Jones in Brunswick Georgia this is All Things Considered from NPR news a new executive order from president trump will let federal agencies by pass a major environmental laws the goal is to fast track big new infrastructure projects and boost the economy which has been hit hard by the corona virus pandemic NPR's Jeff Brady joins us now hello Jeff hello what does this executive order do well it directs federal agencies to expedite construction of transportation and energy infrastructure we're talking about things like highways oil and gas pipelines and and coal export terminals usually those are perfect when those are proposed there these long approval processes under the national environmental policy act it gives people a chance to see how the project might affect them and weigh in with opinions on what decision the government should make and if a project somehow affects an endangered animal or plant the Endangered Species Act might also be involved with this order the president says the economic crisis the country is experiencing is an emergency anything's federal agencies should be allowed to bypass some of those requirements and is this something that other presidents have done it is and I've seen record showing every president back to Ronald Reagan using this emergency authority but only in limited circumstances save like if there's a wildfire or hurricane or something that needs to be but something needs to be built very quickly one example is back in twenty fourteen this is during the Obama administration the National Park Service got an emergency exception to build an evacuation route at Hawaii volcanoes national park they expected the existing group was going to be covered by lava within forty five days so they said they they had to they they still have to involve the public in the process there was it was an emergency but then after it was all over they had to go through the full nepa process and the concern here is that president trump has been a critic of these environmental laws all along and many worry he's just using this emergency to weaken those lots without Congress changing them I've already there's a proposal to speed up the national environmental policy act reviews and there have been dozens of proposals during this administration to roll back environmental regulations there was just another today actually to change the cost benefit analysis into the clean air act and what's been the response of environmental and industry groups to this executive order yeah you know the criticism from environmental groups that came in quick this afternoon at Gina McCarthy she's a former EPA administrator she now heads the natural resources defense council and she said instead of trying to ease the pain of a nation in crisis president trump is focused on easing the pain of polluters and Arizona representative route right right will grow how fast he chairs the natural resources committee and that he said that the nats national environmental policy act is it's one of the few tools that communities of color have to protect themselves and make sure their voices are heard on federal decisions and he says the president is compromising that here they've been a very different reaction from industries originalist Nolan the president and CEO of the national mining association said this order will help jumpstart the economy encourage companies to use American made materials mention things like copper for wiring and coal for making steel zinc for galvanising metals he says that this might be versa trend of relying on imported materials and just how soon could some of these transportation or energy projects began well we have the executive order and things are probably going to start happening but there is "Three hundred miles to rally for justice destination Brunswick Georgia it is the southeast Georgia city where twenty five year old black on armed robbery was shot and killed on February twenty third his alleged killers were arrested on may seventh two and a half months later why the delay the Glynn county DA Jackie Johnson recused herself from the case one of our brief alleged killers Gregory what Michael had worked for Johnson's office as a criminal investigator the second prosecutor on the case George Barnhill Prada recusing himself stated that in his professional believe there are no grounds to arrest Gregory and Travis big Michael in our breeze death Georgia Attorney General Chris Carr has now appointed Cobb county DA joy at homes to the case I interviewed homes recently about her historic appointment as not only the first black to service DA in Cobb but also the first woman the Cobb DA is joy at homes your appointment was one that was history making not too long ago as I was serving as the chief magistrate judge for the computational circuit Dick Reynolds are former district attorney was appointed by the governor to run the TV online so that let an opening in the district attorney's office putting my name in I don't know if I'd ever dreamed that it would come to this and I would be speaking to you as the district attorney for the cob judicial circuit but it was just that an honor to serve and honor to know that there was confidence in me to do for Cobb what was expected of the citizens in Cobb so it's just been a blessing to serve in this role to be community focussed to do what we are required to do under our professional ethics it calls for us to be ministers of justice and that does that mean looking for in seeking convictions all the time but that's not what yes this is in that particular case we have opportunities through that office to direct people to accountability courts because often times the crime is not the lead it's the mental health issue it's the addiction it is just resources that weren't provided before that through those accountability courts we can say that this case is appropriate in lead in the right direction and that's all I've tried to do in my legal career is to make sure that the cases are led in the right direction or the people in the times that I serve clients who were affected by the criminal justice system she's joy at homes everybody the Cobb county district attorney why did you choose law lawn order to be honest I didn't have any lawyers in my family didn't have any reason to be in a courthouse so I didn't have that same experience to see it but watching the TV show law and order just drove me to that career I loved the passion that was shown litigating and how was super shy still deal with that sometimes but so when I thought about it I was I can actually go in front of people and argue the case for a client or for the state or on behalf of the victim is that going to be something that I can do well it was and starting off as a public defender in Maryland been coming here and working in the solicitor's office serving clients in my private practice those who paid me a fee and those who could not afford to pay me and I serve the circuit defender's office to represent those people as well but just being able to do this and make history means a lot to me I have two teenage girls and to be able to show them that because they are females but because they are African American it in no way hinders them to succeed and do the things that they dream up even if they thought that those things would be hindrances so this is a personal it's personal it means a lot to me and it means a lot when I talk to people and people share with me you know I've been working here for ten years I've been doing this I've tried what next how do I achieve how do I put that doubt behind me so that I can do answer so I'm grateful to be in that position and this is a mission and ministry for me we do the job and we do it the right way but there's more to it hello I'm a lawyer Miguel Dominguez says the caravan organizing group just Georgia once the law enforcement officials involved in the case to be removed from office Attorney Dominguez what do y'all what don about DAC Jackie Johnson and George born he'll just Georgia coalition is organizing our Atlanta in Savannah communities in support and solidarity with the family of Amman are bringing in the people of Brunswick in short what we want is Jackie Johnson and George Barnhill they must go so what were they supposed to do with district attorneys clearly these prosecutors should have recused themselves and click officials especially state prosecutors must avoid the appearance even the mere appearance of impropriety and they're in action and delays in recusing themselves only heighten the public distrust for our judicial system it was nothing short of audacious FOR D. A. Johnson to even consider prosecuting her own investigator and his son in a murder she only made her poor judgment home even further under scrutiny as she recused herself and sent the case to another DA whose son she employs my guest again as Atlanta attorney Miguel Dominguez so who would have to bring action against the DA's Johnson in Barnhill as attorneys and community organizers we will be working together to bring appropriate attention to these concerns that the community down in Brunswick have and we will do that by way of the state bar of Georgia and other legal action that will be taken Georgia Attorney General Chris Carr has chosen enjoy at homes who is the duty to tourney in Cobb county to prosecute the case now Attorney Dominguez what are your hopes what are your opinions about her appointment Juliet Holmes was certainly progress towards the community's goal of seeing justice as we come together to support our brief family attorneys merit steward and crawl we pray that DA homes move swiftly and with precision in my opinion D.
