You re you reach into every home in the united states. Can we somehow work together to to bring in these resources to be part of an overall pandemic response. Absolutely they should do that It should be public private enterprise. I think that again President-elect biden has already made it clear he wants to mobilize all the resources available everything from using the defense production act to ramp up Protective equipment and we are about to run into shortages. Once again which is really terrifying to healthcare workers folks in nursing homes we should use the technology platforms and a lot of these companies. Were trying to do things on their own. A coordinated government response and kind of a blessing. Saying here the kinds of things. I think employers would love to have a way to use technology platforms to make sure their workers coming in and out of offices are safe. Make sure that people in factory lines are safe. But all of that needs. I think some kind of coordinated vetting Kind of umbrella where the federal government it takes the lead and calls on the resources across the country. Michael talked about a warlike approach. And i think that's exactly what we need here is But it has to be led by the government who has unique muscle. They have logistic support. They have communication from the bully. Pulpit of the white house they have the opportunity to work with state and local leaders who are elected. They have the ability to call on our private sector leaders. And so there. Isn't anybody like the federal government to take that leadership role. Well we're getting a lot of response online to our this illustrious task force that we have convened for example dr service says trump has vilified contact tracing politicized it as a governor as government. Overreach how do you walk that back with all the people who are now anti-science someone calling themselves black hills bumble says i live in south dakota blocks away. From the governor's mansion governor noem believes in what she's saying she believes in freedom over common sense. It won't go away with biden. We need federal help here. We are suffering of his. It's a group of top thinkers in public health that we've spoken to over the course of this pandemic we've brought them back today to sit around a task force table with us to hear how they would advise the actual task force that present president elect by. I would be advising him on monday. I'm joined today by angie rassmussen. She's associate research scientist at the center for infection and immunity at columbia university's mailman school of public health. All econ is with us. He's dean of the college of public health at the university of nebraska formerly director of the cdc's office of public health preparedness and response. Michael mina is also with us. He is an assistant professor of epidemiology immunology and infectious diseases at harvard university. Now before the break. Our task force talked about the primary importance of communication to the american public that this has to be a top priority of the biden administration. They also talked about the key importance of partnering with governors. Now on monday president elect joe biden met with his new covid nineteen advisory board and he talked about stressing the importance of local officials will follow. The science will follow the science. Let me say that again. And we'll adjust to new data when it comes in and we'll listen and work in cooperation with governors and local leaders. Both parties were fighting virus in their communities this very day. There's so much good work happening at state local levels across the country governors mayors. They're stepping up. The advisory board will listen and learn lessons from your experience. President elect joe biden on monday. Let's hear a little bit from what one of those governors has been saying. New york governor. Andrew cuomo and south dakota governor kristi noem appeared back to back on. Abc's this week. On sunday with host george stephanopoulos and cuomo suggested that some republican governors might be take might take this pandemic more seriously or should Now that president trump has not won a second term governor. Noem had to say this in response when she was asked about the rising cases in south dakota well it is a regional increase. That we're seeing. We are testing more. And frankly georgia. I'm not gonna take advice from governor. Cuomo he has the second worst death rate per one hundred thousand people in this nation. He's at one hundred and seventy three deaths per one hundred thousand per capita south dakota's at fifty four. I appreciated the president. Trump gave us the flexibility to do the right thing in our state. And we'll continue to do that. He let me do my job. Governor christie gnome of south dakota there no. She was comparing death per capita death. Rates across the entire duration of this pandemic thus far but the trajectory of cases in places like south dakota is going no where good seventy south dakota's per one hundred thousand are now in the hospital. That's six percent Up since last week across south dakota there's a fifty four percent positivity rate for new covert cases there so joining us now is kathleen sibelius. She served as secretary of health and human services from two thousand nine to two thousand and fourteen in the obama administration was also governor of kansas from two thousand three to two thousand nine and she joins us from lawrence. Who may not Be politically sympathetic to the to the president-elect onboard well i personally think governors will be thrilled to be on board and regardless of what. You just heard from governor. Now they're still under. I would say at a tyranny from the top where president trump has made it very clear throughout the pandemic that if governors deviate from his message. They may not get the help they need. If they are not nice to him he may not return a call. That's terrifying place to be as a governor in the middle of a pandemic we have never seen the federal government. Walk away from a national crisis. And that's exactly what this administration did. So i think that president like biden has made it very clear. There will be clear transparent. National plan will be able know than how their response can coordinate with that national plan. What their responsibility is taken mobilized at the state local level the resources to do that at this point. They've really been told since march. They're on their own. Go find your own protective equipment and governor scrambled to try and do that often competing against one another and competing against the federal government. Go figure out your guidance since one. Cdc put out guidance. that president immediately contradicted. That guys go do your own thing. We will not help you. We will actually not even make the stockpile available to you so we've never seen anything like this where the federal government just walked away. I think it was referred to by michael as elax. Today's ical approach. I would call it a very dangerous. Non approach where the federal government took no responsibility except to try and drive toward a vaccine. That's very good news but it shows you that kind of energy that the united states can muscle they can move things. They have resources and logistics and opportunities to really mobilize a national presence. I think governors whether or not they can say out loud this message before donald trump is actually out of the white house. I think they will welcome a traditional response. Where the local officials do what they can they call on the state for help and then the state looks to the federal government for help and support that the hasselblad mobilize within the borders of their state. Okay so it makes a lot of sense to me. Kathleen civilians that if the federal government comes to governor and says here's the resources we're going to give you the money that we're going to give you. Here's the The sort of expertise support. We're going to give you that. Governors would accept. It makes a lotta sense because who who's going to say no to that but what we've also heard from our task force today as we've been hearing over the past many months is that in addition one of the key parts of a success successive pandemic solution is behavior change as well so and that requires again that sort of communication and leadership coming from from governors talking to the people in their state Do you see that happening. Well i think i would disagree with one point that either panel member made or maybe you may have asked this question about. Should president-elect biden. Be talking every day to the american public. I would say that hopefully president-elect by nand vice president-elect terrace will kind of get out of the way and let the scientists talk every day to the public in him one of the issues. Is that this public. Health crisis has been politicized and the sciences have either been muzzled or the cdc has been contradicted or immediately you got mixed messages and it was a political wedge issue so i think the less vice president biden makes it about himself and democrats and the more he reinforces science. I think it's very important that he make it clear that he will follow the science. He said that all along. But let the sciences talk in if tony ouchi and an official from the cdc do daily briefings very clear very consistent and then they are echoed by the political leaders. I think that will immediately start to set a very different tone. Yeah so i. I'm going to jump in here. Sorry sex-abuse company because that was the question that did indeed come from me. Thank you glad to be back on again for the three hundred twentieth day of the outbreak. That is indeed a count a sad count but we need to be aware of it. And michael mean also with us. One priorities for the biden administration. What should they be. I'm going to get a quick answer from all three of you. And then please just dive in an hash out. Hash it out angie restless and let's start with you day one priorities well. They won that biden office. I think probably the first priority is waiting to be things that he can accomplish immediately so in stating a nationwide mask mandate. But you know. I think even before that the first priority really needs to be establishing a good communication or line of communication with the public. I think one of the reasons why. The pandemic has gone off the rails. The way that it has is there has been a lot of mixed messaging and there's really been an information vacuum in which these this misinformation conspiracy theories have really thrived. I think fit on day. One now They need to to really put together a clear and consistent unambiguous message to the public about what they plan to do and the public should be doing to support those efforts. Okay so communication will definitely come back to that. Dr con- your your top priorities. Actually before i get to my top priorities. I think we should remember fourteen hundred deaths today. There's going to be fifty to one. Hundred thousand people are not going to live by the time of the inauguration so my first set of advice would actually be the current president. Either step up with the science or step out of the way for the science and cdc but sieff five Fifty thousand one hundred thousand deaths from now. We're still on this debt spiral. I'd have three messages for the president and message. Number one is around strategy in partnership public. Health is a local responsibility. And we need to adopt a containment strategy in conjunction with the governors and the partnership and with the state local health officials. number two. I agree with. Angie is around communication. How do we communicate a whole strategy of hope and horizon. That's about getting rid of cases as opposed to the endless spiral were on now and then number three is obviously execution. How do we execute against that strategy. Okay and michelina your top priorities. I think I guess we're all on similar Footings right now. I think that absolute first thing starting today is to start building. Trust if we don't start building trust with the american public and the biden administration doesn't with everyone you know this is pandemic and a virus that doesn't care about politics doesn't care about borders and so Really getting run on board to recognize just the immense challenge ahead of us and that we all have to play a part of more more pragmatically. I think we've seen a a fairly To say it lightly Approach to this fire. So far by the current administration and no shifting mindset in shifting gears to start pouring resources into this fight that really deserves and mandates at this point at like a war frankly and figuring out what resources would normally go into a war that would otherwise be killing hundreds of thousands of americans end and taking that mindset and place it into all the science and all of the activities that we're going to have to do as a nation to to battle it back okay. So let's do this now task force Let's talk about the one that the the one priority that the three of you are in lockstep on and that is communication so if you were talking to the president elect president-elect biden right now How would what would you advise him to do. How what would you advise him to say. How often should he say it. What how does he build that. Trust with the american public and and again angie. I'm going to start with you. But but dr a talk dr khan and meena please just kind of jump in. I want to hear the three of you talk through this together. But but angie i'll give you the first crack at it. Yeah so. I think this is gonna be something that that going to take quite a bit of time I think that what the current administration has done has really eroded the trust in public health agencies in public health authority An lost the engagement of the public. And i really strongly believe that you can't have public health without the public actively participating in it so the first thing i think that president elect by going to have to do is reach out directly to the american people and tell them exactly what the situation is right now. There needs to be complete and total transparency. About the frankly really bad situation that we are in right now. The trajectory that we are on and give clear guidance of science based evidence based guidance. On how we can contain that and mitigate the effects that this upward case trajectory is on. I just jump in here for a second again. Sorry i keep seeing the three of you to talk through it. But i've got questions specifically and not to be sort of obtuse about this but what does this. What does it mean that that that communication with the public like should pro vice president of sorry president-elect biden go on tv every night at six o'clock every single day and stand there and talk directly to the american people. I mean what level of direct communication and talking about. I think that would be helpful. I don't know that that's going to happen but president-elect biden his surrogates needs to be getting out the same basic message that many people in public health has been saying since day one that is ways to protect yourself from becoming infected the critical importance of getting community transmission down the importance of participating in testing and tracing and isolating infected people quarantining their contacts. This basic epidemiology that we know works to contain and control epidemics pandemics. I think that to the american people. That's the advice that people need to be hearing over and over because much of that guidance has been undermined and i think in tandem with that The biden team needs to be reaching out to governor's state and local health officials and really establishing a collaborative working relationship because his ali pointed out of public health does on a local level. And we need to have everybody on board Not just other. Democrats or people within the biden sphere. We really need to establish those working relationships so that they can. They can reiterate the same message to the people. So there's a couple of components to this communication right. So i think i it's about communicating. Hope hoping horizon to the american people reminding them that countries like china australia most recently. Vietnam thailand singapore. I can go on and on f zero cases zero debts today so we have the tools available us today.

And Sam let's talk about these government doctors who are in the same line of work as Dr Carnahan. They work at places like NIH CDC, they work for entities like the corona virus task. Force, but they have been silent. It is a given that Mike Pence. wakes up every day. Scared of his boss, but the American people wake up every day. A good number of them scared of getting this. So where is the public health aspect? Of Our, government. Is a great question. I think what's remarkable watching this is the way. The government has diverged here on the one end. You have basically the entirety task force, including the medical personnel and a lot of the. Actual elected officials, arguing on one thing, and then the president himself, arguing quite another just listening into the cough from Dr burks governors on Monday. It was like we're living in an alternate reality. Testing on that call was paramount on not just for understanding the scope of the virus, but for keeping mortality rates down low Dr Brooks made the point that if you are increasing testing, you're going to be catching, but asymptomatic people who could spread the disease unknowingly, but also people who has symptoms early on that they can prevent them from having a worse for signs down the road, so in that call in she, she implored the governor's to increase testing at the same time literally. That president trump was talking about testing is both a double edged sword in something. He would not jokingly like to slow down, so it's very confusing. leads one to wonder if we would be better in how much better we will be if trump just simply follow the protocols in promoted them of his own coronavirus task force, whether it was increased testing or the simple active, wearing a mask which she has so far refused to do steadfastly. Ashley watching the president's remarks from top to bottom I was waiting for the emergence of some messaging that might have stood out as an emerging theme in the campaign and I guess. It was the the threat of bedlam as he mentioned it. At one point that if the Democrats are elected, Bedlam will come to all cities and towns in the United States he. Talked about the protest movement a lot in twenty sixteen, it was identity politics and nicknames that that that got him elected in the view of some as he looks at this next reelection, having been robbed of the robust economy. He thought he was going to run on. Is this kind of going to look like what the campaign is? Absolutely I'd be the campaign right now. In his aides in his advisors are very thoroughly as they've told me casting about for a message, he was robbed of the economy They aren't quite able to Biden. Although the president is trying to sort of a liberal socialist. ANTIFA member that's just not who Joe Biden is And in the president doesn't know where to land until it's created a situation where there is a of frustration between both the president and his campaign team a lot of ways, because if you listen to that whole speech, there were some messages some scripted teleprompter messages embedded in their not necessarily devastating better, the sort of hits. His team wants him to land against Joe Biden but then the president does things like He. He says he uses a racist phrase to describe the corona. Corona virus flu. He talks about how he wants to slow testing down, and that becomes the message that derails everything so the campaign advisers are furious with the President Rabin April of stay message and he's furious with them because he feels. You know you need to do your job. We'd be to pack the stadium. When the president is casting about the final thing, I will say as he doubles down on his gut instincts, which is that sort of identity politics race politics. Dog. Whistle race racially tinged and even racist language that we're seeing right now. Dr I have to say when Tony Fao, she said today that we're entering a critical two week period that put my mind into rewind. On the last time. He said that was during the bad old days the worst of it or so we thought during March and April We've getting thirty thousand new cases a day. It feels like the bad old days again. If you were appointed special master for this illness, and you had the the faith and power and budget of the federal government. Where do you think you'd attack? Would you would concentrate on? The first thing that I would do in this case would really be relying on the data that we have from other countries that are ahead of us. In the course of illness, there have been a range of responses of different countries many of the countries coming before as had national programs where they required certain responsibilities as citizens, one of those responsibilities being wearing of masks, I feel very strongly the use of masks in public spaces they. Protected our medical professionals vary well not since the early days of the pandemic have seen such a high rate of infection of medical personnel, and that's because personal protective equipment became available, because personal protective equipment was used properly. We certainly all are eager to return to some sense of. Engagement with our lives. We're going to be facing this pandemic for a long period of time. What we really need to do on a national level is promote personal responsibility around mask-wearing wearing and around maintaining safe spaces. It's one thing to judge the two. If you don't believe your own personal risk of contracting the illness and having a negative outcome is high, but there are people that you come in contact with every day whose lives your affecting and we need national messaging that says that a strong population, a strong America is a healthy America. He mentioned that the third quarter economic numbers will come out shortly before the election now by some readings of it, they can't go down. They can only come up from the basement. She's an economics reporter at their Wall Street Journal covering impact of Corona virus on Small Businesses Amarah. Welcome to point great to have you. Hi Jane thanks for having me. So let's start with the news that the Justice Department has dropped its case against former national security adviser. Michael Flynn President. Trump said he was considering a pardon of Flynn. He said that many times that attorney general bill bar abruptly ended it all by dropping the case. Paula Reid what is the significance of this is incredibly significant especially all of resources. Time and attention is being focused on this one case amid historic unemployment and a an international pandemics. A lot of questions about why this and why now there does not appear but my conversations with folks who have worked as federal prosecutors defense attorneys. There does not appear to be a precedent for this as you noted He has pleaded guilty twice. A General Flynn. He has also cooperated with investigators and now for the Justice Department to withdraw this case arguing that they could no longer prove it before a jury. There are a lot of questions right now about political interference about why they're doing this now but the big question. I'm watching is what does this mean for the FBI? Director for Chris. Wray because what I've noticed over the past week is every time this case comes up. The president's allies White House officials Kellyanne Conway even the President himself today they all bring up the FBI director which is odd because most of this happened under former FBI director. James Combing Course. Ray has been there during the internal watchdog reviews that have examined the Russia investigation. But he's not personally responsible for this. The president's Day made it clear his. Fbi Director is on thin ice. And what I'm watching. What I'm asking today is is this whole Mike. Flynn incident is trying to bring attention to this. Is this pretext to try to fire. Chris Wray Well the question that many people have asked all along is if Michael. Flynn did nothing wrong. When he called the the Russian ambassador back in December two thousand sixteen right. It was the same day. President Obama imposed sanctions on Russia. For interfering with the presidential election so if he did nothing wrong why did he conceal that? And and the significance of this now with that information. And why did he plead guilty To initially aligned to investigators not once but twice. Why did he cooperate? Why did he engage in the steel? I mean he out. There was the possibility of a presidential pardon. We saw other people in this investigation for example Paul Manafort who went to spend a lot of money to fight these charges knowing he would likely be convicted but hoping that if he fought if you didn't cooperate that there would be a presidential pardon on the other side so there are so many questions right now. That just remain unanswered about why Mike. Flynn did what he did why he lied. And why he pleaded guilty to lying why he continued to cooperate but then now years later starts to fight. Fight this case. And also the there's selective There's some selective release of the documents in this case on the one hand. The trump administration is trying to block materials from the Muller grand jury from getting out while sort of selectively releasing things for example the the notes from the FBI investigators here traditionally the notes that have been released the questions about. What are we trying to do here? Those to a lot of people those didn't pass the smell test but they're not out of bounds at the kind of techniques the FBI uses and traditionally that kind of stuff is not passed over to defense attorneys so a lot of questions about whether the administration trump justice department is selectively leaking certain materials to help craft this narrative to undermine the legitimacy of the Russian investigation and perhaps some current justice officials Paula. Thank you Let me turn now to The news today the grim and stunning unemployment numbers as the corona virus rolls on in the United States. Three point two million people filed for unemployment last week. We're now thirty. Three million Americans who have applied for unemployment benefits over the last seven weeks that is a catastrophic collapse of the US economy Economy Amirah are we at the bottom. Here is the bottom incite well. Economists are really kind of divided on that question. It really is going to depend on how soon the the economy opens how soon social distancing measures are kind of eased and that will really determine you know the the shape of the recovery and how deep the recovery is. We have had many Americans foul unemployment. We also got the jobs report this morning showing that the unemployment rate rose to fourteen point seven percent last month. It probably will take a while for the jobs to come back but again they're saying that it really does depend on how soon the economy reopened And when Americans really feel comfortable sort of spending money again because of course just because the economy reopened doesn't mean that consumers will necessarily have the confidence to spend money after we've seen such a drop in the economy over these last few weeks rick mark. What what did you see this week in those projections rick? Well there've been some money models and projections say. Let's just look at the facts as today as we're seeing them and it's it's stunning like we instead have a tracker that shows the worldwide infections and deaths in the US every day as do other news organizations but you just look at these these are people dying and if you look at the numbers now the the US confirm more than twenty five thousand new cases new infections every day in April and that clip doesn't seem to be dropping this month and more than if you look at the numbers more than one thousand people have died every day since April second on some days including Tuesday and Wednesday this week the total drop. The toll was up to two thousand. So there's all this talk of a second wave heading the US this fall. But but we're not over with this first wave and we don't know where it's going there been already in this country. Way over seventy seventy five thousand deaths so you can look all these different projections but the reality is to me something. Now as I understand it talking to my sources. That's they're arguing Federal isn't there saying we were GonNa let the states figure this out. We don't want to be giving them federal guidelines but wait a second. That's what they've been doing throughout this entire crisis and most states don't have the resources and expertise of the Centers for Disease Control. That's why we have it. And this is taxpayer. Funded Research and at this point. The administration has not been able to explain who specifically decided that this should not be released and why taxpayers are not able to get the benefit of this research and of guidance that did they paid for state and local leaders. Don't necessarily have to accept it but definitely a lot of questions right now for the administration about why not release this. They've been some concerns raised. About how this could impact at religious services for example but it's pretty easy to just put it in a caveat. Put a waiver very unusual and it's been an abrupt shift with this White House from going from issuing federal guidelines with specific timelines to not wanting to even release any guidelines of from the experts at the CDC as the White House pushes state and local leaders to get back to business in reopened their states towns and societies rick.
