Rehabilitation and amputations and that kind of thing like you don't think of it. Like their families being treated for cancer in their building and things like that that are so. Important to give our military that kind of support. And I've always been so impressed with also the I mean when you go in the just the technology. Is Unbelievable, the VA fortunate to partner with most colleges in. Medical schools right to do research so. The V8's most of its nurses from universities, and it's just it's. It's a really wonderfully integrated research system. They have very top of the line technologies and and treatments, and it's one of the best largest health systems in the world. It's got really great. Feedback from from the patients. They're very focused on patient centered care, and it also has really really good evidence based health outcomes, not just lip service so okay so you. Are Working for the executive branch, right and then. Donald trump happens. I mean what went through your mind. Whenever Republican gets elected, you have to be very wary of privatization, and via's continually under attack from Republicans trying to privatize it basically. Making it like our Medicare system where veterans go to private doctors, and the government directly pays private health insurance industry at right, who three or four times the price of a you know via direct care and same with pharmacy stuff because Va pharmacy has a massive discount. Ed So private insurers or quote unquote losing out whenever somebody chooses the VA over the private sector. So, they've been trying to privatise for a while. So that was my number, one concern and Lo and behold he made permanent veterans choice, act which was originally set up as a response to what was happening at the Phoenix Va.. And it was supposed to be a temporary measure signed by Obama that allow veterans to go out to the private insurance and private doctors, and have it be paid for by the government temporarily so that we could clear these wait lists out. And then we would the with money and bring all the veterans back into the fold, Yay everyone's happy I was supposed to be temporary. Measure and trump made a permanent during a rally in Tennessee President Donald Trump, started touting his record and that of his party's. He started talking about veterans benefits when he said this. We just pass choice. That was forty four years. Trying to best choice, they've been trying to pass that one for many many decades. They couldn't do it. We got it there. The president is talking about the bill dubbed that trump's choice. It's government money to pay for private healthcare. If the veteran had to wait too long for an appointment at the facility where they live too far away, Congress passed a new version of it was originally passed in two thousand. BARACK OBAMA MR trump leaves entirely the wrong impression by suggesting it was just to pass, and the previous administrations couldn't get it done as for the forty four years thing, it's not clear what the president was talking about. So much more at cost the taxpayer so much more money and that's. There and the wait time I went through the process and the wait. Time is longer than it was at the VA and healthcare was poor. It was poor quality care because they therefore prophet, the money is there by not the patient right? Exactly mental health is such a tricky thing because I feel like doctors need to be more accessible than regular doctors, because of the nature of what being in crisis mode really means. Staffers who are of course government employees Scott. Thanks so much thank you. Npr's Scott detro- a sailor from the aircraft carrier Theodore Roosevelt has died from complications of corona virus. The US Navy ship became the scene of an outbreak and then a source of controversy. Captain Brett Crozier wrote down his concerns about the safety of his crew. After that letter appeared in a newspaper the Navy then removed him the Acting Navy secretary then visited the carrier and denounce the captain so harshly that he lost his job. During all of this the crew has been trying to look after each other and NPR Pentagon correspondent. Tom Bowman is following their story. Tom Good Morning. Good Morning Steve. Who was a sailor who died? Well the Navy has released his name yet. Steve Pending family notification. I'm told he's a chief. Petty Officer in his forties and he and four other sailors were isolated after testing positive for the virus. Two weeks ago in this is the first death among the crew. He did not show any symptoms. Though I'm told and was checked twice a day and at one point in April Ninth. He was checked and he was unresponsive given CPR he went to the ICU. At Naval Hospital in Guam and died yesterday the chief of Naval Operations Admiral. Mike Gil de offered his condolences and said quote. We pledge our full support to the ship in crew as they continue their fight against their corona virus. Okay the first active duty military member known to have died of complications of corona virus. But not the only person on that ship with the virus. How are others doing well? Nearly six hundred now of the five thousand soldiers have tested positive for the virus Steve. Four of them are hospitalized. But I'm told not in the ICU. All their stable as of yesterday more than ninety percent of the crew's been tested and more than four thousand sailors are assure in Guam. And of course all this began with the lighter from the carries captain crozier urging his superiors to move faster because he said the virus was spreading. Quickly He wanted a four thousand sailors taken off immediately and he sent letter to more than twenty people. Some outside the chain of command and then of course. He was relieved after that letter leaked to the press. Tom I'm just thinking this has got to be a microcosm of the whole problem facing the navy there ten other aircraft carriers whereas something like this could happen their scores and scores of other ships. Were something like this could happen. Not to mention Navy Bases No. That's right I if officials have said there's no reason to think the Roosevelt is one of a kind problem. Ships are highly vulnerable because of the tight quarters crews on top of one another. So the navy's watching this particularly closely There are two other carriers or keeping tabs on the Reagan based in Japan and undergoing maintenance has had fifteen virus cases all those sailors office ship. And then you have the Nimitz which is important and it's sailors and restrictive for two weeks. The Renault positive cases but again. They're keeping a very close eye on this. Wisconsin is an important presidential battleground state and in last week's primary elections Democrats we now know scored a significant victory. Yeah remember Democratic Governor. Tony Iverson had tried to postpone the election. Because of the corona virus the election included the Democratic presidential primary which Vice President Joe Biden one but also on the ballot. Was this important seat on the State's conservative Supreme Court that same court to ultimately ruled that the election would go on a scheduled voters showed up at the polls in person and at personal risk and voted to replace the Conservative incumbent on that bench with a liberal justice and my on silver of our member station W. W. Emma's here to talk about results. Good Morning Good Morning and Bhai here of course I mean sheltering somewhere right. I mean are you and your basement. W. W. Yes I'm at home in Milwaukee. Okay okay. As long as we're clear on that okay so there was this Joe. Biden's victory was expected at this point but this upset and the State Supreme Court race and incumbent endorsed by the President. I believe was thrown out. What happened yeah? Liberal backed candidate Jill Kurowski. The trump endorsed incumbent Daniel Kelly. So she had a socially distant victory party it was just Karachi and her two kids and she thanked her team supporters. But she also had a caveat look. We shouldn't have had an election on Tuesday and for many many people. They had to decide between whether or not they were gonNA risk their own house or the house of people they loved or their lives or the lives of people that they loved in order to vote. It wasn't on tenable decision yet. The GOP controlled legislature and the conservative majority in the state. Supreme Court fought hard to hold the election date in place despite calls to postpone or change to all male in so this was a big defeat for them. I guess. In theory these judicial elections are nonpartisan. But it's clear where the political parties stood between these two candidates and there were Democrats who said that they felt that going ahead with the election under these circumstances amounted to voter suppression preventing people from voting. Because it would just be too dangerous to them. Is there evidence of that now that we know the results well so in Democratic National Committee Chair? Tom Perez had called this election voter suppression on Steroids. So in larger cities voters reported weights on average of one to two hours even up to four hours. But some voters just couldn't wait that long or didn't want to brave the polls and risk their health. Nearly ten thousand voters requested mail in ballots on time and didn't get them in there. Were POST OFFICE PROBLEMS OR POSTMARK PROBLEMS. So there were voters who were disenfranchised. We'll never know. Just what turnout would have been if it hadn't been for corona virus but all in all one point one million mail in ballots were requested and returned that makes total vote. Count Right in line or even higher than previous State Supreme Court races and also on par with other presidential primaries and I suppose we should mention also. Muller during the impeachment inquiry trump ignored subpoenas and refused at every turn to allow transparency and allow the oversight. We've been working for years to make our commanding officers. Feel free to speak out about problems. Those days might already be over. The man who was Navy Secretary for George H W Bush said you have to support the action of deployed commander. Those days might be over to the days of watchdogs and whistle blowers and inspectors. General may be over at least for the seven remaining months in this presidential term by Sunday of this week. Captain Crozier had also been struck by the corona virus. He tried to warn his superiors about the. Us Navy had left the appearance. He doesn't care about sailors. The navy had left. Its sailors with that same impression. The crew with the Roosevelt along with others in the navy were described as livid. They vented on social media the unofficial sites where they chat a leader they trusted and respected and even admired had been fired by trump civilian acting navy secretary. The Acting Navy secretary Thomas Mode only landed on the aircraft carrier. This week to yell. Profanities at the crew telling them their former captain the one they clearly admired had been naive and stupid. Lawmakers from both parties in both houses of Congress were asking questions and talking about investigations and removal on Monday. Meanwhile another big story in Washington is President Trump's decision to remove the Defense Department's Acting Inspector General Glenn. Fine was in charge of tracking how two trillion dollars in corona virus. Relief money will be spent. He was chosen by other inspector generals until President. Trump removed him. This week the president was asked yesterday about his decision when we have You know a reports of bias and when we have different things coming in. I don't know fine. I don't think I ever met fine. I heard the name. Let's bring in. Npr's Tim Mack and Tim can you. I address the president suggestion of bias. what do we know about? Glenn Fine Is there any evidence of bias in his decision making? It doesn't seem to be any sort of evidence that Glenn fine was biased. In fact he's a longtime government watchdog was served in Republican and Democratic administrations from Clinton through the Bush administration through the OBAMAS rations to the current administration and he served for more than a decade as the Justice Department's Inspector General at the beginning of this corona virus crisis. You mentioned he was serving as the acting. Inspector General at the Pentagon. He's reputation was solid enough that he was chosen by fellow inspectors. General to head up this powerful Accountability Organization And and that you know that that's kind of the background and the basis for his reputation. House Speaker Nancy. Pelosi said in a statement yesterday that finds removal is quote part of a disturbing pattern of retaliation by the President Against Independent. Overseers what are some of the larger concerns being raised here about The president removing fine. Well I think one big concern that Democrats have is that the president is trying to disrupt oversight into this Krona Virus Response Package. The reaction has been quite negative among Democrats especially those involved in oversight of the trump administration. I'll give you one example. House Oversight Committee Chair Carolyn. Maloney said that finds removal was a quote direct insult the American taxpayer of all political stripes. Who Want to make sure their tax dollars are not squandered so at the basic sense is that there's a concern that it's not just fine but in general that this administration is not handling oversight. Well can you put this in context for US? How unusual it is for president to get involved with. Who oversees funding? Is that something that we've actually seen in recent administration's while the president has responded to To some of those questions about the removal of fine by saying that he has the authority to remove fine. And that's certainly true but it's also unusual to happen on the scale and also unusual due to the circumstances of this removal and Glenn. Find isn't the only inspector general who the president has picked a fight with. This is all taking place at a time where the administration has actually trying to go back to Congress and asking for more money and it may lead to some pushback from Democrats who may not be assured that the money will be spent with sufficient oversight by this administration. Okay so President. Trump has now chosen. Sean O'Donnell the Inspector General at the EPA to take place. What do we know about O'Donnell well? Prior to becoming the Inspector General O'Donnell spent some fifteen years at the Department of Justice including as a prosecutor in the criminal division and You know O'donnell is currently acting replacement for Glenn. Fine at the Pentagon however the President has nominated Jason Abend whose experiences in policy at the US Customs and border and Border Protection Agency not as a government watchdog. So The President has nominated permanent replacement for fine at the Pentagon Who doesn't have experience in this sort of internal oversight role and this comes just days after the president fired. The inspector general were the intelligence community. Michael Atkinson Who was the one who told Congress about the whistleblower blower complaint that led to the president's impeachment so there's a lot of movement here that's NPR's Tim Mack? You're probably well aware that the acting secretary of the Navy Thomas. Moseley resigned yesterday over his handling of a cove in nineteen outbreak on the aircraft carrier. His superiors worried about readiness. If the ship was emptied retired admiral James Stavridis has been watching from the sidelines. So Admiral pick up the story and tell us your thoughts. Well this is a story in which there are no winners right Three months ago Captain Brett Crozier was the commanding officer of nuclear powered aircraft carrier with five thousand sailors about to go on a Ford deployment. Tom Mode Lee was a very effective under secretary of the navy widely regarded as balanced sensible in in command of the navy at that level. Inter Corona virus infects the ship in the captain Feels very strongly. He's gotTa protect the health of his crew. He's right to feel that way. He asked to go into port in. Guam. That's where the ship ends up and then secretary mode. I think makes a mistake at this point. Probably overreacting to the email. You mentioned which could get into the public domain. He Fires Captain Crozier and then Robin inexplicably. He flies to Guam gets on the ships announcing system and in front of essentially five thousand sailors. Says the captain is either naive or stupid so this is a very dark set of facts and with the Navy needs to do is simply get the ship. Back to health and back on the frontlines. Does it say anything more though about the navy. You've spoken just now. Highly of me. He was the acting secretary of the navy. Some might read into that that maybe a civilian. Who didn't belong there but you seem to think he was doing. Well you does it say anything more about the what's happening in the Navy right now or is this just the effect of this virus and the stressful times that we're in it's a bit of both. Robin and many will recall two years ago. The Navy had two terrible collisions at sea in which seventeen sailors died. Two of our destroyers hit merchant ships since that moment two years ago the navy has not been all that it should be and this incident will will further set the navy back in its public perception. Having said that I'm very confident. The navy will sail on from this moment. Get this situation under control and deal with this. Covert at virus which the whole country is dealing with all of this is terror incognito for the entire nation. The navy is a reflection of that. At this point the navy has to do better. Get the ship back to see and we are going to be able to do that. I'd say over the next two to four weeks well also track corona virus in its ranks because these are people who live very close together. It could have spread like wildfire if you were about to step on that ship as the new captain. What's the first thing you'd do? Well the new captain did just step on the ship. And here's an interesting thing. He's the old captain he's the previous captain. He'll tell the crew three things number one. The Navy cares about you and your health we're GONNA fix the infectious state of the crew. I think there are now two hundred fifty of them infected number two. He'll say our mission once we get healthy is to get back to a combat ready status and get underway and number three. I know this ship. I was the commanding officer. I am part of the legacy of the Theodore Roosevelt. That's why the Navy pick me to come. We're going to do this together. That'll be I think how he takes us on she. Captain Crozier be reinstated. Either on that ship or another I think Captain Crozier should not be career terminated. I think at this point it would be untenable for him to go back to the Theodore. Roosevelt what I would do is put him ashore but in a productive billet and perhaps doing something that helps the navy do better as we respond to this corona virus. He's experienced it on the front lines. He's a highly capable officer. Let's hope he can continue to contribute in that way in the navy? Well he's experiencing it personally. He has it. Should the president get involved? We know that president trump said things like crozier shouldn't have written a letter but he was just a guy having a bad day and I might get involved the president said. Npr's Tom Bowman told US already. There are concerns about that. Why indeed there are as you would guess several investigations that are underway when the president weighs in on a military justice system? It's called command influence. And what it means is that all of the admirals or generals the other services in the chain of command. They hear the commander in chief opine on a situation. It then influences how they look at outcomes so I would hope the president would stay out of this one. I wish the president by the way had stayed out of the issues surrounding the seals. All only has his job because his predecessor resigned. After trump pardoned a war criminal. He fired crozier without doing any kind of investigation In things quickly got messy so I this footage leaked of crozier leaving the Theodore Roosevelt aircraft carrier and getting this heroic send-off from sailors who are calling him the goat and cheering four as he departed the ship like truly moving stuff. Then we learned that crozier himself has corona virus and then Moseley the acting secretary of the navy decided to lay crozier up in the press and then he delivered this blistering speech attacking Crozier over the aircraft carriers loudspeaker system so to all the sailors. This man was trying to protect and he said the crozier showed that he was quote too naive or too stupid to be commanding officer of ship like this. Because when you send a letter like rozier dead over unclassified channels do a bunch of people. You should know it's going to leak now. The irony here of course is that merely thinking. He can talk shit about the commander of this aircraft carrier over loudspeaker to thousands of sailors without his comments. Leaking shows somewhere lack of judgment. They obviously did Moodley Apologize. He backpedaled we later. Learned that the chairman of the Joint Chiefs in the senior League Navy leadership had disagreed with melies decision to fire crozier without an investigation former leaders. Mike Mullen former chairman of joint chiefs said. He was appalled by both Lee speech over the aircraft carrier loudspeaker system that it was undermining the leadership of the Navy and military like criminal justice system. Generally and you know he's right because we know that Moodley told The Washington Post that he took this actually any fire crozier without an investigation because he was worried that trump was would think he was being indecisive and then what to intervene himself because trump had been on at the podium. The other day saying that the letter was terrible and said like this isn't a class on the literature. Criticizing the length of the letter that was sent so anyway just a total mass absolutely cluster. And I think like my question ends where we started Ben. Which was you know you and I talked while back about trump intervening in the military justice system to pardon this navy seal war criminal now. We have the acting secretary of the navy taking stupid actions thinking he could prevent trump from interfering in the military justice system. Again and it none of it worked. It all speaks to why you shouldn't be mucking around in these decisions that should be made by the navy brass. Yeah I mean this. This whole story was like totally remarkable and I really do Suggests that people actually read both the letter from Captain Crozier and then this just wild wild speech because like it like this document is a great window into a mindset of somebody that has no respect for the lives of these men women who are serving on our behalf right now he basically spends the first half of the speech trashing Captain Crozier who was just trying to get help for the people on the ship who are literally you know dealing with a massive outbreak of Cova did and then the second half he kind of blisters about What should be on the minds of the people who are on the ship in harm's way he's he says he was bothered that in the letter? The captain said that we're not were so therefore we should be able to kind of come back on shore and get treatment we need and he's like well we're not technically at war but let me tell you something. The only reason we're dealing with the sing right now is a big authoritarian regime called China. Essentially blames the Chinese for the virus and then basically says if you can't deal with like you know the corona virus how you're going to deal with like a hypersonic missile coming your way I mean. Just how did we get here? What he's talking about. And you compare a virus to a hypersonic missile. What the fuck are you talking about? I know it's a wild documents. But it is. It's a window into like the mindset. That is running our institutions across our government right. Now which is yeah. He's asked covering up to trump because this letter was a pr hit on the broader corona virus. Response and he's trying to be decisive. He's kind of mimicking the anti China rhetoric in dealing with this but he's also showing like going complete absence of compassion for people in incredibly difficult circumstance. That is not a war like we didn't. These people did not have list to go onto a ship and get stranded somewhere with everybody getting corona virus. Like that's very different than hypersonic. Missile coming at you and so I do think it just shows how this kind of mindset that. There's a pattern of these incidents. We've talked about involving the military where the last concern seems to be the actual men and women serving. You know whether it's like the decisions that were making about national security matters or whether it's stuff like this or whether it's the navy seal episode that we talked about where the people who did the right thing and reported this guy was a war criminal are now the ones being shunned in punished. You know there's a kind of consistent lack of regard for our servicemen and women while there's this kind of broader effort from trump to like wrap himself in the flag of and got a good the near good feelings. People have for the military here and I mean I hope this kind of like provides an effort to reset clearly something. That's gone wrong in the navy. And it's a pattern. We see across the government where you know. This was an acting secretary secretary right now to confirm person. He was an acting in the same way that we've got acting people in all these places. Trump doesn't like a confirmation process so we have no confirmed secretary. No confirmed deny no confirm person and a whole host of different positions across the government. And there's such turnover that there's no real leadership because it's a game of musical chairs and that kind of thing causes problems over time and it causes bad decisions like this to happen and it causes. Pr Debacles to happen like there needs to be some stability at the top of these national security institutions as well as like a resetting of prioritization. So that the health of of people whether they are American servicemen and women. American diplomats is front and Center for the people in charge of them that we seem to have lost that these last few years. Yeah I mean so one hundred seventy three sailors that we know of our sick including Captain Crozier. Who's now in isolation? A bunch of these guys were taken off the aircraft carrier and put into hotels in. Guam. He's obviously. You can't practice social distancing when you're packed into a nuclear powered metal tube right at the house. Oversight Committee on National Security said they were going to investigate it. Seems like trump? Maybe was trying to suggest that he might He thinks that crozier shouldn't have been punished in the way that he was like. It was hard to read between the lines in this in. The comments. Trump has been making about this incident lately But yeah I mean. This was a weird instance where clearly this acting. Navy secretary was trying to channel the lion. Maga xactly solution to the problem and the fact that that's where this guy's head is at speaks to this broader erosion of the separation between politics and trumpism in the military which has been happening since day. One when trump was giving wildly politicized speech speeches in front of men and women in uniform and the Boy Scout Jamboree by the way despite all the like media's love on people general mattis and others like no one did anything to stop it. Yeah and I would add that. There's a broader issue here. Issue of how trumpism and dysfunction and turn over the top. He's institutions has eroded the chain of command. There's also a real pressing concern about corona virus consequences for the military because You know we've got people deployed all over the world often. They're in places where they're in close proximity to one another. Their poster are on a base there on a ship And I think there are very real concerns that the military needs to do more to kind of get on top of an anticipated. Both what the health risks are to servicemen and women who are in circumstances like this where it's hard to contain an outbreak because of how much interaction there is among among them but also have we thought about what happens if the KRONA VIRUS HITS. Afghanistan heart and what that's just going to do to the border security environment. I mean so so I do hope that. There's some serious contingency planning being done around. You know where their risks to servicemen and women and also where the environment that they're serving in are going to be be changed by you however an outbreak hits. Yeah and that goes for the State Department. I mean I don't know how you're supposed to have meetings with civil society or government if you're working in really any country around the.
