"Weekend speaks for what happened on then. You know, as we approach Memorial Day, I think from a historical perspective. Uh, but but better to prepare for the worst, and then then, you know, not be prepared. Now the police sergeant Union released a letter saying that they are overworked and that they need more time off criticizing the superintendent and the mayor's WG and Shawn Lewis is covering that, Shawn. How are you doing? All right, Happy, happy Tuesday to you. It is so far OK, so they wrote a letter. The sergeant union is saying that the conditions are demoralizing. But they didn't send it to the mayor, or they didn't send it to the police superintendent explain that for me. So, Jim Covino, who's the president of the sergeant's Association, said Just this morning. You know they've had Face to face meetings with the mayor and with the superintendent. So this is more of a public call. Kind of a warning warning alarm for the public at large saying, Hey, you know what we've way have these issues We want you to know about it right now. They say that they are about 100 sergeants down from what they are. Staff should be staff to have And the issues are that they're overworked. Yeah, you know, with the canceling of days off, some of these officers are working 67 days a week, sometimes two weeks in a row on 12 hour days, and Alderman Ray Lopez. I talked with him this afternoon. And he said that you know what, Once in a while. You can see that happening, especially when we have civil unrest like we had last year. But he said, when you're doing this time and time again, what that tells us, he says, is that we're not adequately staffing the department to meet the needs based on the regular salary that we already have. Have you reached out to police. I mean, what have they said about this? Well, we've we've questioned Superintendent David Brown, now three weeks in a row because you know this last weekend was the deadliest weekend after Only 21. And the weekend before was at that point, the deadliest weekend of 2021. So we're seeing this violence ratcheting up in the city and the police. Department. Publicly, at least acknowledge is that there's this issue and says This is what we need to do. We need to get these officers out on the streets now the police union, the sergeant's union. Even a mental health expert who we talked with a clinician who used to be a CPD officer said. That's not Where we think that should go. We need more officers on the whole, not more officer hours. While these police officers, they're getting big overtime pay checks. It's also taking away from their physical health, their mental health, their families stability, and that's not a good thing on the whole for the city of Chicago that investment on either end, I guess if we're paying the sergeant's overtime and also putting them in I mean, just in eight hour day, I would imagine in the conditions they work in a pretty grueling situations. Make that 12 6 or seven days a week that stuff exactly. And when you look at the numbers 2020 alone and you could say that was an anomalous year. Originally scheduled and budgeted for $95 million for Chicago Police Department over time, the actual cost for 2022 this taxpayers of the city 177 and a half million dollars That is a pretty amazing So where. How does this I mean, it sounds like this is a situation where each side is saying what it needs to say, But I don't see any movement on either side, right? And we're talking about attrition right now. Now, David Brown yesterday or last week was actually asked about the attrition. The number of people leaving the department of retiring are going to Suburban departments instead of being in the city of Chicago when he said they looked at the numbers, and they are right in line with normal operating procedure. I talked with that clinicians Dr Carey Steiner, a clinical psychologist who specializes in first responders, and she said, that's not the case at all. There is another mortar than the average number of people leaving CPD because of the stress because of the overtime. And she sees that there needs to be a wellness aspect to this CPD more than just words, but in action as well, W G and Shawn Lewis on the story for Shawn, Great to talk to you again. Thanks, Steve. We'll talk again. You're listening to the afternoon news. Hey, this is the time of the day. When we check in on the news room temperature will make the rounds here find stories that are getting maybe too much play not enough for Like Goldilocks would say just right, And it's all sponsored by American weather makers. Heating and cooling. You know them. They are the 60 Minutemen. Okay, let's start today with Calvin. I'm not prepared to neither. Okay, let's move to Lauren. Do you guys ever use your phones for payments of things? You know, like apple. You can just scan your phone over a credit card thing. I only get cash when I'm getting a haircut, So I'm going to get cash from a haircut on Thursday. And it'll be gone in a week or two. And then I go. I haven't had more than a dollar in my wallet in six weeks. So you like touchless payment or not? I don't know where you're going with that. And I'm sorry. Did you ask questions? Yeah. OK, so all about Apple pie. I love it. For those who love touchless payments. A Japanese company is working on a Hey, there touchless payment method via ring, So it's a ring you wear on your finger. It's gonna be called the severing a smart ring that can act as a wallet and a Keith so the ring is made from zirconia. It has a chip inside so you can buy whatever you want, or you can lock a door or Just kind of wave your hand and unlock the door. Either way, the company's working with visa for an initial run of 3000 rings, but I think that could actually be pretty cool. But you'd have to have a password somehow, right? I mean, when I use my phone for Apple pay It reads my face I put in my pass code. I'm not sure. I mean, maybe that will be part of it will be like an app slash ring slash something. But that also seems silly. Because then you still are using your phone, but I'll be interested to see I like you, Mary. What are you looking at? We have you have you heard of this time for me to drive campaign? Yeah, Illinois, let's go. Yeah, This is pretty cool. The Office of Tourism is promoting this. There's commercials. When Stephen was adopted are witnessing mean on bass own this national park. It is pretty big. So it would be very difficult found somebody out in here about he wasn't in the national park. Who are you even list, then never mind? Well, it was busy looking stuff up. Okay. While Carey is the one that's going to be. The Yosemite killer. Okay. Okay. All right. You get on with it. For years. Parnell traveled around California. With stephen. Stephen Steiner had a new father figure. It was Kenneth Arnelle who by day was this father and by that night. He was his ripest. Stephen was told his new name was going to be Dennis Parnell. And he was even enrolled in school. Against the odds. He flourished there. He had a great personality said, Laurie Duke data's Stephen in high school. But new as Dennis he was spunky. She said. While Steven was a freshman at Mendocino high school some three hundred miles to the south. His older brother, Kerry wasn't upperclassmen at Mersad high school. There was a slight Paulo over on Kerry, because he was the kid who had his brother kidnapped. What does that have to just like, in the shadow, everybody knew him as the child that the brother was kidnapped? Okay. Here. Steiner was a very good cartoonist and will he was voted most creative at school. Steiner. However, he always wore had he had a horrible. He would yank his hair, so he actually wore hats cover all the ball spots. Not very good. Carey Steiner also exhibited some behaviors that made others uncomfortable including as he later, admitted, exposing himself to assist friend, one night while she spent the night. It seemed as though he had a compulsion with trying to get close to women or be sexual with them. But he was unable to develop any sort of interpersonal relationship with any woman. You had one brother who had been subjected to just unspeakable horror for years. But by all appearances everybody else he was a happy go lucky kid and had a girlfriend, then you had the other brother who was left at home, and he had no interesting girls and no interest in people. He wasn't just a loner. He was like a creepy loner who, by the time Stephen was fourteen he had been abused. Emmy manipulated by Parnell for seven years. At some point poor Nell and Steven together realize that Stephen was growing up in that he was no longer going to be controlled by Parnell Parnell wanted. Another kid that was younger that he could sexually assault in February of nineteen eighty Parnell decided to capture a new younger. Boy, he paid a local kid to ride with him to the little town of Yucai, California. And he put the high school kid out on the street to go find him a boy. And he found five year old Timothy white walking home from school to say so he paid. Lucca teenager to rob with him row fund a younger boy. Right. For him. Yes. Okay. For two weeks. Stephen watched Timothy supper suffer the separation from his family, then he took matters into his own hands. His high school girlfriend said he later told her what happened he said that he was not going to let that child go through what he had already been through. So he knew if he didn't take care of it. Now, it would just get worse on March, first of nineteen eighty Stephen waited until Parnell was at work. Then he fled with the new younger. Boy, Timothy, the to hitchhike hitch hiked to you Kaya California. It was dark in TIMMY, couldn't remember where he lived. So Stephen figure that the best thing to do was to take him to the police station. Not only was Stephen able to explain to police, what happened to him and Timothy, he was also able to tell them, his real name was Steven, not Dennis telling police. I know my first name is Steven became the most iconic moment in Stevens remarkable story later, it became the title of a book and television movie, Steven was a national hero. He returned to Merced said, try off it within days of returning home. He was on good Morning America on good Morning America in March nineteen eighty Stephen shared with former host David Hartman that it felt great to be home. He told Hartmann that his parents didn't change that much. But his brothers and sister, they changed. Lot. He never recognised either one of them. At a press conference outside the stain her house. Everyone was smiling. There was a lot of jubilation. But if you look in the background, there's something worth noting, and it's Carey in his baseball cap. And he's not smiling at all Kerry, as the older brother had a very strange relationship. Now with his youngest brother Stephen, who was getting all of this attention, and who was a different person. The brother were four years pond a shared a room, but they did not get along Steven didn't understand the rules that he was now expected to live up because he had been allowed to drink smoke. Now that the government is reopened for a few weeks about whether or not there will be a wall. And we'll also talk about the the latest candidate to officially get in one candidate in one candidate out actually for the democratic nomination for twenty twenty. So there is a story of two brothers, Stephen and Kerry Steiner a story of horror and heroism. Both famous and both tied to you semi. Stephen Steiner was seven years old when he was kidnapped. Carey was the older brother and kind of had to like live with this whole stigma of oh, that's the guy whose brother was kidnapped when he was seven. Yeah. It's one thing to to live through a major trauma like that a major incident with your family. This guy had a bunch that went on in his in his life. So Stephen Steiner was kidnapped at seven years old when he was in nineteen seventy-two forced to live with a guy Kenneth Parnell, and he had sexually assaulted this kid over the next seven years. What happened was Kenneth Parnell was living up at Yosemite lodge, and he enlisted a co worker, and they drove down to Mercedes and they saw with the intent to take a kid, and they saw seven year old Stephen and he's walking home from school, and they pull the car up. And they say we're going to take you home. Your parents told us to come get you that kind of thing. And this was a little boy who believed in authority, and he gets in the car, and they don't take him home. And they say, in fact, we just talked to your parents. They don't want you anymore. So you're you're going to be my son. Now when Stephen was fourteen years old, Kenneth Parnell got a local kid to help him kidnap another child of five year old kid named TIMMY, so Steven and TIMMY, actually were able to escape and Stephen took TIMMY to the police originally they thought Stephen who again was the kidnapped kid at the age of seventy nine hundred seventy two they thought that he was the one who kidnapped TIMMY, he was originally detained. They eventually figured out. What the worst story wasn't at this. Kenneth Parnell guy was a monster. Both of the kids were reunited with their families shortly after they got it to the police station and Steven was considered a hero. And he was convicted the child abductor slash rapist was convicted on kidnapping false imprisonment charges. He was sentenced to seven years in prison. But only served five. Think about that. He served less time than he held Stephen captive for. Now, Steve Steiner died. Unfortunately, the age of twenty four to motorcycle accident and not long after that. His uncle died. Well, remember Kerry Steiner, the main character in this story is Stevens older, brother and Kerry was very close to the in fact was living with at the time. When his uncle was killed. Carry out a couple of nervous breakdowns. They thought he eventually was going to end up in a mental health center. He did he did go, but he left after a few hours so Kerry Steiner in the fall of nineteen Ninety-seven in his thirties at the time after this series of very traumatic and high profile events overtakes his life. He kinda finds solitude. He lands a job as a handyman at the cedar lodge in Yosemite. So he's just kind of living the hippie naturalist type life hanging out by the rivers smoking pot skinny dipping. And then he starts killing people. Carol Sund her teenage daughter, Julie and an exchange student from Argentina Sylvana had been staying at the cedar lodge just outside the park, and they go missing and soon the bodies of Carol, and they exchange students are found burned in the trunk of Carroll's rental car. And Julia the daughter is still missing. In late March of nineteen ninety nine. There was a letter that was sent to an FBI agent in Modesto, and it gave investigators a clue as to where they would be able to find Julie's body. And the letter ominously said we had fun with this one. And the Jeff the FBI agent who picked it up. Jeff Rennick says I think we think that fund meant something of a sexual nature, and that's not good for the victim. There's a crude map shows route one twenty shows vista point, Don Pedro reservoir, and it's about forty miles away from where the car was found. Now at the time. This was terrifying. I was at college I was up at Chico. And I remember writing about this story and who had killed these women, and what was going on and FBI agents descend on Yosemite and they start staying at the cedar lodge where Kerry Steiner is working the he is not a suspect, by the way. He's just this kid who's working there who likes to smoke. Weed and and live the nature life to the point where they didn't consider massage Specht they asked for his help in certain. I mean, granted he's the handyman. But he's the one who's going door to door with the FBI opening the rooms. So that the agents co it can go in and look for evidence. Right now after this. So this this park naturalist that was all of March of nineteen ninety nine in July of ninety nine a park naturalist twenty six years old. She disappears. Her friends. Call police when she doesn't show up to meet them as planned Joey Armstrong is her name. They go to her cabin. And they find signs of a struggle. So they start searching the area investigators finally find her body and near a stream in the woods about a half mile away from the cabin, and it is not intact several feet away. They discover her head which had been removed. So the next day at tip is called into the park. Rangers about a car that was seen near Joey Armstrong's cabin and the car described. Was known to people in the area. They know that Kerry Steiner drives that car so they began looking for him as they say as a potential witness in the murder, of course, they think that he's you know, he's going to be the best for it at this point is he's the only one that they know is in the area at the time that she was killed. They arrest him the next day or same day actually for smoking pot, but due to a clerical error. Carey Steiner is released from jail overnight. So he goes back to the lodge, and he tries to pack up what he can pack up and get rid of the rest, and he is going to escape, and he is going to escape to a nudist colony seriously, no joke. We'll get into the rest of the story when we come back. That's a good tease. He went to a nudist colony. It's really works for any story, doesn't it? I mean when a story takes that turn. You gotta tease and gotta stick around. Yeah. Gary, and Shannon will continue just a moment. Amy king. What's up?
