You've been preparing you for days, and now the scorching weekend is upon us, though today is the coolest of the next three days. The triple digits in western Washington are highlighting another issue caused by the heat. It's certainly not going to help. Steve Reedy is a meteorologist with the National Weather Service in Seattle and is talking about the heat's impact on our current drought. When you look at the whole state, with the exception of the Cascades in the Olympics, Washington is dry for weeks. Now, western Washington has been in the lowest tier of drought, which is abnormally dry. Seeing temperatures hit triple digits this weekend. Is it going to help the warmer it becomes, Uh, you know, the more the lower relative humidities will be the scarcer moisture will be which isn't exactly ideal. "Encampments that are out here on these corners, asking for change, and we just walked by him. It's time for us to keep Doing something for them now, like, let's humanize them. Let's put them in a space where they can be successful. Get the services they need have some compassion, some empathy and some love for them and build them up so that they can walk down a different path and see some light at the end of the tunnel. Right now. Can you imagine having to live out here every day? Can you imagine having a bit for food and have to go get services and navigate services every day? I can't imagine that. So I don't want to have to imagine that And I don't think other people should have to. So this is what this is all about. Being able to serve our community. WDC has a team of people from the communities from the streets from the systems that the people that are being served the participants that would be a servant who just cares. We? Are we walking alongside with them. They understand them. They know them. They come from those communities and they've been through training and we've been able to hire them put them in a place where they're making a really good living wage serving the community. So that's the peer stuff I'm talking about. Yeah, Go ahead. Sorry. I have a question for you. So you said that they They don't have any real requirements in terms of making sure that you're clean when you get into this program that you can use drugs or drink or whatever, Um, while you're in the program while you're physically housed where they where they have you is there some time limit on that, like is obviously the objective is going to be to try to get as many people clean and try to get them into society with jobs so they can they can get on with their lives. Lives. But is there something that they're doing? As far as saying, You know, you have a year. You have two years or or is it too early in the program to make those determinations? As far as I've seen, there's not any limit on that. And and basically when you're talking about a housing first or harm reduction model, what they know is that people are going to slip if you will or relapse, right, so you have to get them. House and with a roof over their head for a while, so they can have those chances to do that. And then eventually with this ongoing effort, and this constant wraparound services that are like with them all the time navigating them through all of these processes. Then eventually it sticks. And that's what I've heard from everyone who deals from whether we're talking about the opioid crisis all the way through the homeless crisis and where those two things meet its. That is the only thing that they see that actually works picking people up, arresting them from the minor crimes and turning them back out. That doesn't work. Then we have our prolific offenders. So this day by the way, time and answering your earlier question, 33 people out of the 42. I believe that there were there and Third Avenue Went voluntarily into this program and so far so good. I think 13 per cent 13% of 13 people who could not safely go into their housing program, which basically means that whatever it is that they're doing is too dangerous for those around them. Or, you know, they can't be out so Yeah, because that was that was going to be my wrap up. Question was John always brings up the point that you know, Tom. Some of these people don't want to be helped. They don't want to be cure They don't want they want to just be left alone and that you know that this is not the solution. Some people he insists, prefer to live on the streets. I was wondering how you handled How this group handles just cares. Handles, um recalcitrant people. If there was somebody living in a tent on Third Avenue, they just swept up Third Avenue. If somebody didn't want to go, would they leave them alone? At what point does it get a little messy and it was clean all the way through this morning, and I know there were those few that didn't want to go or could not be house there. But it was done humanely. That's what they said. I'm not sure I think that Parks was involved in this and all the various city departments. They take the stuff if they need you so that the people can get it and and do it in a way where you know they're not losing. It's not like you saw, say, Cal Anderson Park a while back where they're kicking the tents up and that kind of thing. It's all very cordial, I guess would be the word I would use. Um okay. Yeah, so they want to invest more in this moving forward. They say that this is done. They also I should say that you job when they did their study, and the report is they talk to the outreach workers. They had a series of questions asked them they talk to the people who voluntarily left the encampments and everyone who was involved. To see how this was working in. Their assessment was that this could work there is working on this small scale and, if brought to scale could be transformative for the region. Is this You mentioned it's similar to compassion. Seattle. You know, we've got this charter Amendment issued. It's gonna come up. Uh, you know, everyone's working on solutions because so far nothing else has worked. Is this in competition now, with This. Does this have say? I I noticed that you have a council member there. Does this. Have any mayoral support any any city support? Or is this sort of like outside most governmental resources? And I believe, Andrew Lewis said. He is teaming up a little bit with the mayor on this. I haven't had a chance to ask myself what she's doing. And I don't think it's in competition with that Charter amendment. I believe, because you've got the downtown Seattle Association involved with both of those both. Yes. Yeah, so I think that they might complement each other should that Charter amendment passed? And I think this is something new. The thing that's going to matter about. This is if we do put more funding towards this. Let it happen. Let it play out, lets, you know it's always I'm always leery when we're going into election when there's going to be a new mayor, and you know, maybe who knows too large at large seats that are new. Anything can happen. Once you start to do something like this, when you get a new, you know, a mayor or whomever in charge, So you've got to let these things play out. They snip it too soon, and they don't let it play out. Is there any kind of internal squabbling on the council? Like I know this is like it sounds like Andrew Lewis baby as they're much resistance. Um, because of him with the others. Yeah, Not that I have heard just yet. But, you know, budgets budget season is just around the corner, and I'm sure that that conversation will come into play. I really don't know that it should be that This includes the kind of things that you've heard from even some of the most far to the left council members, right where we are being very humane. With those that we clear it's not really I wouldn't describe this as a sweep. And the housing first model. All of that is what has been pushed for a long time with most of these council members is housing first, that even if this is the ideal model, we have to have housing first to offer housing first. I mean, housing is the constant, you know, need that we have right now we have been able to fulfill and I know everybody in his mother's is working on, uh, you know, working on creating affordable housing. The question is, how quickly can we scale up if this really is a workable model? So here's the thing. Yeah, and it's it will take a little bit of time. But what they do right now is there's they get six to the people that they clear and get off the streets voluntarily go into their temporary housing for 6 to 9 months to be part of this program, and then they transition to Permanent, supportive housing, which we have some of we don't have enough of, but there's more going online all over for the next. Several, You know, two years. I think we've got it planned out and they hope is to do more with even some of that federal dollars. So this is it's not going to be enough. In the end, they'll have to keep doing it. But this is transit. That's an interesting distinction..

Joining us on the co Moh news line is doctor Caitlin Carlson, associate professor of communications. At Seattle University and thank you so much for being with us and let's talk about this. Was this a smart move by Twitter? Your reaction. Hold on a second. I'm not sure if I've got you here. I've got Either. Up. Hold on a second. Jeff. Jeff Pooja was helping me with this. There we go. Can you hear me? Dr. Carlson? I could here. There we go. Yes, I can hear you now. Sorry about that. Do you think this was a smart move by Twitter? No, I think you know, Twitter and Facebook. Ah, lot of these social media companies have shown that they generally will respond to public pressure. And my understanding is there were even, um In letters sent to CEO Jack Dorsey from Twitter employees, So I think I do think this is the right decision. I wish it hadn't taken getting to this point for them to act so boldly. If you'll remember a couple months ago during the George Floyd protests, you know Trump was tweeting things like, you know if these thugs and you know When the looting starts. The shooting starts that to me felt like a real threat to, um, protesters. Unfortunately, nothing came of it. And so it's almost in some ways a little bit okay after the fact that we've had this violent insurgency on the capital Now we're responding. But all that said, I am glad that they've decided to pull the plug. They cited these two tweets from today. It's really pushing it over the edge and concerns about Additional incitement to violence, particularly around the inauguration on the 20th. I have people saying on my Facebook page, But what about free speech? And my response was he has the largest pulpit in the world. All he has to do is hold a news conference and you know and take questions and every media outlet in the world would be there. Absolutely well and just to clarify for your listeners, and for all of us, right? We have no right to free speech on Twitter. You have a right to free speech out in Westlake Park or Cal Anderson. But this is a private virtual platform. And so the terms of service that we click, I agree, too. Really mean that we are agreeing in a contract with the company to say I had here to whatever rules you decide, so there's you know, I think a lot of people are quick to invoke the First Amendment, but there's really No First Amendment implications. Twitter can do whatever it wants, Which is why we see Twitter do things like regulate heat speech, which is normally protected, are allowed in the United States under the First Amendment, so we really don't have a right. Quote unquote to free speech on on sites like Twitter, Facebook. It was interesting because right after he was shut out of his account, he switched over to the POTUS account and those, uh Those were quickly deleted by Twitter. And now he says he is switching to the platform parlor. Can a president really be silenced? I mean, I don't think so. You made the point earlier that all he has to do is call a news conference. He's got in incredible pool with the media. Everything he says, is always going to be news for the what I think Twitter has demonstrated, and Facebook as well is You know, we're not going to be the ones to hand you a microphone. And honestly, I think that's a good thing because when he's forced to, you know, hold a press conference. We then get journalists to be there to ask questions. Provide context, you know. What's been tricky about the past several months, and even several years is that the statements are made. They're they're bold falsehoods and you know Twitter or Facebook only after the fact and put a little label up and say, Hey, this is been contested. As opposed to you know, if you're on live television, we can cut back to the anchor or live radio like we're doing now cut back to you is the host and say, Wait a second. That's been disproven and and challenge him on some of that. And so I think In this instance and under the circumstances with this president. Having that context, having that journalistic expertise is what's best for us as constituents after citizens. Really appreciate you taking time and talking to us on such quick notice. "Were damaged on Capitol Hill on New Year's Eve, and four people were arrested on New Year's Day protest leaders, vowing to step up efforts to get their message out in the new year. Over the past couple of nights. Protesters targeting the East Precinct, including writing anti cup messaging on the wall surrounding the precinct last night, which police made clear was an arrestable offenses more than 10 people arrested over the past several days in total. Hanna joins us live. So are these. The same demands new demands the same group different groups. It's a mixture, So you have a lot of the kind of the ones who've been consistent out in the by either a dozen or so to 20 or 30, who are all in black, who are usually the ones behind damaging much of the property. But you also had On New Year's Eve in the New Year's day, You had a plan march for You heard some of it right there, the back to the original message back to what we heard after the George Floyd killing about police killings and black lives and that kind of messaging, so I saw a resurgence of that and something I actually haven't seen much of on the streets. Lately. It's really been a lot of the other property damage kind of stuff for many months now, So so we'll see. Those were the people that I don't think you could hear it in that sound bite. But they said, they're going to really step things up here in the new year and get their message out to police that they want to You know, they want fewer police on the force they want, You know better, better rules as far as the kind of weapons and armor and all of that kind of things that they used so all of that, I think will still here moving into the new year. We've had judges making decisions on the kind of weapons that could be used right? And the City Council has voted on staffing. I believe right, So I mean, what's the next issue? They're gonna take up? Well, there's still more budgeting issues that are going to have to come out. The bulk of what's gonna happen in the budget is going to be in the next year, not so much as what they've done already, as far as what the City Council has done on the Seattle police force numbers and you know already there's I think 200 officers left the force last year, so they're at a deficit that will work itself out. And then there's far as the judge and what crowd control weapons can be used. That has been dealt with to a certain degree in one court case, the ultimate showdown for this is going to come to The consent decree courtroom that should play out here over the next several months as the city deals with its new monitoring team and gets back to the courtroom in that judge's chambers to figure out what the final say is going to be on what the new rules are going to be for the Seattle police Department, how they can get out from under the consent decree, But there's more than that. To those who are out on the street. They want different interactions. Was a lot of legislation in Olympia about completely reforming the way the police not just in Seattle, but in the entire state are going to do business when it comes to interacting with people in general. Well, we tell my dad I mean, you and high before the rape went over that court decree and as far as I could tell, I mean, I read through that thing they went through. They went through. It happened but what Three of those demonstrations basically frame by frame. And, you know, decided what kinds of police responses were appropriate and what we're not as far as this destruction thing, which apparently continued to go on. How does that help? Anything as far as like religious turns people against the whole movie, and it really doesn't help anything. And in fact, one of the businesses that got damaged damaged is a coffee shop there right up the street from Cal Anderson Park great guy who's been throughout the entire chop All of that. Was very kind of supportive to those who were involved in those protests and his place got smashed up here in one of the new year's protests, and he said it's because he signed one of the letters back when they cleared out Carol Anderson Park. Right before we went on break that he was one of several business owners that had signed on to a message letter to the Seattle Mayor and City council, saying, Please do something about this. It's not safe here, and what they're are talking about was providing that letter was meant to say, Provide more shelter. Do something, so these people don't have to live in the park. But these protesters seem to take it as Them being against the homeless, So they're now just targeting all those business owners and he was very upset by that and invited, he said. I would be welcome to have everybody that the homeless people the city, let's come and sit in my coffee shop and talk this out and find a better way because this is not the better way. Wow shouldn't shouldn't a serious demonstrators be policing that because it's ruining their movements? Far as I'm concerned, you should support. I mean, what What? What? What motivates anybody in the neighborhood to support what they're doing? If the thanks they get is the destruction of their business. And I don't and I agree with you, 100% and I, There's no As far as I can tell the protesters who were out there talking about police reform and black lives matter. They don't necessarily always interact with those other groups who are doing a lot of this damage. And sometimes those groups mix, though, too, so it's there's just nobody really doing that policing. There are some community activists, though, who are involved involved in some of the community police reform efforts that have been ongoing prior to protest who are speaking out against those who do this damage to say that They're angry and they're upset about them. Co opting the black lives matter messaging and were upset that until really, just the sound bites. I've just played for you. You hadn't heard George Floyd name or Brianna Taylor's name and the police, you know killings that there was no longer being the messaging anymore. So they're upset that that message has been talking. But nobody telling those people not To going out and actively stopping those people from doing that damage. Scott. Thank you, Hannah Back 13.

"Has declared calendars and park temporarily closed to assess damage and remove debris, But few of the protesters have actually moved out. Seattle City leaders are faced with that vexing question. How do you break up the Capitol Hill protest zone without using illegal force? Almost Corwin Hick has that of tape. Recent violence, including Monday's deadly shooting within chop have clarified police chief Carmen Vests position and that is enough. Here she is calling on chop protesters to voluntarily disband for their own safety. Former sheriff's deputy and police consultant. Jesus Villahermosa. Doubts compliance will come easily. The protesters have really forced their hand and we're gonna have to use force. Question is what form will that force take a federal judge earlier this month approved a temporary restraining order on the use of non lethal projectiles on protesters. Including tear gas, pepper spray and rubber bullets. Without those options in their arsenal, the president of the Seattle Police Officers Guild says officers will have to use Billy clubs and their own bodies to move the occupiers out.
