"For joining us. I'm Rick fan sites with Kim shepherd, Bill O'Neill at the editor's desk. The acting administrator of the FAA called before Congress to explain the current state of air travel, ABC's Alex stone is on the northwest news line, and how did Billy Nolan do in that hot seat today? Well, he's the acting administrator right now. He's not permanent. There were not a lot of big headlines said that he was able to offer the lawmakers, but they wanted him to come forward and they wanted to say, what is going on, that in the past week, passenger tried to stab a flight attendant a United flight attendant and open an exit door. That was on Sunday. There have been 6 near misses and we know about planes that have come too close to other planes on runways or near runways in New York in Austin and Burbank, California and other places in the last couple of weeks, and then this flight, the triple 7 united 777 taking off out of Honolulu a couple weeks ago that we still don't know why it took a major drop and doesn't appear it was mechanical or weather. And then climbed only a couple of hundred feet above the Pacific Ocean and then continued on at that point what went on there. So he was called forward to say, look, they're warning signs here. What is going on? Senator Ted Cruz saying. He's been said many times. Aviation safety regulations have been written in blood. And the lawmakers saying that their alarm bells going off still, though, with 45,000 airline departures every day in the U.S., this country is seen as a gold standard that hasn't had a fatal airline crash in around 13 years. So the point was made today that even though there have been little things that have made the news that generally speaking, it is still very, very safe in the U.S. and Billy Nolan, the acting ahead of the FAA talking about the unruly passengers. That is true that we will take every step every tool that we have at our disposal to ensure that that the action takes place against any perpetrator. It is just simply not allowed. Any promised technology upgrades if the FAA can get the money from Congress to make sure the aviation system is safe. You remember the outage a few weeks ago, the notam system that went down in all flights were grounded that and runway incursions and all that. He says, yeah, they got to work on that. The FAA understands and embraces the importance of continuously raising the bar on aviation safety. And there was debate about President Biden's nominee to run the FAA Republicans say Phil Washington, the nominee, not qualified for the job, that fight will continue on, but was part of a hearing today as well. And American Airlines announcing a deal that we'll see some of their pilots making $580,000 a year. They're getting a pay bump of a 170 grand from their current salaries, but I guess they're still having trouble keeping those cockpits filled. Yeah, this is supply and demand. Yeah, Alaska airlines made headlines a couple months ago with some of their pilot salaries and now today it's American Airlines a couple days after Delta pilots, they got a big pay raise as well, United's gotten them southwest. But at American, yeah, $590,000 a year, imagine going into your boss and saying, I want to pay raise of a $170,000. Not a lot of people would get that, but when you've got the power of the pilots right now, in that the airlines need pilots and they've been poaching them from smaller airlines from regional carriers, sky west that we see in the west a lot, losing pilots to the bigger airlines, Southwest was proposing, which has gotten a lot of pushback changing the number of hours of pilot needs to fewer hours to be able to get more people into the cockpit that's something that seems like a lot of people don't want. But if you're not going to change the rules a little bit, what do you do to get enough crew in that cockpit? It is expensive. It takes a long time to get somebody certified to be an airline pilot, united has gotten creative starting their own academy and in Arizona, a college for united airline pilots who first will go to the regionals and then the united other airlines are trying to get creative, but right now they just don't have enough employees. "For you tonight. A big development in the nation's debt crisis, the looming crisis. The U.S. could default on its debt as soon as July, if lawmakers on Capitol Hill are not able to reach an agreement on the debt ceiling. That is coming from a report released today by the nonpartisan congressional budget office. Republicans on Capitol Hill say they won't raise the debt limit without securing spending cuts. But President Biden says it's a non starter. I made it clear in the State of the Union. I will not negotiate whether or not we pay our debt. I will not allow this nation to default. Those comments coming in an electrical union shopping lanham earlier today in a series of tweets House speaker Kevin McCarthy says democratic spending is plunging the country deeper into debt. He is looking for commitments that there will be spending cuts. The FAA was certainly on the hot seat today before the Senate commerce committee, the acting head of the administration is defending safety of U.S. air travel after some close calls and technical failures that led to a big ground stop, a breakdown in the federal system that provides safety alerts to pilots grounded flights last month, acting FAA administrator Billy Nolan couldn't promise there won't be another breakdown. We will continue on this journey of modernization. I've asked and I've directed our team, so look at what is our ability to accelerate that timeline. Texas Republican senator Ted Cruz also showed video of a close call between two planes in Austin. How can this happen? How did air traffic control direct one plane onto the runway to take off at another plane to land and have them both within a hundred feet of each other? "Your free in home estimate. It's four ten. Boy, this has been a tough time for flyers during the past 6 months. And we're not talking about the lingering effects of COVID. Last month, the FAA had a failure that disrupted thousands of flights, and there were also problems over the holidays. There have been some frightening near misses as well. Under questioning in the Senate today, acting FAA had Billy Nolan says they are taking steps to safeguard a database that failed last month, but he's not guaranteeing 100% success. Could I sit here today and tell you there will never be another issue on the note of system knows her I can not. What I can say is that we are making every effort to modernize and look at our procedures and BC news correspondent Tom Costello joins us live now. He covers aviation for the network. Good to have you back Tom. Thank you so much. Good to be here. I'm boy. Have they got a lot of fish to fry here because you've got the notum computer system that was the subject of this congressional hearing today. Nobody wants to repeat of the ground stop back in January that was the only the first time since 9 11, but then we've also now just learned of a yet another close call on a runway. So this is now the third close call on a runway. The NTSB says now it is opening an investigation into an incident at Honolulu on January 23rd when a united 777 crossed right in front of a cessna that was landing on the same runway. And of course, you know, as we've reported and talked, we've had close calls at JFK at Austin airport and a United flight that plunged to within 800 feet of the Pacific Ocean back in December, so all of that has led now to the FAA chief calling for a call to action, a safety call to action for all air players, if you will. Everybody involved nationwide. Well, what about specific steps that Nolan claims the FAA is making to try to alleviate this problem? Well, so as it relates to these close calls, he's ordered a review of any and all incidents. Is there any common thread here? And I asked him today. Are you concerned that complacency has seeped into the system? He said, no, and he makes the point that we've now gone. Everybody knock on what it wants. We've gone 14 years. Thank God without a fatal commercial accident in this country. That's remarkable. It's not by accident. It is because the system is very robust and they are committed to safety. But after so many of these close calls, he is ordering a review and then a safety summit next month in which all of the players will get together and drill down on all of this yet again. You know, Tom, years ago, there was a real question about how well trained some of the FAA air traffic controllers were or how alert they were on the job. Is there a sense that that's the problem? Or is an equipment issue? I don't think you can find one specific thing that is common with any of these incidents. I mean, in the case of JFK, that appears to have been an inattentive airline crew, American Airlines pilots. In the case of the close call at Austin airport, that may have been an air traffic controlled failure. In the case of Honolulu, we think right now with this plane that just crossed in front of a sesta, that may have been an inattentive crew or not paying attention to controller instructions. And we don't yet know what cost that united plane to plunge and come so close to the Pacific Ocean back in December. So there's no common thread across all of these, but except for the human element, right? And as we all know, you can build a lot of redundancy and backup systems to catch human error, but human error is always the biggest threat. Tom, thanks once again. We appreciate it. Tom Costello covers aviation for NBC News. Four 14. Head of the federal aviation administration, Billy Nolan appeared before Senate committee to discuss the agency's safety bulletin system failure last month that delayed almost 11,000 flights and canceled more than 1300. Nolan also acknowledged several near misses on aviation runways in recent weeks, the acting administrator reassured the panel new procedures will avoid a repeat of events, including the creation of a safety review board. The initial focus will be the whole of safety summit to examine what additional actions the aviation community needs to take to maintain our safety record. Here's what we're following the head of the federal aviation administration was grilled today by senator Cantwell and others over something called notam unless you're a pilot. You're probably unfamiliar with what no Tam stands for. Notice to air missions. It's a system of informing those in the aviation industry about everything from weather hazards to the operational status of runways. But the problem is that the system is decades old. And last month, when contractors were working to purge the system of old notices, they accidentally deleted the wrong file, leading to a complete shutdown of the system and a ground stop of all air traffic in the country, acting FAA administrator Bill Nolan. How the system works is that as you do updates to the system as you delete outdated no tams, it synchronizes across both the primary backup and the other two backups. But Democrat Maria Cantwell chair of the Senate transportation committee wasn't happy with that answer. Nolan says they're continuing to upgrade the notam system and working to prevent such an incident from happening again. Senator Cantwell's committee also looking into a series of close calls and collisions at the nation's busiest airports at LAX a plane collided with a shuttle bus while taxiing to the gate, and in Austin, a close call is a FedEx cargo plane nearly landed on top of a southwest jet ranking member, Republican Ted Cruz. It is only through as I understand that the heroism of the pilots being alert and seeing what was happening that that tragedy was averted, and yet my question is, how can this happen? How did air traffic control direct one plane onto the runway to take off at another plane to land and have them both within a hundred feet of each other? "Capitol Hill, where Senate Republicans are vowing to block implementation of D.C.'s new criminal code, which includes lighter mandatory sentencings or violent crimes. The story from WTO's Mitchell Miller. Today on the hill, Tennessee GOP senator Bill haggerty says this is no time to lighten the possible penalties in D.C.. It will only serve to embolden criminals who are on a massive spree right here in Washington with carjackings, assaults and homicides. Haggerty says he has 48 co sponsors of the bill to rescind the code approved by the D.C. council, while none of them are Democrats when the house earlier passed similar legislation, it received some bipartisan support. Haggerty hopes to get enough Democrats on board to pass his bill, which could take it to President Biden's desk. New developments in the controversies enveloping the loudoun county school district first and independent report into how the school system two sexual assaults by the same student that report will not be released by the school board. It happened during a tense board beating last night with 6 of the 9 members voting against releasing those findings, citing attorney client privilege and student privacy. Among them, chairman Ian. Waving attorney client privileges fraught with pitfalls, which is why it is done exceedingly rarely. Being open and transparent is incredibly important, but so is the rights of our students and staff to be able to communicate with legal counsel without it being made public. School board member Tiffany Politico argued for the report's release. To continue to bury the truth in what occurred throughout the horrific sexual assault in 2021, does not demonstrate justice, integrity, or service. It exudes self preservation. The board commissioned its report in 2021 after a student was accused of two sexual assaults at two different schools. That boy was later convicted in juvenile court in order to stay in a treatment facility until he turns 18. Meantime, former loudoun schools superintendent Scott ziegler and suspended school spokesman wade bayard are under indictment by a special grand jury in connection with those sexual assaults. Bayern faces the felony charge of perjury and his attorney says he can not get a fair trial in loudoun county. It's a story you're hearing first on WTO. Governor Glenn youngkin and attorney general Jason Millar has poisoned the entire jury pool. That's the claim of bayard's lawyer Jennifer loeffler, from the day youngkin took office, they've referred to loudon residents as being victims of a cover up and that their children were at risk since bayard is the school spokesman. She says that suggests he personally failed to inform parents of the alleged assault. The lawyer says Virginia law demands that jurors not have a stake in the case they're hearing, she's asking bayard's trial be heard in fairfax county. Neil Logan stain WTO P nos. Ahead of the FAA on the hot seat before the Senate commerce committee today, acting chief Billy Nolan is facing questions after an investigation into why air traffic nationwide was stopped for nearly two hours on January 11th, uncovered some deeper problems. Nolan says his agency has made technical changes to avoid a similar breakdown. The FAA originally blamed a contractor for mistakingly deleting computer files in an alert system, which tells pilots about restrictions and hazards. Now a closer look finds the system even more fragile, The Wall Street Journal reports that system has not been overhauled in years and the phase out of aging equipment has been put off since at least 2016. "Wallace is here. All right, Mark good news for Washington. They get Brian Robinson back on the field tomorrow. That is very positive news. He's missed the first four games. And he has been cleared by the doctor. So they will practice tomorrow. He will start practicing tomorrow. He has 21 days. The team does whether or not to activate him. Saran Rivera, do you have to manage expectations with Robinson when he gets back? We do, we have to be smart about how we're going to handle him when we got to handle those expectations. We also got to handle what he's going to go through physically and mentally. I mean, it's a different set of circumstances. You know, I don't know any other player that I've coached that's had to go through this. And we'll see how he looks tomorrow when he gets back on. Well, Jerry Jones is not ruled out, Prescott from playing Sunday against the rams, but he says the football they grip on the football is not just there yet. I love how Jerry's talking about making all these decisions. But then nothing from the head coach, right? Whether or not it's quarterback's gonna play. That's right.
