"Tonight. CBS News special report, it's the most comprehensive gun control bill from Congress in decades. The Senate tonight has approved it, and the house is expected to do so tomorrow. Loyola law professor Laurie Levinson. It's ironic that on the same day that the Supreme Court struck down New York's concealed weapon law, limiting who could carry a concealed weapon that you have the Senate stepping forward for the first time in many years, passing any type of major legislation regarding guns and gun safety. After years of impasse 15 Republicans joined Democrats to pass the legislation. Earlier today, the Supreme Court ruled that Americans have a constitutional right to carry guns in public by a 6 to three vote, the high court struck down New York's century old law limiting that right. It's a major victory for gun rights advocates that will have an effect on laws in 6 other popular states affecting 25% of the American population. CBS News special report. I'm Christopher Cruise. More now on that Supreme Court ruling today, it is expected to allow more people to legally carry guns on the streets of the nation's largest cities, justice clarence Thomas, wrote the majority opinion. Ever since the court ruled in 2008 that there was an individual right to own a gun in the home for self defense purposes, he's wanted the court to expand on the other part of the Second Amendment, which says that you can bear arms and exactly what that means. And so he made it clear that bear arms means that people have a right to carry handguns outside the home for self defense purposes. That is Washington Post Supreme Court reporter, Robert Barnes. In his dissent, just as justice Stephen Breyer says the ruling will make it more difficult for states to take steps to limit gun violence. He changed his testimony in the court. He changed and the irony was that as he was saying this, the argument was going on on Twitter, but I don't break the code of the waiting room. There's more in this case in terms. Sorry. Interestingly, there's more in this case, which will inform that culture of saying as little as possible to stop people getting in trouble. We see it plenty often enough in other sports as well. You've got the talent, but you don't necessarily have the management skills to deal with that. And not necessarily either. And what seems to have happened is that people respected his ability and they didn't want to be seen as someone who was saying, listen, Graham smells a drink. He shouldn't be riding. It was deemed to be worse to say that to someone in authority and have them taken off his mind for the day and get him in trouble than it was just to let it pass. And unfortunately, what does eventually happen is that someone's been very, very badly injured. No, I'm not suggesting a direct response. I mean, again, you'll read this in the courtroom as well. No one suggested his ride had anything to do with him being incapacitated by alcohol at the time. But you have to bear that in mind. And you have to say that a jockey who admits that he often drank before he went racing is a liability potentially. And just ignoring that because you don't want to get him in trouble, is doing him no service at all. That's the thing. We're not talking about weeding Graham gibbon's eyed here. We're talking about what do you do in a scenario where you know someone has got a problem. And you're worried that it will end badly. Do you say nothing because you're worried how you'll be viewed for that? Do you say northam because you hope that it will turn out well and you're not getting it in trouble? Or do you decide to stand up and say, listen, you need to get help? And if you get help, then you can overcome this and you can be better than you are. And someone needed to stand up for Graham given. It's an interesting part of the between the two cases. Someone needed to stand up four gram gibbons by saying listen. You need to get proper help rather than just assuming everyone's going to ignore that you've got this problem and that it's not going to end badly. And similarly, someone needed to stand up.
