The D.C. council is considering repealing D.C. public schools independent procurement authority, meaning the school system will have more government oversight when it comes to the awards that it makes or the places or companies that it awards contracts too. The move comes after it was revealed the school system unlawfully awarded 36 contracts worth an estimated $270 million over the last three years. DCS says the scandal came to light last year when D.C. public schools turned over a pair of food service contracts worth close to $40 million to the council for review and approval. It turns out those contracts had been awarded months prior and the school system was seeking retroactive approval from the council. The contract mishap has caused the council to go over, contract approvals to ensure vendors for everything from school and meals to special education services could be paid. And it's ensnared the city's independent chief financial officer who's been paying for the contracts that were not legally approved. At featherstone elementary in another part of our area in Prince William county, students are rewarded for good attendance. It is one way that the school is tackling a region wide rise in students missing at least 10% of school each year. Principal Christina treadwell says the school's chronic absenteeism rate fell from 17 to 22% last year to 6% this year, part of the success has been educating parents. A lot of parents think that, you know, when they bring a doctor's note in that that erases the absence and they're back in zero. And that's, in fact, not what it is. The school also makes attendance a competition rewarding good attendance during time such as before winter break when students may be inclined to start vacation early, assist in principle, Chris McManus. This is new tonight on WTO the findings of an investigation into how loudon county public schools handled two sexual assaults should be made public. That is the posture of attorney general Jason Millar is who threw a special counsel as filed for a subpoena for its release. The school board has voted against releasing the report last month. This is, again, in loudoun county. In a court filing, the special counsel says the report is related to the investigation of former superintendent Scott ziegler, who was fired and is charged with three misdemeanors related to this crime last year. Over on Capitol Hill tonight, D.C.'s new criminal sentencing guidelines are in jeopardy. It appears Senate Republicans now have the support they need from Democrats to block reforms passed by the D.C. council. WTO for Capitol Hill correspondent Mitchell Miller has that. This is the nation's capital and all of us want our constituents to be able to come here and safety. Republican senator Bill haggerty of Tennessee, who's led an effort to get all 49 GOP lawmakers to back the disapproval resolution. And now several Democrats, including West Virginia senator Joe Manchin, have said they will join Republicans due to concerns that the criminal code would lighten mandatory penalties for some crimes, including carjacking and robbery. D.C. officials say Congress shouldn't intervene, but with President Biden stating he won't veto the measure, Congress could soon vote for the first time in more than three decades to nullify a D.C. law. Other news tonight, fairfax county police are facing scrutiny over their policies after officers recently shot and killed a shoplifting suspect outside Tyson's corner center. The police executive research forum in organization that's reviewed and recommended changes to department policies in the past has been called in. Chief Davis reached out to us to ask us if we could look at some recent incidents of police officer involved use of force and then look at their training and look at their policy and see if there are any recommendations. Chuck Wexler is the executive director and says, while there's a lot to the process we will work as quickly as we can to at least provide some immediate observations of things they could be doing. "We're following for you at the sour D.C. council member Brooke Pinto requesting body cam video from the scene of that fatal shooting of 13 year old Quran Blake to try to ensure there's accountability in the investigation. That is really important to answer the calls that are so robust right now from our community. Council member of Pinto says she wants to make sure there's public trust in the investigation of the shooting of Quran Blake, D.C. police say he was shot and killed by a man who believed he was breaking into cars back on January 7th, but he hasn't been identified or charged, prompting outrage from the community. The video is from officers who responded to the shooting, but Pinto says she can't disclose what happened in it to maintain the integrity of the investigation. I can not comment on the substance of the video. I will say I don't currently have any reason to believe that M beauty is not following their proper and appropriate procedure here. According to the 11 page affidavit, police found the boy's mother when they were called to the building on October 13th, kneeling next to him on the sidewalk and doing CPR. The toddler died 5 days later. The affidavit includes 9-1-1 calls in surveillance video, which outlined the case against Deshawn Matthews. Prosecutors say Matthews uses hands to beat the child to death. Security photos from a parking garage allegedly show Matthews and the child getting out of a car with another person walk towards the lobby of the apartment complex on October 13th, the court documents also show the boy in the suspect go into the lobby the apartment where Matthews is accused of hitting the child. New information on a charter bus driver who police say was drunk as he went off the road while driving around a bus full of D.C. elementary school kids. D.C. council members say more needs to be done to stop the school system from ever again using the bus company that employed him. D.C. council members Christina Henderson and Mary Chase say it's not enough to stop using the company that employed the person who drove children while intoxicated. They're asking dcps Chancellor Lewis therapy to add Rome charters to the list of excluded parties. They want to make sure other city agencies don't unknowingly contract with the company and encounters similar problems. The investigation after the October 27 crash revealed the bus driver's license was revoked in Virginia after a DUI charge and other drivers on that trip didn't have proper licenses. In a three hour roundtable this week, members of the D.C. council focused their attention on the call center's work into apply pressure from significant improvements to be made. Council member Charles Allen led the oversight roundtable, saying there are multiple signs. There's something wrong at the office of unified communications. The repeated instances of blown addresses, the failure to relate update information to responding personnel, the delay dispatches them around, the hemorrhaging use of leave by employees. "The dc council announced this week that it will phase out its moratorium on evictions as the region emerges from sixteen months of pandemic restrictions robert mccartney senior regional correspondent for the washington post joins us now for more on this story and others from this past week. Good morning bob. Good morning esther. So what will the end of the eviction moratorium mean for landlords and tenants in the district it's being implemented gradually so the first step is that landlords are allowed right away to avik tenets or file to evict tenants who have caused significant damage to their buildings now. That isn't that many people. The big change calms october twelfth when landlords can move to evict tenants who have fallen more than six hundred dollars behind on their rent. But there's a condition for that. The law requires that the landlords apply. I to the stay. Dc rent relief program on behalf of their tenants so that they try to get some money from the government basically the help the tenants pay the rent and they have to apply to that program at least sixty days before moving to evict them council chair phil mendelson said this was a compromise and that the council was trying to give tenants a soft landing. Now it's not clear if mayor is going to sign the legislation but it doesn't matter because it passed unanimously. So obviously it has a veto proof majority the landlords. Were very unhappy about this. They said it was an undue financial burden on them to have to wait to evict the tenants. Tenants groups said the council was moving too fast and should postpone any evictions until december. Also this week. A judge in maryland ruled that governor. Larry hogan cannot end pandemic related federal unemployment benefits early like many republican governors around the country hogan had tried to end this program in his state. How will this move. Impact unemployed maryland residents. It means they'll get an extra three hundred dollars a week in supplemental federal jobless benefits through the summer. The federal program lasts until early september. But hogan wanted to end it in july the benefits go to about a quarter million people hogan said the extra cash was discouraging workers from taking jobs that are available but the judge agreed with critics. Who said the harm to unemployed workers outweighed the potential benefit to the state budget the judge also indicated. He believed. the governor was exceeding his authority in cutting off the money.
