according to you is not true no and I'm GonNa tell you what happened and I want understand on not passing judgment upon you or anybody who's listening to the show and I want them to listen to my oldest spiel before they respond okay so I wrote a book on what happened and I am looking specifically at the role of defection voting were you might call it protest balloting in in two thousand sixteen election and the reason I focused on that is that the so-called nature two thousand election in Florida for you know Ralph Me took a ton of heat because Oh you know people wrote in nature and it cost Al Gore Florida therefore we got George Bush right that election Nader doc about one and a half percent of the Florida vote in twenty sixteen in Wisconsin for example six point three two percent of the and went to protest balloting that's an astounding amount of vote for the polarized era to not go to one of the two party Janis Okay and in the book and this is true for all three of the mid Western states true down in Florida it's all across the US the Bloedel or mean defection rate is in the five percent range and so What I argue in my book is a is a product of the story not a choice made by the Clinton campaign the campaign not the candidate and that choice was based on this outdated assumption of the electorate in which you know hey the Republican Party has nominated a crazy baboon who is completely incompetent and shouldn't be within four hundred feet the White House and so therefore we're going to nominate as our vice president this guy from Virginia who has this jovial reputation of bipartisan appeal because it is our belief that we can get these moderate Republicans to come and vote for her if we don't offend them with her running mate pick and we make an appeal to them okay and those we call this the persuasion pick and that's the campaign jeans entire strategy if you look at how they ran and if you read my book I walk you through specifically how the persuasion strategy manifest people were oh I didn't Clinton talk about the issues Clinton talk about the issues because they were running a persuasion strategy from beginning to end in which they believed they could get a small chunk of Republicans a t you know slightly bigger than normal and the polarized Eric Chunk to come over and vote for her because the other option was it crazy madman you know just absolutely unfit guy for office and so they were trying not to key people to about the issues and they were you know touting Tim Kaine who is just Mr all gosh you know all shocks okay and that ended up being the medical mistakes that they made because what they should have done is picked somebody like Elizabeth Warren or Sherrod Brown or somebody with some populist appeal Oh because the Bernie Kratz were upset and being in power for eight years you tend to get a little bit more Okay then when you've been out of power right and if she had just done that if she had picked somebody that was appetizing to the people who had their hurts broken by the sanders loss then probably that defection rate on the left would have been cut at Congressional district are heading to the polls to settle the last race of the two thousand eighteen election. Yes you heard that right. We're we're still trying to figure out who represents those. North Carolina voters in Congress ten months after the election. So why is that okay so last November the Republican candidate in that district Mark Harris won the race by less than a thousand votes but state officials noticed something fishy about the the absentee ballots submitted in that race in one county sixty one percent of the absentee ballots went for the Republican candidate Mark Harris. Even though only nineteen percent of absentee ballots accepted by the county came from registered Republicans that raised some eyebrows and it turns out there was something shady going non. Harris had hired a local election operative to help him get out the vote which he did and then some this guy allegedly hired people to go pick up absentee ballots from voters offering to turn them in on their behalf something you're not allowed to do in North Carolina. People who work for this guy also testified that they'd filled filled out some ballots themselves. That's election fraud after a state investigation the guy allegedly behind it all was charged the scheme along with seven other people in the meantime the results of that two thousand eighteen election were thrown out and state officials called for a Redo. The Republican candidate caught up in the mess. Harris bowed out of the race and was replaced by a guy named Dan Bishop. He's a state senator known for sponsoring North Carolina's infamous bathroom bill the one that said that transgender people had to use public bathrooms that match their assigned sex at birth the One North Carolina later partially repealed after huge protests and bishops facing off against the same Democrat candidate who ran against Harris last year his name is Dan mccreadie. He's a Marine Corps veteran and considered a party centrist. This district is usually pretty red. There hasn't been a Democrat in the seat since the sixties but recent polls heading into tonight's election show that this race is basically tied ride. The campaigns and outside groups have spent millions of dollars in this one congressional seat and both campaigns have called in the big guns. Here's here's president trump who campaigned in the district last night which he won by about twelve points in two thousand sixteen the Democrat Party has never been farther outside of the mainstream meanwhile the Democratic candidate is getting all kinds of support from big names in the Democratic Party including twenty twenty presidential candidates Joe Biden Elizabeth Warren and n people to judge. It's not like the outcome of tonight's election. We'll have some huge effect on the makeup of Congress. Democrats have a pretty solid majority in the house and actually there's a whole other special congressional election going on tonight in North Carolina Third District to replace the seat left by the late Republican Congressman Walter Jones but with no other major congressional races happening anytime soon tonight's a rare opportunity for both parties to see how they're faring among voters and which party he is gaining more on the ground support ahead of twenty twenty.

It's been a month since the mid term elections, but questions remain about the voting process and the outcome in one North Carolina congressional district, and in Wisconsin, Democrats are raising concerns about how the state's Republican legislature is handling the transition of power. I'm gonna vase has details on both states. Let's start in North Carolina where election officials last week certified all but one race the state's ninth congressional district democrat, Dan McCreadie trails Republican Mark Harris by roughly nine hundred votes, that's less than half a percentage point. But an investigation is now underway after ficials uncovered what they call irregularities. Lisa Desjardins is here to explain it. All thank goodness. She is irregularities. What does that mean? What are they looking into? Specifically here. We're talking mostly about one county bladen county, and it's a congressional districts in each county matters a lot and we're talking about absentee ballots on two different ways. I there were workers who were sent out an if there's some two hundred or so absentee ballots that have witnessed signatures. Everyone must be witnessed which overlap. We're seeing seven witnesses on some hundred and fifty or so absentee ballots that might not be suspicious innovate self. But many of these witnesses put down the same address a one bedroom apartment as their. Address. So that's raising questions then on the other side, there are voters who say a woman came up to their house and ask for their absentee ballot. And then took it and said she herself would fill that out. That woman said she was in fact, paid by the Republican candidate's campaign, and she didn't know that that is illegal to do which is now why did he do this kind of anecdotes happened all the time? But the issue is here the numbers in this particular county, we see a margin of victory for these absentee ballots for the Republican that is different than any other county. We also see a number of absentee ballots that were not actually turned in that is also higher than other county. So that's raising a lot of questions. It's raising a lot of questions the board of elections is now looking into this, right? Trying to answer some of those questions. So what? Now what happens next December twenty first? There will be a hearing by the election board of the state. They will decide if this election should be certified or if they need to pursue more investigation. And ultimately if they're not. Satisfied they could call for a new election. It's hard to save the vote totals will be enough to overcome that nine hundred vote gas. But there are a lot of questions here and a lot we still don't know. So that's one story. We're following in North Carolina. Wisconsin is something else. You've been looking at there have been protests at the state capital. The Republican legislators basically in a lame duck session right came in introduced some sweeping changes for the limiting some of the powers of the incoming governor. And attorney general both of whom are Democrats. What's going on there? There's a well known Republican involved here that is Scott Walker the outcoming outgoing Republican governor he and the Republican legislature are now looks like ready to push through a very large package of changes that would limit the powers of the incoming Democrats. Let's go through exactly what they're doing. I these this Bill would make it. So the legislature could replace the attorney general in some cases, he is litigating just a committee of the legislature. It would also take away some other. Other powers of the attorney general and some powers of the governor over some state agencies, and it would shorten the early voting period to no more than two weeks in Wisconsin right now citizen towns can have as much as forty seven days, but this Republican Bill which shorten that period, all of those have very serious effects, potentially. So if these changes do go through what would be those effect? What's the impact? Right. So think about the attorney general this would be a matter of what do you prosecute about environmental law or not also think about things like workplace hazards on the Republican argument? They say we think this attorney general might over litigator. We want the ability to say when we think he's going outside the bounds of the constitution. But Democrats say this is also about healthcare. This is also about without attorney general would do in promoting perhaps the Affordable Care Act. There are a lot of very real issues on the table here. And that early voting dot a lot because what would happen while rural communities say they want to have the same voting window is everyone else. This would shorten the window. Probably for urban voters in particular. Okay. So these are two very specific cases. With a lot of details. We still don't know how everything is going to play out in North Carolina. And Wisconsin are these isolated incidents. How should we think about these right now, I can hear our viewers screaming at the television? No because we've been reporting on this all year, I can look at this list that we put together with our producer. Matt Lofton goes back to robocalls that we saw in Florida and Georgia this year, we've seen early voting windows being shortened all around the country for years, and you know, this case in Wisconsin. It sounds unique at first Republican legislature one legislator, limited an incoming governor. But in Michigan same situation, we also expect later this week the Republican legislature. There may try to limit the authorities of the incoming democratic governor there as well. Now, they have that. Right. But Democrats say if they pass those laws in Michigan, and Wisconsin expect that to go to court, and that's where we see all of these things being settled right now. And that's why it's especially in. Import to watch court. It tells us what voters can do. And also what their votes mean? Similar cases in the past.
