What would you do I would have them as a public utility the facts are very clear they have failed to make investments in the upgrading of their infrastructure the regulators have been way to lose there's not enough accountability it's time for the state to take ownership of PG and make sure that they are doing what they need to do to keep the power on and to keep people safe I mean in the twenty th century when you have a state that has apple Google Tesla in it there is no excuse that we can't get power to our people on a regular basis congressman I'd argue that there are decades and decades of underinvestment in the infrastructure there if the state takes over where do you get the money to make those much needed aspirant's what we need to have stayed investment and we also need to have federal investment the reality is that we have underinvested in the smart grid we have under tested both of the state and federal government but those are investments that will that were needed and we need to invest more in forest management we did not have the prescribed fires that were necessary we did not have the brush clearing that was necessary this has been a decades of neglect process that has led to this crisis do you have any idea how much you might need for that systematic neglect in the infrastructure and in the forest management we're gonNA leave the conversation there congressman appreciate you being with US thank you for having me

fit to the science to back him up and that is exactly what we've seen the president and others in his administration do across federal agencies and across issues your group the union of concerned scientists issued a report saying that this administration has basically created a chilling effect on scientists can you describe how that chilling effect is happening it's happening across the governments across the government on everything from food safety to environmental protection to products safety like strollers scientists need to be able to use science and communicate that science in order to protect people but what this administration is doing is creating an environment where those scientific experts aren't going to feel safe communicating that. science if they don't feel that their leaders are going to support them and that's true especially when the science happens to be politically inconvenient well to be fair don't politics seep into science at some level during every administration because every administration will fund and promote the science that backs up their policy priorities right we do see interference in the science across administrations science is very powerful and you want on your side and so it makes a very vulnerable to political interference but it's not appropriate to force fit the science into your policy decisions what we're seeing is under the trump administration this is happening at an unprecedented level we've logged more than a hundred times that this administration has a mis use to science and its policy decisions and that's more than any other administration in the past five decades what do you mean by that mis use science we were looking specifically in instances where they were supposed to make its decision based on science or they were supposed to allow science to be public and they did and so these are things like squashing that scientific reports from the national academies of science which happened a few times refusing to ban a pesticide that's been linked to brain damage in children so we've logged one hundred of those your team wrote in this report that some of the censorship that's happening is literally asking scientists to not use certain words or certain phrases give me an example of that that's right there's been a few cases of dot one of the more high profile ones was at the centers for disease S. diplomacy in Afghanistan and the many diplomats who have tried to bring the US war effort there to an end among them Richard Holbrooke president Obama's envoy to the region he died in twenty ten of a massive heart attack at the hospital a doctor ordered hold work to relax and he replied can't relax I am in charge of Afghanistan and Pakistan that's one of many stories that George Packer recounts in his book about Holbrook our man we wondered if Packer heard echoes between today and a decade ago and so we've invited him to our New York bureau hi there hi Mary Louise hi so it occurs to me that president Obama like president trump was elected on a campaign promise to end the war in Afghanistan and obviously Obama didn't get it done because here we are was part of the problem then as now divisions within the administration that always seems to be the problem I mean you could look at every crisis or war going back to Vietnam the fighting inside the administration seems even more intense than on the battlefield. in two thousand nine Richard Holbrooke became Obama's special representative for Afghanistan and Pakistan Obama didn't care for Holbrooke Whitey name and if you didn't like it because Hillary Clinton wanted him okay man Holbrooke was you know the sort of this storied envoy who had negotiated the end of the Bosnian War and so Holbrooke spent two years trying to get Obama to let him negotiate with the Taliban and it was only at the very end of his life in fact on the last day of his life he was in a meeting with Hillary Clinton discussing the new channel he had opened to the Taliban the first one of American negotiators since the start of the war and his a order poor and that was the end I hadn't realized it was the last day in the office that he'd always wanted to occupy the secretary of state's office compare the man charged with leading the US effort Richard Holbrooke a decade ago it's it's only Khalilzad now who is president trump's envoy both seasoned diplomats but beyond that could not be more different that's right Khalilzad he had a knack for sitting down with Iraqi leaders and letting them know that he understood their point of view he has a sense of how negotiations have to work in that part of the world wars Holbrooke sort of blundered and made an enemy of Hamid Karzai who is the Afghan president at the time. what is more patient more subtle and spent nine rounds I believe of talks with the Taliban leading up to what he thought was a deal but it turned out his president trump was also the opposite of his predecessor Obama Obama was cautious and spent weeks and weeks studying the issue in the National Security Council trump was detached and gave Khalilzad great freedom which may have been partly why he was able to come close to success and then with a single tweet since the whole thing up in flames. based on your reporting what is your sense of how national security decisions in this administration are being made a national security adviser John Bolton has just gotten sacked following a reported disagreement between bold on the president over that plan meeting with the Taliban yeah well at my distance the way it looks is the president enjoys seeing his advisers Rangel and squabble for his approval and then once it gets to a critical point he comes in with no information not having been close to it at all and without regard to the process because he ended this potential break through without any consultation with his government it was unilateral. your whole berkata flair for the dramatic what would he have made of the idea of inviting the Taliban to camp David I think he would have been horrified by it it would have been giving them a platform that they hadn't deserved and didn't need why did we have to do it here it was Khalilzad who had come close to this breakthrough and and the president had nothing to say the Taliban there was nothing he could have added to the talks and I also think Holbrook would've probably driven a harder bargain I mean there was no ceasefire in place is no sense that we can really trust the Taliban to hold their end of whatever bargain we strike including their promise not to give another safe haven to al Qaeda as they did in the nineties.
