On EU's doorstep, UN raises alarm for thousands of young migrants sleeping rough
"Whatever. Two and a half thousand migrants and refugees have been forced to sleep rough in bosnia herzegovina for several weeks on the european union's doorstep despite the fact that suitable sheltered accommodation is available in an interview with you and uses daniel johnson. Peter our chief of mission in bosnia for the migration agency describes the of trying to find a quick solution to this urgent problem. You also explains why it's so important at all. Countries abide by their international commitments to helping vulnerable people in line with the global compact for safe or leeann regular migration adopted by majority of u n member states in december two thousand and eighteen years ago has been a transit country for migrants from greece trying to reach other parts of the european union. Since dan rea two thousand eighteen we've had a perennial problem of a lack of accommodation in bosnia herzegovina. Each window reface seamer thought john just but this year to challenge is actually larger because we have two thousand five hundred eight thousand five hundred refugees in bossier to gopinath sleeping in inhuman conditions. The reason for this is the ability of bosnian political system. If you want to decide where accusations should be because ironically or or cynically she won't. We actually do have sufficient spaces in two centers that we could open within twenty four hours but because a political resistance at the local level do locations. Dc's not happy so it's not a matter of the seasons. It's not a matter of money but it is a matter of political decision-making which obviously now he's ready urgent because the winter conditions are getting worse as we speak so you say that there's a problem of administrative procedure and there's also local opposition to housing the migrants. So that's a very difficult position for you to be in but as you say. The immediate problem is is really urgent. Because it's so cold and the camp that to the emergency count the leaper. Emergency tent camp burned down after being closed because it wasn't suitable for migrants didn't have electricity water. So what exactly is the un migration agency managing to do to help these people well. We're certainly pursuing a two track approach if you like the one we have increased our humanitarian assistance to people sleeping outside interest jackets winter. I sleeping bags sold packages we to get our partners. The danish refugee council and requested try to cover everyone while he's somehow reducing human suffering. Eat obesity does not provide an answer to the need for human accommodation while the other part of the work. We're trying to do trying to support the authorities at different levels to come together and to build a consensus as to where these new accusation could be. So these are the two efforts. But you're sort of stuck in as a un agency in the sense that while we have the resources it's not to or any other un agency to decide where my accusations should be that he's really up to the sovereign country in this case. Both here to go now to decide. I can just go to building erica. Dc sanal migrant accusations so. We're very much dependent on the local political process in while you can support while he can bringing ideas while driving people to get at the end of the day. You're dependent on local. Political decisions has the opposition to migration and migrants in bosnia. Been growing is it. I mean we're not talking about tens of thousands of people by any means are we know we're talking about today. In the county i would estimate about eight thousand five hundred. Marcus enrich In the country of three point five million inhabitants. That should not. I mean that he's not a a a large crisis by any stretch of the imagination There are two issues their first modern stint be located in two parts of the country canceling saudi avoid sonic canton and the frustration specifically again. He's as so being left alone in not heavy as sort of a national strategy. Few michael spreading these accusations center south across the country when it comes to the local population licenses. Debtors small minority that. He's very vocal on facebook older social media channels sometimes using a very phobic language my senses however that if you look at the majority of people they may not have wanted bosnia to become a country for transit migration but they do agree that while the migrants should be our country that they should be taken care of properly absolutely an just wondering what it is that the un migration agency needs to happen. Obviously you want to relocate migrants and for the most part they young men on the where are they from well in terms of the solution. The solution is relatively straightforward from humanitarian operational perspective. We need additional accusation in structures that are adequate ford winter. I think that's in terms of the solution where we need to go in terms of the makeup of the mike and refugee population. Here we have about eighty percents single males and twenty percent families with children and unaccompanied children usually boys between sixteen and eighteen for these families and children. We have sufficient activation so we don't have any families children or unaccompanied or separated children sleeping outside. The challenge faces itself with the single males in terms of nationalities. Biggest group Bangladesh of ghanistan north africa in iraq. He's the makeup of the population that we go have here. I'm what do they tell you. These these young men. Why have they come to europe. Well they've gone to europe of course. Individual circumstances differ but most of them have come to europe to look for a life somewhere fleeing conflict in afghanistan but many of them are looking simply to go to placing within the european union. Start working and send money back to their family. That is sort of the story. You almost universally here. And

Is that you know, at this point in her life, she is feeling really Suspicious of hierarchy of any kind of concentration of power that disenfranchises people below. But because They choose, Tio. Avoid establishing leaders. It's really confusing and a turnoff to a lot of the country who Don't feel like they hear a clear message coming from one person and Who are also noticing that some protests have turned violent and are really uncomfortable with that. There's a way in which this movement becomes really big. But the support for it across the country also kind of hit the ceiling. It's fascinating. The movement is suspicious of leaders. And some of the public is suspicious of a movement without earlier. Exactly And then two years into the movement, the country is really paying attention. Safe for I think it's hard for me to actually process and think about struggling paint. Honestly, like so for even for those because I don't let my mind go there. I don't know how to actually. So even your question I don't even know where to put that, like how to process even the question because I'm like, well, I don't know. Like, I, I wanna say is I want them to, like leave me alone, or just bring me bring like let's see something fun or whatever else. But probably the what I need more than anything is for them to encourage me to talk it out or whatever. But even as I'm saying that I don't think I would embrace that. Yeah. Yeah. It's like I said, like it's so easy to be aware of the feelings. It's another thing to, like feel has sad as I need to. And like, right. Goes telling you, I like cry hardly ever. I cried at dinner the other night. And she was like it's just so nice. I never cry like I'm sorry. Oh, just we'll stressed about something. It's okay. I love it so much. Yeah. Like, and I think that someday, I will cry more it's just that it's certain things that make me cry. But not I don't know it just don't feel. I don't know. Yeah. I think that's a hard balance. I don't know how to how to ask my friends that line or whoever, I'm in a relationship with that line either. Because it doesn't need to always be sitting discussed this. Sometimes it's like I love you, any, so we're going to go do something and wing talk about this later feels. Right. I have a really incredible Bossier cross point in what I love about him. Is he knows me so, well, he's got a lot of hard work into learning me, so not just in stress. But he'll he knows that I love to be spontaneous. He knows like so of meeting, and every once in a while, like just right before the meeting Madel say, hey, let's go over here for meeting today. Fired up. I'm like, yes, just it's change. It's new, it's whatever. But in the same way, he can see when I'm starting to where my my, my tank is getting lower on those things, and so we re playing golf few weeks ago, and we got to like whole seven or eight he could tell like the first few holes having a lot of fun. And then I started like really of check out my phone and he, he permission means. Hey man, why don't you? You leave after nine. Yeah. Yeah. Okay. We'll do not want to play all eighteen but he'd knows we so. Well, he can tell when it's happening. "By the time. He was diagnosed it was too late to administer the drug. There has been only three. I guess it was a drug that was previously provided to three of the only five known survivors in North America. And the drug is not easily accessible they say, so there's a pretty brain eating the comes from warm fresh water, and it's called primary amoebic Monenco encephalitis. So basically the amoeba gets up into your nose. And then it travels up your nose into the brain and likes the brain. It's a nice juicy. It's soft. It's I it's good blood flow. It's warm because these amoeba is like warm, and they like wet. So it's a great area. The nose won't stay in the nose because it's dry. So it will crawl up going to the brain. And then basically invade the brain. And by the time, it invades it and infects it it causes brain tissue. Swelling kills offering tissue. And you end up dying. Instability was a surfer snowboarder, really active guy. So they're still investigating. Now. We're being told by USA today that a portion of the water system in Louisiana has tested positive for the brain eating amoeba. Andy Freeman the operator of SOGA water systems that residents in south Bossier parish southeast. Shreveport may be affected. The Louisiana department of health conducted a random test of the system last week and notified the system of the positive is Friday, so go and purchase the water that tested positive for the from Bossier city. He he has disconnected from Bossier city water and is now using well water to supply those customers. So. Other testing sites. Do not have the Viva. But. Still go water system, which is what the residencies right was concerned about chlorine level. So they started flushing the affected portion of the water Wednesday. The water system has been instructed to intake, a free chlorine burn for the next sixty days. Now, the state has not issued a boil water order yet. So I know that freaks people out. There was somebody who had been using a Netti pot flushing out there. Sinuses years ago. I believe that was either in Florida or Louisiana, and they ended up getting the amoeba that way because of tap water. Which is why we never tell you to use tap water to flush out, your sinuses, crazy stuff. And usually these amoeba will enter the skin or they will enter through your nose and entering through your nose seems to be the most accessible way for it to get to the brain. And kill you. If you swallow the water, we don't see people getting infected, and that would make sense because most of these vivas that are that are there, the probably in the water, and if it doesn't get up into your nose, you know, people obviously a bit exposed what did they ever gotten hurt? We using those nose clips when you swim is crucial. And they say if you do swimming fresh freshwater, you have to be careful of the silks that's at the bottom because when you brush it up, that's what brings these amoeba higher. And then if you're dunked underwater, which people do that that's how it gets up into the nose. And it's scary stuff because this is so rare. But unfortunately, you know, we want our kids to play outdoors. Enjoy the summer and the fall enjoy nature, and these nasty things are out there. And even though they're rare they're so deadly and our medicine still aren't good enough. Enter diagnosis still is a good enough. Somebody from New Jersey is not going to be suspected to have this. But you know, he had gone down to he.

"And then we have this law which actually could reduce the number of people who step up to be homes for kids in bossier care so it's exact opposite from about policy perspective of what we should be encouraging it's absurd that this is the solution they came up with tillich reform a foster cares slick gray at it is in and also i think what's really unfortunate is that proponents of this measure are also hitting people of faith against the system so what i mean by that is they're sort of saying oh well bs your protections for people's civil liberties and protections against discrimination on the basis of religion sexual orientation gender identity are pushing out people of faith and that couldn't be further from the truth raid it it absolutely assumes what is the inherent problem with these which is it's not about faith it's about particular people and their particular ideology right and because we know that there are awesome dave base providers around the country who serve lgbt youth in families and people of all face appropriately and those people just get completely lost in the shuffle and and the proponents act like those phased in those people don't exist i because they're not their fate or their ideology um and so that's something that we and others are really trying to demonstrate right that this isn't like pitting the system against people of faith that is a false narrative so how does what's happening in texas right now plan to what we're seeing on the federal level on the changes with the trump administration.
