This really isn't what i'm passionate about and like i i kind of feel that way if you don't love something in you're not going to be all in about it. You're never really going to be successful because you're not going to really care to do it. <hes> that kind of opened up my eyes. That wasn't really the other thing is. "North Carolina State board of elections. Just finished a three of a public hearing that it's trying to get to the bottom of what happened in the states ninth congressional district last year the outcome of that race still hasn't been called state. Election officials accuse a political operative named McRae. Dallas of running an illegal scheme to collect absentee ballots. He was working for the Republican candidate Mark Harris in what was very tight race NPR's miles parks has been at all three days of this hearing, and he joins us now. Hi miles. So understand today's session revealed tensions within Harris's family over the decision to hire. Dallas. What happened? Yeah. We heard some pretty compelling testimony from Harris's son, John Harris, who's actually an assistant US attorney in North Carolina. He testified that he had looked at previous election results from two thousand sixteen and noticed a disturbing pattern of results based on somebody who is hiring this political operative this McRae. Dallas basically he saw public records. That indicated ballots were being returned for this candidate in batches leading him to. Believe that somebody in bladen county where this investigation is centered somebody there was collecting ballots, which is a legal. So then his father in two thousand seventeen comes in and says he's thinking about hiring McRae, Dallas. And he really has an issue with that investigators show an Email where he even forwarded the North Carolina statute that said collecting ballots is a legal North Carolina to his father. What have we learned about this scheme that investigators say Dallas was running? So for the past three days. Former employees of Dallas described how they collected ballots and one employee even said she filled in multiple ballots down ballot races, which is a legal North Carolina. Again, it's illegal even just to collect ballots, North Carolina. They also described how they were instructed different ways to make sure that state and local officials. I didn't get any red flags about the operation, and the consultant who paid Dallas his name's Andy Yates, he said a number of times that he didn't have any warning signs about Dallas. That's even though the state investigated, Dallas and. Thousand sixteen and there were a number of. News reports about that investigation. Harris said that he knew of no illegal activity on behalf of his campaign. So what does today's testimony mean in light of that? Well, he can't really say anymore that he was not warned. Here's how his son John Harris put it I raised red flags at the time. The decision was made to hires Dallas. That's what I did. But he also says he thinks McRae. Dallas lied to his father about what he was doing to get out the votes. Andy Yates, testified that doubts that he was only registering people that he wasn't collecting ballots. The campaign of Jim McVicar who is the sheriff of bladen county and also read dome red dome or heavily with the Mark Harris campaign, and the reason these subpoenas were issued to these story groups is very likely because of their connections to McRae. Dallas now mcree Dallas the individual the consultant working for the Harris campaign who appears to have been at the center of the scheme. Can you explain at least as best the evidence, you gathered like what actually was the scheme here as best as people can tell. So what I've gathered from talking to people who know McCray and worked with McCray. He basically would go around with a group of people and help voters sign up for absentee by mail balance. And he had a list of people that had the absentee ballots already delivered to their homes were likely had their absentee ballots already deliver to their homes. So he knew whose ballot to go around and pick up. So as from what we can tell McCray. Had a team of people whose job it was to go around and pick up finished absentee ballots and in North Carolina. That is a legal that is a legal, and it also looks like I've seen some reporting indicating that there's like four races. He's worked in. And if you go back and you look at the bladen county absentee ballot totals his candidate in all those races Republican primaries this race going back is winning by. Hundreds of votes in that one category. In the two thousand sixteen primary who worked for man by the name of Todd Johnson who ran against incumbent Robert pittenger, end Mark Harris, Todd Johnson got two hundred twenty one of two hundred twenty six absentee by mail throats. Those are insane numbers. And then in the twenty eighteen election, Robert pittenger, only got fourteen or seventeen votes. More care Scott hundreds more than him again. That's an incumbent who is being defeated by huge numbers. That is a huge red flag right there. First of all that Mark Harris goes from four absentee by mail votes in two thousand sixteen to like four hundred twenty eight but it just shows you that the two campaigns. He was working for as ties to these blowout victories. The numbers just stand out completely against what the results are in the ninth district. What strikes me about this is this was not that? Secret in the sense that you a very enterprising local TV reporter has now been able to have to on camera interviews with individuals paid by him to do something facially illegally under North Carolina law. Protect ballots. This doesn't seem like a secret am I wrong? Everybody in bladen county seems to know who McRae Dallas's, and I'll tell you pretty much everyone has an idea of what he's about. Maybe not specifically what he was doing. But he is extremely well known in bladen county political circles now as far as the people who are going out and physically collecting those ballots. I think that they're aware that now there could actually be enough votes involved in these irregularities to sway the outcome. You see something you don't see in any other county in this district. He c Harris cleaned up on the absentee ballots and blatant county. Look everywhere else in the district. He was losing. And he was losing big when it came to absentee ballots in now there are affadavits that have emerged from voters voters who said they had absentee ballots in this district. Somebody came to their house to collect it somebody came in one case, according to the affidavit and said I will fill the rest of your ballot out for you took the ballot. So there are allegations here potentially of irregularities having to do with the absentee ballots. There were more absolutely belly greater share of the electorate in bladen county received absentee ballots than any other county in North Carolina. So the state board of elections again, which today had the option of certifying this election and ending it it declined to certify the election. Instead it's going to hear evidence about these issues with absentee ballots in this organization. This entity this. State board of elections. It has some real power here. It could if it wanted to if it decided to if it decided there was evidence to do this. It could throw out the election. It could call for a new election. It could invalidate Harris's victory.
