Over half the reports came from Baltimore, but if we look more locally, prince Georgia follows the state trend while Montgomery and Frederick counties have more white victims. "Now, today's stories. Our first story president Joe Biden appears to be repositioning for a 2024 reelection campaign by shifting toward the center on issues like crime, oil, and immigration. In his first two years as president, Joe Biden surprised and delighted the progressive wing of the Democratic Party. Early on, he enacted the American rescue plan, a nearly $2 trillion economic stimulus law aimed at pandemic relief. He signed a $1.2 trillion infrastructure package, and the first gun control legislation in decades. But recently, President Biden has taken a series of steps that counter the liberal narrative. He okayed a major oil drilling project in Alaska. He rolled out a budget heavy in deficit reduction, and helped Congress overturn a crime bill passed by the Washington D.C. city council. None of these latest moves should come as a surprise, say longtime Biden watchers. As a decades long Washington fixture, both in the Senate and as vice president. He was a creature of the middle, often willing to work across the aisle and make deals. He always manages to find whatever the center of the Democratic Party is, and kind of be there, says Seth masket, a political scientist at the university of Denver. Now, mister Biden seems to be getting ready for an expected 2024 reelection campaign. And with no sign that he will face major opposition for the democratic presidential nomination, he can focus his messaging right at mainstream general election voters. "D.C. was pushing forward a revision of the old criminal code governing the District of Columbia. And because Democrats and left wing Democrats dominate Washington D.C. as they do so many other cities, this update of the criminal code was essentially weakening anti crime provisions in the code. And so for example, it reduced minimum, reduced the maximum sentences that were in the old code. It eliminated nearly all mandatory minimum sentences. Like if you do X, you must get at least 6 months. So you must get at least a year. Those were eliminated. And they expanded the rights of criminals. So what's new? This is really what the left does. This is what Democrats do. And it doesn't seem to matter to them that the crime rate in the city and the cities are high or are soaring. They're like, this is who we are. This is what we do. We are on the side of the criminals. We're going to make life easier for them. We're going to make the hardship less. And so the mayor, muriel Bowser, who was who basically goes, you guys are going too far. I'm going to veto this new criminal code. It turns out the left wing D.C. city council overrode her veto. So this was about to be the new code for Washington, D.C., but guess what? Washington, D.C., according to the law, is under Congress, is under the federal government. So even though the Democrats talk about home rule, the Washington D.C. needs to make its own decisions, govern itself, the simple truth of it is that Congress has every right to pass laws that can not only affect Washington, D.C., but can override decisions made by the city council. It turns out that there is a majority both in the House and the Senate to kill this D.C. criminal code update. In other words, to defeat it, but of course, normally, if Congress passes a law to defeat the D.C. criminal code, Biden could then veto that law. And if you vetoed that law, it would not pass because of course you need a super majority to override a presidential veto. But in a big surprise move, a Biden has said that he will sign the law. He said that look, I support home rule for D.C., but on the other hand, I don't like what's in this bill this weakening of crime of anti crime requirements. And the Democrats, the progressive Democrats are really kind of taken by surprise and also sort of angry because 170 or so Democrats voted against the law, the law that overrides the D.C. Kremlin, the new D.C. criminal code. And these demographics go, we thought we were voting with Biden. We thought it was a position of Biden that whatever D.C.

He will not veto this if it does in fact pass its way through Capitol Hill. And look, this is really touchy around here. This is a city that is obsessed. With getting a vote in Congress with being actually regarded as a state. And it's not saying a lot about home rule as we call it around here. Now the Senate is set to vote on this and it's something I spoke earlier today about with senator Bill haggerty. He wrote the bill that would overturn these relaxed crime laws. The Republican from Tennessee spoke with us a bit earlier today. And I started by asking him if his bill is going to pass this week. It will pass this week with the help of Democrats. I think that the whole defund the police movement is not worked well for the Democrats in The White House. People are waking up to this. And it's regrettable to see what the D.C. kit city council is engaging in. They're trying to push some sort of woke messaging in a way that would desperately worsen the situation. The crime situation that's unfolding in Washington, D.C.. They've been working on this bill. The D.C. council has been working on criminal justice reform for two years. What they come up with in the wake of a massive increase in carjackings. In fact, carjacking is a tripled over the past three years. We're at a homicide rate now in D.C. of north of 200 homicides a year over the past two years and it's actually accelerating right now. And the D.C. council decides it's a good idea to lower the penalties for serious crimes like this to make every misdemeanor entitled to a jury trial, which would completely clog the systems and basically mean no misdemeanor gets tried. It would be a catch and release system in D.C. for misdemeanors if this were enacted and it would make D.C. essentially a wall is placed. Remember, this is the federal District of Columbia. This is the nation's capital and the D.C. council seems to want to make it an embarrassment for the nation. Even the mayor is vetoed this. So if you look at the public sentiment in Washington 72% of those cold in D.C. are with me, the D.C. police union is with me, the fraternal order of police are with me. What does this say to the idea of D.C. statehood? I think it's definitely not a step in the right direction if that's the way they want to go because this is the federal District of Columbia. You should be they should be doing everything they can to make it safe. And a secure place for people from all over the nation come to visit. We are more than happy to have citizens from the District of Columbia here in Tennessee with in state tuition. I think this is D.C. enjoys a particular unique place unique posture in the United States of America as the federal district in our nation's capital. And we should make it a place that's safe in the place we should be proud of. And again, not to create a national embarrassment just because we've got council members that want to set off on some sort of woke agenda. Senator haggerty, you serve on the banking committee that we'll hear from Jay Powell this week. What's the first question you want to ask him? I think the chairman Powell has been dealt a pretty tough set of cards. He's trying to navigate very, very troubling level of inflation. In the midst of just massive spending that's been undertaken in Washington over the past couple of years. I was against this reconciliation process that dumped billions of dollars into the system back in March of 2021. It's only continued. In fact, still unspent money unspent stimulus money that's in the pipeline. And again, it's got inflation baked into the future. So you've got chair of pal trying to navigate the private economy, not throw us into recession, but at the same time try to tame this massive inflation. There's one more challenge. He's also got an energy policy here in America that's driven up the cost of energy that's feeding inflation too. It's beyond his mandate, but I think he's got a tough set of cards. So I'll be talking with the chair about where he sees rates going, what the long term prospects are. And I'm also going to talk to him about the cryptocurrency market as well. If the fed waited too long to start hiking and I think that's your belief center, you can correct me on that. Does that guarantee your session here or is it possible for the fed to still stick the landing knowing there could be some lag time with these rate hikes? Well, Joe, you're exactly right. We talked about this before. I wish that had begun this process much earlier. They kept focused on the notion that this inflation was transitory in some way. And I'll grant that there are supply chain disruptions that did have a transitory component. But it was obvious to any of us that when you undertake the massive amounts of spending that Washington was voting on. And when you wage war on the domestic energy markets and drive those prices up, but this is anything but transitory. This is massively installation area which should have begun to deal with it sooner. That being said, I think every American hopes that your pal and the sad are able to navigate in a way that minimizes the damage and avoids a recession, but I think we're running dangerously close to that situation now, particularly as I talked a lot of folks in the private sector are telling me that they are cutting back on staffing. They're seeing orders decline. It's a challenging environment with a lot of mixed economic information. Yeah, it's a noisy time and the data doesn't always want to back up what people think is happening. What's your thought right now on the process of choosing a new vice chair for the Federal Reserve as lael brainard goes to work for President Biden. Have you heard a name that you'd vote for? You know, I have not heard sufficient specific yet. I've heard the name of a number of names being spun around, but I don't want to get ahead of the process at this point. Let's see where The White House begins to narrow this focus. My understanding is that they are working on it hard. But I certainly hope that they take into account the need for certainty in the marketplace, clearly they need to take into account the fed needs to stick to its mandate and not be any way contorted to an institution that's trying to achieve political goals or policy goals and objectives rather than just maintaining stable markets in certainty here in America. We've heard from the likes of senator Elizabeth Warren, who I know you do not agree with on this, but thinks that the president should pick somebody to be a counter to Jay Powell. As she argues, sending the economy over a cliff is what will happen if he's allowed to continue

Even liberals in the nation's capital went too far for President Biden. The president ditched progressives as the D.C. city council went soft on crime. Mister Biden sparked an intraparty firestorm catching liberals by surprise. Some D.C. residents opposed Congress bigfooting local decisions. It's only the fourth intervention in D.C. affairs in more than 40 years. But Republicans believe the president tried to inoculate himself from attacks that he's weak on crime as he prepares to seek reelection. Crime spiked in Washington even as the city council tried to ease penalties for carjackings and burglaries. Car theft in D.C. climbed 111% this year, homicides up 36%. The White House says the decision will help D.C. residents. "Everything you need every time you listen. WTO P news it is 5 15 I'm Shana stolin. And I'm Sean Anderson. Thanks for being with us. D.C. leaders have spent nearly 20 years trying to revamp the city's criminal laws. They finally succeeded, but now Congress is trying to undo the work. And we're also learning that President Biden will not stand in the way with a veto. The president says he would sign a Republican sponsored resolution blocking the new measures. Critics, including the D.C. mayor, says the reform code is too soft on crime. White House press secretary Karina Jean Pierre says the president is for D.C. statehood, but they don't have that yet. And he's going to take action on behalf of keeping the public safe, including in D.C.. Well, joining us live to talk more about at CVS news chief, Washington correspondent major Garrett who also hosts the takeout podcast great to have you back. Major, thank you so much. Good afternoon, great to be with you. So we have some critics saying The White House is trying to have its cake and eat it too. They say they support statehood, but they're passing up on an opportunity to protect the city's autonomy. From those here in touch with what is going on here. So it's a clash of local politics and national politics. And if those on the D.C. council are upset by this, they can blame the voters of Chicago who out turned mayor Lori Lightfoot, largely over the crime issue. Democrats in Congress, especially those backing the president's likely reelection bid, what a tougher message on crime. And so the local work done by the city D.C. city council which WTO is covered extensively on this long running process. Has been vetoed by the mayor and that's where Democrats are hanging their hat. The mayor is against it, so that's okay. That's where the president is too, because they don't want to debate nationally that radiates out of D.C. drew Congress that the president or Democrats or soft on crime and look, D.C. has a rising crime problem, let us statistical fact robberies up assaults are up and carjackings are up. And this measure, though, heavily debated in largely supported by the council does make some alterations there that could in a political context look as if those penalties are being eased at a time when those rates are going up. The president doesn't want that to be most congressional Democrats don't want that debate and that's why it's landed where it has. It's an interesting balancing act. He has to do there. You talk about the reelection. He hasn't officially said he's running. But it sure seems like he is, unless something comes out from left field, we don't know. But let's look at the tea leaves. This is one key leaf, okay? The president doesn't need to weigh in on this, but he knows Republicans passed it in the house. 31 house Democrats voted for it, so it's got bipartisanship behind it. He knows that once he's made this announcement, he's not going to veto it. Lots of Senate Democrats are going to support it. So what does that tell you? He wants a better crime message for Democrats and himself. Why would you do that because you're running for reelection? Look at the some of the blowback the president is getting from progressives on tougher immigration policies, particularly with asylum. That's meant to address what independence and Republicans pounding on the Biden administration for two years over immigration. These are policy actions, preparatory to a political reelection campaign. And for those who say, oh, those shouldn't be involved, wake up. They are involved. Politics and policy run next to each other, especially if you're planning a reelection campaign every sign, externally and internally is the presence ready to go. All right, major thanks much. Appreciate it. Thank you. That's a major Garret. Use chief Washington correspondent for CBS News. And it's 5 18. And we vote your traffic

Senate Republicans are urging Democrats to join them and approving a resolution blocking Washington D.C.'s new criminal code, which they argue makes the city less safe. The code approved by D.C. city council last month would allow anyone charged with a crime even misdemeanors request a jury trial, mandatory minimum sentences would be barred except for first degree murder, and those already behind bars may find it easier to apply for early release. Supporters say the reforms are years in the making. Now, D.C.'s mayor is urging the Senate to back down. Even though she herself is against the new criminal code. Inflation and rising prices have dealt a major blow to our personal savings these days, government reports this week that the personal savings rate, which measures money, left after our spending and taxes now stands at 4.7% this morning, well below the pre-pandemic level of 8.8%. He said that he was diagnosed with bipolar disorder. And he wasn't taking his medication at the time. So he had a psychotic episode and cut his arm off. And I don't know. And then he apparently like lied about being a veteran, so stolen valor. And you put off your own arm. Is. I mean, I know people who have bipolar disorder. Really go that far. I mean, that's like, I don't know. I'm just throwing that out there. But dang. And he and he was able here's the other thing. He he he landed veteran TV roles. So after all of that. He apparently lied about it for a while. So he could get. I don't know. He said that he did it to get veteran rolls. I mean, I appreciate that. He's being honest about it now, but dang good heavens.
