"Hurricane specialist Daniel Brown told CBS News where Fiona is headed next. It's forecast to pass near the eastern tip and then stay very close to the northern coast of the Dominican Republic through midday Monday. And then it should begin to move away from the Dominican Republic passing near or just east of the southeast Bahamas on Monday night and early Tuesday. President Biden declared a state of emergency in Puerto Rico as Fiona approached the island. Meanwhile, WTO Steve Dresden has covered hurricanes and tropical storms in Puerto Rico and tells us what it's like surviving the natural disaster. People may have generators, but it's all about water getting supplies in. If you don't have satellite Internet, it's going to be tough to communicate with the outside world, so to speak, what I will tell you is the ham radio operators, which are great. Ukrainian troops have reclaimed a wide swath of territory from Russia and pushed all the way back to the northeastern border in some places. The Ukrainian military also reports capturing many Russian soldiers, the gains are part of a lightning advance that forced Moscow to make a hasty retreat from occupied land. As blue and yellow, Ukrainian flags are now fluttering over these newly liberated towns, Ukrainian military says its troops have freed more than 20 settlements in just one day. Ukraine is making pretty significant battlefield advantages and gains right now. And it's a very important area up in the car key variant in the northeastern part of the country near the Russian border. The fact that the Ukrainian military was able to take back some reports say upwards of 1200 square miles, that is extremely significant. It is a blow to the Russian military, but we have to keep in mind that at the end of the day the Russian military still is outnumbering the Ukrainian military. They still have more equipment even with the tremendous amount of support that the international community has provided to Ukraine and the Ukrainian military. This has been a tough offensive already. I think we are still in for a longer war here. Very much appreciate your words of caution. It's always smart to go that route. How likely is Ukraine to keep this territory once it's taken it back from the Russians? So I think as long as they maintain enough equipment to hold it, they will be able to. So where they have a disadvantage is in their numbers. They don't have as big of a military force as the Russian military does. But they have a force that is much more motivated to fight than what we've been hearing and seeing from the Russian military. Experts from the UN's nuclear watchdog agency are trying to reach the zapper Asia nuclear power plant in southern Ukraine. It's occupied by Russian troops and Russian and Ukrainian troops have been fighting there. The British defense ministry has announced that Ukraine's military has continued to attack Russian forces in southern Ukraine, villa Marx prepared this report. In a regulatory update, the UK's defense intelligence organization said formations of Ukrainian troops have significantly pushed back Russia's front line in certain places taking advantage of relatively weak defenses. Russia will now likely seek to fill those gaps by using reserve units, it's lined up for that purpose, the UK said, and this could include some of its forces from further east in Ukraine. The UK said that Russia was working to accelerate recruitment efforts to reinforce its troops in Ukraine with some volunteer battalions having left their home base close to the Russian capital last week. "Marlboro, 81 in Centreville and 82 in Washington. At 1140. Ukraine now says it's making gains in the country's south. The British defense ministry says Russian troops are virtually cut off by a counter offensive, which is gaining momentum. Mario mancuso, a global affairs expert and former Pentagon official, joined John Aaron earlier to explain the counter offensive. We know it's in its initial stages in what the Ukrainians appear to be doing is preparing the battle space for follow on operations. So we know that the Ukrainians have captured dozens of small towns just north of Kirsten city and for the listeners here, kirsan is in the south central portion of the country. So they've captured dozens of small towns. What they've also done with the assistance I might add of long-range artillery supplied by the U.S. and its allies been able to damage a number of key bridges across the dnieper river. The significance of those activities, particularly the destroying or damaging of those bridges, is that those bridges were serving a as an axis of supply for the Russians. But secondarily, they could have also been used by the Russians to mount further offensive deeper inside of Ukraine. So again, capturing dozens of small towns, seemingly restricting the space that Russian forces in and around car San can operate. So the Ukrainians appear to be, again, preparing the battle space for follow on operations and they're setting the conditions for those follow operations. Why is Carson so important and how does this counter offensive fit in with what's happening in other parts of Ukraine right now? The tactical significance I think of capturing kursa is that croissant is a key hub in the supply link that the Russians have and southern and eastern Ukraine. It's a logistics hub. If the Ukrainians are successful, they obviously create significant problems for the Russians. I also think there's very significant political impacts to this. Remember, the U.S. and its allies have provided more weapons recently, including especially these long-range rocket systems that the Ukrainians were begging for for a long time. They needed to have range over match with the Russians so they can create some standoff distance. Well, the Ukrainians are using those to seemingly great effect and the political significance is demonstrating to the United States and the allies if you give us weapons we can use them. So for this purpose, the second purpose, quite apart from the military tactics, it's a demonstration by the Ukrainians that, hey, we're a good investment. Invest in us and we'll take care of the fight. Global affairs expert Mario mancuso, you can follow him on Twitter, at man Q so online. Funding for a

"Computer chip production is now headed to President Biden's desk following House approval. The president is now pressing the Senate to pass a new spending deal. WTO's Mitchell Miller reports from Capitol Hill. House approval of the chips bill included Republican support, though GOP leaders whipped against it after West Virginia democratic senator Joe Manchin surprise announcement of a deal on an economic package. President Biden is urging senators to move the legislation ahead, noting it addresses key energy, climate, and drug pricing issues, while reducing the deficit. "Feinstein, teddy gellman, as our producer. The top story we're following is the government's latest economic report. It's raising fears that the nation may be approaching a recession. The economy shrank from April to June, contracting at a 0.9% annual rate. That's the second straight quarterly drop in the GDP in informal, though not definitive indicator of a recession. Federal Reserve chairman Jerome Powell said yesterday, it doesn't feel like one I do not think the U.S. is currently in a recession. Saying too many areas of the economy are performing well, especially the jobs market. Still, there are concerns or recession may be coming, as the fed keeps boosting interest rates to ease inflation. Washington. Senator Joe Manchin and Senate majority leader Chuck Schumer have a deal. They say it could resurrect some of the Democrats key economic proposals. Here's WTO's Mitchell Miller on Capitol Hill. The West Virginia senator says the agreement would cover energy policy, climate, and tax policy. Manchin has sought to keep costs down, sometimes to the frustration of fellow Democrats amid concerns about rising inflation. The legislation would also include lowering prescription drug prices, something Virginia senator Mark Warner supports. We've seen too many places where those drug costs have gone up dramatically more than even inflation. Facing Republican opposition to new spending, Democrats would still need 50 votes to pass the legislation through budget reconciliation, and the Senate is scheduled to go on its August break at the end of next week. On Capitol Hill, Mitchell Miller, WTO P news. After months of internal debate, the Biden administration has offered to exchange a convicted Russian arms trafficker for WNBA star Brittany griner and former marine Paul Whelan. In the war in Ukraine, forces firm Ukraine are stepping up efforts to retake southern parts of the country that Russia now controls by trying to bomb and isolate Russian troops in areas where it's difficult for Moscow to bring in fresh supplies.
