We have Michael rock of forte at the editor's desk CBS News time to 50, representatives from Sonoma county are in Egypt for this year's United Nations climate conference. It's David Welch reports. They're sharing with other countries. What they've learned from combating devastating disasters. Santa Rosa mayor Chris Rogers was one of the first from the Sonoma county delegation to arrive in Sharm el Sheik. He says it's been a whirlwind of activity ever since. We're here talking about Santa Rosa and snowman county story and the things that we are doing to try to recover from disaster in a way that's more resilient. Roger says that when he started comparing stories from delegations from other countries, he quickly realized they were all dealing with similar climate issues. He could be our talking to countries that are feeling that same sting of climate change that have been through perpetual droughts that are seeing hurricanes when they wouldn't have normally. But where stories of climate disasters have been similar. Roger says Santa Rosa and Sonoma county have been offering other countries examples of their solutions. What makes us really unique is we're one of the few places that's not just able to talk about the tragedy side of it. But then also talking about how we've been able to utilize our economy and our commerce to really recover better. David Welch, kcbs. As climate change warms things up in the west beavers may be here to save the day. Megan goldsby explains a new study out of Stanford. It wasn't the study they were doing at first, but as lead author Scott fenor for Professor of earth system science at Stanford University tells kcbs as they were set to analyze water quality on a stretch of the Colorado River. We just had this opportunity time where a beaver decides to build a dam right in the middle of our field site. So we were all instrumented, ready to go to see what the effects of the beaver dam was. So they compared the water quality in heavy rain years versus low rain years to the quality of the water filtered through that dam. What we found was that the beaver dam is just dwarf, any effects that you see from these climatic changes that you get meaning the water was much cleaner with less unwanted nitrogen after it went through the dam, what's happening is that when the rodents block up the river, the water is forced to be filtered through the nearby soil instead. And so it's a really positive feedback on the effects of climate change that where we have diminished water flows. We end up getting the beaver dams coming in and as a beaver population increases, we get more of the dams. And those then cause this change in the water flow that helps improve the water quality. So they're really what we think of as a really positive ecosystem service. Not the pests that they can be seen as Megan goldsby, kcbs. While inflation may be eating into holiday joy, a survey from wallet hub shows 40% of people they ask, do not plan on buying any gifts this year because of higher prices. And among those who say they will be buying gifts, more than half say, they'll shop online more than last year and many are shopping earlier than usual. "About it in his mind? I think that so he didn't have a master plan. So he, as he got more money or as he got any money, he would periodically updated it and expand it and it would grow. There wasn't a sort of overarching strategy for it. And I think in his mind it can keep growing in a sort of organic way, and he can keep modifying the existing parts of it once it actually continues to expand. That being said, a lot of people seem to feel that it's done. And being there myself, it definitely felt like a cogent sort of clear work of art. And sorry if you want to go see it, what this year, because she can't. Well, so a couple thousand people applied in the first week that it was said to be open. 6 people can visit at a time no more per his instructions. And something for the masses, everybody. Well, you know, and it feels like it should be, but I understand. Yeah, the thing is that you want to be there by yourself. The minute that becomes an amusement park is the minute it doesn't have this kind of otherworldly sense of contemplation. Where's it cost that a go see it? Around a $150 for general tickets in theory, but currently they're not really charging anyone anything to show up. And anyone in the surrounding counties can go for free. All right, I would love to actually just keep talking about this, but I do feel like we have to go from those massive monuments to the elite buildings known as co ops. A different kind of monument. Some people's minds. Tell us about this story. Well, how come co ops, Chris? This is a bit of a city and country special. We've reviewed two hotels and Michael heizer's artwork is called city and so we thought, really, let's get into commentary on the city and then let's do our own commentary on the city. And these are perceived to be relics from a different time. So just generally speaking, the kind of best co ops in New York City are on the upper east side and on Central Park west on the west side. And they are places that are owned by their shareholders, which means that everyone who lives in these buildings has a financial responsibility to maintain them. And what that has ultimately led to for decades is super, super, super restrictive, entry requirements to actually get in. And the code board can just say, no, they can't be a part of our. It's crazy. So we've all heard stories. Like it's nuts. This is a thing that people outside of New York City have no idea how they work. I mean, we're talking about buildings where you have to pay in all cash in order to actually buy a place there. And you're not even actually buying the place. You're buying shares in the building. And to be clear, all cash to the tune of tens of millions of dollars and oftentimes there's a requirement that you have tens of $1 million left in your bank account. What's great about that is what's great about that is it comes with all these amenities usually, like a brand new pool, a state of the art gym. Right? Right? Yeah, none of that. Wait, what? No. Central air all the time. That would be that would be reasonable. This is insane. This is completely crazy. Didn't I co op turned down Madonna? Yes, the bears heard face. Right? Come on. That being said. This is not a piece about how awful co ops are. This is a piece about how co ops very, very slowly, have sort of woken up and realized that they are being left in the dust by super high end condominiums where you just simply own your apartment outright. Very different, less restrictions. And co ops have basically decided that they are going to lower the entry requirements ever so slightly in an effort to not only raise their property values, but also get a different generation of people inside. Hence the co op flip flop. I can't even say you'd co op flip flops, say that 5 times fast. Hey, we only have about a minute or so left. Chris what else is in I know there's a place Tim is dying to go to. So I'm not going to be able to go. Okay, so we have two hotel reviews. The first is wildflower farm, which is a new auberge resort upstate, which is a, it's a sort of a working farm, you can go feed chickens, you can go feed pigs, or Jim gatty went and reviewed it and said it's very luxurious. You can send a $1000 a night to feed those chickens. And then Hannah Elliot, who is, as you know, the coolest person in the world who's also nice. We had her fly from LA to review the Chelsea hotel, which is which has been resurrected. It's still full of ghosts. The famous hotel where Arthur Miller stayed Leonard Cohen, Patti Smith and Robert and Robert made before were roommates there. It's been closed for many years and being renovated. It's been a $100 million for renovating it. And now it's this kind of combo of glamorous and also kind of crappy. It really feels like it should be. And Hannah loved it and rooms there started at about $350 a night, so it's a little cheaper than the wildflower. Oh my God, what a great section you guys really loved it and loved reading through it. "And getting ready. It was a lot of fun to be in across from them that winter. I remember. Yeah, I love that spring training analogy. That's just so perfect. We have about two minutes before we have to get to our commercial break here at the bottom of the hour damn, but I did want to go back to a comment you made when you were talking about learning from Jerry Mormon. You also talked about being around Chris Rogers, who was an excellent writer. And there was a story you told in the article that Chris leman had put out a couple of weeks ago about breezing horses with Chris and one day you were on a stakes horse. He was not. And that turned into a really fun story. Tell me more about that. Well, those guys back then, I mean, you know, when Chris started riding, I don't think there were cameras watching the races. Were there. So you learned to do things that you could get away with, I guess. You know, like I said, I was a bit before my time. By the time I started that we did have cameras and you learned to do things. And they used to tag onto a horse's saddle cloth. And you know, that the two horses would go along together. The one couldn't pull away from the other. And Chris was just full of all that kind of stuff. I remember another time I was breezing horse with him and I'm on a very fast Philly where I'm not training track at wood wine. And I'm on a fast Philly and he's on a really good horse this time. And the boss says to me, he says, set a pace for this horse and you know he'll go buy you somewhere in the stretch and you know that's your job today. So I break off and I'm going like a bat out a heck. I'm on a fleet Nash rule of Philly and I turn into the stretch and I still got some horse. Well, of course you're young and you're competitive and it's Chris Rogers. So you think maybe I'm going to give him a hard time here, right? So we straighten away and I look over my shoulder to the right and I don't see him and I look over my shoulder to the left and I don't see him running where the heck is he? You know? And I look back to where we started to see if something went wrong. And of course, he was sitting right in behind me. He was just tailgating me waiting till I looked around and then he's just dropped switch leaves, dropped her into the inside of me and just went by me. I assume, you know, and then of course you panic and you kind of throw your horses head away too much and he just went by me and just yeah, and he's giggling as he went by and it was fun and nice to holy mackerel, I said, you know, you may be look like an idiot. And he said Danny, I almost won a grade one in Chicago and beat Nashville, doing the same thing. He said, I tailgated that guy right till the very end and he said I ducked inside and the horse seeing me and he didn't and I got beat ahead, but he said, I've done that to a lot of people anyway. Yeah, he was a character and he was fun to work with and he was an absolute genius on a horse and it was fun being around those type of guys and they taught you a lot. Just by being around them, just realize that you had to learn things about horses that nowadays, I'm not sure that we understand that part of horses as much as they did. "Dreaming that when you're a kid, but it didn't last too long. I hope you look pretty quick. What position did you play in football? Well, we call that middle guard. It was a defensive center. I played right across from the center. Yeah. I like the defensive line. I was pretty good at, I liked it. And that was just in high school. Just in high school, yeah. I played mostly I was a hockey player at that time. I mean, I played a lot of hockey, but in high school, we dressed all in play football. You had to have something in the winter time. Yeah, and every kid that grows up in Canada wants to be a hockey player, right? Back then, everybody was we had ranks in every street corner and the parks all had ranks and we played hockey in the summertime. We play on the street. You know, that was our passion back then, you know, basketball was getting bigger. And soccer and lacrosse was big, but hockey was the one. With your interest in other sports, did you ever think, well, maybe I won't make a career in horse racing. Maybe I'll do something different. No, I always knew horses were for me. Yeah, yeah, and it's been a relationship that has lasted 50 years for my special guest here, Dan vela here on trainer talk, presented by facing tipton. So you go to work and you start learning from some of the folks with the show horses and then you move on to working on the backside at woodbine. Where do things go from there? What was kind of the first moment when you said, man, this is going to be my life. Well, I knew right from the start, it's what I wanted to do. The person that kind of gave me the push in the right direction was a fellow from Western Canada named Jerry Mormon. Jerry trained for chef free farms, and I still train actually. It's an odd thing, but Steven shafts. Who I train for now, it was his father, Jerry, that it was my first real breakthrough job. I became an assistant trainer for Jerry Mormon and not a pretty solid education there. I worked with Chris Rogers, who was an outstanding rider and they were both great guys and great characters and aggressive horsemen and liked what they were doing. And that kind of where I turn the corner before that, I was, you know, you kind of know what you want to do, but you don't know how to get there. But yeah, it's Chris Rogers and Jerry Marvin, especially Jerry. He was he was the key for me to getting to the next level and learning how to work that much harder and learning about the horses and to spend a lot of time that worked very hard for quite a while with him, but enjoyed it. Yeah, you mentioned that education working with Jerry. What are some of the things that he taught you that have served you well throughout your career? Probably the biggest thing. I remember saying it many times. You know, they're each individuals. You have to treat them like you can't train horses, you know, you can't train them all the same. They're individuals. They have individual personalities. They have individual physical characters and he really was a big on that. And you had to learn what the key to each horse was. You know, what made them tech and what made them even better? And happy horse wins races. That was his thing. And I learned a lot about the character of horses. You know, over the years the way we get the vet has changed, you know, we don't train quite as aggressively as we used to. We don't run as aggressively as you know, I don't know if the courses have changed or we've changed or it's a bit of both, but yeah, the individual horse, that's the key to real success, I think. I can't tell you Dan, how many times I have had trainers come out in this program and mention that very same thing. Treat them all as individuals. The other word that comes up a lot is patience. Is that a big key? Well, if you don't have it when you first start, you learn it very quick because yeah, if you're not patient, if you I write everything in my books and my training charts in pencil because you have to have a plan, but in this business, you have to be able to change it very quickly. If you don't set a plan out, you're probably won't get to where you're going. But if you try to stick to it too hard, you'll probably have heard some horses on the way. So you have to be very flexible and they teach your patients right from the very start. You mentioned writing things down in pencil, are you still doing things the old way and doing things by hand? I do. It's the way my head works. I've been doing it that way for a long time. I have the old style training charts. I mean, we do our bookkeeping and stuff all that so I'm on computer now and I spend a lot of time reading about horses and stuff on the Internet, but the trading charts that I take to work every day are still in, you know, there's still this square boxes and I go a long daily with them and like I said, I do them in pencil, so we can adjust to what the horse needs. That term old school is often tied to people like suge magee and Bill Matt and Wayne Lucas because they've been around the game for so long. And they've been doing things a certain way and doing it at a high level for so long. And they really haven't, they've changed their approach, but they still do things as they used to do them in some respects. So Dan, when you think about what it means to be old school what does that mean to you as a horse trainer? Well, yeah, that's a hard one. I mean, I guess it's some of the things you are.

And depending on what is is finally accepted that could vary the average home. Is i think about two hundred. Sixty thousand In douglas county. And if you take the commercial properties Along with that the the the reason for this is that twenty. Twenty twenty twenty one i- properties that does county increase like three billion dollars. That's over five percent increase in all properties In addition douglas county received fifty five and a half million dollars from american. Rescue plans Revenues from Washington we had twenty inch and a half billion dollars carried over for cares After money from Twenty twenty one or twenty twenty and we laughed Over twenty million dollars in unexpended expenses to the general fund for my own department. So all of this. In addition to the city of omaha we reducing its mill levy lancaster county reducing his mill levy shows that this is a town fiscal policy And it's based on you know hard facts and numbers. It's time the results of of millions of dollars in Saving to Douglas county property owners returned to them and You know this comes at a time. When many families and businesses and individuals are struggling with economic in. I don't. I don't know i don't know any property owners would disagree jim but i'm just looking at aboard here. I mean they typically are are more liberal in terms of fiscal policy. What's your view conversations with my colleagues. And i think you know what happened. In lancaster county will be very instructive. They voted unanimously to lower their property. Tax mill levy and the council of omaha nebraska. Did as well. These should be instructive to my colleagues. And i've had these conversations with them exactly like we're having today about all of this money that's coming in over and above what we usually have. I mean when we have a i plus percent increase in the property tax base. And you just leave the mill levy Where it is your property tax. Bill is going to go up so without doing anything. There's gonna be a property tax increase. And i'm saying that this is the time to cut that in increase because we've got all of this other money coming in addition to the money that we didn't even spend out of our budget last year. Do you have a specific number of mine percentage wise. I'm proposing a mill levy decrease of a full mil I certainly the open discussions relative to maybe A million and a half. But we can certainly afford this. This is based on sound fiscal policy. And if you just look around the the other governmental units in the community. They're seeing the same thing and frankly. Douglas county is in better fiscal shape than the city of omaha. So the city can do this. There's no question in my mind based on all these numbers We can do this as well. The property tax cut is fair affordable. And the right thing to do as a sounding board meeting. I'll move to cut property taxes for homeowners and commercial properties in douglas county. And i think working together. We can do this feedback yet. But what are you expecting from. I mean your fellow commissioner. I've had some conversations with colleagues that have been very positive you know. I think that it'll be surprising to see who comes down. Where know based on mass of physicians that they may have taken in terms of being in favor of property tax relief. This is put your money where your mouth is time. You want to actually lower the mill levy. And that's what i'm proposing. We'll be watching. We'll be watching closely. Jim thank you. Jim cavanaugh district to douglas. County commissioner on. We would listen to music as we will do. Our work. And this was before like airpods. We had headphones we dismantle whatever. But you know most of the time we would literally like be listening to actual cds like in the computer's. Cd-rom so we will listen to luther. Vandross live radio city literally or repeat everywhere working on our papers. I mean i mean the. We were always seeing my favorite song. I'd rather i thought this time along with what we need. We'll be singing a house not home at three in the morning while we work in on our paper for a professor jones s my god so good. I love that a great memory. Those were great memories. It's it's crazy and so there's i tried. I tried with the with the with the loofah. Took me about a day and a half. I guess it started peeling on monday.
