So after the second plane hit, we knew this wasn't an accident, which had had initially been reported as We knew there was more to this. We knew this was an act of, um, terror. We knew this was Um, an act of violence that this was intentional. This was not an accident. Um, so that being said Once we got down there Uh, you you expected to see something? Recognizable but there was nothing recognizable down there. And like you said, your brain is trying to process what your eyes are seeing, but you just can't know. No. The the the devastation was Unrecognizable the amount of debris that it was just particles of dust floating everywhere. Um, there was there was no The landscape could totally change. There was no street signs to give you direction There was it was just great Ash everywhere. It looked like they landed on the moon or something. It was just Horrific it It was just a piles and piles of twisted steel metal. There was smoke and ash everywhere and the smells and Hey, Stacey, what was that This single Toughest moment for you on the pile as you call it. It's hard to say if there was any one single moment it was Every time. Fired department came in with one of their own or or a at one point we had and I described it in my book. Communication to the Baltimore County Police Department, saying that the Parent and student coalition, where a dangerous racist group As a result. And the investigation results or held confidential whereas other police agencies can look at the files or if someone doesn't like your group. They can leak the file to the media. But this isn't a danger mint to all of the community organizations and individuals in Baltimore County that a government official can allege something. So therefore they can't share any of the documents or any of that age until the investigation is complete. Now you could, I would think file a freedom of information. Act request with the Baltimore County Police and Baltimore County government. Have you done that yet? Yeah, that's in process, but they have said that they confirm they did the investigation. Confirmed that it has been completed and they confirmed that they have found nothing. We want them to expunge all documentation related to that investigation because that can be used against you. Just the fact that you were investigated. If you want to apply for a 501 c three, you know, nonprofit. It can be used against you. So you know we're going to take but we have taken respect. The Constitution has taken four legal actions. Against the board, and one of them is a complaint with the state on We believe this was a retaliatory action by Scott the chair against this organization. These are mother's parents. At that work session where citizens testifying Yes, And what was the majority of testimony majority was in support of the bill. OK now these were generally organizations that were probably sponsored and People who mean the general public didn't know about it. Well, I think that Councilman Jones rallied the troops, so to speak. Sure. Now, if now, if these were organizations, I can't speak to that. I'm not sure how well organized some of them or where they were coming from. I do know that the folks that spoken opposition three of them Where the state's attorney, the Fraternal Order of Police and the chief of police, now The vote is on. Wouldn't want us to vote October 2nd October 2nd. Now this a CZ. We've discussed this bill and we get into the details about this bill. Which I'm going to say this, Donald speak for the councilman. Maybe beyond what he's talking about, or maybe even other parts of the bill. But this is a very serious matter. This is a major major. They call it reform. It's a major restructuring. Of the Baltimore County Police Department Administration is going to operate with the general public, and I think it's totally unnecessary. I think it's very dangerous and I personally believe it's going to harm Public safety in Baltimore County, and I'll explain that in more detail later on, but It is such a major change. Why were there not public hearings around the county in various communities on this issue? Why was this issue not really put out on the streets and in the communities and a more aggressive way? This is a major change. This is like taking firefighters and telling them they can't wear helmets anymore. I mean, this is big. The potential here is big and you're going to hear that tonight as we move on. This is the first time I can assure you I don't listen to all media, but I can tell you this is the first time you are going to hear about this bill in detail and you're going to hear about the concerns related to this bill. And the danger is related to this bill. So once again I thank you so much for being here. Let's go back in time again to Johnny Keys first. So called reforms related to the Baltimore County police that he initiated on his own. He did not set up a commission to study this. He did not go out to the public. He kind of initiated it on his own. And what were they? Well, there there was the account executive did establish a Anek witty and policing work group. And I believe some of the reforms that he came out with in June. We're kind of a result of those Discussions somewhere fairly innocuous. Others update the use of force policy training curriculum that the police already do. Increased capture of data and more transparency again. I don't know if there's a huge problem with that. You know, I would say that the bill that we're voting on in October. That Bill. I'd say 80% of the police already do. There's no reason to legislative. They're already working on some of some of the aspects of of that bill In terms of training, the escalation techniques. They're already trained in de escalation. I think that because way could look at the number Of calls for service in the past 10 years, which is over six million calls for service. Use of force in six million calls in 10 years. 2900 little more than 2900 uses of force. So you know, we don't hear the stories about how the police in Baltimore County defuse situations every single day. And that's why I think that this bill, I don't know if it's his radical. Maybe you believe But I believe it's an insult to the police. And then I guess we'll talk about some of the risks and some of the some of the potential for this Bill Teo Teo really degrade Baltimore County sense of law and order into lawlessness as we see in other jurisdictions where Police are ham strong and do not have the support of the political establishment. Well, The problem is that the so called equity Commission. To study police work. And then out of that to come up with some idea. I believe that was your day. Because when you look at that's politics, when you look at that, what you just quoted There is no outstanding history. There is no alarming set of performances by the Baltimore County police that justifies the need for this kind of Tremendous. Onslaught of regulations, which now are going beyond executive orders and policy and becoming law codified and a criminal offence. If they're not followed. It's a very small number of criminals who are committing the violent crimes, But the police can't go after them. My God, what if what if they were wrong or what? If What if something happened?
