"Securities that they want to fly without restrictions in the future when you look at the trading in the stocks over the past several days do you think are divorced from reality. Are you concerned that the investors that are involved in this are doing these things for reasons that they fully understand. They fully understand the risks involved. Look when i. I'm obviously a big believer in more education. I wanna make sure that we give customers all the tools and educational resources that we could possibly give them. This is really about and access is something. I've been superstrong about from the very beginning in the face of a lot of criticism in questions about whether we should be granting equal access in the first place so yes. I think people need to near forum. They need to be educated. A we do want to give them the ability to do that but i also believe that access is a very powerful thing. The more individual investors have access to the markets. The better off. We'll be and we're going to work. Tirelessly david and day out to make sure customers have that access is in the navy. It's everything we stand for. Vlad can you Waldo bring the listen yet andrew. Thank you in vlad. Thanks for being on. Cnbc can you walk us through the moment in which you you realize that you needed to do this. In order to have the capital you drew on credit lines. We've confirmed that and you can confirm that to us directly. At what point did you say. The options volume is just crazy. The stock volume is crazy. And and we need to do this. It sounds like something you should have been able to figure out prior to today. Well this is interesting. Because i i don't remember a time in the asked where social media and the financial system had intersected in such a direct way so things can go viral on social media and that can lead to virality in the financial markets. Like i mentioned before. Robin has been number one on the app store for the last several days. And we've never been number one on the outskirts before so i don't think anyone could have repeated that that this would happen and in terms of the credit line. You mentioned that. That was really a proactive measure. As i mentioned earlier in the conversation the deposit requirements that we have at the various clearing-houses govern how much we can allow customers to a some of these thoughts so in line with our mission. What we wanna do. We want to put ourselves in a position to allow our customers. You be as unrestricted audible in accordance with the requirements in the regulation. So we pulled the redline so that we could we could maximize within reason the funds we have to deposit clearing-houses final question and we only really have thirty seconds at this point and we will continue this conversation on squawk box tomorrow but the question i would ask you. Is you said you're going to start allowing buying tomorrow. What happens if it triggers whatever system triggered today where you had to stop it. Are you anticipating that. Are you doing anything head of that prospect or doing a lot of things we want to obviously allow buying safely For the firm and for the customers and the teams have been working very very hard. They were already working very hard dealing with the unprecedented a volumes in the equity volumes in the unique situation. We've been in so wanna do that safely. We want to feed clear in the communications. And i own that. We should have been out there a little bit. Sooner team's been working very hard and people people are doing what they can for our customers. And i'm very proud of the work of teams doing and has vlad. We appreciate you joining us. We will continue this conversation and we will air more of it tomorrow morning on squawk box again. We thank you for having me. of course. It's great to hear from vlad andrew. "Get right to joining us for the hour. Cnbc contributor dan nathan courtney gibson and we have a very big interview coming your way. The ceo of robinhood will join us in just moments meantime as we come on air tonight checkout shares game saab they are rallying in the after hours on news at robin hood will allow limited by tomorrow's open on that stock and others. This comes after robin hood and other retail brokerages restricted trading on these high flying names during today's regular session. Our next guest is calling those new restrictions on trading un-american joining us now as wargin creek digital assets founder. Anthony pomigliano. Anthony great to have you with us tonight. Absolutely thanks for having me. What's un-american about this and look obviously has been building for a while right. And i think that there's a bunch of investors who believed that they've been punished as savers through the devaluation of the dollar. They've gone to the stock market and today they are quit with information. Communication tools and access to markets in the friction into those three things has been driven nearly zero and all of a sudden they start to find Exploitations in the market. They've find mistakes. That large hedge funds have made in the second that they start to exploit those weaknesses or those mistakes. The mortgage get shut or the stocks. They can't trade them anymore. And so what we're seeing is people who are saying. Wait a second. If you're going to risk capital and you're wrong you should lose because virus capital ni- lose the number on that all of these and so we're watching we're watching the acceleration where these people are going to pick up the role and they're gonna go play elsewhere and they're going to move to the digital decentralized financial system that is a free market than operates as a meritocracy where the best idea wins. Right you profit. If you're wrong you lose there's no bailouts there's no circuit breakers. There's no hours of operations. There's no one to call to halt the trading of a stock. If you're right you profit and if you're on you lose that's no longer happening. In american financial markets we now have manipulated markets where the free market does not rain. And therefore we're going to accelerate the digital decentralized financial system. That's being built. There's an undercurrent in this chapter. I'm not sure if you have gone on wall street. Bet yourself anthony but there are certainly a number of people who are on this forum. Who say they were burned by the financial crisis and we have one open letter to cnbc and there are numerous numerous letters to cnbc. Saying it's not just wall street bets but every person affected by the crash that's now paying attention to game. Stop are going to remember how you stuck up for firms ruined so many of us and tried to tear down the little guys and of course remember also back to the crisis. It was the big wall street. Firms got bailed out and not so much the small investors. There is an undercurrent there. And i think not surprisingly anthony. The bitcoin community has really sorta rallied along with the wall. Street bets community. Why do you think there is that. Under current their technologies the great equalizer and so for the last decade basically the people in nine occupy wall street and see cutting park or just americans frankly around other country. They felt helpless. They felt like they couldn't do anything. But now with technology that great equalizer. We've seen a reduction in the friction for information. You don't need a bloomberg terminal to play the public markets anymore. You can literally just have an internet connection communication tools. You don't have to go to the dinners. you can go on reddit. You can go on a telegram check. You can go on twitter and then access to markets. I no longer need a traditional brokerage account. I can simply go on a robin hood or some other pure competitors there and so when the friction comes down for information communication and access. Wouldn't you see is a level playing field and so just like people will defend short soaps and they will say shortsellers are part of a healthy market. They will make the claim that we need shortsellers in order to have that efficient market. Debbie check on the bulls on the laws. Will we need retail investors to be check on wall street and if we go back in history retail was right about bitcoin retail right about tesla retail. Was right about game stop and so maybe we should start to think. That retail isn't as stupid as everyone on wall street. Thinks are they've actually been more right than people. Give them credit for. And so i think whether it's wall street bets people on twitter or it's just a random person that has an internet connection and wants to trade stocks opened up the mortgage allow the free market terrain. And if the hedge funds or scared of competing against retail on the free market. That tells you everything you need to know. Open the markets and look right and the retail investor who found a way in the system to engineer the short squeeze that brought a major hedge fund to. It's knees just want to make that point anthony before it. Dan asked this question dan. So hey anthony. We saw this frenzy retail interest in crypto. Obviously bitcoin this was in two thousand seventeen coin. Base was that on ramp. You know obviously you talk about crypto. Is this amazing. Decentralized opportunity for the everyday investor to kind of get a piece of what the future should look like or at least the financial future but at the time coin base had its share of problems right operationally centralized network in a way so now flash forward to this and see what we're going on with hood in a way. I agree with you. I think that people should be allowed to trade. But there's also just there's bandwith issues right and there's regulatory issues and they seem very similar to me. I'm just curious if you can draw any comparisons to what we saw a few years ago. That retail craze. And what we're seeing now on the stock market and look. I think what was happening. Seventeen was actually banned with this for the actual technology products handle the surges in new sign ups and intriguing. Kind of volume. What we saw today was not that what we saw today was a specific move by a platform to stop allowing treaty. That would have been my by saying. Hey you can come on our platform but you can't train bitcoin. You can treat everything else. We didn't shut down the platform. They don't specific assets. And so again. I just go back to what we are. Seeing is an entire generation of young people that have an internet connection and they are saying the system is rigged against the system does not want me to win. And so what they're going to. They're going to pick up and they are going to move to a digital decentralized platform and in that news financial system there are no circuit breakers. There are no hours of operations is a twenty four seven three hundred sixty five days a year free market.

The goal is to get back to normal as fast as possible massacre critical and doing that won't be forever. But that's how we'll get our nation back back up to speed economically so we can go back to celebrating birthdays and holidays so we can attend sporting events so we can get back to the lions and connections we shared before the pandemic. It doesn't matter whether or not we always agrees when it doesn't matter who you voted for. We are americans in our country is under threat. Now we're not called to do the same thing. Generations of proud americans have done faced with crisis throughout our history rise above our differences to defend the strength and the vitality of our nation. That's the character patriots as the character of america. We have to do this together. Wearing masks my see micro small act. Maybe you think your individual choice won't make any difference throughout our history. The history of our nation we've seen over and over. How small acts at up to achievements is the weight many small together and ben the arche history. I know there's nothing to the. American people can accomplish when we work together as one people with one mission. We can get this virus under control. I promise you we can rebuild our economy back better than it was before we can address. Race-based disparities the damage our country. It's in our power so let's where mass let's get to work. Thank you god. Bless you for all those who've lost somebody or how hamas out to you we notice like heart goes out to god protect our health workers to healthcare workers. All americans thank you. That is the president. Elect joe biden. They're giving his first covid. Nineteen briefing also announcing today. His transition advisory board the president-elect saying just a few moments ago quote the challenge before us now still immense it is growing. There is need for bold action. The president-elect also laying out a series of initiatives including a core of contact tracers. He says much more testing the scaling up of therapeutics and ultimately a vaccine the president-elect also discussing that news today the ground breaking news that we got from pfizer and the progress that it is making on its own vaccine we will no effort to turn the pandemic around said president elect biden when he is sworn in on january the twentieth. Let's wear a mask. Let's get to work is how he concluded those remarks did. The president elect joe biden just a few moments ago. Kayla watching it all fours kayla. They are moving forward. Even though the current president of the united states has still yet to concede this election and without that concession the transition team scott will not have access to federal funding and meetings with their official counterparts within these agencies to move forward but even so the president elect had. Roughly hour-long briefing with his newly announced covid nineteen task force. We are still awaiting an official readout of that meeting from the pool. That is traveling with the president. Elect but you heard in those comments. He was attempting to de politicize. The wearing of masks and reaffirming his belief that the next few months of this virus will be dark winter for america as cases hospitalizations and deaths unfortunately rise. It's worth noting scott. As he talks about the health effort that his administration will put under way that they have also on the transition website underscored. What they believe is needed from a financial perspective. He believes that they will need emergency funding packages for schools funding for ppe for small businesses to sustainably reopen and then renewable fund for state and local governments that are facing budget shortfall. So they don't have to keep going back to congress more money which we have seen has become an incredibly partisan battle on capitol hill there. He also believes that there is an additional twenty. Five billion dollars needed for vaccine development and deployment and scott pandemic has ravaged the country under the watch of president. Donald trump. it is now up. The president elect to oversee the deployment of the vaccine and that will perhaps be one of his first critical tests as we see even this amazing news from pfizer. Biontech today getting it in the hands of the people who need it most will be another challenge. Scott all right kayla appreciate that. That's kayla. Tell she force wrapping up the president-elect his comments regarding covid nineteen new high today four stocks a big day in fact all across the board in the markets the s&p five hundred hitting a new record high. It's the first high for the dow dow jones industrial average the first record since february the investment committee with me to discuss all of this all of the broad implications. Today for your money there. They are joe. Terranova josh brown surat. Say t- courtney gibson the president of loop capital markets. Good to see everybody. Joe you get the first crack at this today. It may not be the finish line but we can see the light at the end of the tunnel. We certainly can and i think what's interesting about today and first of all. I think today is a day where you're really stress testing the holdings in your portfolio. You're looking at. What is the performance of select stocks. You don't wanna have performance. That's worst than the nasdaq overall. You don't want to have performance. That's better than the small caps. You wanna have that balance between the two so you really have to look at specific stocks. But i think what's important here scott is. Let's remember positioning as to the fixed income market because there was coming into the election a lot of belief that you were going to get fiscal stimulus and you're seeing yields rise and there was positioning accordingly and very quickly that got reversed. Now that's getting reversed again. We've got ten year treasury up to ninety five basis point so we always ask. Where does the money come from. I think money comes from fixed income. It goes into both growth and it goes at the value one sector that i think is trading very well. Today is financials.
