"That the law enforcement response to the attack at rob elementary was an abject failure and antithetical to everything we've learned over the last two decades since the Columbine massacre. Three minutes after the subject turned to the west building, there was sufficient number of armed officers wearing body armor. To isolate distract and neutralize the subject. The only thing stopping the hallway of dedicated officers from any room one 11, and one 12 was Janssen commander, who decided to place the lives of officers before the lives of children. The officers had weapons, the children had none. The officers had body armor, the children had none. Doubles had training, the subject had none. One error, 14 minutes and 8 seconds. That's how long the children waited and the teachers waited in rooms one 11 to be rescued. And while they waited, the onset commander waited for radio and rifles, then he waited for shields. "600 kogo I'm Eddie McCoy for kogo news The tragedy and Yuval di Texas is raising questions about what schools are doing to keep students safe Concerns have been raised about locking doors and the idea of army teachers has once again resurfaced Some campuses have school resource officers which are law enforcement officers assigned to work inside schools This week on San Diego's morning news ladonna Harvey talked with Moe Kennedy the executive director of the national association of school resource officers Here's that interview School resource officers are they police officers generally There's a federal definition of a school resource officer that nazare worked on with the Department of Justice years ago So the answer to that is yes They're sworn certified law enforcement officers All right So what are the school resource officers supposed to be there for Well first of all it is part of the definition and the bottom line is there to be there from a community based policing approach As really most law enforcement should be out in our communities anyway But it's tailored toward the school environment And so there are a lot of different things that are doing most days SROs are not facing active assailants But they have to be trained to deal with that if it comes to their school building Now what would you say to parents especially or certainly feeling this What would you say to one who says look it's intolerable that we live in a world where we need an armed presence on a school campus to keep our kids safe It is intolerable I'll tell you right now I'd rather be out of business than having to respond to these kind of situations I was in SRO myself And it's not I think that one of the things that has to be understood is that the way that we do this the model that we train officers in the ones that come to our training is this is not just being unarmed guard Because quite frankly there are a number of cases of averted school violence Where again doing good community based policing has led to tips that has allowed us to conduct investigations and stop and act to violence before it occurs So this is much more quite frankly a layered situation than just a simple armed guard piece of it Now you're the executive director of the national association of school resource officers but I believe I heard you say that you are also a school resource officer What has changed in America We did not have this sort of thing happening when I was a kid going to high school And we didn't even have armed officers on campus To clarify I'm a retired police officer I was on SRO for 12 of those years And I'm with you when I was growing up this was not an issue necessarily Had a good relationship with the police in my community but they weren't in schools Now this does go back to the 1950s though of SROs being in schools but not like the numbers they are now I think that the high profile school shootings in the mid to late 90s can change this forever I was in SRO when Columbine when the Columbine massacre happened And it changed my career in terms of how a functioned as a school based officer So it's the levels of threats that we deal with And again it's not just active assailants but that's certainly the high profile event that occurs that gets everyone's attention What has to be done to harden schools against this sort of thing Well I think that we put out a statement yesterday and one of the things that we certainly alluded to was the issue of general perimeter security around school buildings Maintenance of doors Sometimes people start thinking about metal detectors and all these other things When we're not paying attention to the simple things making sure that doors are secured all the way around And that has to become a part of the school culture and climate People have to make sure they're not propping doors They're not opening perimeter doors just because someone knocks on it That's a great start quite frankly But we firmly believe that carefully selected and specifically trained SROs can have a huge impact on this And have in many cases across the country That's our interview with mo Kennedy the executive director of the national association of school resource officers and I'm Eddie McCoy for coco news Coco real-time graphics sponsored by the gym the 12 real estate team It's been a fairly quiet Saturday We have slowly on the coastline Top 5 now starting well before Las fugas and camp Pendleton into oceanside on the 78 and.

"My goodness. Let's see. If it does is there are billions of dollars involved because there's billions of dollars it might need not marrying pretty spirits. You might want to get one of those. If you're just on a date with somebody from tender and you may be thinking about seeing somebody and their guests are talking about this sign this you guys are insane. Speaking of insane police near Fort Myers, Florida say they have foiled a mass shooting plot. This could have turned disastrous. We are one second away from a Columbine here. 13 and 14 year old boys arrested after police say another. A student told the teacher. One of the teens had a gun. Authorities say no gun was found. But they did find a map with locations of all the school security cameras. And they say search warrants at the boys homes turned up a gun and several knives. Investigators say the kids had been studying the Columbine massacre. Yeah, not only would they studying it, they had figured out where they went to another kid, and they said, Hey, dude, you wanna be a part of this? We're thinking about Killing everybody and then killing ourselves and that kids like you know what? I'll get back to you on that and then hold on a second told the teacher so, But on top of all of that, not only they studied everything where the cameras were. They had studied where all the natural gas lines were because the thought process was. We're going to blow stuff up after as long as well as shooting everybody, they're just kids, Chad. That's when one mother is saying, What would you say? How about my kid needs psychological help? How about that? Well, we not do that anymore. In this day we don't Chris Rock said it best. Whatever happened to crazy? We once in a while crazies just out there. So you've got these two kids working 14. They're going to be in juvie for at least 21 days, and they're probably going to get psychological help. Uh and, you know, they said they were going to buy everything on the black market. They had a gun. They had some knives, 13 and 14 year old kids, you know, Uh, the mom says the authorities are overreacting. The mom says they're just boys. Here's the quote. He's just a little boy. He didn't think this was really serious. He didn't think they were serious. Yeah, that was her quote. When can we? You know, When can we look at our kids? Because I know we don't ever want to say that our kids did something wrong or, you know they're perfect and all that kind of stuff, But you're not doing your job as a parent. Unless you're telling your kid what they're doing is not right. Yeah, Yeah. And so this goes under the headline of this is not right. And for Mom to fight for the kid, I understand you always want to fight for your kid. Your kid had guns, knives. They wanted to blow the place up and you're taking their side. Do you care about your child? Because if you did, you'd find them some help or you keep a better eye on them. Hey, son. I know you're only 13. But what are the pipe bombs doing under your bed? How about that for a conversation? I wouldn't even know Old days. You know, like your dad would just beat you to death on my dad. My dad. My mom would have grabbed me and just dragged me like to. I don't know some Boarding school. I don't even know what they were military school, the military so you want to play stuff like this? You're gonna go to military school. You can find out what it's like I and again psychological What is it? Well, you know what? It's probably fame. There's infamy. There's all of those things. These kids are watching them and, you know, cleave bolting them are are living a life of as far as they're concerned of infamy that continues to go on, and these kids are probably struck struggling in the time of Social media and trying to figure out why can't they be big stars? You know why don't they have a million followers? And this was going to be their thing because so many people would rather be dead and famous than alive. My God! Yeah. I mean, it could have been the next you know, the next Columbine. Uh, how about the what was at the 2018? Parkland. Yeah, 17 people. Killed 17 others wounded. I like like, does that guy even all their when they got the Parkland shooter? Because there's times, you know, like they're talking like he didn't seem to know up from down. Like and part of being the you know, having mental issues or what they would consider back in the day. Crazy is you can't tell the difference between right and wrong. You don't know. Like these kids, I think were it was a cry for help. Yes, it was potentially dangerous, obviously, but on top of all of those things, it was also a situation where you could look at them as they walk them in. There. They're not what they want to be there, not hip. They're not cool there. Just kids going about their lives? Uh, and nothing about them is seems Part of the in crowd. You can just look at him and just tell right there. Let me ask you a question. You have a 12 year old. Yeah, do you Because he splits time between here and California. Do you monitor his phone or do you monitor What he does online. Yeah, you do like, how do you do it, though? Do you say Hey, listen, uh, that phone. I know. You think it's yours. But you're not paying for it. I'd like to take a quick look. I want to make sure you're not watching something You shouldn't be. I want to make sure you're not looking at the column. Mind stuff. How do you do it? You know what with him. It is. Really easy to do. He is very straightforward to give you his phone and, you know, he signed into all of my might my stuff and my computer's is the only things he adds, so I can go and search and most of what I end up finding on him is, uh, let's see here. Hockey hockey YouTube hockey? No on YouTube every day, 25. Hey, guess what? Guess what. Something pops up from hockey. And that and that's about it. And and he's He's interested in in like Drake. And you know, hip hop music and hockey is not interested in anything else, but yeah, definitely I monitor and go through it and you see it. Absolutely no one is interested in because you watch what he's what he's looking at. You have to be. But these parents aren't you get a 13 and 14 year old there in juvie now. They're going to be there for three weeks, and they're plotting to blow up a school and the parents have no idea what they're up to. They don't see them hoarding. I hear the gun bomb. Where's Dad? Great point. Having seen that fair question. Asked. Yeah. Very fair questioning and look, by the way you could be the greatest parent in the world in the entire world and your kid. Can just spin off, right might happen. You could be the worst parent in the world and your kid could get through it with flying colors and become something But by and large, you would say. People with parents around dads, moms, things like that people that are really strong in their lives, their advance uncles involved. Guess what they turn out to be, okay. People who Kind of have answered that always work the same. All right, so they put a stop to that could have been an absolute disaster could have blown up the school. Coming up next. "92, 3 FM and Katie are news app. Hey, thanks for being here. Um Something I think very scary. The idea for parents who have kids in school the idea of violence in your school, the school shootings that we saw going all the way back to Columbine. Which was the first tragedy like we had that had come into focus here in America, something like that of that magnitude would students doing this? And of course, we know what happened at Marjory Stoneman Douglas in Florida Parkland, Florida. Um, what happened at Sandy Hook Elementary school. These tragedies are horrible. Virginia Tech was another one with the shootings there. Um, And with that, I don't want to get too much into the weeds about all of these shootings, but we have been on a much more. There has been a lot more awareness recently. Um, I've had, um, I've had people on the air talking about security. There are companies that have gone have come into fruition that are focused solely on teaching businesses in school districts. How to be more safe. What? To recognize accountability, things of that nature. And when, um When I saw this story, it was very, um, personal to me because it's near my hometown. It's in a little place called Lehigh Acres, Florida which is just east of where I grew up. I mean, just east of where I grew up. And it's almost like if you were if you were in Phoenix, and you went to Scottsdale or maybe even a little further east than that, but not far and very close in proximity to the town, one town over From where I grew up, and I spent a lot of time and owned a business in Lehigh Acres when I was a kid, so I know the area very well, although it's grown a lot since I've been there, and these are middle school students that were plotting another Columbine, according to the sheriff, Carmine Marcelino. And I want you to hear a little bit of this ABC report. Um, this is from an ABC report about this case. Police near Fort Myers, Florida say they have foiled a mass shooting plot. This could have turned disastrous. We are one second away from a column mine here, 13 and 14 year old boys arrested after police say another student told the teacher. One of the teens had a gun. Authorities say no gun was found. But they did find a map with locations of all the school security cameras. And they say search warrants at the boys homes turned up a gun and several knives. Investigators say the kids have been studying the Columbine massacre. They studied Columbine. They looked up how to make a pipe bomb. Um and so the mom. One of the parents said this. They weren't serious. And they didn't take this seriously and that the The authorities are overreacting, and the police are saying these kids are well known to us. There have been disturbances at their house. These are well known people to us. So I want you to think back to a couple of things that we know of very personally here, Jared Loughner down in Tucson in the shooting that happened there. Um, he was well known to his family for serious mental illness. The community college that he was attending, had told him that he had to leave the school until he got some mental health help until he got some help. He couldn't come back. When you look at James Holmes in Colorado who was a graduate student, there was an intervention team that was going to go to him to intervene because of his behavior, But he had dropped out of school, so they didn't believe it was their jurisdiction anymore. But they were going to try to do some kind of an intervention. The shooter in Virginia Tech, the same thing had been asked to leave the university until some, he had gotten some help and some evaluation for mental health issues. My point is when there are dangerous signs, the more the longer we go through life with these things happening around us. There are always going to be cases where so and so was quiet. We never saw this coming. We had no idea. That does happen. There's no doubt about it. But there are in most of these cases. You see two things. Very serious derangement, mental illness, dangerous mental illness, and I want to make sure you differentiate. That's the other thing in this and I'll get back to that. But that one thing is the dangerous mental illness. And the other one is that it was very well known to people that cared about them. It's not easy to acknowledge when someone that you love is is dangerous. It's tough, um Lehigh Acres when I was a kid, and it isn't as much anymore was a sleepy, almost retirement community filled with duplexes, and it was very, very quiet. Um And when you think about this happening, and someone recognizing this in a kid stepping up and telling a teacher, but they found maps of the school, they found locations of all of the security cameras in the school. They had looked up how to make pipe bombs. They found guns at these kids, schools, the interactions with these kids. What were the authorities supposed to do in this case? If you ignore this, and something happens, there's literally blood on your hands. What else are they supposed to do? You know, the now I am not in. I don't like a society that spies on each other. And I'm not talking about that. But when you see someone behaving dangerously, or you believe something dangerous is going on. It's worth a phone call. Um I had an interaction with someone recently in this goes back to South Florida as well. This goes back to Naples, Florida, which is south of Fort Myers, not east. But in Naples, Florida recently, not someone I'm friends with. Not someone I know. But people, you know friends of friends that make sense extended friends. Had asked me because I knew I had a brother in law enforcement about these Facebook posts by a guy that was talking about, um you know, all of his pictures were wearing full gear and and tactical vests and masked face and sunglasses and always carrying weapons and talking about a religious reckoning and all of these other things online. And, um A phone call. Into the police department to see if this guy is a serious threat. Or if it's just somebody posting pictures. We have a right to express ourselves. But are you are you for telling danger? You know the guy? Um I have a very close friends that were involved. When I say involved. They were almost victims of the shooting spree at West Gate when that guy was popping off rounds out at West Gate He was going on social media on his way. They're saying that that was what he was going to do..
