"The interesting sound. They worked out pretty good. So we got we want to talk. So we're attorneys. We were practicing attorneys and one of the questions we get a lot. We represent a lot of landlords. We do at least used to do quite a bit of eviction work, for better or worse at something that happens, Um and so we kind of been paying close attention to this eviction. Ah, moratorium and, uh, you know, the Supreme Court's can already spoke to this before Joe. They have. That's not the one I was looking. I like that one that we will bring it back out. Um yes. So the CDC they issued a new eviction moratorium on August the third, So I'm not sure exactly when this episode will be airing. But on August the third That is when it was issued, and it basically was intended to temporarily halt fictions in certain counties where Covid 19 is spreading rapidly, And it's interesting because the first eviction moratorium the Supreme Court kind of had a chance to look at it in the case, and we won't go into the facts is not important, but it was another one at work. Justice Kavanaugh kind of said, Hey, the C D. C doesn't have the right to do this, and I think at the time the original moratorium was about to expire, so the Supreme Court didn't take any action. But they basically said, Hey, if this happens again, uh, just know CDC. This is not in their purview of things that they can do. Yeah. So what we wanted to do today is, you know, talk a little bit about the moratorium itself and more So talk about procedurally. Uh what? What you need to do if you're potentially in an area where You know, one of these counties where Covid is spreading rapidly if you're still being affected by so many people have been affected in so many ways. Um, so if you are someone who is has had some issues I know a lot of folks have had issues. Pain, rent and keeping gainful employment. And folks need help, sometimes, so we're gonna talk a little bit about procedurally what you can do to take advantage of this new eviction moratorium. Joe one of the things that the original moratorium does the virginal I guess that's an important station. The original moratorium, which just you really couldn't have picked for nonpayment of rent. Right. You could have picked further things to hold over tenant, damaging the property, violating other provision of your lease, but non payment of rent, no evictions. That's how that's how it worked. On the old moratorium. Sure, so and I think that's an important distinction because I think some some people probably erroneously assumed that you just couldn't evict anyone for anything. Um, but but yeah, that's that's a very important distinction. And so I think the most important thing, uh, with this eviction moratorium is the need to present your landlord in the event that you need to take advantage of it with a C D. C declaration. So if you've received a demand for rent if you received an eviction notice or an eviction lawsuit, um this this can help you. So you you know you have new. You have protections that will protect you. Um, starting August, the third exactly starting starting August the third and so you know the this This declaration is the first step as far as what you need to present to your landlord to take advantage of this moratorium. But I think it's also important to note that the CDC also gives some additional guidance so there and then you can go onto there's there's several places where this information is available. I think the Cfpb V is actually where we pulled this from. But in addition to the statutory protection or the declaration that protection of that declaration, they've given you some other Just I guess practical tips of what you need to do, uh, to kind of get back on your feet as well. So it's not just taking advantage of the moratorium and getting relief from those payments because there's other things that you need to do as well. To get back on your feet in general, So I think one of the big things here, so we were I represent. I'm a landlord. I represent a lot of landlords. Um, I think the big thing is, I don't think landlords are lining up. To evict people that that haven't paid. You know the landlords. They don't want to lose that money that background still owed. I think that's important like if someone if I did, it doesn't understand what a moratorium is. That's not a that's not forgiveness. Right? So if you rent You still owe rent? Um and and landlords. I think, for the most part that I talked to are going to want to work with tenants to get some some, if not all that money back, and one thing that the CDC notes is that several Several renters will give up before they have a chance to go to court. I think some people just assume that there's nothing they can do. There's no nothing to protect them and that once that eviction proceedings started that that's really it. But that's not the case. This is a hot topic for legal aid. Legal aid ends up helping a lot of tenants who may be in this situation. And so this is going to be a real big issue. Uh, you know, coming up, and I think, you know, I think reaching out to your landlord, especially if you have a good relationship with your landlord paying anything you can pay now. You know, even though you don't you know if there's a moratorium, you don't have to. But anything you can do to show good faith. If you want to stay where you're at, you know, to work with the landlord ahead of time because you're going to a lot of rent and and they want that rent a lot. A lot of rent. I mean, potentially.

That has benefited the teachers unions, which will in turn benefit their coffers. The teachers unions would say well, then used to support Democratic candidates. So conveniently this FOIA request they got ahold of some C D. C e mails. So the CDC on May, 14 says, Ah, we don't need new mask mandates. They get a nasty gram. From teachers, unions, people. Yeah, You better get on the phone with us. We're not so crazy about you saying no master anything indoors. What happens the next day updates, updates kids better wear those masks in schools. You better get that face diaper on right away. Fear port everywhere. Better get it on. You think that had anything to do with public health? That had everything to do with keeping this fear campaign going endlessly. They need this Fear campaign has been a gusher of revenue that winds its way back into Democrat pockets. By the way, one last stop before I take a break here. Don't know if I read this in Hazlet or whatever. I'm not sure I read it. So it's It's not an original thought to me. I just want to be clear on that. But I remembered it because it was so great. Someone was making the point once said you can always tell like a Democrat is unprincipled when you follow the money, right. Think about this. Their arguments work in opposite directions, depending on if they enrich themselves because of it right, think this through what's their argument with medicine all the time in health care? You've heard it right? We spend too much money, Jim, you've heard that right Democrats argument. Too much money spent on health care too much, but we can't spend this. It's spending way too much money and how, despite the fact we have the best health care system in the world. But then when it comes to public education, despite having one of the worst public education systems in the world, right, they say, Oh, no, no, no. Even though we spend records around might learn more money, some more money for education. Definitely. We need more money, So it's weird, right? We have this dynamic where these two services, education and health care. One of them has seen explosive growth. The other ones seen explosive growth through the government appearance. But you know, the education says. We've seen a lot of growth. Why the difference? Why do they want more money for education and yet less for health care? Oh, that's right, right? Because most of that goes into teachers, unions, pockets, and a lot of teachers happen to both Democrats. So the money argument works one way depending on where the money winds up In the end, more money for Democrats. We need more money when he goes into the health care system that gets 50 50 Republicans never got no, no, We need less money. Definitely less money there. Always a scam. Folks is always a grift. "One way to simply deal that is to give your money away. That's what Warren Buffett's doing. That's what Bill Gates is doing. That's what many other very wealthy billionaires, multi billionaires, they're not. Even though many of these guys advocate for higher taxes, they don't write bigger, bigger checks to the Treasury. Corporations. Certainly don't Um, but what they do is they say we're going to give our money away to charities and causes that they believe in which is great. So number one. We're a charitable. I think nation and number two. We haven't citizen our tax structure. To give to religious organizations tax, uh, incentivized to do that and charities. There's taxes setups to do that, so it absolutely is influenced by the tax structure. This will be no different. And they're trying to make it and they'll try to do it probably at some point in the United States. Thankfully, we have the separation of states and central government. The federal level, But you know, it's certainly frustrates New York. It's certainly frustrates California when we do away with things like allowing their state taxes to be deducted from federal federal income taxes, So that's what something Uh, that's something that President Trump at the time. Get away with Remember that state and local taxes. You know, you could deduct those from your federal income taxes anymore when they raise taxes to the point where people feel like it's confiscation. Of their money when you've got federal income taxes, obamacare taxes, you get state and local taxes and fees, and it is taxing people on income to death. By the way, this is These rich people get a lot of their money from income. But it's not the majority of their wealth, their owners of assets, which are many ways tax differently. That's another conversation, But the income is taxed in a certain way, and they do get many deductions because of some of the things that they're able to do, and the lawyers and the teams of people that they have around these kinds of things, But it taxes labor Taxes work at taxes that income and so anyway, this is their effort. And so you know those states. Obviously, like I mentioned California, New Jersey and and New York. They would love to have a federal or a minimum tax. So that people couldn't move to Florida. Californians could not move to Texas because of their pro business environment because of the better business policies because of a more fair tax system, more favorable tax system to businesses. So job creation is happening here. People are moving to Texas people moving to Florida people moving to Utah and even Nevada because of these more favorable favorable tax policies. Because it matters. But right now, this is the next step. The O E. C. There's no 5 11 in just a moment to check on the weather forecast, But let's bring in NBC radio national correspondent Mike Bauer and He's been looking into this UK variant of the coveted virus. And a lot of concern about that big question is, Will the current vaccines protect us from this morning like Yeah. Good morning, Joe. That's the big question, And that's where we're sort of unclear. We had had initial indications that this UK variant, which is also known as the B 117 variant, I'll never remember that. But that's what they're saying. It's officially titled It is one of the mutant strains that we have in this country that is seemingly much more susceptible to being spread very easily. It is. The mutations do not change fundamentally the way the virus spreads, But masks and social distancing will continue to be effective. But this happens to have more droplets that we're talking about droplets being spread when somebody coughs or sneezes. There's more droplets in that causing it to be more transmissible across the country. And now we're seeing in 28 states, this particular UK varying. So the question is, are the vaccines taking care of it? Well, we had initially heard it looked like five grand modern of both were saying they felt as if there it was effective again. It's the UK very. That doesn't mean that it completely stops it. It doesn't mean that if you get the injection in the inoculation that you are clear and safe from the UK variant, in fact, what we have heard from the UK themselves is that people who had taught Tove it and seemingly had had the antibodies in their body. After going through what they went through with Cove, it We're still able to catch this UK variant, So there's still a lot of questions as to what kind of ability these vaccines have. And that's why you're seeing places like visor like modern and begin the process of creating boosters. For some of these different variants, be a tuk very into the South African variant. They're working on getting boosters pulled together to try to help in the fight against these variants. But the thing is, is that in the meantime, it's spreading fast again. 28 states. That we know of here in the United States that have this and it's continuing to grow quickly. In fact, you had a study that was put out yesterday. Not yet Peer reviewed and published in the journal. But it seems to indicate the same information the C D. C had given last month, which showed that the variant would become the dominant one in the United States by late March. And so the concern is is that this is going to pick up the pace. Overtake the covert that we were familiar with here since March and become the new strain from this point forward, So that's the kind of growth we're looking at right now. Florida standing out of the state with the highest estimated prevalence of the variant at this point in time and leads the nation reported cases, But they're saying that this report includes the variant has been 35 to 45% more transmissible Joe than the other strains of the virus in the United States. That's how prevalent we're talking about this kind of a big bump. It's not good news, is it? It's not and again until I mean the good news from people like Dr Fauci, and what you're hearing from the bite administration is we can fight this by getting those inoculations doing everything we can to kind of stop the mutations, but it's got to get those vaccines out. And we've got to get them into the arms of people. So when the Leon County Health Department started distributing vaccines Was just flooded with calls. How do I get the vaccine? Where do I go? Are they taking appointments and a lot of people just jumped in their cars and drove to the health department that first day and they got vaccinated. But then the health Department said appointment only. So it was just this entire confusion of what was going on and I a lot of the calls. I was getting to where people thinking that I was the Health Department, Davidson higher seas, taking those calls as part of her mission as a reporter. That's the beauty of local news is is you are available to your community. So I have my phone number, my email and then my Twitter handle at the bottom of every story. I write. How many calls would you say that you got I think it was somewhere like 57 in the first day, and then it was hundreds after that. Let me ask you about how the Florida vaccine sign up system was supposed to be working. And why so many people were confused enough that they called your number. What was the confusion? I I think it was that It just felt like it suddenly happened and everyone had questions, But Florida has 67 counties. Every county had kind of a different system that it was using Esso Leon County Health Department. They published a phone number. Call us here. They've got 300 calls within the first few hours. I can relate. And their their phone number crashed on and then people were trying to get through by email. And then they had an online system. That was a little funky to use that they then tried to update, but that caused more confusion. Because now you have AH, website that looks different than how people were used to it looking. So you've been dealing with this for a number of weeks. Now you're doing your best to help people, even though technically, your job is to be a reporter. Has the sign up process gotten any easier? No, that's a great question. And then it comes to answer. It comes out several different directions. So the Leon County Health Department closed their online site because they've just been flooded and as As public health officials have deemed it was unsophisticated at best, and so they stopped taking registrations. But they had about 20,000 people, which, if you look at US Census data, there's about 40,000, or more seniors in Leon County only They close their registration site. They're working on developing a new one. They've partnered with the Leon County government to get volunteers to start calling all of the thousands of people that they have in their system. But that sparks even more problems because volunteers air not uniformed, and how they're reaching out to people. They have a script for when they connect with people, But some are calling from their personal phones, which may not be a Local area code Some are calling from they've blocked their phone. So it'll say no caller I d or unknown which in Florida were all very used to that being a spam risk, So you're not gonna answer And then they're instructed not to leave voicemails. Those some will and say this is the Leon County Health Department volunteer. I'm gonna call you back in 90 seconds and try to catch you. They have different routes that they go. So there was that process and the Million County emergency Management got involved to start texting people confirmations that you're still in the system, though they never tell folks like where you are in the system, which is another big question. No, that being said Every time people have gotten through to get their vaccine. The process has been amazingly easy. They say it took, you know, 20 minutes, you know, 15 minutes of them waiting to see if they had a reaction. The people there are working as hard as they can. I had implemented a mask in public order back when we were allowed to do that during the summer, and that drove down cases by 90%. "This is pure radio transmission. The following generations would move to cell tower technology. And there would be this new technology that would allow a handoff or a handshake from one cell tower to another to allow a call to transfer from one tower to another tower. Without interrupting the actual call. The first generation of wireless communication standards on Lee carried a voice signals. There was no data beyond voice and it included a lot of different standards like a MPs or amps in North America and in empty in Eastern Europe, or T a C s tax. In the UK and several more. And it was analog. That was the analog generation of wireless communication standards. The second generation or two G was able to carry not just voice but data signals. This was the first digital Way of carrying cell phone conversations. Also, this allowed for encryption. You could encrypt the signal in the analog days you could technically tap in and listen to people talking on wireless communications because it was unencrypted. That changed with two G. So this is our switch from analog to digital cellular phones, And it also introduced us to the era of text messaging that was suddenly possible with two G and the standards in this generation included GS M C, D M A and T D. M. A Then, depending upon whom you ask, we get a bit of a cheat. This happens in between lots of the different generations. So there's some people who say there's a generation 2.5 G or enhanced to G. This was not a total departure from the two g standards and methods of operation, but it allowed for better data transfer rates. So GPRS and edge would be considered 2.5 G technologies, at least buy some people. Other people say No, you don't split out 2.5 g those air all to G standards, so it should all belong in the same family. Because no one really agrees with this. It makes matters even more confusing than they already were. Then we get the three G that allowed enough data throughput for video signals to come through. I would argue the three G advances or what allowed truly useful applications of smartphone technology. Although interestingly, some companies like Apple took their time actually embracing three g standards included you TMS CD in May 2000 H S P D, A and e vdo and like to G, Some people split that generation out to be three and 3.5 or even 33.5 and 3.75 G. The real purpose of that again is to single out advances that allowed for better data transfer rates by the end of the three G development cycle. Some standards could support data transfer rates of a few megabits per second, whereas the two G technologies Max out at a couple of 100 kilobytes per second. So I'll talk a little bit about what these data transfer rates mean in a second, so that we get a better understanding of it. But essentially, it meant that you could send Maurin Formacion in the same amount of time. As older devices could do Right now. The latest tech we can use belongs to four g. Or you could argue for 40.5. If you wanted to. This is the Enhanced. Protocol. The standards would be why Max and long term evolution or lt, that these days you'd be more likely to talk about lt E advanced to be a four G system. It first has to meet requirements that were established in the international mobile telecommunications advanced set of standards. The International Telecommunication Union is AH department in the United Nations, and it's responsible for creating those standards. This technology is still scaling up today with data transfer rates in the hundreds of megabits per second in some of the implementations. Some of them are even hitting up to a gigabit per second, at least in theory. Now again, that doesn't mean you're actually going to see data transfer rates at that level, even if you have a compatible device and service. In general. If you do have those things you'll be able to download or stream content more effectively than those of us who do not have access to those services and products. So what does this all mean? For us? Well, in mostly boils down to two really big things per generation. Where do our phones work? And how much data can we access per given unit of time So back During the two G days, the United States was split between using the GSM standard, which was also used in Europe and Asia. Or the C D. M a standard which was primarily just used in the United States. There were a couple of other places that also used it, but us was the primary place where you would find CD Emma Technology. So if you happen to have service with a TNT or T Mobile, you had a GSM phone, which at least had the potential to work on European networks. That wasn't a guaranteed by the way you actually had to have a special band of antenna and chip in your phone in order to be able to use European networks. Even if you had a GSM phone, but at least in theory, it was compatible. If you were on Verizon or sprint in those days, that meant you were using a C D m a phone, which was not compatible with Europe's systems at all, so you would have to get a different phone. If you wanted to travel to Europe and call somebody Now. That's just one example of one case where you had a standard that works in certain parts of the world and not in others. This is still true for a lot of different wireless communications technologies. All right. We've set the ground. Uh And I wanna sort of raised the alarm here in Massachusetts. Uh, even though smokers have not been given priority yet here in Massachusetts. When the CDC advisory committee an immunization practices makes that recommendation. I just want to sort of cut this one off at the pass. Teachers getting any priority at this point in Massachusetts, Jessica At this point? No, The on Lee priority that we've been given is for school nurses. So actually, today we just found out that school nurses are eligible to get vaccinated, and that's something we've been advocating for for some time. But educators including ones that have already been back in schools, working and buildings without H back or ventilation, who are with students for six hours. And more of the time who can't social distance or wear masks are not being prioritized. Well, I know this real traveling. I know this real push by the by the administration, which is ah, good thing I think to get teachers back in classrooms with students in front of them. But I firmly believe that if you go to put teachers those those classrooms can be little Petri dishes. At least that was my experience As a parent many years ago, I I never was his sick as often as I was during any winter other than the winter Zeman when my kids were in, you know, kindergarten 1st 2nd 3rd 4th grade, and I'm not a teacher. There's it seems to me it makes all the sense in the world. Why have teachers not been given priority? If a couple of weeks from now they say that the governor's loosening some some restrictions have a couple of weeks from now? The idea is, let's open up these classrooms. Why should teaches at least not be given priority for vaccinations. It makes no sense to me. I think we like you said, agree on this issue of you. We absolutely have wanted to get our students back in school as quickly as possible. Rapid testing, surveillance testing and absolutely vaccines are critical piece of getting as many students back into schools as possible to and the fact that we've already had educators back in school, you know as early as October, and there was a hiatus and then back again in December and no priority for the educators again, who are working in person with students for hours at a time and I don't have the same facilities as health care centers, hospitals or even grocery stores in terms of the air ventilation that's critical to mitigating the transmission. So absolutely. We do think that educators the ones particularly who are already in person working, the students who can't socially distance or wear masks must be prioritized, especially if you want to get Students their services and expanded the services. Too many students as possible as quickly as possible. My understanding obviously is the groups have been who were being vaccinated now of first responders, police fire and empty which is great. Um no one. I don't argue with that. And I suspect you wouldn't either. S O. Then the C D. C. Uh, and they're preventions Advisory Committee says that the next group should be health care workers and long term care facility residents. I'm okay with that. The next phase, which would be one see One C, which would include people 65 to 74 those 16 to 64 with high risk medical conditions, but apparently they then also want to put smokers into that group. And, um There's an infectious disease specialist that the U Mass Memorial Healthcare in Worcester, who's quoted in the in The Boston Herald today, saying that he agrees with the C D C guidance on smokers receiving a Corona virus vaccine in Phase one. See a doctor Richard Ellison. Don't know if he's thought about teachers or not. But when I see experts in Massachusetts, agreeing with the CDC on this Fire a teacher. I would be very upset and I'm not a teacher. I'm a mere talk show host. I'm very upset that that the teachers are going to be potentially Um, put further back in the line in some states and hopefully not in Massachusetts. In terms of smokers. Have you talked with the governors have have the unions at the teachers Union talk with the governor's office or anything on this? Is there any Guidance that we're getting. Not yet and again, you know, the guidance that just came out today from the commissioner of Education was that the governor had moved school nurses to the face One group and we were very happy to hear that We have not talked about this issue yet and you know, it's It's a tough situation because It. Ideally, everybody who needs it to get it right if you're high risk if you have hope, conditions, etcetera, but the fact that we don't have enough vaccinations for everyone forces the situation where certain people have to be prioritized. And you know that that is the frustration. So if you have a choice A home and be able to work and do your job from the safest place which is your home and not leave your home then I don't think that those folks, you know It should be prioritized over people who have no choice. But they have to leave their homes in order provide critical critical services, whether they be for our special needs students in schools and person right now or in the health care industry, etcetera.
