New Law Mandates California To Study The Issue Of Reparations For Slaves' Descendants

"This is all things considered from NPR news. I'm Mary Louise Kelly and I'm Elsa Chang in January. 18 65 As the Civil war staggered into its final months, the US made a promise. It would take for 100,000 acres of confiscated southern lands stretching from South Carolina to Florida and redistribute it to formerly enslaved black people in 40 acre parcels. Well, that order did not last long. Within the year, Lincoln's replacement president, Andrew Johnson, broke that promise and handed the land back to plantation owners. That was the nation's first systematic attempt to provide reparations for slavery. More recently, the late Michigan congressman John Conyers, tried and failed for nearly three decades. Yet Congress to consider the same issue. Now California has taken Conyers bill and used it as an inspiration for a new bill signed into law last week. It is the first state law of its kind. California Assemblywoman Shirley Weber is the author of that Bill, and she joins us Now. Welcome. Thank you. It's good to be here. Good to have you So what this new law does is basically set up a task force to study the issue of reparations for the descendants of enslaved people and To make further recommendations from there. Tell me what are you hoping to see? Come out of this task force. Well, I think they're a couple of things we hope will happen. Obviously, we hope there will be a number of recommendations on what the state needs to do in order to repair the damage that's been done. But hopefully in addition to that, we will have robust conversations about the really deep and long and pervasive impact of slavery and racism in California and across the nation. I talked to too many people who tell me I'm not a slave holder. I didn't I didn't own any slaves. What does that mean to me? Well, you may not have owned them, but the impact of your forefathers owning them. As what is the impact of the various laws and limitations placed upon African Americans That made it difficult, if not impossible, for them to compete educationally and economically and socially still has its lingering impact, and we see that in the streets today, we'll give us some concrete examples of what form Might these reparations take Well, you know, it could be like it is a Georgetown where those folks who was slaves that landed Georgetown, every descendant of those individuals now could have access and free education of Georgetown. We could look at the issue of loans and grants for people starting businesses, and we have businesses that are suffering and sometimes failing in this pandemic. Because of our let the lack of support and financing that made it almost difficult, if not impossible, for them to own land and only businesses. We need to look at housing patterns. California had some very, very racist housing patterns that existed. But they're they're number of things that need to exist and to indicate that is tremendous amount of damage was done and puts California on the hook as well, because he basically California was a free state, right. A lot of people don't think of California as a slave state, but exactly what role California did play when it came to slavery. Well, we had one of most racist governors who talked about removing all black people from state of California free or slaves. We created laws that prevented them from being able to testify in court against white person. We had lots of things embedded in our land ownership that prevents folks from buying or selling homes to African Americans. All of those things are important, as they began to say, is this wide African Americans continue to struggle have the least amount of wealth amassed have low homeownership, all those kinds of things that even after generations and generations of struggle. We still find that these things prevail. And even though a few sneak through the vast majority do not Now let me ask you dealing with the legacy of slavery is an issue that this entire country needs to reckon with. So there are a lot of people say, Let's look to a federal solution. How would you respond to that? Well, we have We lived for federal solution for 30 to 40 years. At this point, it's just not happening at the federal level. And so after waiting, we said, You know what California could do this? And I've governor said, You know what we can lead the way and that we think will motivate others to do. Likewise, California state Assemblywoman Shirley Weber was the author of a new state law to study reparations for slavery. Thank you very much, thank you for the opportunity.

Once you're finished cookies that a bunch of people show up to do that. Sometimes people will eat it off to within another time. We will bringing a whole hog in on a pan and into the house and we'll work it up like dat. At Up, we want to get all the bones and stuff out of like shoulder blades. hipbones the ribs could you wanna mix the long meet with the red meat and the show doesn't a hams because each those sections have different textures the different flavor. and. So when you hall you WanNa have a mixture land desk series of why I believe whole hog is the holy grail of barbecue because when you could like just a Boston butter pork shoulder is not the same experience. You said that cooking whole hog was a tradition that was getting lost and that's one reason you wanted to go start it up again. Why was there move away from whole hog cooking? Barbecue is being lost in my community because the of black farmers cook whole hog was gone away and as those farmers went away from the land so that the whole barbecue tradition. And what I realized was Donna I could really sita's tradition care for it in a really authentic way was. If I continued on in a way I was taught I mean I. I like a good steak like a good hambur. Good ribs but I think also for me cooking the whole animal was more is also about fellowship coming together. To me when I Cook Barbecue. Generally away to show a lot of love to the people we really cared a lot about. You talk about engineering because a scientists and cooking a whole hog. What is your engineering background help you with when it comes to cooking a pig. I was say the techniques I use cooking barbecue are- traditional, but what went to cook a whole cow about two years ago? "Congressman John Robert Louis was born in Troy Alabama on February twenty first nineteen, forty, two sharecroppers, Willie Mae, and Eddie Lewis. He is known for telling the story of preaching chickens at the boy from troy as he was nicknamed went on to become revered world leader and fearless advocate for voting rights organizing sit ins in. Nashville in nineteen sixty and becoming one of the original freedom writers Mr Lewis joined the Movement for civil rights and never looked back. As the chairman of snake he served as the youngest speaker at the march on Washington in nineteen, sixty three. In nineteen, sixty, five alongside reverend hosea, Williams Congressman Lewis led a march for voting rights across the Edmund Pettus Bridge in Selma Alabama where he endured violent attacks by state troopers and vigilantes. Mr. Lewis fell to the ground with a fractured skull and five months later, president Lyndon B, Johnson signed the voting rights act of nineteen, sixty five until now. On the other side of that bridge Mr Lewis marched on into a life in career of activism and public service. He lost his first attempt at running for Congress in nineteen seventy seven was appointed the same year by President Jimmy Carter to the Director of action a Federal Agency for volunteerism. He then won a seat on the Atlantic City Council in nineteen eighty one and five years later ran for Congress in one. So much of the conversation about congressman, John. Lewis has been about his activism, but he stood on so many legislative accomplishments including sponsoring or co sponsoring more than eleven hundred bills. One of the most notable bills gave us the National Museum of African American History and culture in two thousand three. He served as a subcommittee chair for oversight for the prestigious ways and means. Committee, and after the retirement of Congressman John Conyers. became the dean of the Congressional. Black Caucus in twenty nineteen, he presided over the House floor as Congress passed hr four. Since his passing the bill was renamed the John Lewis Voting Rights Act which was adopted by unanimous consent. Before being admitted to the hospital, MR? Lewis stood in the heart of Black Lives Matter Plaza. He took his last breath on July seventeenth twenty twenty. But his legacy lives on in all of us. We begin this John Lewis. Tribu. where he also began with civil rights joining me for this very important conversation are Vanita Gupta President and CEO of the Leadership Conference on civil and Human Rights Derek Johnson, president and CEO of the of Lacey Pe-. Reverend, Michael Pfleger the senior pastor of the faith community of Saint. SAVINA. I believe the year before you got to DOJ. The the case, the decision that gutted the voting rights act shelby versus holder, and so I wanna hear from you on some of the things that you experienced working with Mr Lewis on the other side of that because we know that right after that, all of the advocacy picked up to reinstate section five to get the voting rights on provision where they needed to be in Congress. And so just talk a little bit about some of your work with Mr Lewis on those issues. Shore. Is Truly an honor to be here with my. Warrior colleagues and friends and loved ones in the movement. Especially on today Angela. I think probably all of us were in tears watching Mr Lewis Funeral you know twenty thirteen is you mentioned that United States Supreme Court gutted the heart of the voting rights act in a devastating decision the shelby county versus holder decision. That really took away the longstanding tool of one of the most effective pieces of federal legislation in our nation's history in the voting rights act. That quired states with long histories of racial discrimination in voting to pre clear with the United States Justice Department changes made at the local level for election practices that had racially discriminatory impact. And the removal of that tool within hours of that decision coming down for the United. States. Court states like, North Carolina Texas enacted, Monster? Voter. Laws doing everything from. Putting forth restrictive voting laws cutting back early voting same day registration. And it took years to litigate and to hamlet the Justice Department did working with advocates and activists in all states. Where so years for federal courts in a place like North Carolina finally say that the State legislators North Carolina had enacted there. Monster Voter Suppression Law would such surgical precision to disenfranchise African Americans and meanwhile countless elections had taken place but Mr Lewis of legacy was that in the face of this overwhelmingly bad decision for voting rights he immediately. Went to action, which is always his way was never in a would not allow despair to hold him back inside we need to do everything we can restore it in went to work with legislative partners in the Congressional Black Caucus to put forth a bill immediately to restore it on every prior reauthorization of the voting. Rights. Act angelides always been done under. The Watch of Republican president and at least one house of Congress being Republican the unfortunate thing is after this decision, the really has not been bipartisan support and but Mr Lewis Year after year would stand at the podium introduced the law in say or in it for the long haul I've been there before I almost lost my life fighting for this law. In one, thousand, nine, sixty five, and we will persevere to us and we've got to keep our eye on the prize and we're not gonNA. Let go until the day that the bill becomes law. So in this moment. On where we're seeing a lot of performance morning by Senate Republicans who obstructed day after day everything that he has stood for and fought for with his life. It is time not only for us to restore the voting rights act passed the voting rights advancement act but to do everything else that we can to ensure open voting and go beyond it as President Obama said today won't be enough to rest and return to the status quo. It is time for this country to unregarded into make our democracy work for all of us in Gulf Far Beyon- restoration of the voting rights act in this moment.

Sure what's interesting about a hangover versus. It's not just a single thing. It's almost like this constellation of different symptoms affecting your body at the same time so alcohol Causes Gastritis which is an inflammation of the stomach lining. So that's the reason you feel the stomach achey feeling just like nausea dehydration. Also a big part of what a hangover is is but that achey tired feeling that actually comes from not sleeping. Well you tend to have really poor sleep when you're hung over and because you haven't had had that sort of restful period that's part of the reason that you wake up just kind of feeling like crap before we get to the hangover cures the day after is is there anything people can do on the night of other than drinking more water. Actually if you sleep in complete and total darkness like blackout shades. I mask that's proved to lessen your hangovers recovery. Time one thing that I found really interesting in my research. Is that if you have a happy optimistic attitude while you're drinking that's actually shown shown to have less severe hangovers whereas if you have a negative outlook maybe a lot of anxiety in your life. Your hangovers actually scientifically been proven to be a little bit worse. All other things in this study remained the same. The amount of alcohol the type of alcohol it was just. Your mental state of mind affects the severity thirty of the hangover that that was an academic study that was published Other the type of drink that you choose does actually have some effect on what kind of hangover. difficult decision of my life that I would be resigning from Congress I made this decision so that my supporters my family my staff and our community will no longer be subjected to the pain inflicted by my abusive husband and the brutality of hateful political operatives in women as she won what was to come on Republican district in that mid term election is some Democrats got into their house seats as a result of that then she spoke of the abuse of this this coordinated campaign carried out by the right wing media and Republican opponents enabling and perpetuating my husband's abuse by providing him a platform is disgusting and unforgivable and they will be held accountable well I would imagine that it wouldn't just be right wing platforms I mean anybody that would get this
