Investigators say they were in a restricted area of the capital and did nothing as rioters broke into the building and assaulted Capitol police. Come was Charlie Harder, spoke to the woman in charge of most police officer training here in Washington State. Monica Alexander is the executive director of the Washington Criminal Justice Training Commission. They run the police academy as well as the continuing education. Every officer and deputy is required to get every year. Give us an idea. How are officers trained to deal with illegal activity when they see it and they are off duty? So you know, being off duty is one thing And we always say, be a good witness because, say you're off duty and you see something happening. You aren't identified as a police officer and you get in the way of a police officer. That's a problem but be a good witness. Call for help. Do everything you can buy Buy also keeping yourself safe. You know when you are on duty, it's really important and that's the whole duty to intervene. 566 the law that was just passed and we're teaching able, we know we're trained. The difference between right and wrong and legal activity versus illegal activity, and it's so important for us to be able to do something and the situation will dictate your dictate your tactics. You can't always just jump into a situation because you could risk your own life and maybe even others. So I think it's really important for us to think about. You know, what can we do safely? When we see something that is happening that's illegal without prejudging what has happened in this case in general, what is the C J T. C s role if officers are fired? Our responsibility. We hold police officer certification and we have the right based on the law to revoke certification. Depending on what the activity was. And I think that's really important so that people understand that you know, we don't see JT see myself. I don't just revoke someone's certification. There's a whole panel that's assembled. There's a process that followed. The attorney general's office represents the Criminal Justice Training Commission. And there is a process. And that process gives people an opportunity to fight for their certification. Now, if you're not certified in the state of Washington, you cannot be a police officer and now a corrections officer, because, as of July the first we started certifying our corrections officers. And we increase the time of their academy and corrections officers. You know they have a lot to do with the criminal justice system, and sometimes we forget about them, But they come here and they train hard as well. And they have a certain level of responsibility to our communities, just like law enforcement officers were speaking with Monica Alexander of the Washington Criminal Justice Training Commission, and I just want to be really clear here for law enforcement officers. If they do have there's sort of occasions. Rejected. You can't get a job in Yelm. You can't get a job in Spokane. You can't get a job anywhere in the state as a police officer. That's correct because the agency's commission police officers and the Criminal Justice training Commission we give them their certification, and you must have a certification and a commission to be a police officer in the state of Washington. Lot of people may not be familiar with what you do. Essentially the training commission where you are that is most police officers from across the state. That is every police officer from across the state except for troopers, so we they do. We do have an extension Academy and Spokane. But the Criminal Justice Training commission is the stole Academy for the state other than the Washington State Patrol. That's Monica Alexander of the Washington Criminal Justice Training Commission. "Of nonstop news on comb. Oh, it's 606. Earlier this week, Health and Human Services Secretary Alex Cesar indicated there would be millions of extra vaccine doses released to the states. We are releasing the entire supply we have for order by states. Rather than holding second doses in physical reserve. But new reporting in the Washington Post shows there were no doses available in reserve. As a result, states that had been gearing up to expand distribution of the Copan vaccine have no extra doses to give out in a tweet. The Washington State Health Department says they understand why people may feel the situation is confusing and frustrating. Oregon Governor Kate Brown calls it A deception on a national scale. We've reached out to health and human services for comment. The State patrol the National Guard, preparing for any possible protests or confrontations at the state capital this weekend. This week, the Oregon State police gave virtual training on what to do if there's a shooting rampage in the state Capitol building. Former longtime foreign correspondent Andrew Selsky, says there are increasing risks to journalists in America. Lawmakers in Olympia had their first public hearing on a major police reform bill that would affect Washington's 11,000 police officers and update now here's come. Oh super marrow, the Criminal Justice Training Commission certifies law enforcement in the state of Focus of House Bill 10. 82 is on D certifying officers that have shown misconduct. "Um is that something that would could be shared nation? Why should there be a national policy on police and national training where everyone would get that kind of training? In an ideal world, Absolutely, but But here's Here's what we're confronted with. And this is what makes this one so many things that make solving this problem so difficult. Law enforcement is a fiercely local institution in our nation. It was designed that way, and so every single police department Gets to decide how their officers were trained and what the policies are. Washington State is unique because our Legislature took the action many years ago to say we're going to have a centralized program was centralized standards. So getting 18,000 different police departments and jurisdictions to agree to what the standards should be is very difficult. It's challenging to just do it in Washington, I can assure you But we have to decide as a nation Do we want to continue to have our law enforcement delivered in this fiercely local way or not? And that's that's a big Big complicated questions. Thea other piece that we have to remember is Police departments work for elected officials, the mayor, the City Council, Whatever the design of the government, is A person elected by the people is the one who decides how the police Department operates. We are joined here by Sue our executive director of the Washington State Criminal Justice Training Commission. Sue. We do our show and Ursula and I we try to Look for the best. Look for hope. We're glass half full in in your eyes. Where do you see hope in ways that communities and police Can heal together in rebuild trust. Is there something you see for us? I absolutely do on DH. That's what makes this this time in history. So So complex. I think the community is now really having to reckon with what kind of a culture do we want to create to live in? So I think is difficult and scary as the protests are, they're going to force the issue of the conversation. The other thing that makes me hopeful is the recruits that air coming into the profession. Now one of the best things about my job, and the thing that just literally inspires me every day is the conversations I have with our recruits. And the people coming into the profession. Now, for the most part are all about. I want to serve my community. I want to do better and the kinds of people that are coming into law enforcement. Are a little bit different way still have a lot of people that air have a very conservative view of the world And in the background that is, you know, typical middle class white background, but we also have a lot of people coming in. We have a little bit more racial diversity. Not much. I'm noticing. Dramatic increase in the number of women coming in just in the last two years. They're coming in with life experience. That's different. We have former teachers counselors, um much broader variety of backgrounds and the recruits coming in the door are very open to what we talked about in Washington as the garden guardian philosophy where we really want to focus on service to the community. And being part of the community not coming in as an outside occupying force. So that makes me really hopeful because we can harness that energy we have we have dated. It demonstrates that when recruits come in the door with what we call the Guardian mindset After five months of teaching them about all the dangers in the field and all that they still maintain that philosophy and that has been the remarkable success. Of our new Academy training is that we don't make them cynical and paranoid before they go out to the street. The challenge facing us now is to work with law enforcement leaders to ensure that same kind of philosophy Is nested in the police department itself, and that's a challenge because a lot of law enforcement leaders now or socialized into policing during the early nineties, when the focus was very strongly on enforcement. We talked about super predators. And so ah, good news with the new new kids come in the door and the challenges we need. We need to help equip our leaders. To intentionally establish a culture that's healthy in the police department and create a healthy relationship with the community to where we're listening to them were asking them. What does your community need? Cerar. She is the executive director of the Washington State Criminal Justice Training Commission. And Sue, I'm so grateful that you join our show. Thank you so much. Thank you. Sue. I got to just tell you we have so many questions we wanted to ask, so we're going to be inviting you again very soon. I would want to see him back. I appreciate you asking the questions you're asking. They're important. Thank you so much You.
