We've seen the headlines of brutal attacks on trains and buses, but new data in metro's annual performance report shows crime actually dropped over the past fiscal year. Report says crime decreased by 27% compared to the previous year between July of last year in June 2022, over a quarter of the crime tour against people. Like homicide rape and assaults, while lower than last year, it's still exceeds pre-pandemic levels, but the most common occurrence were property crimes. They reported around 51 a month, most of which were on metro rail. "Well, you know, it's a tragic story because you keep hoping that you're improving the quality of all these offices and that the integrity of the offices is there so Very disheartening to hear what we're supposedly on those tapes they had of how he had a schedule of what the payments would be for reducing a commercial property or reducing a residential property. And I am hoping that the federal government will prosecute that person to the full extent of the law and that if there are other people who are cooperating with them that we get them out of the system. I do believe that the three commissioners who run the border review uh are there all very credible people. They're all lawyers who I think view this as it is a quasi judicial office. So this is the shocking news for them, But, you know, unfortunately, individuals Will have different moral standards and others and we've got to make sure that we get everybody to want to do their jobs correctly. Are you happy with the settlement of the strike? Between S e i U and the county I'm happy that it's settled to a certain degree. There's still are outstanding issues that are going to interest arbitration, so it's not fully settled, But I'm happy that the strike part of it is over. And I think that the S E I U members who been complaining about the county's approach in the county's complaining about the FBI. You approached. Hopefully, those issues will get resolved in the interest arbitration where at an arbitrator, an independent person will make the final decisions and then hopefully the workers will be back. But I think a strike was not something that we needed at this time, and I feel bad for the people who were out of work for 18 days because for many of them in the lower end of the pay scale. Take care, all right at seven minutes after five o'clock Cook County commissioner later suffered in is concerned that an expected delay in property tax bills being sent out could cause cash flow problems for the 455 plus taxing bodies in the county. That's a low number because there are and I was stunned to read this 1.8 million parcels of Cook County real estate. That's an astronomical number, so it's not surprising that mistakes can happen. But this problem came to light, apparently when the Cook County assessor acknowledged last month that mistakes were made in determining the value of the senior assessment freeze and commissioner suffered and welcome back to Double DS, this senior assessment freeze for nearly what 150,000 homeowners give or take. Well, that's what they're talking about. Before we get into that, though I just want to express my sympathy. I hope that the department will deal with, because I think this may be their third suicide this year so far, but they're not sat on that. But let me move to Property taxes. Um, the government of of the area run because of property taxes. Local government that is the primary. Revenue source for all of them and We are a huge county. We are just one of the largest jurisdictions in the United States and What's happening here is Uh, to stay a flight flip as we are trying to switch over from one computer system to another people looking at various exemptions that Out there, and there's a number of exemptions that people can get. And I think both the treasurer and the the county clerk We're trying to make sure that the number there is accurate as possible. I think the assessor intending to do the same, but because of the complexity of this, we're running late, and when we would normally get the tax bills out normally They would be out July 1st. And we would pay them on August 1st. And we had given taxpayers an extra 60 days because of Covid. So October 1st. You could still pay them without interest or penalties I've since This morning. I've been told that there's been a an understanding between the three principal offices, the treasurer that The professor that the tax bills will be mailed by September 1st due on October 1st. So that's a 60 day delay. And getting them out. And that 60 days affects these other taxing bodies with cash flow and that's what we were. I was talking about this morning and I quote you were Referring to so I mentioned the 1.8 million parcels. All of those parcels are part of districts that are all text differently. So after the assessor gets the assessment out Then the clerk Yarborough. She has to have a three week process to calculate it. Then pampas has to send out the property tax bills. But you say you've heard today that they will have them all out in hand. September 1st Right, but that's still 60 days beyond where we We should be. Now. The other factor in this is I always when I do a seminar for my constituents, I tell them that the property tax system is like the kid's game. Whack a mole. You know, we can maybe help you get your assessment. A little lower here or the tax rate for a community can go a little lower over here. But then it pops up somewhere else and one of the the other factors in computing the bills. Is the Equalizer, which the state of Illinois is supposed to put out and this is the highest. The equalizer has been almost 3.3%. And what that means is that the the state views are assessments in Cook County is being 300% below. What is the fair market value and what the other counties are at. So it's such a complex system that that you can expect that there are difficulties in getting together, but What we've got to do is help these governments have of dependent to be able to depend upon the number of the dates and the numbers that we're going to give them as how much cash they will have, Because a lot of these, some districts may have to borrow cash. To meet their cash flow. And that's always a bad, uh, bad policy, which means we have to cut programs of band for the first semester or what have you for the school district? That's exactly right. And When I first got on the board 18 years ago, the county was always sleep with these tax bills so that there was no real predictability and the Districts. We're all having to borrow with tax anticipation, notes. To get enough cash flow to be able to meet their obligations. Now, since President Preckwinkle has been in office the last 10 years she has made sure that we've been on time, so this will be the first time under her watch. That the tax bills will be late. But there's been some extraordinary circumstances, including people who are at the Sun Times and others looking to see the accuracy of some of the numbers. Hopefully, we are getting that under control, and I think the assessors staff has been working very hard and diligently to make sure those numbers are right. Larry suffered in his here. Cook County Board commissioner Any update on the $1 billion in federal covid relief money that came to Cook County specifically. Well, we've accepted the the federal government's Its offer, and we've received about 50% of that money. We are going to have at our next board meeting in July 29th an ordinance which will outline how we will begin to spend This money. In the meantime, President Preckwinkle is doing some listening tours around the county. Uh, earlier this week, all of the county officials other elected offices were Asked to give ideas for how to spend this money. Um, we intend it's over a three year period. We intend to included in our budgets as best we can. We've hired an outside consultant. Make sure we're following the federal guidance is but but at this point, I think if there are people who have ideas on how to spend this money that would stimulate the economy of Cook County improve the quality of life of Cook County. The county is definitely open to listening to those proposals. Wanted to get your take on the story that broke a couple days ago about the Cook County Board Review employee who is now under investigation by the FBI for taking kickbacks to lower People's assessments. His office filed an injunction yesterday, adding to a lawsuit he filed last week. KQED S Julia McEvoy reports the courts won't hear the motion until March. 22nd City Attorney Dennis Herrera says schools should be forced to reopen to prevent further harm to students. Mental health due to virtual learning The earlier lawsuit claims the district is violating students state constitutional right to attend school. It has been quite awkward, frankly to be finger pointed at by city officials, that school board commissioner Mark Sanchez, speaking at Tuesday's board meeting, one critical piece to reopening safely is testing of staff and students. Yeah, I would venture to say, And I'd be curious to know if anybody's been been running stats on this, but I would venture to say that the majority Of at least retail businesses and restaurant type businesses in Minneapolis have experienced crime an uptick in crime over the last few months, and that should be unacceptable to everybody involved in running this city yet they don't seem to have any sort of plan or any idea of what to do about it. The owner of Nikola Diner, says his business was robbed twice in one week by the same person. I don't mean to laugh mean I don't know if he's already know you. You be the laughter cry. Which one do you do? Sam Turner says one employee has already quit because of it, and he worries about the safety of his other 50 workers. I'm still in a state of shock, said Turner. I never imagined it would happen once, let alone twice in a short period of time. I mean, this goes back to it to Brian Ingram of the No. Maybe five times. So and over and over and again, you know, I'll repeat it. But a lot of these crimes are being done by the same people. They're not being put away. Their being. The police are doing the best that they can. And we hear from police all the time. The police you know, when you arrest the same person over and over and over and over what else? What else are the cops supposed to do? The Star Tribune's got an article and it's an interesting read on dwell We'll get. We'll kind of double back at the end to how the Star Tribune contributes to that This story is pretty much just coverage and talking to individuals and getting their thoughts, right? But there's a really really interesting quotes in this thing. Violent crimes have soared 21% Minneapolis last year. Adding a painful coda to the city's struggles and coping with a deadly pandemic and widespread protests against racial injustice. The city has recorded 5422 violent crime incidents. Homicides, rapes, robberies, aggravated assaults, according to the preliminary year and Minneapolis police stats. That is a dramatic jump over the previous five years, which averaged roughly 4496 such crimes, which is not good, either, by the way. That's an average over the last five years. If you break that out, year by year by year, you can see the uptick right from year to year to year. Which makes you really concerned about how bad can 2021 get because they haven't done a damn thing? No, it's only try to stem this. This this trend know they made a call earlier, he actually appropriately labeled at the Wild West. I mean, it is the Wild West. There's just It just looked good crew. Criminality is reigning supreme right now. On, I arrange of mental health experts and community leaders say the increase in violence is unlikely due to any one factor he must weigh. Can't blame it on the Republican. I know right? So it's you know, when you can't just point a finger to Republican and go, it's their fault and it's so nuanced and it's so complicated and it's really difficult. Hammer down the reasons behind it. But only in the respect that the government response to the pandemic has made a lot of people very desperate right because it has put tons and tons of people out of work. Violent crime has climbed in almost every part of the city. Huh? On the North side. The fifth Ward saw violent crime, a crime climate 36% over the five year average. The ninth Ward had 16 homicides in 2020. After never recording more than four in any of the previous five years. Citywide. 553 people were struck by gunfire. Can you stop? Can we stop? Just there for a second, like I'd like to see what the average I would like to see the average coming out of like the same time period back when we had troops in Iraq like I'm like I'm legitimately curious like how many times were our own military shot versus what's been happening on the streets of Minneapolis, right? 553 people start struck by gunfire last year, highest tally in the in the past 15 years. The city recorded by the years and 84 homicides. We're gonna stop here because this is where it gets. We're going to take a deep breath because here's when we get into this stupid because we start actually hearing from Park board commissioners and professors of the University of ST Thomas School of Law, and you be good.
