President Trump had advance notice from Roger stone about emails that were damaging to the Clinton campaign that were dumped by WikiLeaks. He does say though, that the president likely does not nor did not know what was in those emails before they were leaks. Cohen mentioned prosecutors in New York looking into conversations the president and his advisors had with him after his hotel room was rated last April and Cohen says he hasn't spoken with the president since earlier Cohen also commented on alleged threats against him from the president and said he's worried for his family he's causing he's sending out the same message that he can do whatever he wants this is his country coming an autocrat. And hopefully, something bad will happen to me on my children, and my wife, so that I will not be here and testify. That's what his hope was to intimidate me. Now today trust has been a key issue. Republicans on the committee of made the case at Cohen has already been convicted of lying to congress. He's about to go to jail for this. So because of that they say Cohen can't be trusted. Congressman clay Higgins is a Republican from Louisiana. He says Cohen sounds like he's just trying to get out of a punishment attorneys. We can secure our border without an ineffective expensive wall. And we can welcome legal immigrants and refugees without compromising safety and security, the symbol of America should be the statue of liberty not a thirty foot wall. So our suggestion is a simple one, Mr President reopen the government, and we can work to resolve our differences over border security. But end this shutdown now, thank you. That was Senate minority leader Chuck Schumer before him house speaker Nancy Pelosi, and you're listening to live special coverage from NPR news. A lot to parse in those two speeches and to begin with I want to bring in NPR's John Burnett, who's been listening to all three of those addresses. He's in Tijuana on the Mexican border just south of San Diego, John Burnett. We heard two very different descriptions of what's happening on the border. You are there on the border. What stood out to you as accurate and inaccurate? Well, actually, I'm back in San Diego across the border in Alaska. Evening. I was indeed gosh there's so much to react to. The first thing is this business about that. This was a concession to the Democrats to build steel barriers instead of concrete barriers. As you know. I mean, I've I've covered the border for years and I talked to sector chiefs and I talked border patrol agents. And there was never a credible belief that the border patrol was going to build miles and miles of concrete border. They had a design that they always liked. It was the steel bollards filled with cement from twelve to eighteen feet tall. They go six feet into the ground. They're very hard to tunnel under very hard to climb over the border patrol is very satisfied with this in. This is what they wanted to put up all along, and they have already hundreds of miles of this along certain borders building. That's right. And they're replacing these old Vietnam era landing mats between Tijuana and see Joe right now. And they're putting up, you know, these twelve to eighteen foot iron fences. This is this is what they want wanna put up John. We also heard President Trump say in. So many words, basically, I'm just asking for what the law enforcement professionals on the border. Tell me. They want. Of course, the wall was a huge part of his campaign for the presidency. Is it true that he is requesting what law enforcement professionals on the border want? Or is this really his political push for what he believes is right on the border. No, actually, a border patrol has identified areas of the border that do not currently have barriers that they would like to put some in. Some of them are in the grand valley in Texas in the tip of Texas. Now, they're very controversial. It's extremely expensive because you have to choir all this private land. And then you have to go through, you know, the court fight to get it. And so there dozens of miles that they would like to install fencing down there and then going on the west desert. There's also a number of miles they'd like to put in fencing. But the main areas are the urban areas that they've already fenced in that has had an effect that's caused immigrants to go around the cities into remote areas where they're easier to catch. Let me also ask you about two different messages. We heard one from President Trump. There's a humanitarian crisis on the border wall will solve the other from house speaker Nancy Pelosi that there's a humanitarian crisis on the border of the Trump administration's own making what has your experience on the border? Ben what have you seen? Well, I think you know, Scott Horsely mentioned this earlier in the show. It's there is a humanitarian crisis here. It is true that there are enormous numbers of of families and children traveling without their parents who were crossing in greater numbers than single males used across which was the the lion. Share of who they went upper him down there. Because of border protection says that there are fifty children excuse me fifty immigrants today. They're referring medical care that in October the numbers of families and children surpassed the numbers of single males. And as a senior official told me on the phone a couple of days ago, the border patrol is not set up for this. They had jail like settings for single adults. They they're they're not set up to handle kids. These the children are arriving sick. And they're getting sicker. Once they get into these into these very Spartan facilities that are freezing. And where there's not enough. You know, heating, and and food, and so yes, there really is a need for humanitarian needs and for more, medical care and more transportation and those areas. All right. Thank you for allowing me to speak. I know that you've been a supporter of President Trump's border proposals. Did you hear anything in his speech tonight that you think will persuade Democrats or other undecided? People. Well, I think the President Trump was pretty solid. It is in his presentation. Obviously, you know, he has his disposition is is is born of his his heart and his understanding of the serious crisis on the southern border was was lacking from all Americans a service from Sita shining sea man, whether we're Democrats or Republicans conservative or liberals, there's a there's somewhat of a lack of understanding of what the what the mission on the border is. And and what a enhanced physical barriers that collectively referred to as the wall. What that role is that this President Trump's opportunity to explain that to the nation. Do you think he succeeded? I think you succeeded in in in heightening the awareness, but the American people regarding the series snus of of the of the southern border crisis. I do not think that you know. Wasn't sufficient time to really clarified into the American people. What the mission is. And how how the so called wall fits Nebraska? Nobody's talking about building. A great wall of China's one thousand nine hundred fifty four miles of border. I've scouted at all been with the boots on the ground from from the from southern California to solve in Texas. And I know exactly what they need and what they're asking for. We should say that your fellow congressmen Republican will hurt of Texas represents the district that includes the largest stretch of border in the United States. And he does not believe that this is the best approach. Well, well, is it as a patriot? And a friend of mine, and and I disagree, and he has his own political realities reflective of the district that he serves and the nature of the constituency these he serves ultimately constitutionalists viewpoint, and and I can tell you that as a police officer in law. Horsemen professional, but many many years, I'm bringing your data from boots on the ground. If the goal is to reopen the government that's now been partially shut down for close to three weeks. Do you think tonight's speech by the president? And the rebuttal by the Democrats got us any closer to that goal. I'm not certain because it this this town. This town is is rather saturated with with. Posturing and and. Hope on prayerful good. So detail my spirit, I'm prayerful that that we can reach a reasonable compromise. Very soon. I believe we could have done that immediately on day one on on day wanted to shutdown believe what could have reached a reasonable compromise. In fact, one was discussed in rumor that that that would be presented, and we were receptive to that. But it was withdrawn I was told by friends of mine that out brands across y'all spoke to me confidentially told me that the Democrats wanted to shutdown that they've thought that they could message it better. I'm sure Democrats would dispute that what do you say to federal employees in Louisiana who are not getting paid were missing their first paycheck this week. Well, of course, you know, I understand what would was struggle is. And and all of us data have patriotic fervor and beliefs and our core values are willing to sacrifice for nation. And and my my heart goes out any family that suffers myself ceremony man of humble means I've come from very humble backgrounds, and I I know hunger. Correspondent Tom Bowman who has been talking to military leaders about the role of American troops who are still on the US Mexico border after the deployment before the holidays. There was some speculation that the White House might declare a state of emergency in unilaterally build the wall without congressional approval. That obviously would involve the military that did not come up tonight. But what are you hearing the military leaders? You're talking to Tom. Well, what the military leaders say is at a department of homeland security has requested assistance from the Pentagon to build one hundred and sixty miles of fencing or shoring up fencing or creating new fencing in California Arizona, and maybe parts of Texas have to ask you what fencing means because we're talking about walls and barriers. Mostly razor wire fences are shoring up fences. This is not a wall, but it's fencing and where does the money for that come from? It's gonna come from the Pentagon. And here's the other thing. Ari? There are twenty three hundred active duty troops on the border. Now, their deployment is scheduled to end at the end of January. So who's gonna build that fence, untold it could be thousands more troops heading there you could extend the deployment of the current troops there. But right now, the Pentagon is going through that requests from the department of homeland security we could hear something about that in the coming days. And if there were to be a state of emergency declared would the military go along and execute this without congressional participation would be a pretty extraordinary situation. It would be extraordinary. But as military leaders has said repeatedly, if the president orders us to do something orders us to support homeland security. We will do that. It's not an illegal order will salute. And carried out that's NPR's. Tom bowman. Thanks very much. You're welcome. I want to bring in NPR's, Scott. Detro- who has been here listening to these speeches and President Trump says he's going to invite congressional leaders to meet with him. And he says this could be ended with one forty five minute meeting. Reality check reality check is. There have been several meetings that have lasted less than forty five minutes more than forty five minutes, and they've all ended with the same two different stances that we heard in these speeches tonight. President Trump saying I'm not going to sign anything that does not include the five point seven billion dollars demanding Democrats saying we are happy to talk about other border security, but you're not going to get a wall, and we're not going to fund a wall. And it's hard to see how anything changes in tomorrow's meeting. President Trump is also going to go up to Capitol Hill tomorrow to talk to Senate Republicans as part of a renewed more aggressive push that we've seen from the White House in recent days after really not doing too much the first few weeks of this of this shutdown. So how does this shutdown and if there's no real substantive talks right now between the two sides each side is saying you could end the shutdown tomorrow. If you disagreed with me. We're already at one of the longest government shutdowns in American history. What's the endgame? Here. You have seen Democrats increased pressure on Capitol Hill trying to trying to make Republicans particularly Republicans who might be more vulnerable in the next election. Feel a little bit more nervous about this in the house of representatives last week Democrats in one of their first votes, and their new majority passed a Bill that would reopen the federal government that would fund all the departments. And it would include a short term funding measure for the department of homeland security without the wall funding. Their argument is let's have a narrow focus on what to do about homeland security and reopened the rest of the federal government majority leader Mitch McConnell in the Senate has not taken those bills up, but you saw tonight Democrats start to use their leverage in the Senate voting against advancing a Bill having nothing to do the shutdown and saying we're not gonna vote for any measures to go forward until you hold a vote on reopening the rest of the federal government. So they're shutting down the Senate. In addition to the other parts of the government that are shut down everything shut down except the house. All right. Well, we heard. President Trump talk about both a humanitarian crisis and a national security crisis. We're going to drill down a bit into that claim of a national security crisis. The administration has been making the argument that terrorists could use the southern border to enter the US, and that argument has not held up under scrutiny after White House. Press secretary Sarah Sanders said on Sunday that thousands of known or suspected terrorists had been detained at the border and C reported that the actual number was six in the first half of the fiscal year. That's according to data the customs and border protection gave congress Nick Rasmussen ran the government's national counterterrorism center for three years up to two thousand seventeen he briefed top government officials up to and including the president on terrorism threat and earlier today, I asked Rasmussen how much the southern border factored into those briefings were often members of congress or other senior officials who would ask, hey, how are terrorists thinking about the southern border. Are they trying to infiltrate operatives are people traveling across the southern border who are terror. The government shuts down hurting millions of Americans who are treated as leverage tonight and throughout this debate and throughout his presidency. President Trump has appeal to fear not fact division unity. Make no mistake Democrats and the president both want stronger border security. However, we sharply disagree with the press. About the most effective way to do it. So how do we untangle this mess? Well, there's an obvious solution separate the shutdown from arguments over border security. There is by partisan legislation supported by Democrats and Republicans to reopen government while allowing debate over border security to continue. There is no excuse for hurting millions of Americans over a policy difference federal workers are about to miss a paycheck. Some families can't get a mortgage to buy a new home farmers and small businesses won't get loans. They desperately need. Most presidents have used Oval Office addresses for noble purposes, this president just use the backdrop of the Oval Office to manufacture a crisis, stoke, fear and divert attention from the turmoil in his administration, my fellow Americans. There is no challenge. So great that our nation can rise to meet it, we can reopen the government and continue to work through disagreements over policy. We can secure our border without an ineffective expensive wall. And we can welcome legal immigrants and refugees without compromising safety and security, the symbol of America should be the statue of liberty not a thirty foot wall. So our suggestion is a simple one, Mr President reopen the government, and we can work to resolve our differences over border security. But end this shutdown now, thank you. A lot to parse in those two speeches and to begin with I want to bring in NPR's John Burnett, who's been listening to all three of those addresses. He's in Tijuana on the Mexican US border, just south of San Diego, John Burnett. We heard two very different descriptions of what's happening on the border. You are there on the border. What stood out to you as accurate and inaccurate? Well, actually, I'm back in San Diego across the border over the last evening. I was indeed gosh there's so much to react to. You're the first thing is this business about that. This was a concession to the Democrats to build steel barriers instead of concrete barriers. As you know, I've covered the border for years and I talked to sector chiefs and I talked to border patrol agents. And there was never a credible belief that the border patrol was going to build miles and miles of concrete border. They had a design that they always liked. It was these steel bollards filled with cement from twelve to eighteen feet tall. They go six feet into the ground. They're very hard tunnel under very hard to climb over the border patrol is very satisfied with this in. This is what they wanted to put up all along, and they have hundreds of miles of this along the borders building. That's right. And they're replacing these old Vietnam era, a landing mats between Tijuana and San Isidro right now. And they're putting up these twelve to eighteen foot iron fences. This is this is what they want want to put up John. We also heard President Trump say in. So many words, basically, I'm just asking for what the law enforcement professionals on the border. Tell me. They want. Of course, the wall was a huge part of his campaign for the presidency. Is it true that he is requesting what law enforcement professionals on the border want? Or is this really his political push for what he believes is right on the border. No, actually, a border patrol has identified areas of the border that do not currently have barriers that they would like to put some in. Some of them are in the valley in Texas in the tip of Texas. They're very controversial. It's extremely expensive because you have to acquire all this private land. And then you have to go through the court fight to get it. And so there dozens of miles that they would like to install fencing down there. And then going in the west desert. There's also a number of miles they'd like to put in fencing. But the main areas are the urban areas that they've already fenced in that has had an effect that's caused immigrants to go around the cities into remote areas where they're easier to catch. Let me also ask you about two different messages. We heard one from President Trump that there's a humanitarian crisis on the border wall will solve the other from house speaker Nancy Pelosi that there's a humanitarian crisis on the border of the Trump administration's own making what has your experience on the border? Ben what have you seen? Well, I think Scott Horsely mentioned this earlier in the show. It's there is a humanitarian crisis here. It is true that there are enormous numbers of families and children travelling without their parents who were crossing in greater numbers than single males used to cross which was the the lion share of who they would apprehend down there. Because of border protection says that there are fifty children excuse me, fifty immigrants today, they're referring for medical care that in October the numbers of families and children surpassed the numbers of single males. And as a senior official told me on the phone a couple of days ago, the border patrol is not set up for this. They have jail like settings for single adults. They they're they're not set up to handle kids. These the children are arriving sick. And they're getting sicker. Once they get into these into these very Spartan facilities that are freezing. And where there's not enough. Heating, and and food. And so yes, there really is in need for humanitarian needs and for more medical care and more transportation in those areas. All right. Did you hear anything in his speech tonight that you think will persuade Democrats or other undecided? People. Well, I think the President Trump was pretty solid. It is in his presentation. Obviously, you know, he has his his is is is born of his his heart and his understanding of the serious crisis on the southern border was was lacking. From all Americans are soldiers from Sita shining sea man, whether we're Democrats or Republicans conservative or liberals, there's a there's somewhat of a lack of understanding of what the what the mission on the border is. And and and what a enhanced physical barriers that collectively referred to as the wall. What that role is. This was President Trump's opportunity to explain that to the nation. Do you think he succeeded? I think you succeeded in in in heightening the awareness, but the American people regarding disservice -ness of of the southern border crisis. I do not think that there wasn't sufficient time to really clarified into the American people what the mission is. And how how the so called wall fits Nebraska? Nobody's talking about building a great wall of China. Sorry. It's one thousand nine hundred fifty four miles of border scouted at all. I've been with the boots on the ground from from the from southern California to sell them, Texas. And I know exactly what they need. And what they're asking for what we should say that your fellow congressmen Republican will hurt of Texas represents the district that includes the largest stretch of border in the United States. And he does not believe that this is the best approach. Well, well, is it as a patriot? And a friend of mine, and he and I disagree, and he has his own political realities reflective of the district that he serves in the nature of the constituency these he serves ultimately constitutionalists viewpoint, and and I can tell you that as a police officer in law enforcement professional for many many years, I'm bringing you data from boots on the ground. And the rebuttal by the Democrats got us any closer to that goal. I'm not sure because it this this town. This town is is rather saturated with with bostering. And and and I would hope I'm purple good. So feel my spirit. I'm prayerful that that we can reach a reasonable compromise. Very soon. I believe we could have done that immediately on day one on on day one of the shutdown. I believe we could have reached a reasonable compromise. In fact, one was discussed and rumor that that that would be presented, and we were receptive to that. But it was withdrawn I was told by friends of mine that out brands across y'all spoke to me confidentially told me that the Democrats wanted to shut down that they thought that they could message it better. I'm sure Democrats would dispute that what do you say to federal employees in Louisiana who are not getting paid were missing their first paycheck this week. Well, of course, you know, I understand what would struggle is. And and all of us data have patriotic fervor and beliefs and our core values are willing to sacrifice nation. And and my my heart goes out any family that suffers myself some Amanda Pombal means come from very humble backgrounds. And I I know hunger. Is I know what it is to have my lights turned off. And and I'm a regular American. But I I would I would give my last lives blood in defense of my country and the support of my country, and we have a serious serious situation on our southern border. Correspondent Tom Bowman who has been talking to military leaders about the role of American troops who are still on the US Mexico border after the deployment before the holidays. There was some speculation that the White House might declare a state of emergency in unilaterally build the wall without congressional approval. That obviously would involve the military that did not come up tonight. But what are you hearing from the military leaders? You're talking to Tom. Well, with the military leaders say is a parliament of homeland security has requested assistance from the Pentagon to build a one hundred and sixty miles of fencing or shoring up fencing or creating new fencing in California. Arizona maybe parts of Texas. I have to ask you what fencing means because we're talking about walls and barriers. We're mostly razor wire fences are shoring up fences. This is not a wall, but it's fencing and where does the money for that come from? It's gonna come from the Pentagon. And here's the other thing. Ari? There are twenty three hundred active duty troops on the border. Now, their deployment is scheduled to end at the end of January. So who's going to build that fence? I'm told you could be thousands more troops heading there you could extend the deployment of the current troops there. But right now, the Pentagon is going through that requests from the department of homeland security we could hear something about that in the coming days. And if there were to be a state of emergency declared would the military go along and execute this without congressional participation would be a pretty extraordinary situation. It would be extraordinarily. But as military leaders has said repeatedly. If the president orders us to do something orders us to support homeland security. We will do that. It's not an illegal order will saluting carried out. That's NPR's. Tom bowman. President Trump saying I'm not going to sign anything that does not include the five point seven billion dollars. I'm demanding Democrats saying we are happy to talk about other border security, but you're not going to get a wall, and we're not going to fund a wall. And it's hard to see how anything changes and tomorrow's meeting. President Trump is also going to go up to Capitol Hill tomorrow to talk to Senate Republicans as part of a renewed more aggressive push that we've seen from the White House in recent days after really not doing. Too much the first few weeks of this of this shutdown. So how does this shutdown end if there's no real substantive talks right now between the two sides each side is saying you could end the shutdown tomorrow. If you just agreed with me, we're already at one of the longest government shutdowns in American history. What's the endgame here? You have seen Democrats increased pressure on Capitol Hill trying to trying to make Republicans particularly Republicans who might be more vulnerable in the next election. Feel a little bit more nervous about this in the house of representatives last week Democrats in one of their first votes, and.
