And so what that means is that the US not only because of the ease of access, but also the air of legitimacy that it provides business persons around the world look to incorporate in US states and no state requires that a person incorporating disclose who actually owns or controls that entity. And so what that means is I can create a company put someone else will as my nominee, and I can move dirty money all around the world using my US based company I can use that US based company to use that dirty money to enjoy by a yacht. A house fancy cars, whatever the case may be. And so what we've done is used examples like the Panama papers to really garnered the opportunity to demonstrate congressional members two members of parliament in the UK and around the world that this is a real problem. It's not a victimless crime. Crime. These types of anonymous companies which helped to enable things like, money laundering and tax evasions. And the exact things we're seeing the Panama papers are ways in which we see persons in countries who barely make, you know, one dollar a day for regular citizen those persons in the government using these anonymously on companies in California, for example, to buy their mansion stealing from the actual budgets of the state leaving the people of that country poorer than ever and without basic, infrastructure and state offered situations for them. And so so what we've seen is that in congress in the US. There's an understanding that this is a problem. So we as Global Witness are now calling for and have been for a number of years is to move forward. We are a ladder. We've got to make a law that requires owners of American companies to disclose their owners. It's that simple countries around the world of done at the U K overseas. Territories of the UK. The European Union and others are moving toward this as well. So it's something where we've identified a problem. The solution is very very simple and quite straightforward. Let's get more from our DC bureau. Joining us now is the Wall Street Journal's Jonty McKinnon, welcome back. Thanks. So President Trump has often said on Twitter that the postal service. We said a lot of things, but a lot of it implies that the postal service has a sweetheart arrangement with Amazon and here we are with the new proposal from the treasury. Let's let's talk about what we know what it says what it doesn't say. What can we glean from? This proposal thus far. You know, the the main points are that the report proposes several changes that would collectively have the effect of basically pushing up rates for delivery. Of packages from companies like Amazon, by the postal service. So Amazon would have to pay more probably other shippers would have to pay more as well. And it feels like, you know, Amazon is the big target here. Trump and CEO Jeff Bezos have clearly been at odds. How could a move like this hit Amazon more specifically? I know it relies on the postal service quite a bit. Yes. That's right. I mean estimates are up to forty five percent of their deliveries are done by the postal service. So it's hard to know. Here's where the report really kind of comes up a little short. It doesn't provide a lot of specifics on exactly how much rates would go up. It's just kind of suggesting that something that the governors of the postal service need to figure out and from there. It's just a question of working out the numbers, it's hard to tell from this, though, exactly how much rates might go up and Amazon and all sorts of. Of firms like the national retail federation. They're part of this group called the package coalition. They're pushing back in a statement that really says that this can harm consumers and beyond. What's what's the pushback? Been like, well, it's been pretty significant just since the report was released. But I think what lies ahead is going to be even more significant. They are really promising to take their case to Capitol Hill and lobby hard to get this problem that they see resolved. I think that they want the postal service to go in another direction altogether. When it comes to trying to balance the books, and there is also getting pushed back by postal workers as well. That's an important way in here. So what further conversations are to be heard before anything really get solidified here. What else needs to be sorted out? I well, I think what you're going to see probably is a big debate next year in congress about what direction this postal service reform ought to take. Okay. You know, it's interesting that the administration is weighing in so strongly on the side of basically, dealing with the postal services problems through the pricing of package delivery. I think that you'll see kind of a battle between that point of view, and the shippers point of view, which would basically try to take care of the postal services financial problems by addressing their mainly by addressing the big obligations. They have to their giant number of retirees in their healthcare benefits. Right. Yeah. This is something that's been set in motion. It'll be interesting to see where this goes from here. The lawyers that form those on paper appear to be the officers and directors of the company, but I'm given an unregistered power of attorney. That enables me to be able to open accounts on behalf of the company. So I now can deal through this offshore entity. And nobody knows that that's really me or that that's really my clients money and then each branch around the world, and I probably had a dozen or more accounts. They put an order in called hold all male. And that's because they don't want the Bank to mail to you across the border in case customs takes notice to see that you have an account, and if they really do need to send you something they'll send it to you in a just a no logo white envelope. And but most often they would expect you to go see them or for them to come and visit you and they opened safe deposit boxes in each of those locations. With me prepaying in cash for three years, or so of rental the reason for doing that is that anybody who gets access to the account would not link the safe deposit box, and then they can put the account records in the safe deposit box. And they can also hold assets of value for you. If somebody brought currency to the Bank, they could put it in the box for you. And wait for me to tell them what to do in Columbia what they would do is. They would find a house and every six months, they would rent another house. So they kept turning them over that way. People who had a reputation for being aligned with the cartel wouldn't have to walk through the doors of the BCCI branches down there. They could go to this private house, and there there would be computers where they would show people what was in their accounts. And then there were other techniques thing called back to back loans, which they did for me that they would take. The cash they would like to take it in either Panama Uruguay with the Bahamas, but there were other methods in which they could take cash, and they would then deposit that wire transfer it to Luxembourg and put it in a CD in the name of one of the offshore entities that you gave them. And then let's say you put a million in there, then they would open up in a different part of the world in a different corporate name alone for the equal amount to the CD, and it would usually be thirty sixty ninety day loan, and then we would get the loan. Proceeds and move that through a series of different corporations ultimately down to Panama, and then into the hands of the drug traffickers reason for doing that it's called layering is you're gonna have to if you're trying to with subpoenas get to the records, you've got to go through mutual legal assistance treaties in four different countries in order to be able to do that. And it's it by the time. I got done the the government people would be retired. So stripping. Wire transfers, there's another sport. They would take information off of the wire transfers, which might identify the sender or the recipient. That's done had been done in the last decade quite a bit with transactions for people who wanted to deal with Iran in in bust. The sanctions number two counts that was an everyday thing. All the accounts would be numbered. Not only would they be corporations that would be associated with it that they would know. But then the accounts themselves would be numbered. So the only thing that was visible would be a number that would be associated with the account. They oftentimes bundled transactions in correspondent Bank transactions. Give you an example that had a branch in the bombers if I had cash in Miami. There were times when they would take cash in Miami. They would have their Bahamas branch do a Bank to Bank transfer. Let's say cash deposits there for that week were a million.
