Which is catastrophic. Global trade has been increasing gear off year after year for decades. And you've got to remember. The origins of this came out of the Second World War. The push economist may not canes out of the desire to create a way for disputes. To be. You know. Get disgust rather while than anything more serious. And I'm a believer in free trade. I'm believe with the benefit that it does to us. Free Trade and there's plenty of economic rationale for the huge benefits to be accrued for for free trade and this is really quite depressing and really quite worrying about the future of this body that has done so much to improve the economic lives of so many around the world and is there anyone in the frame to take over who would want the job. Frankly he would want I mean on top of that we've also got the row currently between trump although he seems to row with everybody and Beijing about the phase one of the China. Us trade deal and he wants to go back and negotiate it. I mean frankly. I looked today as one. Commentator said it's not worth the paper it's printed on but even so it was something that could be waived as a sign of conciliation between the two sides.

Trump Renews Trade War as China Talks End Without a Deal
"As it seemed China and America were on the verge of striking deal. The trade war has deepened at midnight in Washington. Friday at noon in Beijing America announced an increase in tariffs on billions of dollars worth of Chinese goods earlier in the week, President Donald Trump had appeared sanguine, by the way, you see the tariffs would because Because they they broke broke the. the. They broke the deal. I look president. She is a friend of mine, great guy. But he he's a giant. I'm for the USA. I'm for the euro. So. Where they come into Morrow. Whatever happens don't worry about it all work at you know, why it always those all worried about just one week ago. The general expectation was that it wasn't nearly done deal. Simon Rabinovich is our Asia economics editor based in Shanghai. Steve Mnuchin the US Treasury Secretary had said that negotiations were in their final laps basically out of nowhere on Sunday. Donald Trump tweeted out that China was trying to renegotiate the deal that then kicked off several days of frantic speculation about what exactly had gone wrong. Wyatt had gone wrong. Whether or not talks that were scheduled for this week where we're even going to take place. Now, we did have a Chinese delegation start talks in Washington yesterday. The lead trading cheaters from both countries met for talks and then for dinner. That's the good news. The bad news. Is that overnight America went ahead as Donald Trump threatened and ratcheted up tariffs on imports from China? So here we are today with talks still ongoing, but under the cloud of the higher tariffs and the Chinese response, which is that it is going to follow up with retaliation.

"Trade talks between America and China appear to be entering an endgame discussions between the two countries will resume this week. After a tit for tat trade war that has cast a shadow over the world economy detail on what's been discussed so far has been vague. But the mood music from both camps has been positive. The Chinese have spoken of tangible progress Steve Mnuchin, America's Treasury Secretary says the talks are in a final laps and President Donald Trump who last week suggested a visit from his counterpart Xi Jinping could be on the cards has played up the significance of any agreement. Would be one of the I guess it is and you think about it because deal ever made they can't be deal. This no matter where you look they can't deal like this. This is this is the granddaddy of them all this week. The American officials have gone to Beijing. Samantha canes are US economics editor we've got probably lighthizer the United States trade Representative. He's going and also Steve Mnuchin is Treasury Secretary. So both sides have been fairly tight lipped about how things are coming along for as much as you know, how are things coming along. Well, we've been hearing some positive noises coming out of the talks there was an Email from the White House describing the content of this week's discussions, and so they going to cover trade issues, including intellectual property forced technology transfer non-tariff barriers agriculture services purchases and infotainment. It does sound like a fairly broad palette of stuff that they're there. Talking about what are the most important ones in which the stickiest ones as you said they've been Feddie tight lipped about what exactly is going on. Although we have been getting some signals of of what is very important to the China hoax within the Trump administration. So Robert lighthizer has made a big fuss over enforcement, and historically that has been a problem whereby the Chinese will make promises, and then they'll not actually implement them what they need to find some mechanism where the Americans can actually trust the Chinese will do they say they're going to do in that they can hold them to account. What that means in practice is that the going to be to king about one. What circumstances that would have to be full the Americans to be able to punish the Chinese? So what would allow the Americans to be able to apply more tires on China? And then to how quickly will the existing. Tariffs on China, the removed that is I think a huge bone of contention, obviously, the Chinese won't the tariffs in place to be removed overnight immediately and the Trump administration saying, hey, not so far. I we need some sort of carrot to give you the incentive to what she fully through. We take these off immediately. What incentive do you have to do any further reforms? Steve Newton has hinted that talks renting entering the final stage for his part. President Trump has been hinting Xi Jinping could be visiting the White House very soon. The White House is a place of history seventeen ninety nine that's a long time. Now when president she comes from China, and I say seventeen ninety nine he thinks that's a modern house because their culture is very very old five thousand years is this talk of a visit from Mr. g and overture we can or should read anything into. I think we should I think that speaks to the strong desire of President Donald Trump to see a deal that a talk this week. They're going to be another round of talks next week as the Chinese are going to come to Washington doesn't of reluctance on the Chinese side to sign up to an official summit between the two heads of state before the final deals announced they want to avoid embarrassing situation of essentially present she coming to the USO meeting the President Donald Trump from tiny round of the Nelson saying saris. No good enough. So that waiting until the -ffective goat the outline of a deal before they range that summit. Interestingly it does. Look there is an opening in the president's schedule between his trip to Japan in late may on his trip to the UK in early June. So there are a few days that that could be used as schedule in this summit, but I think. These next two weeks of Tokes. We'll get better signals of whether that summit is going to happen over the course of this. There's there's been hints and various reports, that's you know, talks could collapse at this point. And this is a crucial point four for them. Is there any sense that the the talks could still collapse altogether? I don't know I think given the generally positive tone of the two sides. I think it's much more likely that the tools are delayed rather than that they collapse. I think it is possible that they do some kind of deal and then at some point down the line fee Americans judge that the Chinese broken the rules in they tried to use this mechanism put tires back on relations sour again. But I think now given the noises from from the president he does want to be seen to be the steelmaking in chief be very surprised if we don't get some kind of summit at some point in the near future. Fire on the water, China America and the future of the Pacific is the new book by Robert Patrick writing about the not just the pivot to Asia, the rebalanced to Asia, but all of the pieces involved with it, historically strategically operationally the weapons that are available to both China and the United States, the people part of this Robert is the part we haven't discussed, and it's probably the most important part as we think and talk about what happens from here on out. We are where we are as we sit here in October two thousand fourteen but time marches on and it strikes me that the only important element of this is certainly not that the China and the United States have a relationship that goes in one direction or another. There are a number of important players here. Russia is China's neighbor and Russia is at least in by proxy. Our adversary quasi. Adversary via Ukraine right now. Australia is very heavily involved with China's trade partner and as a neighbor in the Pacific. There are a number of countries. In South Asia, India's the world's largest democracy and shares border with China. When we throw all of those pieces into the cauldron and stirred around a little bit. Robert, what are the pieces of that that rise to the top in your view as the most important things to consider when we think about how we're going to move forward. Vis-a-vis China Francis. That's an excellent question. And I want to stress that what I discussed in. My book is not a war is certainly not a war plan. It's it's a plan to manage a an open ended a security competition in the region and keep it peaceful and. The most the best asset the best and most important asset that the United States has is it's hearts friends, the allies partners in the region. And that's something that that the US has and the China for the most part wax. And and it's a great competitive advantage for for the US in the situation. Do we have any sense also that China intends to change its methods of doing business to alter that anytime in the future? We've seen reports that they're going into Africa to try to find energy, and they're leading bad taste in the mouth of the people with which they're doing business in Africa. I mean at some point in time, it strikes me that people will realize that they have a method of operation that's distasteful to everybody. But then and that will work to our advantage. Why certain would agree with that? But China China's economic interaction it's economic penetration. With other countries. Try Chinese leaders and strategists see that as a as a tool for for China Chinese leverage with with these relationships, and of course, a try Chinese goal to to try to break up or weaken, the US partnership and alliance system, and and the US will have to use clever, and and more active diplomacy in order to Takada racked that that that Chinese gambit we've learned within these last weeks that Australia is conducting negotiations with the Japanese government to buy submarines from them. And that the other elements the other players in that cauldron that I alluded to a moment ago are very actively working amongst themselves and with each other too. Try to figure out where they fit into this strategy of cooperation or containment or accommodation or whatever you wanna call it regarding China, can we expect that to accelerate exponentially in the coming years as the United States role in the pivot to Asia. And so on becomes less clear because we don't have any sign that it's becoming more clear, Robert. Yes. So there's certainly a lot of bilateral and multilateral security. Arrangements security cooperation activities occurring within the region that the United States is is not involved in. And this is not necessarily a bad thing. The region for so many decades, maybe even centuries has been marked by distrust..

"Of. Of of how you can use a long range striking assets to project power by safe distance. And and in in the case of China's scenario that we've discussed here be able to do. So from a range that China wouldn't be able to threaten the basis as much as you watched forward basis in the western Pacific are we'll be under threat under current plans. Do we have the inventory to build that structure now, or is this a capability that will have to buy or enhance that which we already have in a very tight budget time. It's Pentagon right near Robert. Well, the the ratio of fighters to bombers is heavily skewed towards fighters. Fighter aircraft sort of the culture of the air force. The so the the bomber is down to something around one hundred and fifty year plans right now. So there are thousands of fighter aircraft. The air force. Does have a new bomber under development though. The long range strike bomber. Next generation bomber. And it is a high priority program of for the air force. And I talked about in the book there, the many other uses that this airframe will be able to to be used for besides just bombing many other roles in maritime surveillance, and strike a communications relay reconnaissance, and so many other things so. When the US face this range problem against China in the western Pacific and Asia Pacific region. There might be a lot more potential for this program than than is currently thought the future of the relationship between China and the United States is not only about power projection, though, it's not even necessarily it preferably about power, projection negotiation and strategy and statesmanship also important and the the connection and relationship with partners in that part of the world also important as laid out by President Obama and the Defense Secretary at the time Leon Panetta when we come back the teacher of this strategy and the future of our partnerships in the region, Robert haddock is author of fire on the water China America and the future of the Pacific. "Is the new book from Robert Patrick, China America and the future of the Pacific, and Robert we discussed what China is developing and the ways they're trying to develop it and in order to project power throughout the Pacific region. What do we have? And what have we had what do we need in the future to counter their projections of power and to protect our interests in Asia and in the Pacific area. Well, as we discussed previously China's growing missile forces and the the sensor command network, they will support those forces increasingly older risk the US basing architecture in the western Pacific and also surface naval forces that operate in the region. And this is this is this situation. It's unfortunate situation has occurred has occurred because. Do you watch have has a US military planners program managers and congressional appropriators and so forth have taken an approach. Which is something like if it's not broke. Why does it need fixing the way we've always done things? So seems to have worked all this time. And so why should we switch? The problem. Now is is that you you watch military striking power is concentrated in all these furry short range platforms fighter aircraft fighter bomber aircraft. Both navy and air force relatively short range or medium range missiles, like the Tomahawk land attack missile that the navy uses but China's military modernization program with these land land-based forces have increasingly longer and longer range, and they'll be able to to push back US systems out of their range and out of their ability to to be able to to threaten China's forces and China's strategy, and so what the US needs is. Less investment in short range systems, which is pretty much the current program of record at the at the Pentagon and more investment in in longer range forces which can reach the theater, but not be based in the theater where they would be threatened by Chinese forces. Because I look at a map of our basis as included in your book and that short range capability is fine. And we're developing an f thirty five aircraft in particular. You referenced the f thirty five as the most likely short range weapon that we will have in this area. But we're very vulnerable. It appears if we were to have all of those short range assets, so close to the Chinese border where there'd be just as e able to hit us as we would be able to hit them. Right. That's right. And and and actually. The response that seems to be occurring now with the re-balance approach and and recent announcements by the chief of naval off chief of naval operations, Admiral greener is to concentrate even more of the forces the short range forces that we have into the theater in order to bolster our position there. But this is actually a dangerous and destabilizing because it puts more of our forces at at. Four cases if the US concentrates even more of its short range forces at these basis, which are inside the missile range of China's missile forces. It makes these faces even more tempting targets for a surprise attack by China during a crisis, and I didn't surprise attack part of Chinese military doctrine. And then from the US perspective when you US commanders understand that vulnerability they will. Crisis situation, they will have to urge their policy makers to consider employing those forces under. Use it or lose it sort of.

And where the world was then to consider where China the United States and the rest of the world Arvizu, Vida Pacific today. Good evening to Robert practice. Thanks for having me on the show. The the end of World War Two and the way the US defeated Japan set. Set in place certain operational techniques and concepts that the US military would stick with for the next seventy years all the way up to the president and Dave worked successfully during during that time to maintain. Peace and stability in the region. But now. The rise of China. It's economic strength that economic strength is providing resources for to have a rapid military modernization program. China is has sort sort of broken the code on on US military's operational concepts. In the western Pacific has is implementing a very smart strategy to export US weaknesses, and the result is changing security situation in the region is China's aggressive military expansion Robert an outgrowth of that economic expansion or are they coincidental? Well, the they're they're they're coincidental. They're interrelated in the sense. The the dramatic policy change for China occurred thirty years ago over thirty years ago when Deng Xiaoping became the paramount leader he made a traumatic decision to open up the Chinese economy to the to the global economy and China's trade both imports of raw materials and exports of finished goods to markets. All over the world was a dramatic change from the way, the Chinese economy had functioned up to that up to that point. And the consequence of this was that China now has had a growing interests all around the world China's economy. Dependent on these import and export flaws. So now China, and this has happened so many times with other emerging powers throughout history now finds its interests clashing with those of established powers like the United States. And this is set up the scenario that we see unfolding now in the Asia Pacific region, you point to Deng Xiaoping's reforms as a significant change, but not the only significant change in China's strategic behavior. Tell me about the historic missions of the armed forces in the new period of the new century from two thousand four. Well, yes, it was in the early nineteen ninety s. Three events occurred that changed China's strategic calculation with respect to its military planning the first one, I said, China observed traumatic technical military success of US and western weapons and firepower. Precision weapons and sensors and so forth in the nineteen ninety one Persian Gulf war. Chinese military leaders realize that their military forces at that time were hopelessly out of date and needed to catch up technologically. Second thing that happened was the collapse of the Soviet Union removed two major land threat to China from the north and the west of China and that allowed China to reorient a military resources to. Air naval power directed to to China's merit to protect China's maritime approaches and the third thing that happened was the. Ninety to.

Our companies in America too big fail, and they're getting bigger and bigger. Within the business when the banking system where the companies. Companies are fading out and disappearing and being brought up. We have a problem here America because as was with Carson sector, we can't let them fail at figure out how to regulate them promote them, China's a slightly different problem. It's state enterprises are so big they're too big to manage. Okay. They've become uncontrollable. They go overseas and do various things, and the government doesn't know what they're doing anymore. So I think both countries have a problem in terms of size. But the nature of ownership changes it so we still have a problem in America and saying what happens to the financial banking sector get such that there's only one or two banks in the whole country. And regain their what happens if a Facebook or Google and other dominates, the whole sector. Yeah. Okay. Or Amazon takes over all our distribution activities. Okay. I don't know the that. But here's what China says, I see the America's becoming bigger and bigger and bigger and getting more concentrated, okay? And I've tried to catch up. So I'm going to try to support getting big. And of course, that needs preserving the state entities ownership. So here's the huge challenge for China. Can I do this? Does it make sense become inefficient? And the problem. Of course is the state comes in China are too big to manage and they're starting to lose too much money. So it is an issue is a conflict between America US, the solution again, not so obvious.
