pledging more steps to purge the U.S. market of Chinese tech companies in the name of security It was a red headline when across the Bloomberg terminal earlier today Here's what you need to know Bloomberg news is Todd shield He covers technology in the FCC he's with us on the phone from Maryland Todd walk us through exactly what the FCC did today and the significance of it Yeah this was an interesting move It's been brewing for a number of months or years at the FCC as it examines the role of Chinese telecommunications carriers in the U.S. market These carriers do not have a big share in the U.S. market but they do have links to Chinese networks and that's the source of concern by U.S. security agencies and increasingly now the Federal Communications Commission So today it said that China tell America's a subsidiary of big China Telecom based in Beijing The FCC said China tell common Americas poses a threat of espionage due to its control by a state owned company and thus its control by the Chinese government says the FCC The company says no it's not controlled by the Chinese government But their assists the FCC on a four nothing vote would purge the U.S. of this company within 60 days They've got to shut down within 60 days unless something happens Todd you write that since 2019 the FCC has moved against telecom equipment maker Huawei technologies barred China Mobile from the U.S. market moved toward ending authorizations for China Unicom America specific networks corp more is there any difference between the policy enacted under the Trump administration from the FCC versus what's happening under the Biden administration This is interesting and here was a question we all had over the months as we changed administration But it appears not at least in regard to telecommunication There's the same sort of emphasis the same rhetoric and the same steps are being taken with perhaps more to come One of the FCC commissioners is proposing similar steps against a big drone maker DJI so on it goes and not a real change in rhetoric or action You know it's interesting I mean this is the backdrop of you know beginning certainly during the Trump administration continuing even into the Biden administration fair to say in terms of the growing tensions between the United States and China is that the result of that or is that the catalyst or is it true oversight and really having some serious national security concerns I always try to parse out the chicken and the egg here and I'm not really sure I do know that intelligence agencies have for years now at least since 2012 warned about the capabilities of digital capabilities of Chinese companies in the U.S. market And that's because the world has changed when we were analog of phone line as a phone line Now your phones are Beacon in a broadcast to the world where you are and potentially Hoover's up data about everything people around you and devices around you So it's a much different world now than it was 20 years ago So how much of it is just the technology is so much more capable How much of it is the tensions are just higher Probably a mix of it all to tell you the chair Todd you really piqued my interest with the mention of the drone maker DJI I was in prospect park over the weekend and saw somebody using a DJI drone Well I should say they were trying to They couldn't quite figure out how to make it fly And that's how I was able to see it It was a DJI drone What do you think the regulators concerns are with a company like that They're afraid that that is drones can just go around and take pictures and collect Wi-Fi addresses And who knows what you can do with a drone like that in terms of collecting soft intelligence like this And every time I talk to an intelligence professional they say well it's not so much a secret you get you get patterns of movements You figure out where people are and I don't know You could fly one perhaps outside of a military base You know when shift changes so you know what's it gives you an inkling on what's going on Things like that So it's the power of data compounded and surveillance compound that a zillion little instances add up to a point that is in the forms of detailed picture So I'm told I've never done What's more to come So what we should be as investors who might be watching this market and watching some of the Chinese companies certainly the tone towards Chinese companies has definitely changed because of ever grand and the Chinese clampdown on so many different industries But what should we be watching out for when it comes to maybe more oversight of China tech Well we're going to see definitely don't be surprised at the FCC act against China Newton or Pacific networks in combat Did other drone matter We just spoke about Today the FCC chairwoman said that they're making it a little bumpy or to get permission for submarine cables which is more data transferred I interestingly big companies Google Facebook at those kind of folks are laying bigtables across ocean floors And now it's going to be a little harder for them to get permits They're going to undergo more scrutiny So we're going to see more anytime you're moving data There's going to be question marks So that's kind of the broad point coming out of all this Does this have ramifications with how Chinese regulators treat American companies trying to do business That's hard to tell isn't it so far we haven't seen many repercussions that I know of in China but that China watchers may contradict me on that U.S. telecom operators I don't think move big into the Chinese market So I don't think there would be a tit for tat to be had to hear But there may be other retaliatory steps possible But The executive order states such data collection quote would permit china to track the locations of federal employees and contractors and build dossiers of personal information the document ads and quote so as i've said several times when it relates to the subject i still haven't developed a definitive opinion about this whole tech cold war with china. Smart people. I know really do believe that. China's tech ambitions are set to the us's dominance in various ways and so must be meaningfully countered the problem. I'm having though is at least these last few years. The trump administration in my opinion hasn't put together a coherent argument about what they're doing. Or why so. It's hard for me to even form an opinion. That's not me being political. That's just me being someone in the tech industry that feels this whole posture. Vis-a-vis china by the government has been maddeningly inconsistent. So far case in point after pressure from the us government. The new york stock exchange said it would delist the stocks of three chinese companies china mobile china telecom and china unicom in order to satisfy an executive order imposing restrictions to prevent american companies and individuals from investing in companies identified as being affiliated with the chinese military. Now that was always the plan they were going to list these three companies and then two days ago the nyse reverse course and said it would no longer dealers those companies now today. they're reversing the reverse quoting cnbc. The exchange reversed that decision on monday causing much confusion treasury secretary mnuchin told the exchange that he disagreed with the original reversal. A senior administration official told. Cnbc's eamon jabar's the mis's said the latest reversal was due to new guidance. From treasury's office of foreign assets control that said people in the us could not engage in certain transactions with the three companies as of next monday trading of the three securities will be suspended at four pm eastern time on monday the exchange said and quote. See what. I mean confusing as all get out isn't it. China mobile is a one hundred billion dollar company. I believe they've been listed on the nyse for more than a decade. As i said before around these issues capitalism requires a clear set of rules that everyone involved in the great game of capitalism can understand if you don't know what the parameters of engaging and capitalism are then that's not capitalism so i guess one of the bigger questions going into the new year does president biden have as big an ax to grind with china tech as president trump. Now will there be a big announcement out of the two days of talks? I doubt it, but could this lay the groundwork for an agreement down the road, that's more likely here. And I think the fact that the United States may be is kind of changing tack a little bit with China is encouraging and both sides are going in with some optimism. What change because of China was a bristling at a lot of the things that the United States was doing had. They do they what common ground of they found. In the meantime, well that remains to be seen. I think China has seen now that this ongoing dispute between the US and China is not good economically. We've had come. I reports coming out of China that definitely show a slow down there. They're manufacturing us loan down as well. So I think that they realize that it is in everybody's best interest to have some type of trade agreement with the United States. Now, it may be easier said than done I mean, some of the concrete items like. For instance. Okay, suppose, we're going to buy a million metric tons of soybeans. That's fine. I mean that kind of stuff can be can be worked out. It is the more abstract items like the alleged intellectual property theft by China or China's government sponsored economic program China twenty twenty-five where they will kind of bolster industries that they feel will be big in the future like, robotics and clean energy vehicles. Things like that. These are the things that are going to be tougher to resolve between the United States and China. And in addition, China's telecom giant Weiwei, which is trying to become the pre-eminent telecommunications company in the world in five G technology. The United States has already banned any purchase of their equipment in this country. So it really is. There are some difficult issues between the two. Yeah. I know that two of the intellectual properties been going on for years and years and years. Yeah. Really? This is something that it was always seen as maybe the cost of doing business in China. The Trump administration one of the first to call them out on this not an easy problem to solve. But again, I think that both countries realize that it's in their best interest. And the the best interests of the global economy for the two to at least get along with some type of basic agreement these islands that they built down in the South China Sea. Are they going to come up at all? Yeah. And it's interesting today as these talks were getting underway in Beijing. The United States floated a guided missile destroyer the USS Campbell through the South China Sea near the Paracel islands. And that's one of the groups of islands that China is trying to militarize and anytime we go through the South China Sea. It's an aggravant to China. So I don't know why we did it now. But it certainly is an issue that's going to aggravate the situation as is Taiwan, president Xi Jinping recently said the Chinese military should be ready for battle that China is not ruling out the use of force to bring Taiwan back into the fold. There's another issue between the US and China bills emperors with us on NewsRadio one thousand K T. Okay. Talking about China and relations with China. Are there any talks because I know that now that we have a Democratic Congress and know, they're they're pushing a green agenda and China is probably one of the biggest offenders in the world when it comes to carp fl chlorofluorocarbon emissions. Does that coming up on the table at all? Well, that's not one of the main issues coming up. Now, they they will be talking energy. And whether that is that comes up as part of that. I'm not sure, but as far as right now, some of the main issues that we're gonna talk about agriculture. Of course, they want to open up Chinese markets to our farmers once again without tariffs automobile tariffs that they had to pay on US auto is going into China. Also, as I mentioned energy, China is the world's biggest buyer of oil and gas, and of course, our production is at at all-time levels, particularly natural gas and liquefied natural gas. We could open up markets. There would be good for the United States. But as far as controlling pollution and environmental issues, not on the agenda here. Unicom and telecom would create the world's second largest wireless operator after China Mobile and give the nation greater scale to speed up development of five G and gain advantage over the United States. Let's bring in Asia Society, senior, fellow Isaac stone fish, though is first of all. What are the benefits and to whom of a merger of this size? So if China Unicom and China Telecom unit telecom, or whatever they decide to call it if they do merge, you're going to see a much larger customer base, which allows for a lot more data analytics a lot more trials a lot more ability to hit a really large market. It would immediately put them out at second right below China Mobile. I think also they would get a lot more government support, which is always key in China. This is a example that Beijing is trying to make this company into much more of a global player and would presumably put a lot more resources behind it. So what are the drawbacks especially for I suppose, China Mobile? So the drawbacks certainly for China Mobile is that it has another big domestic competitor. It's also a sign that perhaps in the party is looking a little bit less favourably as to what the company has an is doing. I think another drawback though, four. The two second third largest Chinese telecoms in China is that putting companies together like this is not necessarily going to lead to more innovation. More efficiency. This is not a market driven move. This is a party driven move. So we don't actually know if the numbers make sense, if the fundamentals make sense of these companies together, or this is just something that Beijing is doing for inscrutable
