But in the case, you mentioned also are antitrust enforcement where data and data flows is of intense interest us Commissioner Chopra, and I want to shift to that for just a minute because as you had mentioned earlier this committee has been exploring comprehensive consumer privacy legislations, and we've held to hearings this fall earlier one with industry, and in the public interest groups to discuss the issue consumer privacy, and this would be for any of you to respond to but do support efforts by congress develop comprehensive of privacy legislation. Absolutely. Yes. Yes. I support this effort. Yes. So now for the harder question, and that is in your view. Are there key features that should be included in your privacy legislation? So one of the things that we've asked for on the data security side is civil penalty authority in order to create effective deterrence. And my sense is that the same dynamic is going to apply on the privacy side as well. So I think that'll be very important that their civil penalty authority is that of you that shared by numbers commission. Drive a slightly different view on that. And it's not a totally settled one. As I said in my opening remarks one of the things about privacy is that is a nebulous concept and different people see different risks as greater those are very reasonable debates. A lot of people have strong feelings about this. It is critical. That congress decide what the harms our and then target from tools to address those harms. I don't think that the liability standard. What harm addressing can be separated from the civil penalties on you have to think about the two together what you're enforcing and how on because what you don't want to do penalties can chill conduct. You wanna make sure that the conduct that you're chilling is bad conduct not conduct that potentially benefits consumers, Noah Phillips. If I could first of all I do encourage congress to pursue privacy, legislation businesses need clarity and certainty regarding the rules of the road markets work fast, consumers have complete information and can make informed choices studies show that right now consumers do not understand what is being done with their data Christine Wilson current legislation does provide for Kachins, but it's been outstripped by technological developments.
