It's the you get these levers going on both sides but it doesn't usually last that long. At what point do you think I mean. Would you would take a lot of time and a lot more of this kind of thing. Because we saw the bouncing we saw in the certainly bouncing today. You just need in a lot more than I I agree cars. I don't think anything can you can't say suddenly it's it's all good for all these things that have underperformed for long time but for the last three weeks we've seen the DAX ax outperforming the machine emerging markets outperformed so This isn't a one day phenomenon today. I'm somewhere in between I think Carter and Tim here and what I mean by that is it's very enticing when you look at the move in the banks today and you put it in the overall context then that context has rate rates bottom two weeks you go and have moved higher. The city surprise index bounced into positive territory week ago and value in general has moved up so there's an inclination to want US okay this is. This is the move in the value cyclicals that we've been waiting for. I think you need a little bit of confirmation on that. I think you need see what the Fed does in a week. I think they need to deliver against market expectations I think. ECB similarly has to at least provide some some delivering. I think this meeting is not as important as the one that comes in November when Christine lagarde takes over but move the ball forward and then I think you need the data that continue to come in strongly. If what we're talking about is a global reflation trade because the stimulus that's been put in the system helps the economy to move in the in the back half of the year. That's incredibly bullish and so I'm enticed by it but I'm not willing to kind of jump all in on it just yet so how are you. How are you positioned in the market right now. It sounds like like your you want to see how the data plays out. It sounds like you think I mean the federal probably cut twenty-five deliver on something that's sort of in the expected realm the the data is a little bit of a question mark at this point. So what do you do you think about the market right now is really a battle between the P and the right the P. should be higher. We've taken the discount outrage for stocks and we've cut it in half the only reason why the market isn't higher is because the market's concerned about recession and so they're worried about that e part so I think what it really comes comes down to is how our earnings gonNA come through and that's why trade matters. That's why Hong Kong brexit matters our view. Is that our base case. Scenarios earnings are going to be okay. They're going to be flat right to slightly up. You're going to get a revaluation higher because of those lower yields and that's where you play out over the next six to twelve months however over the course of the next month or so. I WANNA WANNA see how that goes. I want to see how the Fed goes. I WANNA see how earning season so when we were here earlier in the year we were eight percent overweight.

"His statement by saying, well, this is why our situation is not comparable to Detroit's. So. So our pension obligations are are staggering. So right now. We pay about a billion annually towards are required. Actuarial estimate that will go up to two point one three billion by twenty twenty three. And so when people say, well, if we just shift some tiff dollars around or we just adjust the formula. That's all we have to do if we take the billion pay now, and we put in every single tiff dollar the city collected. The last numbers are from two thousand seventeen six hundred sixty million dollars across one hundred forty three tiffs citywide that only gets us to one point six billion. We're still four hundred ninety seven million dollars short of being able to meet that statutory obligation. Not only to to those who've run their pension, but to the tax payers who are on the hook. So this is a an unprecedented, and he staggering challenge that faces all city officials and the treasurer represents. Both the interest of tax payers and those who have earned their city pension in every single one of the decisions that those respective boards. Make well, let's talk about what you have. What ideas you might have to improve things things have been run? Well, but George you could do better or do something differently. Couldn't you. Absolutely. So some of the things that I want to take further that treasurer summers has already laid the groundwork for one of them is the investment he made a twenty million dollar deposit in ISF Illinois service, federal which I was the last black owned Bank in the city of Chicago. It's now g and Bank. And so that was that was an initiative where there was no risk tax payers, but this was an institution that was well positioned to serve part of the city that was traditionally underserved and overlooked by larger banks so measures that we can take. By looking carefully at financial institutions, and it's sort of so easy to say. Well, I'll just put my money in the banks that do good the way that I define that is under the federal community reinvestment act, nineteen seventy seven they provide a rating system, and we should only be putting taxpayer dollars in depositories, whether their credit unions or banks that have CRA rating of no less than satisfactory. Ideally outstanding. So I think it's so easy. When people say, oh, well, you know, we're just we're gonna do good. We're gonna we're gonna generate good things. How do you measure goodness? How do you without coming up with your own system to evaluate? What can be a very complex. Menu of options in which to deposit dollars. We already have some pretty important some pretty robust tools. So in addition. I appreciate treasurer. Summers leadership with members of the city council to start to capture the ES g impact environmental, social and governance. So when they look at the financial performance of an investment, they're also considering what is their impact on the environment are there practices sustainable the way in which they choose vendors or procure materials and the way in which they treat their employees. Do they have thoughtful protections for their workers? So that way, it's not simply. Get as much as you can for as little as possible. But we're also protecting the interests of tax payers. But I guess one of the things I would do differently out of the four city pension funds, the largest of which is the municipal employees. That's kind of the catch all. That does not have a retirement Representative each of the others. Do the police officers firefighters, the laborers, they have someone representing the retirees. And I believe on the six member board of the municipal employees fund that constituency deserves a voice. We've only got about two minutes left, but one of the issues in this race has been a proposal from a mayor Pawar one of the other candidates in this race to create a city Bank. Something that he's proposing is something that Melissa Conyers Ervin says should be looked at you have some misgivings about that idea. I would hope that Representative Conyers Irvine has done more than look at it. Because there's been a Bill in Springfield since two thousand fifteen HP one zero seven was introduced by Representative Mary flowers to create the community Bank of Illinois. That analysis said it would require this is back then nine point eight billion to adequately capitalized it with an annual staffing cost of eleven and a half million to adequately capitalized the Bank of Chicago. The about four billion dollars those are tax payer dollars. There's nowhere else. That's gonna come from either. You liquidate half the portfolio that currently provides an offset of one hundred fifty million in taxpayer relief or you raise taxes. So to do that in mind, you the deposits are not federally insured. They would only be a guaranteed by future tax revenue of Chicago taxpayers which is significantly encumbered right now with all of the bonds that we've issued so to say that you can open a Bank, and you governate with political appointees in a time of financial distress for the city of Chicago. And you say those deposits are going to be safe. I think that that is a terrifying. Prospect at this time for anyone who were to Depa. Their money in that Bank and for the tax payers who are on the hook. And God forbid by twenty twenty three. We even flirt with protection under chapter nine municipal bankruptcy unless Rabl to fill that billion dollar plus hole, which we're currently looking that's a city owned assets. And I I can't imagine how a city owned Bank would make through bankruptcy proceedings. Certainly Joe Louis arena in Detroit did not. So that went to a creditor. So I think it's nice to say, well, we'll just create something that no other city has saw fit to do and put the risk on the tax payers. So I think it's too much at this time, and that will do it. To take on the issues that I've seen as alderman start to really hamper residents across the the spectrum from the upper middle class down to the working poor.
