We have to get this right. Based on what's found, bell's team will recommend any necessary changes to building codes or construction methods nationwide. We have over 600 pieces of the structure that we're going to be doing a lot of testing on and the more that you put together the more the pieces of the puzzle begin to emerge and stories emerge. What is the story that's emerged at this point? What do you know? Right now we're pursuing about two dozen hypotheses about what the causes may have been. Small sample collection that helps among the possibilities are shoddy construction. Bad design or faulty materials. Bells on the engineering team that investigated the collapse of the World Trade Center, following the 9 11 attack and came out of retirement to try and solve the surfside mystery. I've been investigating failures for over 40 years. And this particular investigation, I can say, is one of the most complex and challenging that has ever been undertaken. Why is that? Sometimes in building failures, the immediate causes are relatively apparent. We have no such apparent cause in champlain towers. After a well more than a year. Investigators started scanning pieces of the debris into a massive 3D database last spring. Preliminary lab tests on building materials began in August. Glenn bell told us if investigators discover anything that poses a danger to other buildings, they will reveal it immediately. Is it possible after the investigations complete that you won't know what caused the built in to collapse? I'm confident that we will, but it will take a long time. Back in surfside, Allen kill chimer told us the investigation doesn't need to take two more years. He was hired by the city of surfside hours after the collapse to conduct its own investigation. We have to get to the trigger. I always say a building talks to you if you know how to listen to it, right? And it finds a way to support itself, or it finally says I give up, I can't support it on fall down. Kill shimer a renowned engineer was part of the investigation after the Oklahoma City bombing and the 9 11 attack on The Pentagon. So where are you in the investigation right now? How far along? We're about 8 months behind of where I want it to be. That's because kill schemer is still negotiating with the federal investigators for permission to do his own tests on the building samples locked up in that warehouse. Is this unusual? The Rest of the Surfside Condo Has Been Demolished

They're working as hard as they ever have a but they are able to make headway even in the face of all of those obstacles but officials leading the rescue mission are also asking the federal government to send a search team to give their workers some relief. Well you know talking to family members and also hearing from people who've been involved in the search and rescue operation. I think at this point. People are realistic yet. Well one family member told me that the worst thing after losing your loved one is the torture of not knowing. What's going on and i think with that in mind. Beginning last week officials with the search and rescue teams have been privately briefing the families twice a day but the search rescue team. Say these are some of the most difficult conditions they've ever faced. Typically you know these are teams these urban search and rescue crews they go through neighborhoods and into flooded or small collapsed. Buildings looking for survivors but in surf side. The crews are sifting and collecting tons of pulverized concrete from this massive pile. They're collecting any personal artifacts. They find as they go marking them with. Gps but searchers say they're finding very few voids or empty space in the rubble where someone might be able to survive. Here's miami dade county fire chief. Alan kaminsky methodical very difficult process. Is we're removing debris or just find it. More debris this concrete pulverized. It's extremely difficult. Know the mound where rescuers are working as off limits to the media. Put the miami. Dade fire department released photos yesterday showing their operation. You see task force members using shovels and their hands to fill these five gallon buckets with crumbled concrete. That are then kind of carried away. It's just a painfully slow process. So at the same time the investigation goes on right. We're we're continuing to find out more about who may have known what about the deteriorating conditions of that building. What can you tell us right. There are lots of questions about what the town's former top building official. Ross prieto new for example. He saw a twenty eighteen report by outside engineering firm that identify what it called major structural damage at the condo but prieto later told the condo association. He thought their building was quote. Very good shape. He's stopped answering questions from the media. he has been working since leaving surf side as a consultant with the city of barral but yesterday the company that employs him said. He's now taking a leave of absence that follows information. We've also learned about a letter sent by the condo board president to residents in april that said fixing all the problems there would cost over fifteen million dollars the most alarming part of the letter. The association president said problems with the concrete and chrome steel reinforcement had gotten worse since an engineering reporting twenty. Hi there thanks for having me wanted to talk about this ongoing story with the champlain towers south in florida. Obviously this condo collapsed. We've been hearing about it. A lot of us have seen the video some pretty crazy stuff there and currently as it stands. We have eleven deaths in one hundred fifty people still unaccounted for. Those numbers can change but right now the attention is turning to why this is happening while the ongoing rescue efforts are still happening. But we're starting to get a better picture of just kind of how bad that building was the condition of that building. We have a letter sent in april two residents talking about how the lower levels of the building needed some work things could be exponentially worse and i guess residents were told at the time. Hey everything's fine. The buildings in good condition. So at least you tell us a little bit more about what. We're learning of the condition of the building so just to be clear officials haven't said yet actual cause of the collapse. They say that will take a very long time to get to the bottom of this. They're focusing right now. Still on search and rescue after this collapse on thursday but we are getting some insight into a process that that started in twenty eighteen in which an inspector went to the building and he started seeing some erosion under the pool raised alarms to that effect and then at a meeting in which the residents were updated following that inspection. They were told everything is fine. The building looks fine a year later. A board member raised concerns about construction. That was happening very close to this building. Quick email shot off like any of us would do. Hey i'm worried about this construction and she emailed a town Building supervisor and it was the same man who had said same thing. Don't worry about it. i don't even need to come by to check but it leave your mind in twenty twenty one when someone else came by to simply check. The pool of the building was when the extreme erosion they they started finding so much more and the twenty eighteen warning had come to fruition. And that's when the the building president sent a letter to the residents telling them that it was going to be a pretty penny to fix all of these concerns and just to be clear. This is a condo building so the people in the building essentially owned the building. So if there need to be repairs and they all need to chip in and between two thousand eighteen and twenty nineteen that number rose by six million dollars from nine million to fifteen million and the the language in this letter. Is you know months before. Half of it collapsed is just the alarm bells. You mentioned that you know there was a pool inspector. They're checking out Some stuff that was two days before the building collapsed. He even took pictures of crack. Concrete exposed rebar. And he wasn't there to do anything for the building. He was just doing inspections stuff but he even. He noticed standing water in some of the park in the parking garage. All of this stuff was alluded to in that report from two thousand eighteen that you were mentioning and then again in the letter that the president spent just an april and that pool inspector. He said there was standing water all over the parking garage. He said there was a puddle of water and specifically located in part where the contractor in twenty eighteen had reported there was major structural damage so there were warning signs here. This wasn't something that came out of nowhere. We have three years of warning signs and again. We still don't know exactly what had caused this building to partially collapse but it's definitely coming into clearer. View and dot pool area. We have another colleague of mine spoke to woman yesterday or a man yesterday whose wife had called him during the collapse and she said the pool lose just swallowed and then the line disconnected this shortly before the building flat and the other thing is There's a nearly identical building champlain towers north. Which is about a block away. I think it was built a year later. From the south condo which is the one that collapsed residents. I think they're doing some audits there. And looking into the structural integrity there a lot of the residents. There aren't leaving. They say that that building is better maintained. But you know this is just causing for a lot of building inspections in the area. Anything above. i think six stories or two years older more. you know. They're really starting to turn a closer to these things. Yeah the mayor has ordered that for all of these buildings and again. They're all told to go through this forty year on it but she's just making sure that that is happening and anything that that is near forty years there on the ground right now looking at those and staying with that sister building they've already done a quick audit on it and they're going back and they're going to do a more in depth one but residents have said that most of them are sticking around only about twenty five percent have left according to their account alicia fields that breaking news reporter at nbc news. "Time running out for anyone who may still be alive in the rubble of a 12 story condo that collapsed last week in Surfside, Florida near Miami. So far, the death toll stands at 10. With more than 150 unaccounted for. Since Thursday's disaster, Here's a B C S. T. J. Holmes officials identified four more victims overnight among them 26 year old Luis Bermudez. And his mother as the desperate search for survivors enters its fifth day cruise and officials working around the clock, refusing to give up hope. We just need a few more miracles each day, more than 150 still unaccounted for crews digging a trench 125 FT. Long 20 FT wide and 40 ft deep to help with the search. And rescue teams arriving from Israel and Mexico to support the operation 6 to 8 squads scouring the massive destruction at any given time, poring through the rubble left behind after this horrifying moment of collapse. This whole section of the Champlain Towers south Now gone, 12 stories pancake into the ground the way the building collapsed, leaving some hope that voice or pockets of air could form in the rubble. Large enough for someone to survive. I would think for the next month we could be Holding out hope and trying to get through the entire wreck. And now new questions about the Champlain Towers. The city of Surfside releasing documents from 2018, estimating the cost was $9.1 million to address issues raised in the 2018 report that found major structural damage to the concrete below the pool deck, including failed waterproofing. An engineering report from that same year identified significant structural damage to some parts of the building. But when a Surfside Building Department official met with Champlain Tower south residents just weeks after that report was released, a former resident telling NPR, they were assured the building was safe. That the death toll remains at nine, she says 132 occupants of the building have now been accounted for, but 150 to remain unaccounted for. The mayor says officials are not releasing the names of the newly identified victims of the collapse and says it will be up to the families to do. So. Here's how a sister of one of the victims described the process. They took us into a room and they told us the news that they found the rest of my sister and my nephew. And that the DNA match um 100, per 100%. And I know she had the strength if she needed to survive, But you know, whatever happened. I know God was with them until the young because they died together. They were together. And now a report from Florida First responders and searchers have continued efforts to find survivors amidst the rubble of the Champlain Tower. Miami Dade County Mayor Daniella Levine Cava says a trench dug into the pile is helping with the recovery and the families are constantly being updated so that they can talk with us.
