A new preliminary tally shows frontrunner Eric Adams with a slight lead. The latest results were posted after the Board of Elections had to withdraw its initial report Tuesday after they made an error. But there remains a lot of confusion over the city's new ranked choice voting system and a lot of questions about the city's board of elections. Bloomberg reporter Henry Goldman joins us now to talk about all this. Thanks for being here. Hi, Rachel. It's nice to be here. We appreciate you. So I just gave the latest snapshot. Can you tell us based on your reporting where the race stands right now? The race is tight. It's a jump ball. Uh, there are 2% points separating Brooklyn Borough President Eric Adams from former sanitation commissioner Catherine Garcia. It's anybody's race to win, and it depends on 125,000 absentee ballots that remain uncounted. So a lot of people are up in arms about the the confusion. How much does the new ranked choice voting system factor in? Well, it factors in in the sense that it's new, and it's confusing. It was developed because it eliminates the need for a runoff election. We had 13 Democrats running in this election. Eight of them were capable of raising millions of dollars and no 11 more than 32% of the vote in a straight first place vote and this kind of spreads at the power of the electorate. To decide. You know, In order of preference, voters were given five choices that they could rank in order of their favorites. So in theory this is supposed to this is supposed to work to give more agency to the actual voters, but it depends on a board of elections. That's that's also working and and the board admitted that they messed up. They issued this statement saying. The board must regain the trust of New Yorkers. I mean, does this underscore a bigger problem with the board? Well, yes, it's a problem that's existed for almost 100 years, if not more with the board that's divided evenly between Republicans and Democrats, which means that Independence or disenfranchised in this system to a degree, and it's rife with nepotism and patronage. And you know, everybody is somebody's cousin or wife or in law. And they're not necessarily the most capable people in managing an election. So we've had cases of long lines. We've had cases of machines breaking down. We've had cases of, you know all kinds of mess ups. 100,000 absentee ballots in Brooklyn that were faulty and had to be re sent last year in the presidential race. It's a mess and attempts to reform it have been very difficult because the status quo Favours everybody if you're a Republican or a Democrat, and they seem to populate the state Legislature. Are there calls now finding for real reform? There are calls now. I wouldn't say finally because it's been going on for a long time. And it may go on into the future. But yes, this may be the defining moment for changes to the system. I know this is up in the air, but when do you expect final results here? Well. The final results will come when the absentee ballots are counted next week at the latest, that will be July 12th. They're 125,000 absentee ballots and they will be decisive in this race. It's thursday for new york city. Mayor took another turn yesterday. One day after the city's board of elections released and then rescinded new results in the democratic primary contest. New numbers show former city sanitation. Commissioner catherine garcia who is behind by thirteen points previously now trailing former police captor captain. Eric adams by just two points. These numbers are largely in line with the fall to results released on tuesday the b. o. a. b. o. e. later called the mishap to quote unacceptable error when one hundred and thirty five thousand test votes that were meant to be cleared from its system were reported in the vote count. This prompted a lawsuit from the atoms campaign. yesterday it announced it is petitioning. The court to quote preserve our right to a fair election process. More than one hundred twenty thousand. Absentee ballots. Still remain unaccounted for as the city uses a ranked choice voting system for the first time. What a mess here. Now with more in that city hall and politics reporter for wnyc. Bridget bergen and bridget. I could see how the candidates would be getting pretty stressed out at this point wanting the numbers to be counted and counted right and the people of new york as well absolutely. Mika i mean i think one of the most important things when we look at those tallies though to remember is that these are just interim results. The results that were released this week. Were never intended to be the final results and while the error made by the board of elections was egregious and is understandable that it would shake the confidence voters and the candidates. The good thing is that they identified it before it was part of any additional tallies or certainly any certification process. The other part to remember is while the race has narrowed significantly with eric adams with only a two point lead over catherine garcia maya wiley. The tally says eliminated. She was only behind catherine garcia by about three hundred forty seven votes and as you said there were one hundred. Twenty thousand outstanding absentee ballots. That are not included in that tally and so we are very fair to say that this race is still wide open still being that still very much alive and even those lawsuits while that is something that procedurally candidates do rather routinely. It's a product of new york state election law. They have to file these orders in order to protect the right to challenge any ballots within ten days of the primary. So that would be to friday and so these are preempted actions. But they don't necessarily speak to anything that has happened so far. It just guarantees that these candidates have a right when they are canvassing. These absentee ballots to raise objections. And had they not smith those orders. They wouldn't be able to do that. Bridget as you said my wiley is not going to drop out of the race. And why on earth would she. If you have garcia trailing by only two percents eric adams and then my wallet trailing badly three hundred forty seven votes with one hundred and twenty thousand absentee out there so as this process worked. How could my widely be declared eliminated. Well what they were doing was giving us our first look at what the ranked tallies looked like and so just to be clear on primary night we saw a snapshot of how voters identified their first choice votes. This was the first time we saw when they took into account people second through fifth choice votes and showed us the tallies using this ranked choice algorithm. And so this again. It's a snapshot we have additional votes. That need to factor into this total. One of the things is looking at. Where some of these absentee ballots are coming from if you were to try and do a little bit of a game analysis. A lot of these absentee ballots are from manhattan. That's where catherine garcia won the largest share of the votes however there are also votes coming in obviously from all five boroughs. I think one of the things will be watching is as we see the next tally which is expected on next tuesday july sixth. How much do these numbers change. Because the one thing that is certain is that these numbers will change. Virgin and richard haass the company who manages the software used in the election tells. Nbc news at the board of elections repeatedly denied it's offers of assistance according to the ranked choice voting resource center the b. o. e. refused to accept training education. A blind review and an offer to run parallel tabulation for the primary company says it continued to reach out via email phone calls and even an in person visit but those efforts were ignored. Abo spokesperson told nbc news. That's board of elections quote. The software was not the issue. Adding the problem was human error. I don't know what makes me feel better. Richard haass up. What do you make of this thing should make you feel better about this. This is incompetence on steroids. This is corruption on strikes. The people on this committee of the board of elections should not be there. These are political hacks who are totally unqualified to oversee anything. They should be overseeing their breakfasts. Then you have this. Why in the world is the board of elections releasing these results which are meaningless. Until you've counted the absentee ballots. How can you possibly release Votes or numbers about Ranked choice voting. The they have no meaning. They have no no standing. This is a deeply flawed system. Unfortunately it's going to be extraordinarily hard to fix. It's not in the purview of the next mayor or the governor. But this this this michael kinsley once said what scandalous is what's legal. This is a scandal for the people of your and it's not going to make life easy but the next mayor who quite possibly is going to begin with some kinds of cloud and brigid. This is not of course. The first time it'd be away has publicly displayed it's incompetence you can go back through the last several elections and find problems there but you know ranked choice voting has its proponents. Is this the end of ranked choice voting in new york city. Perhaps based on how this has been rolled out and just basically on how long it's going to take even under the best of circumstances to determine a mayor. Well again i think is not going to be the end of ranked voting because this is a voter-approved ballot referendum and so to end it would require voters approving an initiative to repeal it. There is propose legislation to do that. But i think we're a long way from that point. Certainly there will be a very critical review from lawmakers the local and state level about how this election was run and to what degree rules need to change to account for ranked voting as part of the process. But in terms of the timing. I mean it is important to remember that the timing here in terms of getting the full. Incomplete results is a product of state election law. It is a product of win. The board of elections is allowed to count absentee ballots. There is a push to end legislation. That has been passed at the state level. That would allow for absentee ballots to be counted sooner. And that could help speed up this process but again at this point it's not really the ranked choice voting tally that slowing things down. It's the rules around how we conduct elections the way. We mail out ballots when we're allowed to count them. That is really. What is hard of this slowing up. This process. All right city hall and politics reporter for wnyc bridget. Preliminary results came out yesterday It looked like former Sanitation Commissioner Catherine Garcia was narrowing the gap with the front runner, Brooklyn borough president Eric Adams. But New York City election officials mistakenly counted about 135,000 dummy ballots that skewed the outcome and forced them to retract the results. Those extra votes were the result of pre election testing of new software being used for ranked choice voting. It turns out those test votes were never cleared out of the system before the real voting began. Now, keep in mind. This was the city's first major test of a new ranked choice voting system. And despite the industry opening back up, getting employees to return to the workforce will be harder and more expensive for airlines and manufacturers. That's according to Bloomberg opinion columnist Brooke Sutherland, and she's here to explain At this time last year. Where were aerospace manufacturers? And where are they now? They were drastically trying to figure out the future of their business. Quite frankly, I mean, you know, air travel had all but come to a standstill. There was no end in sight really for the pandemic, and we just weren't sure what exactly we were dealing with and you know, there's a natural lag between any kind of recovering air travel, and when the airline feel like they're ready to buy planes again. I think that also brought a lot of pessimism in the aerospace manufacturing sector. But stop forward and the air travel recovery has been much faster than anyone anticipated. There's still a divide we're seeing, you know, stronger demand domestically within the U. S. And also within China. International travel still remains fairly weak and offer you know those countries that are still Dealing with devastating covid outbreak also are not seeing a ton of demand right now, but it is coming back. And that is translating into aircraft orders. Which is sort of incredible when you think about it. And you know, some of these airlines are probably getting decent prices because they're looking at the Boeing 7 37 Max, which is of course, recovering from it don't crisis But you are seeing airlines really be interested in getting planes again. And that raises the question of okay. Well, you know, can these companies actually make Jeff now what about supplies? There are problems with supplies before the pandemic. There were and so you know, pre pandemic air travel was sort of on this seemingly unstoppable trajectory upward where it was growing. Every year. We have more and more people coming into the middle class. More people placing a premium on travel and experiences over stuff and you know, when you talk to analysts, investors in the sector they expect that we will eventually get back to that long term trend and pre pandemic before we had this devastating part in that trajectory and supply chain was struggling to keep up following an Airbus We're cranking up production of their Marquis jets and the supply chain was really struggling with that, and that was a big concern. And so I think, as we think about Getting into the recovery safe and having Boeing and Airbus start to increase their production. Eventually, they want to make sure that their supply chain is in a place where they can actually do that. With the job market the way it is, will they be able to fill those jobs where they have to pay more? I think that's a very fair question in this one that I don't think manufacturers are thinking enough about quite frankly and you know, for perhaps a good reason. They've just gone through this incredibly traumatic experience, and they are probably thrilled to be talking about a recovery and worried about keeping up with production rather than you know, having to continue cutting The pace, which you know, not that long ago, it was something that people wonder did Boeing and Airbus cut production enough. So look, I mean, this is a good problem to have, But I do think when you look at the labor market here about all of the companies are complaining of labor shortages. Manufacturers like Dover and carrier to restaurants and hospitality industry. Now those are obviously very different jobs that there is a huge number of unfilled positions right now relative to the unemployed workforce. And I think the idea that inherits the company can just go out into the labor market and get the people that it needs is not going to be that simple, Quite frankly, and I think they're going to have to pay up..

If you can talk about the significance of the mayoral race its ups and downs and who really is vying to run this city. Sure so new. York city obviously is by far the biggest city in america. And while i wouldn't necessarily call it a trend setter you are having far more people. Vote in this municipal contest than any other municipal contests in any other city. I it's really more akin to a statewide race so there are millions of registered. Democrats probably eight hundred thousand. Democrats are going to vote next tuesday. So you're the winner will be competing in trying to win. Many different factions that are somewhat representative of the democratic party so to new york while as a reputation is very much elective center city to ease. It's much more progressive than it used to be. There still a wide array of different people who are coming to vote. It's an incredibly diverse electorate. You have lack voters. You have latino voters you have orthodox jews you have young affluent voters and educated. Voters working class voters. It really. is this tremendous mix of people. and while i wouldn't go as far to say that the winner can say something about the future of the democratic party. You can say that within new york city. There is an incredible amount of diversity even in that democratic electorate and right now there are four candidates who say who really have a shot. You know the famous one is andrew yang that former presidential candidate entrepreneur. Is eric adams brooklyn borough president. Who is a former police. Captain would be the city's second black mayor and their two women who are competing to be the first female mayor of new york city ever. And that is maya wiley. Who worked for building. Blasios is council bill. The laws of the outgoing mayor and kathryn garcia also worked as a for building laws as his sanitation commissioner. They'll all have been quite critical of the zoo. Which is very interesting. And i would say. Finally there definitely competing currents kind of with the left of the center in this race. Where you have candidates were taking on more moderate postures on policing on on crime even on economics and then you have candidates who are also hewing to the left on issues as well so you have a real competition of ideas. I wanted to ask you in terms of the the other big thing. That's happening this This time around is ranked choice voting. And i'm actually pretty worried about the counting of ranked choice voting given the fact. The new york city board of elections is notorious for botching election procedures. And now they're going to be dealing with this very complicated system of determining who the winner is. I worry this this could go on for weeks and months in terms of challenges to even figure out who one wondering your sense of to what degree voters understand. Ranked choice voting voters. I think for a long time did not have a great understanding. I do see wariness increasing lot. You're seeing interviews with voters who are now going to vote in early voting. Who say yes. I understand i. Early voted myself. And i've seen the ballot is clearer than i thought it would be which was good. I agree to the board of elections in in new york city. New york state is notoriously. Dysfunctional in patronage ridden will not know the outcome of the vote on tuesday because a new york state law mandates. The absentee ballots ballots get counted after election. This is not true. A lot of other states so this is a law. That has yet to be changed. So the absentee ballots must be counted burst. Then you enter into the rtd calculation and so he tabulation of these votes won't occur until july that is without any any kind of malfeasance. That's just the schedule. Were on right now. Post july fourth. They will tabulate all the first the second third fourth fifth place votes and then you will have a winner. It's possible on election night. You may see candidate far ahead and you could probably guess the candidate will win. It's also possible. The candidates could be bunched up where there is a lot of unpredictability and perhaps the first place finisher does not win. You see rare. Instances where the first place finisher in fact loses out to another candidate. And i wanted to ask you the battle over who's progressive candidate here. It clearly myo widely has been emerging in recent weeks as the the the standard bearer of of many of the progressives in new york city. But i know several of these people. I've known them for. I've known eric adams who personally for more than thirty years and he has been portrayed as the more conservative candidate. People forget that. When i when he was a sergeant in the in the transit police in new york city of fighting racism within the department and also fighting police abuse with an apartment. It's a lot harder to fight. Police abuse from within the department that is from outside the department. But there's no doubt he's increasingly become more conservative as years of gone on. I'm wondering among these candidates who to use who who do you see as having the momentum in recent months to a po-potentially win. Eric adams definitely has a good chance because he is putting together a very reliable coalition which is working class blacks and then bader white voters orthodox jews outburst ethnics. You know these are people who do show up to vote so if you're trying to win a mayoral race having support from the black community ease very important building block. You had the same in his twenty thirteen race. So eric adams definitely has an inside track right. Now you're right. He came up out of the lease for for movement. He still talks about police reform but he's also. Campaigning is tough on crime. Mayor certainly very aggressively against the on the lease. He's also very close to the real estate industry and supportive of landlords and not really friendly to tenant that's kind of his oster and you've andrew yang who similarly has been positioning himself as a tough on crime candidate though with fresher newer ideas but also someone who says he takes public safety very seriously it. Surely maya wiley who is now. The standard bearer sort of by default got stringer accused of sexual assault. Their candidate dan morales imploded. Wiley is not necessarily the favourite of various socialists and progressive groups but she is now the default and so there's been a coalescing around her. Afc endorsed her. So leave very interesting to see where she ends up if she can come from behind win and pull it. Blasio remember at this point. The primary eight years ago to blasio had established himself as a clear front runner right now. That's adams but adams does not have the lead at dubois. You did have in two thousand thirteen. So i i would say the race has much more volatile than it was back than and you have this front page piece in the new york times a few days ago. Saying i mean here you had my wiley. Who's gotten the endorsement of alexandra. Cortes eleven ninety nine the union And other progressives But you the front page piece was about de blasio. Even though she was his lawyer city lawyer Working behind the scenes for adams saying he would preserve his progressive legacy to strange thing. Because i would not agree with the blogs. The other eric adams's best. Physicians preserve his legacy. But the thing with politics is a lot of its personal. Eric adams and build de blasio. Go back a long time eric. Atoms i would say unlike a lot of other politicians was not known for attacking bill de blasio. When he was mayor it was not known for gratuitous criticisms of bill de blasio when he was mayor of the to always seen tabbed understanding both maya wiley and caffeine garcia worked for walls. Yo now have been quite critical of him and also you know not don't speak warmly about their time in city hall so i can imagine for two blasi himself. He is aggrieved that he gave both of them jobs and promotions and they are not grateful in any way. That's politics Unfortunately it's not always about policy and ideology. It's it can be about these kinds of relationships. So eric adams is the person build. A waku feels most personally comfortable with. He is trying to rally organized labor behind atoms. He's been pretty successful at that. And so far the races going. I would say to has way in that. Adams is the favorite and yang has lost strength but anything can happen on primary day. There's still a lot of variables. And of course you mentioned kathryn garcia who surprisingly the gotten the editorial -dorsements in the major papers including the new york times and there are some analysts who believed that dude or ranked choice voting. She may not come out at the top of the front of the pack. But through ranked choice voting. She may end up actually a winning. The primary. your your sense of catherine garcia's rule. She's definitely come on very strong. The new york times endorsement was a big surprise. originally i would have guessed. Scott stringer would have gotten. It was accused of sexual assault. So that fell by the wayside. Then i personally imagine that my widely would get it because she was positioning herself as a liberal candidate. Sort of in the in the mold of what. The new york times usually endorses. But they really went out of left. Field a bit and support catherine garcia. Who's really running at technocratic. Moderate someone who supported of charter schools. Someone who is against taxing the rich someone who is fairly supportive of the real estate industry skeptical of rent stabilization. That being said. I think unlike eric adams kathryn garcia is less alienating. To some voters you know adams and yang each have the challenge of ending up on a lot of ballots. Both of them. Now have the potential to be dropped from the ballots of a lot of highly educated. Progressives in high information voters each of them have sustained negative news cycles each of them. 'cause voters who read the new york times to recoil hathen garcia does not. She does have some potential because she's going to show up. In a lot of ballots. Injury yang himself helped. Elevate her when he said she was his number two and it's possible that will backfire him in the end because she is going to be people under twos at. We're going to have to leave it there.
