"Joe Biden has pledged if he becomes president to dismantle the sweeping changes that President Trump has made to the US immigration system but could buy Don't do that. As NPR's John Burnett reports. He would restore the asylum system and create a roadmap to citizenship for undocumented immigrants. It's a long to do list. I don't think it's realistic that Biden in four years could enroll everything that trump dead. Sarah Pierce and another analyst that the Migration Policy Institute, a nonpartisan thinktank recently catalog more than 400 executive actions Trump has taken on immigration. From heavier border and interior enforcement to restricting asylum to slashing refugee visas to creating remain in Mexico because of the intense volume and pace of change is the Trump administration enacted while in office. It's is an amazing thing it's a great block party <hes> and Brownsville which is really one of the coolest most interesting and warmest neighborhoods of the city where people literally they come from Texas from all over the country back to the neighborhood they celebrate their friendships their family they talk about what it used to look people bring back pictures of old stores <hes> uh-huh and had these very textured nuance relationship with their their <hes> neighborhood <hes> it's a very popular stopping around for politicians because obviously a lot of people sitting around willing to take take your pamphlets and <hes> so we had this great event unfortunately marred by the shooting last week and then a conversation after that about whether this reflected on some some of the other issues that have come up in recent days around treatment N._y._p._d.. Officers by people with water buckets and whether or not cops are being told standoff smackers Asians by by the Sergeants Union had <hes> so we're going to have on <hes> speaker about that yeah. The city council member representing Brown's fills a leak amperage Samuel. She's joined us before talk about nature nature because she <hes> chairs the City Council's Public Housing Committee <hes> but this time she'll she'll talk with us more about her community. She represents <hes> what happened in this in this tragic of violence that occurred really right towards the end of of the celebration on Saturday night and and then how the community is responding <hes> what she believes that her you know constituents need <hes> from city leadership resources <hes> you know I'll say before <hes> councilmember Samuel joins US actually when she was running for election <hes> the last election cycle actually moderated he primary debate in that's where in New York City especially in most Brooklyn neighborhoods <hes> you know the primary decides the whole thing I mean this was an open council seat and I got a chance to go out and moderate one of the debates I think it was six candidates. <hes> and the League Amber Samuel Wind up winning that primary <hes> by pretty solid margin <hes> but it was very interesting to be in the community there were there were the plate you know was it was small venue for the debate but it was packed and there are people really invested to see who the next council member was going to be here from the different candidates. We you know we really talked about issues particularly important to the to the Brownsville and surrounding communities which relate to access to healthy food poverty <hes>. How government is you know helping constituents constituents who who need help public housing of course which <hes> council member Samuel has worked in and now leads that committee so <hes> you know I got a sense of council member Rampart Samuel Pretty early on in that election cycle <hes> in two thousand seventeen and I was it was very interesting to hear her talk about some of these very issues that we'll talk with her? <hes> about when she joins US six years ago <hes> city and state and city limits teamed up to cover the two thousand thirteen election by focusing on areas of our voters. Here's congregated in staying in those areas the entire campaign. It was like a bar in Staten Island Adelie in the upper west side <hes> Spanish restaurant in the South Bronx and I covered toward the Van Dyke houses in Brownsville and what was interesting being out there and I think we might hear some of this from the council member is that you know because people there are the issues that we talk about on the show and in our other <hes> doings are not theoretical there you know everything from race to poverty affordable housing public housing and Crime and some people had ideas and positions on some of the issues of the day that didn't break neatly across demographic or ideological vehicle lines. You need a neighborhood that has almost exclusively black where many people were not upset about stop and Frisk and we're concerned about being pulled back and some but that was generational on some of it There is a problem but <hes> both at the appropriate response is and before we bring council Marie Samuel on the line momentarily just mentioned that <hes> later on the show will be joined by one of her city council collies Iliescu Council member Brad Lander also Brooklyn. Thanks thanks for being on <hes> council member. We were talking a little bit about out old timers day and what it is. I only went to once. I've heard a lot about it. Since of course you are much more familiar with it for listeners who aren't familiar with that event. Talk a little bit about the setting for what occurred over recent days so old timers day is an amazing event. We say it's a family reunion. It's it's an opportunity for families who come back home to Brownsville or if you're still here be able to connect with your neighbors your friends and get a chance to sit and eaten. Chad and enjoy music with people. You haven't seen in a very long time and so <hes> the it's an entire week so we'll have <hes> you know Wednesday. I'd say we had jazz night and then there's Latin night and there's a fashion show on Thursday and on Friday we had how a Hewitt who was the former lead of the Shalimar Lamar Group and <hes> you know we have thousands of people we shutdown Linden Boulevard and <hes>. There's a huge family fish fry where we feed the community community everyone gets to eat for free and <hes> and it's just a really amazing time in experience and on Saturday. It's the end end of old timers leak and this past Saturday we had several <hes> artists aren't be artists from the seventies and we ended by singing the O._J.'s family reunion like the last song that was played on Saturday night was family reunion and we just told everyone the crowd you know hugging. Lieber say I love you. You know Brownsville we appreciate you. We had a successful old timers week you. I see you next year and the music stops got off the stage and just you know hugged each other walk through the crowd and <hes> next to you know we heard gunshots in this was it I it just went from a warm fuzzy beautiful feeling to just <hes> total shock and sadness split-second and so what did this event obviously. There's investigations going on <hes>. There's people <hes> trying trying to recover from wounds <hes> we know at least one person who was killed <hes>. What is this event mean to you say to you you know. What are you thinking a side from the shock of it happening. <hes> what's the what's. The meaning here is just a random <hes> occurrence current that might have been gang related and it's just it doesn't really mean that much or what does it mean <hes> so. I so for the event itself <hes> the shooting that took place at old timers was random. You know we have never had a a mass shooting in the middle of Brownsville. I'm Phil <hes> at any at a family event a community event and so this is random <hes> but at the same time it speaks volumes Williams to the access to illegal guns in New York and just across the country as well as <hes> you know like all of the mental health issues that <hes> so many communities are suffering <hes> from with and so for me. I just see it as a systemic problem of just just too many guns on our street just access to too many guns and we really need to get a handle of it and <hes> <hes> you know we talk a lot. Oh I've heard heard a lot about <hes> gang violence in <hes> you know the gang violence being associated with Brownsville and <hes> when you look at the media just comparing what happened browns with to compare what happened in California. We had a mass shooting and it was you know innocent. People were were shot. and <hes> we have a community that's really suffering traumatize from this random mass shooting when you say i'm i'm sorry i can't remember when you say that we needed to do something about it i think that was your words what should we do that's obviously the kind of fifty million dollar question is it more enforcement stop and frisk was was extensively aimed at getting guns off the street and to some degree it did succeeded that there are other responses to what kind of a mix of policies do you think is appropriate and i say on an i'm talking more when i talk about just like real gun policy and gun laws is it's really looking at it on the federal level right <hes> access to guns and you know we are not manufacturing guns in brownsville right and so we have guns that are coming coming into our communities and so <hes> and that's because there's just an open market you can you can purchase guns you know in other states and be able to get them here so we have to to do more on the federal level as it relates to access to guns now on a local level we need to be able to provide our young people with <hes> an incentive to to do the right thing you know instead of picking up a gun and <hes> i in having by like just negativity in your life provide that young person was something else else <hes> provide them with you know access to <hes> workforce development opportunities provided them with training opportunities on bears so much gosh that's happening we we see new york city being developed but we are not part of that process so you know and i've spoken to the mayor about this when we met on sunday <hes> our young people need to be able to be unprovided with job opportunities employment opportunities throughout the development of the city and and <hes> and we don't see that on a local level and so there are so many things as we've missed out on or been <hes> we've been neglected and not part of the conversation and so that's an opportunity to to really say what the needs are in our community and how do we prevent <hes> like the the gun violence and the gang violence on a local local level both local and federal rights say a little bit more on the local <hes> you know in your mind what does that look like in terms of how the city invest more were in a neighborhood like brownsville the rest of your district <hes> other areas of brooklyn the bronx <hes> other boroughs where <hes> you know oh employment rates are not the same as the city average there's more poverty there's more incidents of violence what is what does that look like what do you say to the mayor when you say a here's what my district here's what the community in brownsville needs and this incident should really be a wakeup call that we're we're not getting it <hes> it's the same thing i've been saying <hes> for quite some time even when we're negotiating the ninety two billion dollar budget that we have in the city we we said to the mayor that we need more <hes> you know signing programs more more funding for after school more funding for s. y. e. p. more funding for like like i said on by vocational programs in our school systems and not just funding for three k..

Well, a series of intense closed door meetings over at the capital of this great country, the department of homeland security on the Justice department the White House. The State Department are all trying to figure out what to do with these people when they get here. Now. Of course, we all know over the summer that the Pratt. The practice of family separation was just an atrocity. And a really bad way to go for the Republicans. And they might not want it reinstitute that recently say they're going to reinstitute that before the midterms. Okay. So the architects of that family separation policy have been working on alternatives, and they do want to announce something before before the midterms that can withstand legal challenges. All right. So here's what they wanna do. They want to replace what the administration describes as catch and release which means releasing immigrants from detention while they wait for their court hearings. There are five options, I'm going to give you the five, and then you're gonna call and tell me which one you like the best or you're going to say, no, no, your here's the sixth. And here's the solution to what we should do with migrants if they ever do reach the border. All right. Here's where they would go. The most talked about alternative is is some kind of variation of the family separation policy. Parents would be forced to. Choose between voluntarily voluntarily giving up their children to foster care or remain imprisoned together. So they either say, okay, let the kids go into foster care family in the US or they remained together as a family in a in a holding area. Okay. Now, the latter the holding area would require parents to waive their child's right to be released from detention within twenty days because as you know, under the Obama administration there was this policy of detaining, even children. But after twenty days, they had to be let go this policy would say, no, no, no. If you choose to stay together, you have to release your right to let the kids go and twenty days that's option one. Option to speed up the legal cases of migrant families and process them on a first and I out basis in the hopes they would get back to Central America quicker. Okay. Quicker. Option. Three strengthened the standard of proof on asylum cases. Okay. That standard has already risen up under President Trump. But now it would screen out more family during the very first stage of the process known as quote, the credible fear interview. So they raised the standard. You know, is this really asylum? Are you really having credible fear? And if you're not boom, you go back, so they would strengthen the standard of proof. Now, the final two ideas being discussed are the use of GPS ankle monitors and then the fifth immediately arresting anyone who receives a deportation order to ensure they leave the country it's five different options. I've new options immediately arresting anyone who receives a deportation. Order obviously means somebody who has already on the inside of our country. Do you like any of them? Do you hate them? "But she didn't know what part of she was from and when she got off the train she called me almost in tears and said livid this is this is where i'm from i just got off the same stop where we used to take my dad when he would go to work we would walk him to the subway stop and she was just she said it was like going down memory lane like you know passing all these buildings she walked past the building where she had lived and you know as a kid you don't know exactly what neighborhood you lived in at that early age so for her it was it was very emotional thing to sort of realize that she was making a film in the neighborhood where you know she lived as a child and me to be it was like wow you know without realizing it we had found a girl from brownsville to play mo so it was yeah it was very magical serendipitous moment that's unbelievable i love it yeah wow can't make this shit up to talk about lv for second like i haven't i've worked with a lot of actors but like somebody who so young and she was so incredibly prepared every day and researched and like came with really smart questions and just was like so committed to the performance and her motion tracking very impressive to see especially because this was her first big movie like her level of preparedness and commitment to the role and like you know the physicality aspect of it it was huge because you know a lot of the actors who you're being sent it was like you'd look at their bodies and you'd be like there's no world where this person is going to take down like a big guy to see her walk in with like muscle and like be capable of doing that and pulling off and selling it was like a huge deal because i feel like people are afraid to cast strong powerful women sometimes.

"Yes perfect so yeah it really wasn't i don't know from the production side no i think not only was there a big creative freedom there was a big financial freedom in that you know it's one thing when it's going to be financing smoke thing like see the money and be like we know this is going to happen and they're that fear was not there like it came as promise it came and so that also allowed for that creative freedom and for us to be able to just go out there and do do what we need to do and and go into the places that we wanted to go in brownsville to to make it happen so getting into the film itself i was on the edge of my seat the whole time but it's not a thriller and it's not an action movie like in a way it's a quiet movie so i was i was wondering from each sort of phase of production from screenwriting from shooting from editing were there things that you did sort of ratchet up a certain kind of tension i think from the shootings side of things a lot of the reference point so we kinda talked about were either you know for the bigger fight scenes you look at like raging bull you you know the rest are whatever you see those movies but actual depiction of mos universe is very intimate and very tight and so a lot of our reference points were like french movies like a profit or fish tank you know so it was really about like building a personal world in an intimate world for her and then having these kind of like team moments build out so at least from visual standpoint it was kind of how to make a sports film inside of a personal narrative and not have it be.
