"The cabinet a plane. Well. What are they gonna use for bullets? That's the thing. What are they gonna use for bullets TSA? Why do because my wife wants one one time she was running up to Seattle for the day or for like one or two days. And she said, hey, little carry on bag and what? Oh, yeah. Yeah. Yeah. Yeah. My you know, he'll go get it. And I go empty out my range bag so stupid of me. It's on me. And I gave her the bag. I thought it was totally empty. There was a single nine millimeter round loose in the bag and they detected it at the metal detector at the Burbank airport. And there was a Burbank airport cop there, Burbank, PD guy, the TSA people were all over there. Wait over there, and the whole thing the birth and she handed the round to the bird cop. And she said, I'm ex law enforcement. This is my husband's range bag. That's it that was in there. And he looked at it. And she said if you want it, you can have it, and he stuck it in his pocket. And that was it. She made her flight and the whole thing. But it's mental you know, it's metal. It's going to be detected the bullets are going to be detected. And and that's the the achilles heel here. And so so no going to do a mass shooting with these. Why are they called the liberator? Why did Cody Wilson liberator because in two thousand nine ten eleven Obama's first term Cody Wilson was in. He's the guy that started defense distributed a software based firearm company, he was a law student at the university of Texas, and he like a lot of people thought that Obama was gonna hit the ground running and tear the second amendment of the constitution, the whole thing the election of Barack Obama and the reelection of Brock Obama are the two most significant. Vacant events to the firearm industry in the last fifty years, the the injection of money and enthusiasm and interest into personally on firearms election of Obama and the reelection of Brock Obama have not been seen in anyone's lifetime. The you could not get into the gun shows at the Orange County fair you took an hour to get in. It was absolutely huge. And at the end of the day after eight years of pre as the president. Barack Obama did literally nothing nothing about firearms. That's the comedy. That's the joke. And so, but he does he's designed to sink called the liberator. Why do you call it the liberator? He was borrowing the name from the gun in World War Two that the American office for strategic services, which was the forerunner of the CIA called the OS, and it mimicked the British commander, the special operations, executive the British and the Royal Marine commandos and all that. So the two we have the OS we are not very good at this stuff. But we we learned quickly and the OS had a problem in nineteen forty three and forty four. We knew that there was resistance in France. It was as big as the French sale was. But you know, we haven't. You know, they they get to have their win. But the in the initial idea was, well, let's arm them much drop British these cheap British nine millimeter submachine guns. The stand gun. Let's drop those behind the lines into occupied France, give it to the French resistance. And then someone said better yet. Instead of you know, because we need those guns instead of dropping those weapons that might have to rely on our ammo, let's do something better. Let's come up with a super super cheap handgun that resistance. Fighter can a box of a hundred of them can be parachuted behind the lines. They'll they'll have four five rounds inside the pistol grip. They'll be single shot forty fives. They'll cost about two bucks a pop and the gunman will load a single round, and he will walk up to a German soldier and say, pardon me. Monsieur? Would you happen to have a spare bratwurst and as? The German soldiers bending over into his boot to pull out his his expert. Brought worst he shoots him in the head and takes his machine gun genius. Right. And so the F P forty five liberator was born it was it was intended to be a single shotgun to liberate someone of their machine gun. And and it was used in that way, so fast forward to two thousand thirteen. That's Cody Wilson came up with was that was his form of protest against Obama. Is you know, what if it comes down to it? If the ATF is kicking down doors, you're going to be able to print a gun and and go kill a federal cop or whoever and get their gun because the resistance it'll be on baby back right after this. "Blueprints for untraceable three d. printed guns has resigned after facing sexual assault charges defense distributed founder. Cody Wilson is charged with paying five hundred dollars to a sixteen year old girl for sex at a hotel. Wilson has since fled to Taiwan. I'm pretty sure there's a Warren's Yvonne song about this. Sex abuse in the Roman Catholic church was back in the news with the announcement of nearly twenty eight million dollar settlement between the Brooklyn New York diocese and a local after school program. The victims were boys ages eight through twelve repeatedly abused by catechism teacher, Angelo Serano between the years of two thousand three and two thousand nine at the time Serrana was in his fifties. News happens on all kinds of fronts. Not just the ones at the front of the news. The Trump administration marched forward over these past two weeks in its campaign to slash immigration and to terrorise immigrants. The effort has not rested even amid the screaming headlines about cavenaugh and Rosenstein and Trump. We have learned that while all those other things had our attention that the Trump administration has lost track of nearly fifteen hundred migrant children who ended the country alone this year. Each were moved from what the government calls shelters and placed with sponsors. But the Trump government now doesn't know where they are nearly fifteen hundred kids about the same number of the administration lost last year. So we're now talking about three thousand kids lost in Trump's first two years administration officials, say the government is no longer responsible for these children. Once they're handed over to sponsoring families, lawmakers from both parties are. Now working together to make it the government's responsibility to require those sponsors to undergo background checks and require the government to at least check on the children's welfare own. About that a week ago, while we were paying attention to other matters, the feds arrested, dozens of people who had come forward to take care of the children who'd been taken away from their parents. After arriving in the US is agents were arresting the people who had come forward to help the US care for the children. It had taken into custody and the Trump administration says it will arrest more of these kind people because they are undocumented. Some of those people who were the children's parents. Others were family members. They're now being arrested under the Trump regime. But wait, there's more you might have heard a headline sweep through about Trump's plan to cap the number of refugees that can escape harm by coming to America. Cabot ought to its lowest level in history. Refugees are legally allowed to flee the US in numbers that have been set and changed since nineteen eighty. But Trump is just as interested in slashing legal immigration as he is in slashing illegal immigration and cutting the refugee numbers is even more cruel than what we have witnessed in Trump's immigration policies. The refugee number is now capped at thirty thousand less than ten percent of the number of people asking for refugee here. And the Trump administration is also making life tougher for people with green cards and for their families who may live in the US under Trump's newest policy work and study visas will be denied to green card holders, families if they get food stamps or Medicaid, even though the green card holders already had to prove they are not a burden on the country. You can get assistance or you've get a green card, but you can't have both. That's the choice. The Trump administration has now forced it upon millions of immigrants. Even a few Republicans found the courage to speak. After Trump claimed that the death toll in Puerto Rico from hurricane Maria had been inflated by Democrats to make him look, bad Trump clumsily tried to defend himself by tweeting that when he visited just after the storm quote, they had anywhere from six to eighteen deaths Georgetown Washington University researchers counted two thousand nine hundred seventy five..

According to the police, that's where they had sex, and he is said to have given our five hundred dollars. That's so where this all went away until she came forward to to the police and DAL this complaint has been sworn out. Cody Wilson is nowhere to be found though. He's in Taiwan. Apparently in the police aren't going to say that he fled there on purpose. But they do say that someone told him before he left at sixteen year old had gone to the police. So he apparently knew that before he left town. But again, he travels frequently on business now, the sixteen year old what do we know if anything of heard was she working, for example for a prostitution ring? Ring a human trafficking situation. So he would just your plans you load the software into your three D printer and a few hours later, you've got a handgun in in your possession. That's still held up in the courts right now. Well, no, he at least his interpretation at the end of this was that he couldn't post these things online. But if somebody contacted him he could could Email the planned to that person. 3D-printed gun advocate Cody Wilson charged with child sexual assault

"Darryl. The big news of the day today. It was pretty obvious to me Conan. You actually brought this this is as a news story. I've got the source from vice news, which I did a little digging around this afternoon, and vice was actually the only one to fully published the affidavit in this case, Cody Wilson. Who is the gentleman we've had on the show more than once. We've talked to him in person down in Austin, Texas, in fact, Mark, and I toured his defense distributed factory your ago back was October last year, actually when we were down there for the Texas bitcoin conference we were expecting to see him. I think we actually snagged a ticket for him for the Texas bitcoin conference this year. So we were expecting to see him and we make Nasib yet see him. I mean, he may may still go given what happened to him apparently within the last twenty four hours or so he was arrested and bonded out. I believe for one hundred fifty thousand dollars. Arrest warrant is out for his arrest. He's in Taiwan right now really missed his flight back to the United States to be arrested. Yeah. No kidding. How did I miss that detail? I saw some one hundred okay because I saw some paperwork earlier one hundred fifty thousand dollar cash bond that he was still out. I okay, I guess that's because he's not in the United States. Interesting chief of police awesome. Chief of police came out and had a question and answer. Couple minutes ago. Ten ten fifteen minutes ago and gave out a lot of interesting information. The girls age where this guy is at whether they tried to get a hold of them before they actually wrote up the warrant how strange I wonder why they would have tipped their hand on this. So for those that don't know the the news is that Cody Wilson, the founder of defense distributed is alleged to have committed so-called sexual assault, which you know, sounds real bad until you actually hear the details in the case of sexual assault. Sounds like rape. Well, of course, it's not rape. It's consensual this particular situation. You're not saying that sexual assault is consensual. No. It depends sexual assaults a legal term. And in some cases, it's nonconsensual in other cases, it's consensual because in this case, Cody allegedly had sex with somebody who is under the age of seventeen consented to the access, but people who believe in the sexual assault laws will say that you cannot consent to the actions if you're under the age of whatever fill in the blank Blake which. Yeah. Based on various geographic lines. So that was the allegation we can get into more of the details in the story here in a moment. But now, I wanna know why it is they put out a warrant for his arrest publicly like this in a way that's going to stir up a lot of attention. When presumably if he had been allowed to come back from because it's not hard for the police to figure out of dues not here. Right. You know, shop at a shop ask ask around for him or something like that. Oh, yeah. He's not he's not there. But anyway, he's not there apparently. And he I wonder if he's made any kind of statement about this yet if the chief of police in Austin has been talking than I I'm curious to know, what has attorney have to say when asked they said they have had no contact with him. Posted anything on Twitter in quite a while. Yeah. Well, I mean, of course, generally in in circumstances. Like, this most attorneys are going to tell you not to say anything at all. According to vice dot com, and again, they do have the full five page affidavit for the arrest warrant, which I read earlier today, the self-described crypto anarchist at the center of the national debate over three D printed guns was charged with sexual assault on Wednesday. According to charging documents. The Cody Wilson who's thirty years old paid a girl under seventeen for five hundred dollars for sex at a hotel room in Austin, Texas back in August. Sexual assault of a minor is a second degree felony in Texas. Well, at least vice didn't call her a child, which is what the police have been referring to this young lady as this so-called child was on a website. Apparently, wasn't it like sugar daddies dot com sugar. Daddy, neat dot com. Yeah, they call it. A dating platform. Now, some older dudes are in that and sung Yung younger. Women are totally into that. You'd better believe they're into it. They don't actually have to have a relationship. It's just basically gimme money. I'm pretty. The big question is is that is a site. This is is this prostitution because often is illegal. They're they're gonna try to throw it through with prostitution card. Adam you'd think they're going to try to arrest her for prostitution. Oh, heck, no, okay. Because she's the one who committed the act of prostitution also. And also lied about her age because there isn't because there's an age limit on the site eighteen and up. It doesn't matter though, you as the as the so-called sexual assaulter in this case, it's your responsibility to know, how old the girl is doesn't matter. If she told a lie to get you write something in some states in the prostitution or prostitution with the minor. As part of the thing at says it. I forget the exact wording that they have in New Hampshire. But it's something about I it's not a defense that the defendant told you that they were over a certain age. Yep. So. There's a certain type even if they even if they use an accredited. Is this idea or someplace or use this dating site in that case, you just checking a box and filling in a birthday, they're not actually, you know, they're not showing your you'll have to show ID because they're telling you I have over this. That's what they're telling you. So there, you know, like, so. This is the dating site liable. No, absolutely. You can make an argument you said that the dating site can't be held liable. That's not true. According to what according to the United States of America v. Ross Albrecht where raw sober twists convicted. Because of things that happened on a website that he ran he ran the website. The dating site is not liable for a girl lying about her age on the dating site. Now, there are new laws in the United States. The to foster passed earlier this year, which says that if a woman or man or whoever posts if there are more on your website that can be construed as prostitutes. And there's usually some kind of a stencil code that the people will use that, you know, saying thing means a different thing if you can point to fight the federal government can point to five different posts on somebody's sites like a Craigslist or something that they they say we're related to prostitution, then they can charge the website owner. Owner with like facilitating. Yes. Sexual enslavement or something, you know, trafficking traffic trafficking, by the way that is the department that's involved in this case. That's what the that's not what's likely going to happen in this particular case, Cody Wilson can't get out of this charge or anything because if they if they charge the owner this website with something, right? That's not going to get Cody Wilson. Right. It'll just be a co-defendant. Right. And you know, I don't know. Maybe there are prostitution ads on this site. But I would suspect that most people on this site day are trying to approach this from a different direction of I'm pretty unique to give me money. I'm a sugar baby is they're called. And then there's the sugar daddies who apparently apparently are just loaded with cash and just hand out money. It's prostitution when you when you make a deal in advance. Right. So if you say, look, I'll give you X for why? Then if she says, yes, or in reverse, you can give me x and I'll do why. Then you get you. Get an agreement prostitution you are done deal in New Hampshire. It's four consideration with Iraq. Switch anything can be consideration. I'll do the dishes. You. Prostitution. "News broke today that Cody Wilson from defense distributed is wanted for arrest in Texas. Apparently, the US marshals have been alerted to this in our chat room, hold. You just posted the marshalls wanted poster. I don't know if it's real, but it looks possibly real either way. They definitely want to bring him in and charge him with a felony so-called sexual assault. According to Texas, penal code twenty two dot O one one. And we were reading excerpts from this earlier just going to read it all in one phrase here, so sexual assault in Texas is defined a lot of different ways in the case. As far as I'm concerned, real sexual assault is where there's a victim who is not consenting to that would be definition a one. Yeah. Key words here assault that's against your will. That's not. That's not. Right because a one here says causes the penetration of the answer sexual organ of another person by any means without that person's consent. And then under section a two. It says a person who intentionally or knowingly causes the penetration of the sexual organ of a child by any means. So they take out the line about any kind of consent because according to these politicians, and the people who support this law people who are under the age of seventeen in Texas cannot consent right is ridiculous section c one defines child as any person under the age of seventeen. Right. So you're bringing up this question of intentional and earn or knowingly and suggesting that that the age of the person in him not necessarily knowing that person. So he knowingly had sex with this woman. He intentionally had sexiest woman, but he did not know that she was a child may maybe maybe not their definition. Who knows what he knew as far as what he can disarm. Argue that he didn't know maybe he could argue, but it won't matter because the fact of the intentional or the knowingly aspect of this has nothing to do with his knowledge of her age it has to do with whether or not he knew that he penetrated her right? So if he was somehow unconscious and penetration occurred, then he could argue heated. No, right. Right. Right. So if he was asleep in the hotel room, and she got him ready while he was sleeping, and then inserted herself on top of him while he was asleep. Then maybe he could argue that he didn't knowingly her that's the only kind of way out of that. And that would be a hard one to argue anyway, because again, it's still he said versus she said, although I presumably they did they might have done some kind of rape kit testing. I don't know. I forget if that was mentioned in the the affidavit or not, but either way. Sorry. This isn't rape. If the person consents, and I do believe that a teenage person in this case absolutely can can consent and most sixteen year olds have consented. And in a lot of. They can right. So what do you know, the people who support these sexual assault rules so called protecting teenagers in this case? I'd like to hear is a sixteen year old in New Hampshire somehow more mature than a sixteen year old in Texas because having sex with a sixteen year old in New Hampshire completely legal by consent. They could they could drive a two thousand pound vehicle down the street, right? They can't buy a pack of cigarettes legally, but they can apparently, you know, consent to certain things, right. And I think the inconsistency among the law is also a problem. But it's all it's all over the map. It doesn't make any sense. Ultimately rape should be rape. When it's nonconsensual. That's what should be considered rape. That's what should be considered sexual assault. And I mean this young lady net, Cody. He drove it to the hotel. They got the valet to park the car. She walked into the hotel room with them spent a couple of hours in there with them. And then she went with him in his truck. He drove her to a water burger and dropped her off there, by the way, Italy consensual, by the way, I do think they paid. I do think that there should be an age that. You're still award of the of your parents. And then you are unable to make these types of decisions, I should be an arbitrary age as much as it should be somebody who wants to emancipate them, right? Correct. And that's why I already have my definition. And that is if you are on your own, you're if you're able to take care of yourself, then you are capable of making a decision that you want as long as you're not hurting anyone else. But if you're still living with your parents. Well, exactly, and they have a problem with it. Because they have you know, deemed you. Unin incapable of making decisions on your own. Then I think that's a whole nother argument number. Remember, of course in most states, you cannot escape from your parents. You don't have the ability to emancipate yourself in New Hampshire. You can't do it. Even though the age of consent is sixteen in New Hampshire. You cannot emancipate legally from your parents so-called ownership or or protection. Right. So even if you believe you're ready, you've got a job, you're going to work, you, you know, you you are responsible at a young age as many of us were I was working at sixteen and working. I was going to go. I I and I got out the house was quick as I could. If if you are responsible, and you wanna leave the house where let's say worse, your parents are abusive and you want to get out of that household. Sorry. The cops that they pick you up. They'll take you right back because they legally have control over you, even if you want to prove otherwise, so it's it's frustrating for a lot of young people. I know that was controversial. And when I was living in Florida. There was some discussion over the emancipation laws, which I believe in Florida, you can be sixteen to eighteen and there's a court process called emancipation that you can go through and then a judge can determine maybe based on whether or not you're working or other factors. Whether or not you can emancipate yourself from from your parents. Yeah, we even even that process is bullcrap, of course, my opinion. But I mean, but the whole thing about seventeen you're still a child till seventeen Texas, Texas, you're being dumb. That's just that is for certain. For insurance purposes. It's twenty-six some states have a difference between homosexual sex and heterosexual said, yes. But it ain't just because the law hasn't caught up yet. Well, of course, that's what it means. But yeah, the suggestion being you have to be older in order to have gay sex, then straight sex, which of course, right ridiculous. And outrageous. Regardless. Let's continue here with your calls and thoughts we've got Sarah on the line in New Mexico. Sarah, you're on free talk live. Go ahead. We're we are expected to have the very first native American one. Congress address the Albuquerque area that's never happened before how about that. "Many cases, perfectly legal. But critics say, Wilson's machine could make it easier for ghost guns to fall into the hands of people aren't legally allowed to own firearms like felons were the mentally ill. They are untraceable. We don't have any registry of who bought them any sense of where they were sold or how often they've been used in crimes. We have seen ghost guns used in shootings around America in the last several years, breaking news, Netanayna startling story out of California. I details about the gunman shooting at cars as they drove down the street. I turned on the news. I saw my father's car there. I knew I just knew Letitia Franko still remembers that day five years ago when a man opened fire with a ghost gun in Santa Monica, killing five people including her father and sister. I lost a lot of hope that day my faith was tested. I felt like I didn't wanna go on any more like what was the point at that time. An investigation revealed the shooter had a history of mental health issues and previously tried to buy a gun but was denied. Instead he ordered the gun parts online and assemble them himself. We need to stop this other families don't have to go through what my family went through. This incident was not at all connected to Cody Wilson, but Franco says she's afraid of what he's doing. If I was speaking to Cody Wilson today, I will tell him providing this information is wrong. He's also ethically responsible. For what other people do with this information who provided these people with information that could potentially cause another tragedy. Wilson says he is aware of the potential dangers of making access to ghost guns easier. How does that play when you realize that there are real life consequences to putting these so-called ghost guns in the hands of people that don't have the best intentions. This isn't just like playing games on your keyboard, right on the internet. Customers arrested, right? And in other states for owning guns when they shouldn't have or for you know. But again, like my advocation is that these are the necessary consequences of enshrining the people's right to keep embarrassed and I reserve the right to change my mind about it, right. Maybe maybe somehow it would deeply affect me and I would choose to discontinue the operation, but really there is that possibility the full human being for now, Wilson is stuck waiting to find out of the courts will allow them to upload those gun blueprints, but his files are actually already out there. I found these like a minute shared by other websites. The government has essentially failed. Even though they try this legal approach, they failed to censor this information. It's it's getting out there. In the meantime, Cody Wilson continued shipping out those milling machines. So these are all ready to go and says, the controversy is good for business. For the most part, these will go to homes somewhere the United States, despite all the legal. Battles ahead. Wilson says he refuses to back down a gun is power, and this is the essence of this project. I'm actually giving people the means to create a power for themselves. I'm zealous to do that. That's real for me a power, but then there's a flip side that innocent lives are long towers power. Sure people can misuse it about its power, the same. It's a conversation beyond good and evil. "Three d. printing, whatever is needed in disastrous. Stricken areas is invaluable to humanitarian workers like ABBIE, stricter controls on who and how the technology can be used, what hamper her life saving work, but would not controlling it lead to dangerous items being three d. printed too. Part three printing to kill. When three d. printers started to become this kind of new thing around twenty twelve or so, I started to imagine what kind of unintended or militias consequences could come from that. Andy Greenberg is a security writer attack magazine wired and was sort of waiting for someone to think that it would be possible to make it three d. printed gun. That same year while Andy was musing a man called Cody Wilson was busy. Creating goodwill, grew up in Arkansas, moved to Texas to go to law school. He has kind of irradiation and attention to technical detail of a law students, but he also has this kind of fervor of zealots. When he's arguing with his kind of political adversaries, he is truly ruthless. But when you've talked to him in person, he's this kind of charismatic and polite gentleman, but Cody Wilson's aim is clear. Putting Wilson would certainly admit that he has an extremist on these issues of the right to bear arms in America. And in fact, globally, he wants everyone in the world to have access to essentially any firearm imaginable. Three d. printing was going to make that possible. Andy Greenberg was there to witness it in may of twenty thirteen. I watched Cody Wilson fire the first three d. printed gun that he called the liberator. We weren't sure if it was going to explode and like take his hand off or or what, but it it did work successfully and it seems like it was almost surprise that this kind of block plastic weapon was as durable as it was. Andy even tried to make one using Cody Wilson's gun designs, three printing was magical. You kind of watch this plastic body of a gun materialized before you in real time. I mean, it's slowly imperceptible. Builds up in this three d. printer hours using it was only part of a gun and Andy never fired it. But it was just one of a selection of blueprints posted to the internet by Cody Wilson and his company defense distributed and those collections of digital gun blueprints have been downloaded thousands of times before they were taken offline. "This is on the media on Brooklyn stone, and I'm Bob Garfield. For more than five years. Cody Wilson, through his company, defense distributed has been working to disseminate the means of gun production to the masses. He believes that everyone in America has a right to build their own gun arsenal at home in twenty thirteen. He built the world's first working plastic firearm Wilson's vision, a library, both physical and digital of firearm info, complete with technical manuals gun data and schematics for building your own weapons since twenty thirteen Wilson has been battling with the federal government to get the downloadable blueprints for his three d. printed gun up on the web and just this week, it looks like a protracted lawsuit was finally going his way initially starting August. First after the State Department's decision to settle a five-year lawsuit with Texas based nonprofit defense distributed that company was going to be legally allowed to make blueprints for three d. printed guns available online. Quickly, however, state attorneys, general stepped into object to that decision, Washington state's Bob Ferguson who led the lawsuit by eight attorney's general argued that three d. printed plastic weapons are dangerous because they're untraceable often undetectable and require no background check when Tuesday, federal judge issued an injunction in the attorneys general favor blocking the gun plans from being published before a Wilson set August first deadline. Here's what happened today. Federal judge stepped in with a temporary injunction. Okay. And that's what it sounds like this is not over, but for now, there will be no more blueprints to make three d principal weapons online. And yet according to Cody Wilson, the decision does little to change a reality that's already barreling our way the debate is over the guns are downloadable. The files are in the public domain. You cannot take them back. You can adjust your politics to this reality. And ominous vision of reality and one that seems terrifying when I predicted back in twenty twelve. And yet when no one was actually killed with a three d. printed gun and nobody's seemed to be toting these around and cities or threatening people with them. The media and politicians largely just forgot about this. Andy Greenberg writes for wired magazine where he originally broke the Cody Wilson stories six years ago. He says that out of the media glare, Wilson has thrived defense distributed the company that Cody Wilson started has been evolving their idea of homemade weapons, not always about three d. printing. So often that kind of easy news peg of talking about these cool gadgets, three d. printers hasn't been there. And as a result, the progress they've made has slipped under the radar. Now, there's a couple of things here. It's not all about three d printing. There are other technologies that enable people to manufacture firearms and they're doing so and people have died. That's right. There have been to mass shootings both in California that used homemade AR fifteen style semiautomatic rifles. And those shooters in fact, didn't make the whole rifle, the just made the lower receiver of those rifles, which is the only part under American gun control laws that is regulated. If you can make that one part at home, then you can essentially just by all these other peripherals and those peripherals would include the barrel and the stock and all the trigger components, these things that are core to what we think of as a gun. But there are no regulations around them so you can assemble around this thing. You've built an entire fully-functioning gun that to the untrained. It looks like any old air fifteen. Now, one of the reasons that people freak out about three d. printing is that the guns are for the most part plastic. It's the undetected -bility of them through ordinary security precautions that seems particularly alarming. There's at least one realm. Int- statute on the books, forbidding manufacturer also distribution of undetectable firearms..

"A judge in Seattle barred, a libertarian gun enthusiast and Cody Wilson from uploading his massive files the internet, which contain the specs that would allow anyone to three d print a plastic gun gun that would come without serial numbers of gun that might be able to sneak through metal detectors. Wilson had been barred since I think twenty thirteen from releasing his plans or released releasing its plans on the internet. When the Obama administration used in arms export control laws to prevent him from uploading them. They invoked this law and and the. Subsequent litigation delays had kept this in the courts and off the internet for those several years, although Wilson had already uploaded the the specs previously. So one hundred thousand people at Ardy downloaded them. The Trump administration has reversed the the State Department arms control ban and said, they're not going to enforce it, or it said that doesn't apply, and they even paid a bunch of Wilson's legal bills. But this judge's decision or the just order basically said, look, the cost of releasing these out into the wild is enormous. So so until we get the settled, we're not going to allow them to be uploaded. So in fact, three gun designs are already available on the internet. You can get designs. There are a lot of them Wilson's own ones have already circulated. It's also already legal to make your own gun at home. It's a tradition that dates back before the revolution. It's also the case that three guns are hard to make expensive in shoddy, and you'd be an idiot to make one rather than go out and buy get a gun from basically any other method would get you a better gun. So why? Why is why is this a big deal route? Well, you might you being idiot to do it that way unless this same like. Interesting challenge to you or you wanted to try to smuggle a gun on a plane that was plastic and way more difficult to detect through ordinary mechanisms, or if you wanted a gun, they call them ghost guns that didn't have a serial number and couldn't be traced to you. So you could be sort of enterprising hobbyists here, or you could be a really bad person. This is a big deal because it just it's a, it's a hard case because this information as information is want to do is already out there and circulating. And if you are a bad actor or an enterprising hobbyists, you could probably already find it and three d. printers are not that difficult to access. You can get them in public libraries. You can. My daughter who's an architecture student does a lot of three d. printing these days, and yet. Yet we find ourselves in a country with more guns than people. We are desperately trying to figure out constitutional ways to keep these guns out of the hands of dangerous people and make sure that these guns are not brought into places like airplanes and other places where we need to keep them away from people. And this is just another one of these manifold technological challenges where the technology seems to have kind of outpaced our capacity to deal with it and perhaps outpaced the law. I'm going to start arguing with you shortly, but let's let's get some more stuff out here. So Emily widened this had a just a straight up first amendment issue. This person has a bunch of files this information. This is this is these are words and code and numbers that he wishes to distribute, and therefore he should be allowed to distribute them in the way that you should be allowed to. Tribute your articles in the way that I can upload a random string of numbers to the internet. Should I so choose?.

"He's not doing it because a Seattle judge has issued. An injunction nationwide. Injunction stopping him thanks to a bunch of Lahser some states and the, district of Columbia or who are very concerned about the ability to print. Three d guns what does? This all mean? Has it work what? Is, the law Stephen catastrophe is a staff writer for the. Washington free beacon he's been all over and I've been following him on Twitter on this really clear on Stephen good morning really appreciate you joining us. Here mornings at. The mall hey absolutely it's great to be here so so let's get, into the part the as in everything whenever guns are involved in the. Media and whenever anything involving? Guns happens there's? All there's always a? Rush, to create new laws but as you've been pointing out. There are a bunch of existing laws that already cover this very debate what are they Yeah, absolutely I mean unfortunately there's been quite a lot of misinformation out there. Surrounding this story There's there's several federal laws that govern issues surrounding three d. printed guns specifically for one it's illegal to build any sort of. Firearm, that. Would be, undetectable, to a metal detector even though there's been quite a lot of Claims that the guns. Cody Wilson has created the design as posted Do that but sexy not the case Those designs are Incorporate metal and. Would be detectable And if someone was to make a gun that didn't incorporate home was undetectable to the metal detector would that would be legal under the aptly named undetectable. Firearms act of nineteen eighty eight there's also already laws that govern You, know whether or not you can build. Your own firearms right since the founding of the country it's been legal for American citizens to build their own homemade firearms for their own personal use you can't sell them of course without. Getting a license to do so But, at the, same time someone who's a prohibited persons He's a Educate. Mentally ill Is not allowed to build. Their own farms they're not allowed to possess any sort of firearm or regardless of how, they get it Bieter or. Steal it or whatever so there's already a lot of laws that that govern these things So the NRA has said, that has made all the points that you just made? Untraceable, guns have been, illegal for decades now but does this open some kind of new frontier in yes. There are legal but now criminals can just make them at home I honestly wouldn't say the new frontier, there's some new technology involved right there's three d. printing? Is, relatively new but, frankly it's been possible to make your own firearms Since the. Introduction of firearms right. I mean you can easily go. To the hardware store and, buy, parts to make, your own firearms without having purchased any. Firearms parts from manufacturer if you wanted to. Certainly that's been possible for forever there's things like slam fire shocker. Very simple devices but people, can? Make in their garage it's it's really, not something, that's necessarily known I don't even necessarily think Creating mix it, all, that much easier, to do I think slam fire shotgun. Made out a simple piping and nail is. Probably easier to make them Cody Wilson liberator three d. printed gun yeah. It seems, like there's a lot of sort of I dunno. Science fiction interpretations and also serve, reflexive anti-gun hysteria. That animates, much of the covers the, I mean I imagine. Them in the mind of a liberal you're going to have a like basically a huge you know everyone's going to have guns which is bad. Already and then the other side of it is that, it'll be like back to the future reader rehydrating small pieces of food. Like giant giant meals you'll be able to put a quarter and a machine and all of a sudden now pops an. Arsenal of fully automatic weapons there's this, belief that that all of a sudden like illegal gun use is. Going to, run rampant in the United States thanks to three d. printing and I I don't. Know if you saw the president also tweeting. About this he said I'm looking at. Three d. plastic guns being sold? To the public already spoke to the IRA doesn't. Seem to make much sense, so the president is hesitating on this what would you say to him I think there's just so much confusion and misunderstanding out there about this including it. Appears with the president because he's talking about. These guns being sold but there the. Issue here is not the same The sale of any of these guns on. The issue here is is the home evening sector So you know he I watched a lot of media reports which have been very, inaccurate on the, subject and you know and got the same impression that a, lot of, people got, which is you know there's this idea that you just sort, of download these, files you, press a you know you hit print and then. Outcomes of working gun and that's. Not how this works there's a lot more that goes into actually creating something from. The files expelled on and there's also a. First amendment component tall this is really what. The judge in, Seattle The. State Department had originally been arguing is that And. Couldn't build his own firearms or whatever it was I guess by extension no one else could post The. Information the knowledge of how to build these firearms. So it's basically a, censorship this you as well What about the the, initial for this can a plastic gun shoot? Actual real bullets or are they not strong enough That, is a good point I mean three d. printed guns are far less durable and. For. Less practical in most cases at least as they exist now and has existed for? The past six years or so They're not gonna last, very long time and it's. Not really practical to make a lot of, different sort of the pressure bearing parts of it. Of a firearm out of. Plastic right although there is number although there is Stephen metal three d. printing as well it, hasn't really been brought up all this but everyone's fearful of the plastic side of it Yeah well I guess the, metal printers are I think they're very expensive yeah Yeah. You can get the plastic critters for a. Couple of. Dollars the metal ones I think. There's thousands and thousands of dollars of course you can also. Look for me you can make your. Own. Firearms, in lots of other ways you. Can buy a little CNC. Machine Out hearts or you. Could just Bill parts neutralize improvised components Yeah well you know there's there's a lot of as we were saying a lot of misinformation out there, and this is early in the early stages of, this debate but Stephen Kutowski has a great sense of. It and we really appreciate you giving us a better perspective this might Stephen thank you All right seven.

"I know there's not a parent in America who doesn't feel the same overwhelming grief that I do. So do you have to keep in mind that this is happening right around the time that the nation's processing sandy hook, their children's innocence has been torn away from them too early, and there are no words that will ease their pain. Everyone is very, very sensitive about guns. At this point magazines Monsanto captain. We realized it's pretty easy to print box and put spring in it, and then you have Cody Wilson coming in and printing and shooting a gun that's made mostly from plastic or delusional to bed. And so again, the the purposes of the product which is looking can make for yourself, be federal government hears about it and tells him you gotta take these plans down and what's their rationale for. So they then site a very obscure set of export rules that governs the export of sensitive military hardware in weapons technology. And the idea there is that. If you have blueprints of how to make a gun in the readily available, and someone abroad gets a hold of them, you're in essence, exporting gun and Cody in uploading the information of headed to make a three d gun was circumventing goes expert rose? Yes. And what is Cody Wilson decide to do in the face of this crackdown by the federal government. So that point twenty fifteen. He hooks up with a group that's known for defending gun rights, lawsuits, attention President, Obama is exercising. Another executive power grab, and this time he is going directly after your second amendment right to keep and bear arms. Second amendment foundation has a plan to stand up to Obama, and it starts with your cold please. And that's the second amendment foundation. They create a legal argument that's based not on the second amendment, but on the first amendment. And what exactly is the argument that this is a free speech issue that Cody Wilson has a right to. Basenji information, not guns that these blueprints represent data that he should be allowed to share. And this, of course, stems from a long history of legal precedent involving cases like the Anarchist's cookbook, which was essentially how to manual on how to create explosives in alternately. It was decided that the authors of that book weren't liable for whatever stemmed from the products that were created from people who read it, and this is the kind of argument that Cody Wilson and his legal supporter. Now making arguments at the instructions for making a weapon, whether it's a gun or a bomb, our speech and have almost nothing to do with the second amendment protections for guns, right that it's immaterial on the end product is a gun that what's important here is that he just wants to spread information that happens to involve the manufacturer of a gun. And they're saying this code that it's life speech. You can't control the distribution of speech, right? And you can't control what alternately comes of the speech necessarily. There's that popular case it gets brought up in law school about yelling, fire and crowded theatre. But in this particular case, the argument is that Cody just wants to spread the data to spread the how to manual and what happens from there. The fire isn't necessarily his responsibility that he's not actively telling people create a gun and then use it to commit a crime. But that's seems like gets complicated because even if speech can't be regulated, guns are regulated. If the code can make something that is supposed to be regulated a gun, is it really like free speech. So guns have actually been made it home for years. The culture of DIY gun making as a long. Long, long history. You can easily buy a kit that allows you to put various parts of a gun together in your garage if you wanted to. And that's legal and it's not really regulated. Now, if you wanted to sell that gun, that's a different story. Generally speaking, if you're selling guns commercially, you need a license. You need to run a background check that gun needs to have a serial number on it. So most guns, you're right, are regulated that said, you can easily make a gun at home from parts that doesn't really have any oversight, and that's where Cody Wilson comes in, is he saying, I'm not a seller. I'm not even really a manufacturer. I'm just the next high-tech step in this legacy of handmade guns. The one who finally put it online and shared it with.

"Little bit about Cody Wilson. He spoke to slates podcast called. If then back in March, he talked about his motivations for why he wanted to create this venue for people to print their own three d firearms. Here's part of what he said. I believe in both because I'm like a romantic for the political itself. I believe that anyone should be. Able to have this type of capacity like this, this customer, they got arrested in California. It's very, very powerful, literally powerful that he was able to to create fifteen air fifteen for himself. Even though he wasn't Tet without to own one. I know that this this creates like a this is a big problem. And if the question is, what's the moral good of it? Well, I don't answer it that way. I don't. I don't see explicitly good or bad from a moral point of view. It's it's beyond good and evil. Shirley. Cody Wilson speaking to the slate podcast, if then back in March, at what do we make of Cody and his motivations for creating this digital library firearms. It's a good question, and he's a very well-spoken guy in has his pitch very well developed at this point. I have been in touch with Cody since he first came up with the plan for three to print a gun before you'd even printed one fired. And my impression was always that. Really, maybe despite the first amendment argument, he likes the idea of getting guns into more people's hands, making it easier for people to get access to guns. I think that he deeply opposes a lot of gun control laws and is sort of this techno anarchists who thinks that technology can sort of solve the gun debate in. He wants to be the one to do it. Nestor wrote on our Facebook page, individual gun control is over technology. Not the government has made this. So three d. printing is going up and many business sectors, not just the firearms industry. This'll be bad news for gun manufacturers to when the day comes that you can print off an AR fifteen. The firearms manufacturers will be faced with declining markets. Yeah, I think one of the key aspects of that that listeners comment that I think is especially important. There's this idea of disruption and in our research, we really began by kind of interviewing a whole host of different folks from government industry, the security sector trying to get a sense of, where's this technology going? What are the term security implications? And we actually were surprised to find that there's not a terrible amount of consensus around the potential limits of this technology and its downstream implications for security. And part of this has to do with what are the sectors. What are the industries that are going to be the most disrupted going forward? And you know, I think weapons proliferation is obviously one of the biggest threat domains that we have a right to think about, and it's it's certainly the focus of today. But there are other ways that this technology will dramatically change social, political, and economic life. Is this the kind of thing? Trevor where if it hadn't been. Cody Wilson, I should be clear. He's not here to speak for himself so we don't want to malign his intense too much because he's not here to defend himself. But if not, Mr. Wilson, someone would have done. This was this kind of thing, just inevitable. I, I would tend to agree with that, and I also think that to some extent, I don't want to derail too much, but there's a question of whether or not this is somewhat of a distraction. So I mean, we can look at extensive gun control policy studies and there's huge variation or lack of clear results about the effectiveness of those policies. So I would refer listeners to more the the ran gun policy in America initiative for some of the rigorous analysis there. But I think at the end of the day, there are real limits to three d. printing of weapons and firearms of all types. And I think it's something worth discussing depth. I do want to discuss more the potential for regulating these kind of weapons. And just a moment, we'll hear from a former lawmaker from Capitol Hill who tried to help regulate..
