What Would Happen If Chabot Dam in the East Bay Hills Broke Open?

"What would happen if chicago damn cracked open an empty the lake behind it onto neighborhoods in san leandro and east oakland. It's an alarming thought. We asked cake. Ud's dan bricky. Who's reported on safety issues at california's oroville dam to find the answer. Holly and vickers kings question is a really good one because it reminds us that all dams pose risks of some kind given the nature of the job they perform holding back huge volumes of water they can turn from placid lake into deadly torrent. If unleashed all at once. They deserve very close attention. When that attention lapses catastrophes can do happen in late may eighteen eighty nine flood. Water overflowed badly maintained private dam in western pennsylvania. Triggering its collapse. A wall of water race down the valley below a century later. Historian david mccullough said. The johnstown flood was so vividly alive in the local consciousness. I grew up in western pennsylvania. I'd heard about the johnstown flood my whole life as children. We used to shout run for the hills. The damas busted little knowing what real terror is in those words. The flood wiped entire towns off the map and killed twenty. Two hundred people in california owns its own special chapter in the history of dam disasters with a tragedy that unfolded more than ninety years ago in a remote canyon fifty miles north of downtown los angeles from the day. The saint francis dam opened in one thousand nine hundred twenty six. It leaked the folks in the farm. Towns downstream used to joke. They'd see you later if the damn don't break on march twelfth nine hundred twenty eight. The saint francis damn disintegrated just hours after it was pronounced sound by los angeles water. Chief william mulholland who had designed and built the two year old structure when the massive concrete dam broke apart water raised more than fifty miles to the pacific ocean killing about four hundred fifty people along the way but those events one hundred thirty years ago in johnstown ninety some years ago in los angeles county sound like ancient history much more recently california. Got a lesson in how dangerous and costly failure of even part of a major dam can be failure ambiance spillway structure results in an uncontrolled. Lisa flood waters from link oroville and eating evacuation from the low twenty. Seventeen collapse the spillway at oroville dam in the northern sierra foothills one hundred thirty miles northeast of san francisco touched off a series of events that lead local officials to order one hundred eighty eight thousand people to flee their homes. This is not a drill. Repeat this is not a drill. Spill ways are crucial to preventing overtopping. That's what happens. When a reservoir rises over the top of the dam and simply spills over a spillway is like an emergency valve. Damn managers can open to safely release water from a reservoir bills over the top but back in february twenty seventeen oroville dam spillway began to disintegrate just as a series of winter storms dumped huge amounts of rain across northern california without a fully functioning. Spillway lake oroville rose rapidly water poured over a hillside that was supposed to serve as an emergency spillway. That emergency spillway began to fail to leading to the mass evacuation. In the aftermath investigators found the emergency spillway was ill conceived and the main spillway was badly designed poorly built and inadequately maintained. So how is should bowe damn different from all those bad dams and what does east bay mud have to say about. Chaba cracking open and unleashing catastrophe on the east bay. Simple answer to that question is that the dam would never crack open. That's jimmy yolly east bay mud director of engineering and chief damn safety officer he oversees the district twenty six times including chabad. Damn the reality is that the dams are designed such that. They don't just crack open. You will see signs of a failure if one is to occur and The dan's designs with monitoring equipment to make sure that you can see that happening if it was a east bay mud confidence that a dam built within a quarter mile of a dangerous fault will stand up to violent shaking. Let's take a look at how the dam was first built. Nearly one hundred fifty years ago and how it's been maintained since

And i wanted to talk to him about the island's unusual traffic management philosophy They have no street lights and they get thirteen thousand cars a day a all tend to well they'll have to go off and on one main drag whole heard in way to get to the causeway back to the mainland and they have traffic cops. Well how does that work. Chief dalton will explain it to us and he'll also talked about covid how he reads books and whether or not he reads murder detective mysteries and it was a fun conversation. I hope you enjoy. I'll also tell you about amazon's rapidly growing truck force for delivery of packages About revealing portrait of an amazon third party seller That appeared in the new york. Times which i in. The past isn't always. I thought done a great job covering amazon but they have a new person writing stories. Who is i think. Fair and insightful. Very interesting that. I'm glad to see on the amazon beat at the times. Let's jump in the first news story. i'd like to talk to. You is from the information. That's a tech It's an online tech news. Letter that i subscribe to i really. They've had some terrific stories and this is an example of one it's by paris. Martineau titled amazon expands. Secretive trucking program and it was published in january twenty fifth. It's about something called amazon freight partner program af p which in the past year has signed up more than one hundred thirty small trucking companies worldwide to transport exclusively for amazon and nearly one hundred of those one hundred thirty in the us. They have least over one. Thousand one hundred amazon branded tractors now tractor is the part of the truck that pulls the semi behind it. So they've got eleven. Hundred of these amazon brandon tractors pulling semis full of amazon stuff around the country by comparison. You've we've all seen a lot of walmart trucks and yes. There are about seven thousand. Four hundred walmart tractors hauling goods in the us but that's taken decades. I mean that's what to amazon is. Walmart is built up. You know much longer than the brief period of time that amazon has been building out its truck fleet. And they've also made big investments. That cargo jets last delivery vans and even continuing our d. on drones. So what they're really doing. This article says quoting an analyst is building their own all inclusive transportation network. And that as is amazon's way is part of a longer vision broader vision to become a force in middle mile trucking from amazon facilities in addition to last mile the last mile initiative which is not Launched in twenty and that he is going to give amazon the chance to sell trucking services to other companies including retailers such as taller doing and they apparently aspire to be a top five us freight broker catering to big corporate customers. If this reminds you of amazon web services aws. I think that that's a pretty natural connection. There is something which amazon did justice support the amazon dot com webpage all of cloud servicing and.

The realities of coronavirus aid distribution

"Stimulus money for the federal cares act was scheduled to start flowing tribes this month but there have been a few snakes. Currently the Treasury has yet to announce how they will distribute the entire eight billion tribal dollars in Corona Relief Funds Corona virus really funds but in addition the distribution of the money in the cares act is drawing considerable backlash from tribes over what they see as an inequities and it's becoming clear that a generous As the relief is it won't come close to some estimates for what is needed to spare tribes the worst of the damage To both public and health and local economies. One of the biggest fights in all of this is over aid going to Alaska. Native corporations a lawsuit filed by tribes and tribal organizations is on the table in federal court to try and stop the mill multibillion dollar for profit entities from getting money they say is intended for federally recognized tribes and of course Alaskan Native Corporation say otherwise today. We'll get more perspective on that but we'd also like to hear from you. What do you think about all of this or even eight billion dollars set aside for tribes? The number to join us is one eight hundred nine nine. Six two eight four eight. That's also one eight hundred nine nine native today. We're GONNA start off in Alaska Mike Williams. He is a tribal chief of the AC EAC native community and he is Our pleasure to have him here with us. Chief Williams. Welcome good to be here. Thank you end Mike There seems to be a lot of shifting and changing when it comes to all of this including a hearing that took place this morning and anything you can report to us on the latest of what you heard in that hearing this morning. Well I got up five o'clock this morning and got in Alaska time at five thirty and And listen to the hearing this morning and and and I think success that I've heard this morning is That judge denied the DOJ from Extension to Monday and The schedule will be extended for twenty four hours only and And I heard that. Doj's brief Do this evening at five. Pm and And their reply will be Tomorrow noon and And the hearing begins tomorrow afternoon And you know things could change along the way. But that's what I heard this morning into Mike would actually is up in the air I think The dishes in for the Treasury to decide to into the Alaskan native corporations In Culver Nineteen money And that is in Dispute Right now and And that's what I'm hearing. And that's what's in there in. So Mike would was the justification that the the OJ used for wine and extension. What was it they were still working on. I am not sure I think Concerns that We have Was that The deadline is on Sunday. The April twenty six to distribute the money to the tribes and If there is an extension there's questions of That money You know Is who would be in question and But You know we're happy. That's judge I did not extended to Monday in for you Mike. If it were extended beyond Sunday what would that mean to you? Would you say that the government has not filled its obligation? Yes I think With the Emergency situation that we are in With the covert nineteen starring in our face that It's That money has to Land to the hands of tribal governments to fight this pandemic. That is Threatening are Community residents Right now we have seen And heard the stories of my grandmother In the pandemic of nineteen eighteen where there were mass deaths in ack-ack and other villages here and mass burials and that left a lot of orphans In our villages here and that didn't stop there with TB TB epidemic and but it's staring in our face and we cannot Delay that all that measures to To get to our tribal governments

"Police Jerry Williams to my right, you're right. Real change starts now to the people to the left to say that I need to listen. You're right. I'm listening. I'm sitting I'm listening. We are processing most of what she said last night, not well received. But this was probably the least liked, by the crowd. We'll change doesn't start with the police department. Real change starts with our community. All right. So mayor que geigo or other city, leaders were their community activists alleged victims, as well as KTAR reporter Peter Samora joins us now on Arizona's morning news. She clarified that statement, we should say, by the way, right after that. Yes, she had the rebound for that, even my heart sank a little bit when she made that comment I was wondering where she was going to go with that. In fact, the moderator Eric Bailey, had to say, well, let's unpack that statement a little bit. Then she took the Mike back and said, well, the police department is part of the community too. To and the community is part of the police department didn't seem to appease the crowd that much they were there pretty much too angry and express their disgust. Yeah. That's what I was going to ask. You did seem like people wanted to hear what chief Williams had to say or do they just wanna be heard invent? I think it was more of venting and screaming and claiming racism and of course excessive force by police. Some did arrive to hear of potential solutions, not just from the crowd. But of course from the chief of police, and I was talking to them as they were going into the church last night. This is during the five o'clock hour event started actually started late at six thirty because so many people were still outside being processed, you know, checking in their bags and so forth. They didn't know what to expect. They were willing to listen, but they said that they were disappointed in their police, and, of course, the attendees got no solutions from police chief from the mayor just we'll get back to you possibly in thirty days. What was your biggest surprise that you saw or heard at the meeting last night? Two things one there's this one. Black pastor was speaking in behalf of, and with victims of police brutality or alleged victims of police brutality. He was speaking on behalf of a black pastors group did not blame chief Williams for any racism or police violence within the department. She inherited it. He said he said that when she became police chief three years ago, but two things to point out your one Jerry Williams is black. And of course, there was a lot of talk of racism, last night, and whatever bathing, and so on, and so forth, and of course, races a big part of the discussion. But to she herself grew declared that she grew up in the Phoenix police departments. The law enforcement veteran for twenty eight years, you only left for a few years to become chief of police in Oxnard, California, then she came back, so it could also be argued, well, she was part of the systemic problem. Well before she left in return, and one other thing, of course, I think everyone was pretty surprised. Jared Maupin dot booed. He's a community activist of. Course professional and some of the crowd just got tired of him doing all the talking, and they wanted the alleged victims of police brutality to speak for themselves. So finally, Jared gave up the microphone and a few minutes after that, he and his group left the meeting. Yeah, very interesting. It doesn't appear that mayor Gaito Kate Gago who's only been on the job. A couple three months really was a big part of this. No, she spoke. I calculated for a total of one minute. Opening comments, and then and then the final comments, maybe thirty seconds each. I thought it would have been an opportunity for her to address the concerns and somebody who's new on the job saying, I'm still learning here. I'm still trying to come to grips with what's going on at the department within the community. If she could've added a little bit more than that, I guess, a little more PR you could say but she didn't she. And she flames kept very tight lipped for the most part throughout the meetings, perhaps because they had already apologized last week. And now they had some rules to follow as chief Williams, put it perhaps, those rules were to say a little bit less last night. All right. Thank you very much, Peter. Same aura KTAR news reporter who is down at that meeting last night at pilgrim. Rest church on his thoughts and the surprises from that meeting last night, by the way, I had a friend, just text me who used to work in the media, and he says, well, breaking news, Jared mop, and talks too much. Okay. Seven nineteen. Now KTAR..

"Here comes we'll change doesn't start with the police department. Real change starts with our community. Oh, how dare you say that? But, but then she goes to clarify comes. She comes down off the status, and then ask the moderator for his microphone, Eric Bailey, and he gladly relinquishes. So there are those of you who think when I say community, I don't mean the police department, the police department is a part of this community. The community part of this police department. So that's a chief Williams last night. I you know, like I said, she had a hard time getting through that. And what a tough job right now I heard a little smattering of applause, when she said that. Yeah. Kind of behind the years there was, you know, there was some a little bit of applause here and there for her. But for the most part, people just I get it. People are frustrated. You know, I don't know what each individual's contact with the Phoenix police department has been. But, you know if if it went wrong, and they they go wrong. There's plenty of them that go wrong, right? The vast majority, go right? But there are plenty of them and go wrong. I don't know. I would just wanna be heard. I wouldn't even want to hear what the police chief has to say back. I could see in some cases. So I understand the frustration. But, you know, if you're if you want her there to listen and then she's feeding back what she said she heard. I think he'd want to hear that it's five nineteen. Now KTAR. Time for traffic..

"Other showing one of our officers yelling profanities and legs swiping, a man involved in a shoplifting. Call a at a dollar store, which involved four year old daughter taking a doll. I asked the chief about which actions specifically that she sees in those videos bothered her just the fact that when you're looking at the video, the officers, extremely agitated the language is extremely agitated, so get that there was this, heightened sense of awareness. But at the end of the day, we preach and practice, de-escalation, we preach in practice tool to that. But again, there is going to be due process, and there is an investigation. So I'm going to be very careful about what I say because I want everything to pan out, and I want to get us to the truth without knowing that, also, what officers knew about the call and the people, they were responding to we told you, they knew it was about a dull in a shoplifting, but I also. Asked whether or not there is any indication that there might be a weapon in the car because I'll tell you based on what I see in the video, it sure seems like they think there's a threat coming out of that vehicle that is for the investigators to know. So I don't have that information or don't know that information suffice to say, though, that the individuals flight from officers, right? I understand how that can increase, you know, some of the adrenalin, but at the end of the day, we're supposed to be the consummate professionals all the time. You know, didn't seem to be this way, when we were reporting on it just kind of within our own community in the valley and in Arizona. But once it went national it became about race. It always does. I mean everything's about race now. And I asked her thou it is being made about races at bother her. Absolutely. It bothers me. It bothers me when anyone in our community, the community that I was raised community. I was born in feels as they don't feel safe with the Phoenix police department. We have to look at it. I know tomorrow night, the mayor's called a community listening session that'll be the opportunity for people to vent their frustrations. I think that's going to be important for us to begin the healing process. I also had asked her this, if she's worried that this, this is just one more incident. That's lessening trust in Phoenix. Police in the community that people feel safe actually interacting with Phoenix police. And that's exactly what we're dealing with right now. I'm getting Email messages. I'm getting phone calls. We're getting letters were getting threats and other things. Just because of this incident because people are now doing that. They don't feel safe. So I'm going to go back to what it said before if there's one person in our community who doesn't feel safe when engaging with the Phoenix police department, we have to work to develop that I do also want to remind folks, though twenty nine hundred us need your support of the community twenty nine hundred of us, don't go out and do an amazing job each and every day, I'm gonna make one exception to a chief Williams just said there, because there are people that I want to not feel safe when they encounter, Phoenix police, they're called criminals, right? And you don't know what your approach ING vehicle, whether there's a criminal in there or not now, you can't act like they're criminal until you know that there's maybe some type of threat. But man, unbelievable. Speaking of threat. She said, I can't believe that people actually have I called it intestinal fortitude, Lou Waller. Tesla forty to make threats at the police. But what are they saying? Actually had an individual say me, an Email message saying that if I went on vacation, I hope my family encounters the same thing that happened there. She said, they get thousands of these calls and emails and. Just crazy. We had mayor geigo whether it's on Friday, she said she's confident and chief Williams. But, you know there are people calling for a resignation. Where's she in this at the end of the day? This is my community. It's my police department born and raised in this police department. If someone can fix an I am the person. I, I am the one who when we found out about this incident put the employee's behind the desk. I am not afraid of a challenge. I am up for this challenge to rebuild trust in our community. I just got an Email kudos to chief Williams rather than commenting about what we don't know such as we don't have everything yet as to what went on lead up to this, blah, blah, blah. She went out there and was willing to comment on what we do know. So thank you chief Williams for coming.
