"San Diego. I'm Steve Walsh. This story was produced by the American Homefront Project of Public Media collaboration that reports an American military life and veterans. Funding comes from the Corporation for Public Broadcasting. Border Patrol agents have been rescuing many migrants this summer, but the dangerous state face are expected to get worse. Katie piece Angela Co chaired a reports from El Paso. The West TEC says borderland can be brutal during the summer. There's the extreme heat and the high water as monsoon season brings heavy rain. Last flips. That's a big problem. Agent Jose Hell is with more star, which stands for Border Patrol search trauma and rescue. Border Patrol agents in the El Paso area are rescuing more and more migrants clinging to life. We encountered three females like in really bad shape, which is they were really ba hydrates. So we have to provide him with I V fluid to actually bring them up. If not, I'll think that they would like more than 200 migrants have died since October along the Southwest border. With many deaths happening in recent weeks, Border Patrol agents have rescued about 7000 migrants this year compared to a little more than 5000 during all of last year. At a recent press conference at the foot of Mount Cristo Rey, a rugged smuggling route. El Paso Border Patrol agents talked about the dangers of crossing the border illegally. In many cases, smugglers lead unsuspecting migrants to their deaths with false promises, says agent he'll. All they want is your money and so most of time, it's going to be all rise. Like Oh, it's going to be a short walk. It's going to be just take enough water for one day, which is sometimes three days, Sheriff Oscar Carrillo sees the deadly consequences in Culberson County, a smuggling hotspot. The sheriff in 10 deputies have been busy this summer. Certain rescues and recoveries. Unfortunately, uh, seems like we're spending a lot of time doing that. The Congressman, County Sheriff's Office has recovered 13 bodies so far this year. One recent case stands out for the sheriff, the one with Raul and his son that one just peace to my mind a little bit more so than the others. A few weeks ago, Correo responded to a call from a rancher. About two people left to die in 109 degree heat. It was Raul and his 15 year old son. They had crossed the border with a small group. The pair was abandoned by their smuggler. The sheriff Astro what happened as he drove him to a waiting ambulance? He recorded this audio to document the case. We're not using rules. Last name for security reasons. Yeah. Can you roll told the sheriff after they were left behind by their smuggler, he tried to get help by walking along roadways, hoping they would be spotted by Border Patrol agents or a drone. By the time the rancher discovered them, his son Christian was dead man. That's that's going to be hard to live with. Tell you that the guilt Raul and his wife had left Ecuador when the boy was a toddler to work in the US and send money home. Recently, Raul returned to bring the teen across the border so he could be reunited with his parents. After he was released from the hospital. Raul, like most migrants, was sent back to Mexico under the pandemic Health order known as Title 42. Sheriff Dario says the situation on the border is made worse because the smugglers leading people into death traps faced no consequences and then just seen the feds passing on. Prosecution prosecuting a lot of the curiosity is and stuff like that. And, uh, you know, that's discouraging. Even so, he continues to document cases and collect evidence. If there is any evidence left behind those empty water containers. That is that is heartbreaking. There was an empty water bottle on the ground near the body of Christian Rolls. 15 year old son. I'm Angela coach Jurgen El Paso. This story comes from a collaboration between Katie E. P. And the Dallas Morning News read an expanded version or see photos of Dallas news dot com. Mm hmm. "Detect amendment. The ninth amendment had been under savage attack by the left for us century. Because they're audiology which is an offshoot of marxism progressivism conformity and uniformity and centralization and so they have literally spent a century trying to destroy the construct of the constitution. And they're out of the closet now totally out of the closet the first amendment that's intended to protect religious liberty. We saw in the last one past year. That religion wasn't protected that totalitarian rogue governors targeted religious institutions and we saw shockingly that they're even members of the united states supreme court that supported freedom of speech under the first amendment is under absolute attack the second amendment. The attack is constant constant. They lie about the amendment. They lie about what it says. They lie about the history of it endless efforts to degrade your second amendment rights and to diminish that part of the bill of rights always proclaiming in a self righteous way that they're doing it for the people they're doing it for the safety of the people they're doing it in the name of the people but they never proposed amendments of you noticed they insist on doing it by fiat or statute or judicial yet. If you're going to change the constitution you must amend the constitution and there's two processes for that one of which is ignored convention of states and the other which requires two thirds of both houses of congress to send it to the states and three fourths to ratify. But they can't get two thirds of both houses and they certainly can't get three fourths of the states. So what do they do. They changed the constitution. Anyway is a legitimate. What's under attack right now. The entire republican system is under attack when joe biden sits in the oval office and signs one executive order after another which fundamentally altered one part of our culture society after another. His conduct is unconstitutional. And don't hate me supreme court decisions. I don't give a damn. I can read the constitution far better than most of them. And i know the history that constitution far better than most of them half of them are activists at least six of them are activists which means damn the constitution. So what do they do. Our framers are brilliant framers. They set up this electoral college system. Which they eventually agreed to near the end of the process and they set it up to make sure that people would participate that the state legislatures would have the biggest say and ultimately congressman county electors. So that people were involved. The state legislatures were involved in ultimately congress was involved but they had their roles. It wasn't congress is involved and tells everybody else what the do no and yet. That's exactly what's going on. Today is the tyrannical left. Seeks to impose its will and to ensure that forevermore the tarantula left which has a death grip on the democrat party has the first day and the final say on all matters..

"Whether San Diego is going to be downgraded and shut down even more than we are already experiencing. So let's start out first with the Congress, Congressman County Supervisor Jim Desmond. We had him on yesterday and he was previewing the motion he was going to make today. That motion was that this? The county of San Diego should not enforce. The state of California's shutdown guidelines and that we should approach this using our own methodology, our own safety protocols. Every county has different make out. Every county is different. So here we'll give him a quick summary of why he made this motion Audio three. Here. Is Desmond OK? As a county. We should not be enforcing these impossible state rules that we can't meet those those criteria even get beyond 50% open. He basically did was he took the math on this is something we told you when this new color coded scheme was unveiled. We looked at it over the weekend because it was unveiled on a Friday. We look at it over the weekend and came out. I think it was last Monday. I think everything's merging together. But as a week ago, Andi said, Guess what? Just based on false positives. We're never going to be able to get past 50% open. That's going to be a real problem. What you're basically saying is that our economy will never get back to normal. By the way, you will go out of business. Yes, right that this is the policy of elegant decay. So you bankruptcies coming, Itjust will be an elegant downward slope. And so even with the the the vaccine Again, There will still be residual cove in 19 cases such that our economy won't be reopened and nobody's done this math and there's been no story in the Tribune. No, basically, But why are we using a guideline where you're never really going to be done with covert 19 even when we go through with the vaccine that that seems like folly, and it doesn't seem to be justified it and I don't think people understand it and therefore because they don't understand it. They're willing to kind of let things Slide right now. Amy Desmond's motion is that the state really has screwed up and how it's managing this and that we need to come up with our own future. We need to have our own destiny. That we can control. Let's do a little bit more audio audio number four We have to get to an impossible less than one positive case per 100,000. As I said before, Even if we had a vaccine, it couldn't guarantee those types of results. This good Now I'm troubled by what Dr Wilma Wooten said, And you heard it. A TTE. This show opened there that unless we stop the spread, there is no going back to economic normalcy. That that is an untenable, ridiculous statement to be made by any scientist, let alone somebody who somehow self empowered herself two to be making these kinds of policy state there dangling of the economy in front of our face. Because you know that that's really what's concerning us. And they don't seem to be being being called out on. Well, Wait a minute. Why are you saying that there's no way for us to go back to or economic? Ah ah, enormous riches are normal soon unless we stop the spread. It's a virus. It's not going away. It's a virus that doesn't kill healthy people. OK, let's just call it out. We know the profile of covert 19 now. It goes after all people. It goes after people with preexisting conditions, but the vast majority people Are asymptomatic. They're healthy. Take a look at the issue as angry as I am with those kids for swapping saliva and doing what college kids do. You know, we actually have a test case here. None of them are in the hospital. All right. None of the 400 cases in the past nine days have gone to the hospital. And so they're asymptomatic. Yes, they're part about testing positive, but none of them are acute cases. And we've so another word. Getting the two cases were needed to be the number one metric. We follow. Right. So in other words, those cases those increases those numbers that may very well causes to go from red to purple again. They're not impacting society. They're not hurting the I C u beds. They're not impacting. Anything I'd be, and they're isolated on the campus. So what percent of what? I guess the question asked, is what's the harm? If there's 100, more cases of STDs you students is also not getting sick. They're not getting hurt by it. And they're not hurting others then and they're wearing face masks and they're quarantining themselves like they're supposed to do Then then why can't there be more cases? I mean, why or rather why it does the increase in cases deny us the ability to open up a restaurant? There's a point. What percentage of hospitalizations right now? Our cove in 19 related in San Diego County on Lee 6% let that sink in. Okay, We're shutting down our economy. We don't get to go to church. We literally are living in our homes and being told that we are wrong for not wearing a mask and only 6% of people in the hospital right now. Our covert 19 positive the vast majority of the rest. Have other things that have nothing to do with covert. And there are a hell of a lot of empty bets and we were told back in March by all the experts, the Democrats in guys found science. 15 days to flatten the curve. Why do we have to flatten the curve so that our health care system doesn't become overwhelmed that we can prepare for the surge of cases and we did and we survived it. But you know what Now, The goal posts have been completely not even moved. They've literally decided there are no goalposts. We are playing a totally different game. That's how you measure your success. It will never be green. There isn't even a green color on there is no green color. They're so Jim Desmond offered the motion today. Offers emotion. And he can't even get a recorded vote because he didn't even get a second. Let that sink in that we can't even get Second to that very.

"Today then starts back negotiation back and forth so that we could come up with something within the next hopefully week week. There's SCUTTLEBUTT around here that that was gonNA slide into August. But they didn't even they can't. They haven't. They don't even have a proposal yet. So it's. Really Dangerous News for our country. It's really troubling news for any family out there. That's still trying to make. It's really scary if you if you think that we don't have adequate testing country, which we don't have it stereotype that schools are going to try to open up in the fall without additional resources has. Almost! Every official will tell you that they can't if you. If you want try to open these schools up safely. You need to decrease class sizes Nubia, hiring more educators, not firing them. You need to be paying for sanitation and cleaning, putting up barriers and dividers and whatnot, so the virus spread. Don't have the funding to do that. Families obviously still need economic system to make ends meet and Republicans literally. The whole thing cratered in this morning so We're here. Hoping. Come together on something real quick because American companies. Is there any before we move on from this? Is there anything particular that they're fighting about? Sticking points on, I know that President Payroll tax thing. Is that an issue or not? You know because candidate moderately from what I was reading earlier, the Republican Senate Republicans have ignored the president on that because realized that. Giving economic challenges that we have at the moment of payroll, tax cut is going to be the. The best economic source for for stimulus so the the site at this point is on everything over unemployment assistance some aspect of Direct payments They're I mean they're still supposedly working stuff out. They're supposed to present something again, okay. It will come to to-. I wish I had better news for you Unfortunately par for the course with this administration. Congressman County the other major thing obviously that everybody in this country is talking about and one wishes. They were in agreement. Is Police reform and I know that the justice and Policing Act passed the House I would assume it's unlikely it's going to pass the Senate. Senator Markey was with US last week, talking about introducing a bill to get rid of qualified a immunity. And said a couple of questions for you. I'm assuming nothing is going to make it to the president's desk. But where are you on? Let's start with that qualified immunity, which is the provision which is the supreme, court created notion that basically protects police officers. In all, but the most egregious cases, and sometimes even then from having personal liability for their bad behavior where you on that, and are you following the debate on Beacon Hill where there will be some movement and do think. They're being bold enough in Massachusetts where they have virtually all democrats and can do whatever they please. So a couple of things, Jim the first one is I? Think we need to call? the. George Floyd Jefferson pleasing that. We've already voted on as you correctly did out of the house and and I voted for that, so I think that is critically important. Obviously, it's a different issue on.

"To get away with shredding United States constitution. that will last forever he's not enough believe me five pages no law degree I will tell you there's no smoking gun here even though people are saying at the present just tweeted this out well the Democrats apologize it to see what was said on the call with Ukrainian president they should a perfect call got them by surprise he went on the Democrats have been talking about impeaching down from since before was inaugurated and for no reason other than the great success were having with the economy military beds tax regulations healthcare and so much more and and I'm looking at this and what happens is it was as though an esky presence on SD who was the first one to bring up an investigation then the president brings up says this I would like you do as a favor because our country's been through a lot and the Ukraine knows a lot about it I would like you to find out what happened with this situation with Ukraine they said crowds track I guess you have one of your wealthy people the server they said Ukraine has it there a lot of things that one out there on the whole situation I think you the surrounding yourself with some of the same people I like to have the Attorney General call you or your people and then the next paragraph Zillow eski brings up to the president quote I will personally tell you that one of my assistants spoke with Mr Giuliani just recently and we're hoping very much the Giuliani will be able to travel Ukraine will be able to meet once he comes here I just want to assure you once again that you've been up no but friends to us to some nice things the plants around myself with some great people I don't ask you to donde se kindly ask you if you have any additional information that you provide to us will be very helpful for the investigation to make sure that we administer justice in our country with regard to the ambassador to the United States from Ukraine as far as I recall her name now I'm scared be context the president dismissed in the spring this city ambassador to the Ukraine. and he was saying that yeah I really like her. so they they're the presence answering you said it **** to the United States from Ukraine as far as I can recall her name was Ivanovic it was great that you are the first one who told me that she was a bad ambassador because I agree with you a hundred percent her attitude towards me was far from best as she admired the previous president and she was on his side she would not accept me as the new president well enough so of course the president's got to get rid of her not to cover anything up the sitting president said our ambassador was giving him an attitude can you believe this. totally unacceptable. so other stations pointing at this present when on well she's going to go through some things I will have missed usually had to give you a call and I'm also going to have the Attorney General Barr call and we'll get to the bottom of it I'm sure that you'll figure it out I heard the prosecutor was treated very badly and he was very fair prosecutors so good luck with everything your economy is going better he says some nice things of the economy a look forward to seeing you in Poland is I want you to come to the Ukraine if he got a love the Ukraine and now they're going to be today this afternoon obviously they get along I'll be very curious to see if they answer questions together. so that's we stand now see now I know a lot of people wait in we had congressman county got a look at this thing this morning said there's nothing there of the other people waiting in around the country. they are I'm grabbing them for you right now so give me one moment all right we see David axe right things is devastating which I'm a little bit surprised at all because it's not I mean this is this is this is because somebody who didn't hear the call heard some things on the call that they thought was so bad they had to go to the inspector general the director of national intelligence in order to get in front of Congress the house they wanna go from the Senate well the says because he was a blower to so this whistle blower is going to be the next thing that center Schumer house for a microphone and once again I asked him. who cares if it comes to how you're living your life right now if you drive a truck drive any car Japanese kids off at school go do your job taking a break whatever it is all this stuff. this is not. the run up to the Iraq war this is not nine eleven aftermath would happen leading up to it this is all political infighting intramural stuff that you would not be interested in if they have anything to do with politics in an election in fourteen months his with David axe right just tweeted out. we heard a lot of let's wait to see the evidence the transcript released today is devastating event to bend yourself extraordinary contortions to defend it it also implicates the AG what is wholly improper political mission which is new information what's he talking about I think going to the Attorney General to find out what happened election leading up to another election is totally fine if he said forget the AG don't tell the AG that would be my issue. so and by the way the presence out leaving as David actual also say the present if they do have a vote and they voted to peace in the house they need sixty seven votes in the Senate they don't have it outside Mitt Romney don't even talking about leave their presence side John listening in North Carolina a John. yeah hi Brian thanks for taking my call this morning you know I've been following this thing with Ukraine pretty closely from your reporting and one the major thing just bothered me that hasn't come up well actually I two issues one half the come up last night that there. last minute about. president trump would be lacking his responsibilities if he did not look into crime and corruption I think that's a big issue that's really not being played like they should be because that's his job does matter of some is running for president sign but the other issue is true well when the Democrats talk about presidential power and abilities and you know there are relating to this biting their issue. that in what sorry miss church on several occasions when he. actually threaten the the with hold the fines the billion dollars you have your cranium you know the apparently there was something come back about yeah what's your momma think about this to just ask him. told me right up front he says right in there that Obama knew about withholding is billion dollars. yes. if you could call the president I don't know I stress over the president's empowered me ed thanks John I I just don't think there's anything there you could sit there and say look for whatever you want but there's nobody you backs to present you feel as though they were let down and as center Graham said last night he said if I found out the president said I'm holding back your rate unless you do sophistication he goes he be beyond disappointed I love these got a reason to be disappointed with this but senator Gramm's coming right now we come back though we take a break and come back with the with the greatest quarterbacks you'll ever see play if you're lucky enough to see him play who pulled off the the greatest upset and one of the greatest super bowls I've ever seen and that was his win over bread farms backers John Elway next.

"This is a tough heart and show and we appreciate you listening tonight is the debate the next two nights ten people tonight Liz was born Bernie Sanders both tonight published a picture to show the two of them in the Middle everybody flanked somebody tweeted out it looked like two elderly parents with their adult children like by their adult children I was did look about look like that but I want to pick up on a call that we got during the break and somebody who said he was Kenyatta is afraid of the show was an amazing voice at who said my daughter was not planning to vote she said that can't it's all look too old and should relate to that and as someone in the background and passion for youth engagement in democracy I was reminded by a reminder of the example share with me by my friend Caitlin Baggott who now is the executive director of a small mid sized foundation and was one of the co founders of the bus project and and she said Jeff do you know she said more than this is a Jeff do you know the can't it was who was elected with the biggest delta and young voting in American history and I would gas and and as you describe this person I see okay well since you're asking I'm assuming it's not Obama because otherwise you're sort of making the asking the question in a way that suggests that's what you want me to answer your right it's not a bomb and I said I don't know Kennedy said no I don't remember what I guess next she knows Franklin Delano Roosevelt was elected by young people and wouldn't because he was young it wasn't because he was particularly a fiery speaker but he did build a team and have a platform that would engage jobless young Americans in the new economy that had left them behind and wealth disparities there were crushing them and that built a generation of voters that be get not only the new deal but also the great society I in our efforts to be a little more woke let us also be aware of ageism that I recognize it is easy for any of us to relate to someone who looks like us whatever that look in tales the hair lank close certainly I certainly skin color age but the lesson of FDR could be many things but one is you don't have to be the spry est candidate in order to be an inspiring candidate and you don't even have to leave the leave when he was described as described was not described as most charismatic headed the field but rhetorically speaking metaphorically speaking his spine was of steel even if Hollywood robbed him of his ability to walk I think that we can build movements that are not merely cult of personality I think we can build movements that are not only based on if the person is elected we can relate to his that's not to diminish the excellent question but as we talk to our young people the lessons of history could inform us and we can say yeah your teachers are all gonna be young your parents are going to be young that people do some of the most the some of the most and best work what I'll be young summer will be not all will be that in after the only way that we evaluate a presidential candidate I probably said enough on that let's go to Jacob from Baltimore Maryland hello Jacob Hey you have an idea and thanks for taking my call you're in Baltimore are you is it rat infested are you human being for I understand human beings can't live in Baltimore I watch the wire and I heard the president added states I apologize for what he said yeah I actually live in congressman county district but I am indeed human and my house to the from the clean so to me I I I I would crawling on because what I'd really like to hear during the debate ya is cruel along the federal actually gonna take climate change seriously and if you remember I called a few months back to talk to you about what I meant by that and that's that we can't think of climate change one issue even an extremely you said it will be either I remember this a you said I need to be a lens through which we observe every issue exactly and so when we are talking about issues tonight I want to see who was born which of these candidates I want to recognize the strands of climate change that runs through each of these issues about the fact that there's been a drought in Honduras Guatemala El Salvador for six years now the devastated the economy there I was on the fact that the only heat wave domestic violence and violent crime both go up you know talking about the fact that as the weather changes even intimidating and putting in danger agricultural sector and how we are growing crops and the places that were growing crops and are featured in future I was talking about how the type of housing decision that we need to be making open kind of starting to fade out single family home to move towards more multi density housing and also of worried she does here you know if people are you know I went inside of city by creating grueling state about psychological help and recording and so I want to see which there is no do this so far I have to say even people like Jay and claim that may our candidate all about climate change has been standing in this aspect and water hard might be in the right place they don't really seem to get in some we got forty seconds Jay let me take that forty seconds to reply and appreciate it and I do ever that call and it impacted my thinking I'm glad you call again you called again so that it impacts all of our thinking and so remember let me try something we just try something if you'd permit me the and connecting your comment to John Nichols comment to say well we got a we got to be thinking about Detroit it Michigan be maybe Pennsylvania maybe Wisconsin we got me thinking about old industrial America and imagine this imagine if somebody was ask question immigration this understand one of the dynamics of immigrations world getting hotter and people are leaving hot place and that's going to be happening for the next ten or twenty years and.

I got into the John Solomon piece Solomon, how he was laying out the FBI the strategy the Clinton machine the Obama machine had with the FBI during the campaign with Donald Trump. The scheme was was pretty obvious. The scheme was the flood zone. Jody of that cut ready. Yeah. Flood zone with massive amounts of information. Flood the zone everywhere have the Clinton machine in the Obama machine. Flood the intelligence community the law enforcement community in the FBI, the State Department anybody who would listen making sure all of this information made it back to the FBI. So it appeared that Joe more says alien, how do I know Joe Armacost his it from my neighbor? I heard it from a guy in the gym. I heard it from a guy and a guest, they should know you didn't they all heard it from the same guy some idiot who thinks Joe Armacost alien. That's what was happening. The State Department's job is to conduct international diplomacy not to conduct spying political hit operations. It's not the conduct intelligence operations to liaison with foreign intelligence operations. That is not their job. Right. But I want you to listen to Victoria Nulan last year on face the nation. Talk about how they've been dealing with Christopher Steele, a foreign spy. Although she's a diplomat. She's not a spy for a really long time. Congressman county said they now have concerns about the State Department you serve their until recently. Do you know what he's talking about? I don't I look forward to hearing what he's talking about. I will tell you the mortgage that during the crane crisis in two thousand fourteen and fifteen Chris Steele had a number of commercial clients who were asking him for reports on what was going on in. Russia was going on in Ukraine. What was going on between them Chris had a friend at the State Department, and he offered us that reporting of free. So that we could also benefit from it. It was one of hundreds of sources that we were using to try to understand what was going on. Oh, really? In that. Nice. So during the Ukraine crisis. Oh, you mean to use the same Ukraine crisis in the same players involved in the movie script from thousand seven Manafort and his Ukraine connections and Rick Davis. You mean that guy? So basically, let me do the Victoria Newlyn translator for this is you may say why are you bringing up this old cook? Because this is important. She lays the whole thing out about the flood zone strategy send a bunch of negative information about Donald Trump through multiple avenues, hoping he gets into the FBI and into the court. So they can prosecute him. Impeach him or leak to the media. She says oh during the Ukraine crisis. We had worked with steel before the Ukraine crisis, Manafort and Davis have Ukrainian clients Manafort is one of the key players in the two thousand seven movie script the Glenn Simpson. Wall Street Journal piece we talked about yesterday that they tried against McCain in the past, but the Bush administration wouldn't allow it. This hit is done in two thousand seven the same headstone against Donald Trump later. The only reason it works better against Trump than it did against McCain with the Clinton team and Democrats trying to same Russian collusion hit against McCain through the Ukrainian pro Russian folks that Manafort was working for is because the Obama administration's willing to play ball with weaponized government and to push team wasn't the Bush team warned McCain..

The State Department's job is to conduct international diplomacy not to conduct spying political hit operations. It's not the conduct intelligence operations to do liaison with foreign intelligence operations that is not their job. Right. But I want you to listen to Victoria Nulan last year on face the nation. Talk about how they've been dealing with Christopher Steele, a foreign spy. Although she's a diplomat. She's not a spy for a really long time. At congressman county said they now have concerns about the State Department you serve there until recently. Do you know what he's talking about? I don't I look forward to hearing what he's talking about. I will tell you though, Margaret that during the crane crisis in two thousand fourteen and fifteen Chris Steele had a number of commercial clients who were asking him for reports on what was going on in. Russia was going on in Ukraine. What was going on between them Chris had a friend at the State Department, and he offered us that reporting free. So that we could also benefit from it. It was one of hundreds of sources that we were using to try to understand what was going on. Oh, really? In that. Nice. So during the Ukraine crisis. Oh, you mean to use the same Ukraine crisis in the same players involved in the movie script from three thousand seven Manafort and his Ukraine connections and Rick Davis. We had worked with steel before. Do you crank crisis Manafort and Davis have Ukrainian clients Manafort is one of the key players in the two thousand seven movie script the Glenn Simpson.
