And I know everybody's focused on obviously how stocks are going to close up the week. We still have about an hour before the close. But the S &P 500 giving back some of those losses. So right now, instead of the potentially biggest loss since March, we are looking for the biggest loss actually just since earlier this month. So not quite as sexy of a size and scope there, Carol. Sorry, if everybody's watching on YouTube and Bloomberg Originals, I had to lick my finger because for some reason the finger.

"Percent slump from the same period last year, that's according to data compiled by Bloomberg. And again, it's become much more of a political issue here in the U .S., whereas when I talked to Tim Craig, head of Bloomberg Intelligence in London, he says ESG investing is more popular than ever in Europe, particularly in the Nordic region. "Countries. This is Bloomberg radio. Now, a global news update President Biden says democracy is on the ballot in November's crucial midterm elections. My dad used to have an expression. He'd say Joey don't compare me to the almighty compare me to the alternative. And we have a real alternative here. Speaking in the Democratic National Committee event in D.C., Biden criticized the House Republicans knew commitment to America plan. He says there's no mention of abortion, social security, or Medicare. I'm grad sequel. This is Bloomberg daybreak weekend, our global look ahead at the top stories for investors in the coming week. I'm John Tucker in New York. They're back, or should I say they're coming back? Then 15 minutes of leaving the stage, president Trump knew that the capitol was besieged and under attack. The January 6th committee holding another hearing this coming week after getting deep into exactly what happened at what former president Trump's role was before Congress recessed for the summer break. It looks like my father's handwriting. Now the January 6th committee is planning to be at it again, and for more, let's head to our Bloomberg 99 one newsroom in Washington at Amy Morris. Amy. All right, thank you, John the House committee investigating the January 6th the insurrection at the capitol is going to hold more hearings the next one set for September 28th. Let's get a preview now from Bloomberg congressional reporter Billy house, Billy, always so great to talk to you. Thanks so much for joining us. Glad to be here. Now, let's talk about the committee what they're looking for now. I'm wondering if they're trying to sort of recapture some of the limelight after all the other events and allegations related to the investigations in a president Trump and other Republicans, what are they trying to do here? Well, I think you're right. I mean, certainly this committee trailblazed a lot of investigative pursuits, you have to give them credit for that. But they haven't had a public hearing since July 2021. The only real thing that's happened committee wise is their vice chair Liz Cheney got defeated in a landslide primary vote in their home state. So now, with this at least one hearing set for 20 September 28th, Wednesday. They're hoping to sort of recapture their luster, at least regain a bit of the spotlight in relevancy. They are also supposed to release a report, are they not? What do you expect out of that? Well, that's going to be part of the what the chairman Benny Thompson says will be the not quiet part of the next few weeks. Along with this hearing, they do plan to release an interim partial report of their findings in October. And that's just weeks of course before the midterm congressional elections that's sure to produce some hoots and hollering from the other side regarding timing. A final report isn't really going to come from this committee tell December, almost when the buds are goes off on their charter and so they're going to put together something earlier and right before the election. Yeah, you mentioned the hoots and hollers in the timing of all of this. How is this report likely to be received? How are these upcoming hearings likely to be received? Do you anticipate hearing some people say, hey, you know, the timing of this is suspect, or does it seem to follow suit? I think you will hear a Republican suggest at the timing is suspect. But public polling shows has shown that as dramatic as their 8 hearing since June have been and is highly watched Benny Thompson mentions more so than any other congressional hearings, they really haven't moved the needle too much among Republicans or even Democrats. People are pretty much where they were before the hearings on Donald Trump and his culpability for January of January 6th, 2021. But the hearing, the report itself coming right before the election. That's another matter. And that's sure to prompt even perhaps some counter reports from Republicans. And we are talking with Bloomberg congressional reporter Billy House about the upcoming hearings by the January 6th committee and what we may expect from any reports that come from those hearings. And you were talking about moving the needle, Billy, former president Trump still holding some rallies, including one in Youngstown, Ohio, this past weekend, and he talked about the investigations I want to play a sound bite for you and let's talk about it on the other side. The unhinged persecution of me and my staff and they go into people that know me and they threaten them with jail time unless you say something bad about Trump. They're threatening them. So are people still buying into this idea that president Trump is this maligned target or are there some within the GOP who are now starting to sort of be turned off by this in addition to the allegations that the 2020 election was stolen? It seems as though there might be some shine coming off of this. There are indications that some of the use, for instance, party candidates and moderate or swing districts would rather he not show up or even get involved in their races. But let's keep in mind there are at least 45 Republican candidates on the ballot for the House and Senate who have either said and continue to say the 2020 election was stolen or cast out on its legitimacy. So the fact that that sort of sentiment is disappeared within the party is flat wrong. In fact, people are running partly on that basis. They believe that's true. And they need to be elected because of that. Let's take it a step further and talk about QAnon if we could just for a minute, there is some indication that there's an increasing connection with QAnon or perhaps an interest in QAnon. What is that situation like on the hill right now? Is this something that people are taking seriously as a political force or as an influencer or is it the opposite or is anybody even giving them the time of day? Well, Democrats are going to give lip service to horror and fear and teeth shattering over that no matter whether it's true or not. What's more interesting is within the far right of the House Republican party would be the new addition of the house freedom caucus. The emergence of the reemergence of QAnon sentiment and some members has kind of broken some of the unity that that group hopes to have if the Republicans take over the majority next year. The house freedom caucus can be very potent if a new speaker Kevin McCarthy or a new Republican speaker by any other name only has sub 5 or 6 vote margin on bills. So the freedom caucus hopes to once again flex its muscle, but internally within its own numbers, there's disputes over whether some of those who embrace QAnon are just themselves. I mean, there's doubt about their legitimacy and whether that really helps their cause at all. As far as these hearings are concerned, other events have already come out of that. And based on what they have learned in the hearings. For example, representative Liz Cheney of Wyoming, introducing a bill, changing how Congress may count presidential electors, first of all, let's talk about what that would do if it got anywhere if it became law. Number one, and number two, if there are any other events or any other things that have come out of this because of these hearings. I number one, the election count act reform bill put forward by Cheney and lofgren and is not the only exhaust the only bill in town and that kind of speaks to how this committee is lost some of its front row are Lester or relevancy. There are other bills as the committee is weighted to release some of its recommendations kind of scooped it on its own area. So there's that Bill, but there's also a Senate bills and those differences will have to be made. The key items those bills are that could specify that the vice president can't nullify an election or as in presiding over the congressional certification of an election can't do a Trump wanted by his vice president. Mike Pence to do and block or delay Joe Biden's victory. The other thing is that it increases the number of lawmakers that are required to approve a disapproval of a state's electoral slate. But does the committee hopes to have a whole slew of recommendations, some could come before the election and some of that final report in December that could range from campaign finance recommendation changes that Trump committed fraud in raising some of this money after the election

"Get it done. Yes. Are there any circumstances whatsoever that that could be taken out of the series? I told you. But you said that for two weeks, I'm just kidding. We're saying I'll say it for two weeks in one day. Next, they keep trying. So the Republicans are saying they're not going to support the CR if it has the mansion driven energy committee proposals. What do you say to that? There's no reason Republicans shouldn't support it. And I hope they do. Yes. So that's the back and forth today Billy has you were probably standing right there when he said it. What does that mean here? Is he working Republicans on this or is he kind of stretching the truth for reporters? The first thing to note is that nobody has seen the mansion proposal actually yet. He's unveiling it tomorrow. This is right. Buddy. But he's calling it revenge politics, certainly. The Republicans are out to get him for supporting the spending plan and the climate plan. He joined Democrats with last a couple of months ago. So what we have here is a kind of a showdown whether Democrats are really facing a potential shutdown over this. We'll see in the next few days, but it is complicated if not overly broad an issue. Yeah. So we'll get some details some text tomorrow. The senator says he needs as many as 20 Republican votes in the Senate to overcome democratic defections. This is what he was saying today in the Senate radio TV gallery. If they're willing to say we're going to close down the government because the personal attack on me or basically not looking at the good of the country, this is what makes people sick about politics. It makes me sick about it. Sounds like he's stressed out a little bit, Billy. Well, he is, but what he's also not mentioning is that some of the suggestions point to this would benefit equations that companies got electrons midstream corp. That's right. Which of course Manchin wants to see go through. So he has a kind of personal stake beyond just the broader permitting philosophy. That's the multi-billion dollar mountain valley natural gas pipeline. In West Virginia. That's a pretty big deal and it would be help to speed approval of this along with a lot of other permits. Gotta begin with the two year the yield there 3.96% right on the cusp of 4%. The tenure yield 3.56%. We've got stocks under pressure, treasury yields hitting those multiyear highs, traders bracing for a hawkish Federal Reserve that is expected to boost rates to levels not seen since before the 2008 financial crisis. "We'll check back in about 15 minutes to see how things are going in the after hours. It's the headline people in the nation's capital woke up to on the front page of The Washington Post, files seized at Mar-a-Lago include material on foreign nations nuclear capabilities, which certainly jumps off the page after Donald Trump himself, of course, tipped us off to the search, and then started posting not soon after, or I should say soon after. About the fact that there were no nuclear documents in there because there had been some reporting about this. Now this gets specific. Only the president, some members of his cabinet or a near cabinet level official could authorize other government officials to know details of these special access programs. This is how high level this is. People familiar with the search, speaking, not a shocker, uncondition of anonymity. Billy house is with us. Bloomberg legal reporter to talk a little bit more about this Billy. Thanks for coming in here. The level of significance is great. We have no idea what was in most of these boxes and on most of these documents. So any filling in of the blanks is interesting and boy, this is the big stuff. Can you put that in perspective for us? Well, it is big stuff. In fact, Trump himself had denounced such early reporting that there was nuclear related documents. Calling it a sleazy hoax and that sort of thing. But now, according to the post reporting, we find that it is true that there were some top secret nuclear documents. We've got a foreign country and its capabilities and defense capabilities that Trump had stashed among those boxes that is state in Florida. The conversation about having a special master takes on new significance as well when you start realizing the level of security here around these documents, there are not a lot of people who have a clearance to start sifting through these boxes, Billy, how do they do that? Well, that's absolutely correct. There are people who obviously with top secret security clearance, but this is above top secret security clearance. And so what you need is somebody that is willing to take on the role of deciding for or helping a court decide what is privilege to either lawyer client privilege or executive privilege material in this top secret genre. And then try to help sort for the judge, what the further legal arguments that both the DoJ and Trump's team are going to make about how they sort out those legally. There are very few people that would have to qualifications for that and probably even fewer that would want to do it. Boy, I don't know how exactly you just phrased that. This is a higher level of classification than top secret. Can you explain what that means to our listeners? There is obviously a various levels, but DoJ said some of the materials are labeled with the highest classification, something called TS SCI. Sense of time. But that is that is not what about one point. There are about 1 million people that have some sort of top secret clearances, but a lot fewer have that higher level. Those are the type of people that deal with those issues and maybe a few Pfizer court four and intelligence court judges might have that. So this is an this isn't about storage, Billy. This isn't about whether there was a second lock on the door or which room at Mar-a-Lago. These should never have left Washington D.C.. These are property of the government no matter what Donald Trump is suggesting about the method in which his home was searched. This stuff has to come back to D.C.. Absolutely. I mean, it should have never let D.C.. I don't know who we don't think that president former president actually picked up these boxes and carried themself to is the state. So that means they were actually in the hands of probably a lot of people or some people that didn't have any kind of authority to have it. Beyond that, some of the stuff appears could be missing from those boxes. We don't know. And that's sort of the thing that is going to be sorted out over the next months and even perhaps longer. But this is all very troubling, obviously. Billy, a great story on the terminal right now that you wrote up, you spoke with Ken feinberg, who was a special master. And some folks might know him actually. He was involved in the 9 11 terror attacks, the compensation, the mortgage crisis, as you point out, the 7 37 max disasters. He certainly spent some time in front of the news media. What did he tell you about finding the right person? Well, he said, you're not only going to have to find somebody qualified. That means with all the security clearances required. But also somebody that's maybe not going to want to Justice Department barking at them. Remember the Justice Department doesn't think special master review is even needed. And ultimately, Trump will go after, as he always does, whoever makes any decision that's contrary to what he wants and so this person, no matter what his or her reputation is going to be attacked by Trump more than likely. How long will it take for them to be chosen and appointed? Well, the judge Eileen canon in Florida is asked for both sides, Trump and the just submit their candidates by Friday. I don't expect an early resolution on an agreement by the two sides. Wait. Ken feinberg is an interesting one to speak with here. I presume he's not going to be among those who are interviewed for the job. It tells me he doesn't have those security clearances necessary, but he certainly would be a fascinating candidate if he did. Wait, that's for sure. Billy, thanks for joining us as always. Billy house, who I appointed to our legal department actually Congress reporter is what I meant to say here on Bloomberg sound on. I mean, it's the fastest hour in politics, sometimes this happens. Joining you from the nation's capital with storm clouds on the horizon. And I mean that literally actually, in this case, as the kids get back to school, the traffic is getting a little bit heavier because the members are also coming back. So our first couple of Senate news conferences today, the house will be back next week. Fascinating conversation with Bill Barr again about this whole story is well today. The former attorney general, making it clear that he thinks the DoJ is close to having what it needs to make an indictment. Here's Bill Barr on Fox. There are two questions. Will the government be able to make out a technical case? Will they have evidence by which that they could indict somebody on including him? And that's the first question. And I think they're getting very close to that point, frankly. But I think at the end of the day, there's another question is, do you indict a former president? What will that do to the country? What kind of precedent will that set? Will the people really understand that this is not failing to return a library book that this was serious? And that's what we're going to discuss next as we reassemble the panel jeanie chansey no, of course, coming back Bloomberg politics contributor, joined today by Lester Munson

"U.S. House speaker Nancy Pelosi is moved on to South Korea, but the military reaction from China is not easing up. Let's get to San Francisco. His head Baxter. Yeah, of course, the reaction to Taiwan risk you're right. China's responding military activities are the largest and most far reaching since 1997 Taiwan says a total of 27 Chinese military aircraft have been detected around Taiwan's airspace of this for August 3rd in effect by circling the island as well as pseudo blockade has been set very visible in the warning from Beijing to airlines setting up what it calls danger zones. But I want to focus for just a little bit here on U.S. policy and what it really is and where it's going. Now Bloomberg has a really interesting piece up today reported and written by Bloomberg's Billy house congressional reporter saying behind the scenes White House officials were fuming that Pelosi would delay wouldn't delay her a visit saying it carried risks and Billy joins his life. Thanks so much for taking the time for us Billy. What do we know about any effort before she left to persuade her not to go? Oh, they were extensive. I mean, the Biden administration did not necessarily publicly weigh in on the trip. But behind the scenes, they were fuming and doing everything they could to convince her not to go. And when they realized that would not be accomplished, they then did everything they could to make sure communications were kept open with the Chinese government to assuage any concerns or be able to react to any missteps or possible problems. It was an all hands on deck saying for the administration as Pelosi went ahead and did or trip. Now we all know that there was a Biden she video call right before she left as well. So you have all these diplomatic things going on. You have the call and none of that dissuaded her, correct? It didn't, and it left Biden himself kind of upstaged that you could ask what was this really all about for the speaker? Well, I don't think we can say that she's not genuine and saying that her concern for Taiwan and that the U.S. stands up for Taiwan is legitimate. But she's also moving into the end of her career from all circumstances, even though she's looking for reelection. And she's not going to be a congressional leader much longer. So this is kind of a capstone at the very least. We have a minute and a half most. So maybe an off the wall question. White House has been hammering China on different fronts. Now Pelosi goes basically reinforces what The White House has been saying about other things other than Taiwan, but also gives Biden cover saying it was her decision to go. Could this have been carefully orchestrated that way or is a fuming real? Well, you know, that's a great conspiracy theory. Sort of. But I think from what we know of the reporting is that the concerns and the desire of the administration for her not to go were very real and that is what we do know from our reporting. And so if that doesn't indicate that it was some sort of manipulated perception for the public. I got it. I had to go there because I thought, you know what it accomplished it could accomplish just a couple of things. And also just internationally, you had ambassador Nicholas burns summit of Beijing. That does not happen all that often, does it? It doesn't. And he had to work overtime if ambassadors can work over time to make sure things didn't really fall apart. From what we know of all right, Billy, thank you so much for your time. We really appreciate it. Bloomberg congressional correspondent Billy house, Brian, I had to go with a conspiracy. I just, I had to figure it out because it makes some logical sense, actually. Yeah, it's interesting. 38 minutes past the hour, Ed, thank you very much. It's time for global sports. "Thank you. It's unknown when the next hearing will be the January 6th committee other than sometime in September is what we learned last night. By the way, is after Liz Cheney's primary in Wyoming. And there are a lot of questions about what this does to the timeline. Remember, there's going to be a final report. Well, that's delayed now. They're saying there'll be an interim report. And if this rolls past as we have been hearing the last 24 hours, rolls past the midterms, this committee could be shut down if Republicans take control of the House. So where are we going? That's why we wanted to talk to Billy house Bloomberg Congress reporter who's been all over these hearings and back with us on sound on. It's great to have you, Billy. What's your thought on this? Is this committee about to crash into the midterm elections? I think it very well. Do so or at least its final report will come right before the elections. But in terms of crashing at the end of the year there's no there's no reason to believe Republicans won't keep it alive and then show us some of the stuff we aren't seeing. Well, gosh, tell me more because I thought the whole idea was that, you know, Kevin McCarthy would turn around and shut down the committee and start investigating the investigators as we hear. And that's all I mean. I mean, the Republicans have several ideas banner of amongst themselves. So about whether they should take over this committee, look at its documents and present its own version of all these videos and depositions or have another committee investigate these investigators about what they left out or what their motives might have been allegedly. So there's still that's still very early in the plotting, of course. I guess I'm trying to figure out though if that is advantage or disadvantage for the committee. They obviously have a lot coming Liz Cheney says the dam has begun to break. They must be hearing from a lot of people every day. But at some point, you also need to wrap this and I guess if you're going to refer charges to the DoJ get on with it, but we don't even know if they're going to do that, do we? That's right. We don't. So as we consider the next steps, then Billy, do you have a sense of what we might hear in a hearing in September? I mean, it's obviously got to be good if they want to come back around on TV and take people's time. I think with their going is at least a little look at the whether or not the Secret Service was somehow taking it or at least elements of them. Whether they helped plot some of the Pence stuff. And we don't really know at this point. We obviously have a lot to learn still. Billy house, we thank you as ever Bloomberg congressional reporter with us. Here on Bloomberg sound on. You know, some of the most incredible parts of this hearing last evening, if you're interested in for the sake of history as Rick was saying, you know, you're interested in this on a personal standpoint. It was the behind the scenes stuff. The images behind the scenes inside the room in Congress were the leadership was hiding. Behind the scenes as we heard from, the president recording these video messages, and you know who spent a lot of time behind the scenes is documentarian Alex holder and Bloomberg had an exclusive sit down with him that we want to listen to Lee and garand and Tom Mackenzie spoke withholder about his experience having conducted the very last television interview that Donald Trump gave in The White House. This was long after the election. And his documentary on the Trump White House, the build up the storming of the capitol and so forth is why the committee subpoenaed over a hundred hours of his raw footage. We had an opportunity to get a sense of what it was like to be in the room with the how the president was conducting himself. And what polled are actually thought that Donald Trump really believed inside. Let's listen Trump actually believed it came to believe the lie that he had started back in 2016, which was that if there was a chance he wouldn't win, delegitimizing the vote was a technique that he was playing. And I think back in 2016, he knew it was a lie. He would probably argue that it was more a joke, but the idea of making people think that the election and the results didn't matter didn't count was something that he'd been playing with for years earlier. When it came to sort of reality that he clearly lost the 2020 election, he then started to really push this point. And when I interviewed him a month after the election, so it was the last interview that Trump ever gave in The White House. It was on the fourth 5th of December in The White House. And he's still a president of the United States. And this is after his attorney general after everybody really around him except some of the loonies. We're saying that there's absolutely no evidence to support his positions. And they had lost all of their court cases, including cases by Republican judges that he had, in fact, appointed, had all dismissed all of these lawsuits about

"I have not seen the subpoena I guess they sent it to you guys before they sent it to me Look my view on the committee has not changed They're not conducting legitimate investigation It seems as though they just want to go after their political opponents So it's unclear how exactly he's going to respond The others apparently receiving subpoenas today as well Jim Jordan of Ohio Scott Perry of Pennsylvania Brooks of Alabama Andy Biggs of Arizona Let's get into this for a moment with Bloomberg government's Emily Wilkins who covers the leadership in the house for us Emily do we expect more of a response from McCarthy's going to be a news conference or something tomorrow Well McCarthy usually has a weekly news conference although that's not always a guarantee I think the answer that he gave to reporters there is something we're going to hear repeated though I mean he and Republicans have repeatedly tried to downplay the legitimacy of this committee looking into January 6th Just sort of saying that it's partisan saying that they're not just going after their political enemies Certainly we're all keeping our eyes on this committee They have interviewed hundreds of witnesses at this point Gotten hours of documentation including from people like Ivanka and Jared Trump And so certainly it seems like they're investigation has been really comprehensive But I think what you heard from McCarthy there is what you're going to continue to kind of hear that drum beat of downplaying the legitimacy of this panel Any word from the other members Emily Yeah I mean we heard a little bit and it's kind of been in that same mold of same year that they don't think that it's legitimate and that they're not planning to appear in front of the committee at this point I mean really this is a huge break though in precedent to actually have a congressional panel issues subpoenas for sitting members of Congress one of them who has a very real possibility of becoming Speaker of the House next year I mean this is just sort of goes to show exactly how divided things are right now in Washington and just how tense everything is And a lot of it is because of this fallout from January 6th Yes Incredible stuff Emily thank you for being with us And thank you for helping us get that sound of Kevin McCarthy That's what Emily does all day stalking the halls of Congress Billy house writes on the terminal the subpoenas are certain to lead to extended court clashes Potentially rooted he writes in the constitution's speech or debate clause that shields lawmakers Let's dive deeper into this with an expert Brad moss partner at Mark zaid specializes in national security and joins us now Brad welcome we know that January 6th committee is an uncharted territory here The idea of lawmakers sending subpoenas to lawmakers This is a new level no Yeah I mean this very much crossed sort of an unwritten line about the idea of Congress going after one of their own with the legislative subpoena to appear before a panel We're in a bit of uncharted territory We don't quite know how this will play out I mean we certainly know and I think the intro you just did kind of laid out We're going to see some refusals to cooperate I'm sure McCarthy will do a press conference One of his usual ones was going to indicate that they have no intention of complying and they're going to try to quash the subpoenas There's going to be some interesting constitutional issues here in terms of not only speech and debate but also the idea of executive privilege because of the fact that some of these individuals were interacting with executive branch officials And so it's going to be a very dragged out process The question is will there be any real stomach to try to drag it out into litigation Will there be a move to cautious subpoenas or will they simply defy them How do you quash a subpoena if he's your client Brad What do you do next So yeah so the congressman will file in federal court They'll move to cautious subpoena claiming it's over broad claiming it implicates First Amendment rights any number of issues that justify shutting it down which the federal courts have jurisdiction to do when there's already court cases such as Mark Meadows case where they're trying to do something like that That's what I would expect We also heard though that Meadows was cooperating with the committee for a while and we don't expect that to come from McCarthy No I have no anticipation no reason to believe any of these members will cooperate even mo Brooks who kind of got shift a bit by the former president and shoved to the side I still see him cooperating if he wants to have any political career going forward It will be interesting to see if they dare the Justice Department to indict them for contempt Well that's where this would go right If they refuse the subpoena as the courts uphold them then this goes to Merrick Garland to make the next move Yes And that is the one area where there's some potential exposure and some risk for these members that would go beyond whatever happens in the midterms because for the midterms go the way we expect and the Republicans take back the house the panel is going to shut down And there will be no civil litigation But if this gets to the point where it gets a criminal referral to the Justice Department that goes beyond the authority of the Republicans at that point to shut down and that would be up to DoJ That's the one thing they don't want How much chance do they have to slow things down to your point They get through the midterms and the story is going to change a lot I know the committee is set to hold hearings next month Can they delay this for the better part of the summer or longer They can absolutely delay it if they handle the civil litigation properly and just move to quashes that have outright refusing to comply That will ensure that the litigation goes past the midterms and that has never ever any resolution So this is why and you know this Brad this is why everyone said today when it came out Wow big deal unprecedented But probably nothing's going to happen Is that how you feel I think it was a bit of a political.

"This is Bloomberg daybreak weekend our global look ahead at the top stories for investors of the coming week I'm John Tucker in New York When you leaked Supreme Court draft has certainly been impacting the business world as we've been talking about this weekend It's also definitely reverberating and strategy surrounding the coming midterm elections and for more on that part of this still unfolding story Let's head to Washington and Bloomberg's Amy Morris Amy Thank you John abortion rights this week emerged as an issue that could reshape the midterm elections this November and the fight for control of Congress after that report that conservative justices on the Supreme Court may be prepared to strike down roe V wade We get insight into how and whether this could impact the midterms with Bloomberg congressional correspondent Billy house Billy always a pleasure Thanks so much for joining us Happy to help So let's talk a little bit about how this might impact the midterms There are months away close but still kind of far will this issue still be reverberating That's being debated within both parties but there is a broad consensus that such a ruling is in fact handed down in June It would help some Democrats and districts and perhaps even some democratic incentive races potentially reducing their losses The idea is that women and suburban women would be driven to the polls more animated to get out and vote So that's the big issue whether this initial burst of fundraising and anger can be sustained will be sustained and will overcome other issues facing voters with the voters one to take on November You know I want to get into that but something you said really should be underlined And that is this isn't necessarily going to help or hurt either party across the board but it may have an influence over specific individual races coming up in November Is that about right Oh absolutely That's the case Now this kind of quickly set the scene here Democrats currently have a 12 seat edge in the house which is basically a 5 6 6 seat swing Early projections are that they could lose up more than 20 seats to Republicans And in the Senate which is of course deadlocked at 50 50 there are tough races ahead in Arizona Georgia and Nevada or Democrats But Republicans also face some tough racism Pennsylvania and Wisconsin So any edge you can get and certainly abortion being inflamed as a new reverb issue could be very important So how has either side been able to take advantage of this when it comes to say fundraising I know people are already getting solicitations on their phones and in the mail Well we know in just the days after political reported the giraffes Supreme Court opinion groups like ActBlue reported that as much as 12 million had come in and that was a definite uptick Whether that can be sustained and whether it can be significantly sustained in the months leading up to November we don't know But as of these early days it has had some impact on fundraising So has either side been able to use this as a rallying cry before the midterms on their own Have you been able to discern whether not just Democrats but Republicans as well use this to be able to sort of court people over to their tent It's early We're still in the primary season where we're seeing some Democrat on Democrat violence and Republican Republican biopsy more than anything But one of the early races where it has emerged is in Texas South Texas district where progressive Jennifer cisneros is trying to take on long-term conservative Democrat Henry cuellar again and she has made his position on abortion He's anti abortion a key new component of her runoff agenda against him They will face off on May 24th The Pelosi and the Democrat establishment has had earlier backed cuellar now the abortion stuff has emerged as an issue and she is called on them to back off is their support of cuellar So that's kind of an interesting twist I'm sorry Billy They called on them to back off the support Yes last she has called on Pelosi foyer and Clyburn to rescind their endorsements of Henry cuellar because he is the Democrats as loan anti abortion Democrat You also said something earlier in this interview that I think we should probably get a little bit deeper into And that is the magic word turnout Midterms are about turnout Do you see this influencing either or both parties to get out the vote one over the other Or could this galvanize everybody Well I think Democrats see this as nothing but a plus in that regard They were looking at dismal turnout come November as a malaise They would admit that kind of set in over the Biden economy the slowdown of the economy the failure of some democratic policy aims just sort of a depressed attitude And the midterms of traditionally been a period of seed losses in Congress for the party in power They hope this issue will switch that make this a different sort of midterm and so that's what they're banking on and whether it ends up being so I guess we'll see I mean all those other issues the economy even Ukraine could continue into November and so there are other issues that could override abortion or keep that sort of voter malaise going I also want to mention though that it's also an issue that's going to impact gubernatorial races and that's particularly interesting because particularly in the background states like Arizona Georgia and Pennsylvania Michigan Because states is where the new rules would be set on abortion access at this ruling were to actually be handed down in June So you got to keep an eye out on those governors races too Oh I see because.

"Amy All right thank you Nathan The week ahead is the lead up in Washington the President Biden's first State of the Union address on March 1st That is a Tuesday for more on this We're going to bring in Bloomberg's congressional reporter Billy house and Billy that's where we're going to just get things started with that State of the Union address on Capitol Hill What are you going to be watching for It comes at a time when the president will have to address a lot of issues including deep political divisions but also just divisions on what his administration is doing with regard to the pandemic and attempts to heal political divisions over how he's addressed that Is a lot of his economic agenda has kind of sputtered and so he'll have to kind of pick up and call for unity on getting some of those items passed if not the entire build back better agenda But maybe parts of it that could help people in these times when we see inflation is zooming and questions about what exactly his administration and Congress is doing And just as a reminder for our audience we will be carrying that live here on Bloomberg radio live coverage of the president's State of the Union address You mentioned a bit of him having to appeal to two different audiences during the State of the Union address Not easy to walk the tightrope anyway But will it make it a little bit different a bit of a different flavor since they're going to have to limit seating like they did last time Detention inside the room which isn't often felt for TV viewers would certainly be different I think of a near empty room though would not be as difficult for him to address their have as we know in the past spend some rather crowds in the room people shouting at former president Obama and that sort of thing So we'll have to wait and see Let's shift gears a little bit and talk about the background talks on the omnibus bill Tell us where we stand with that what you're going to be looking for in the coming week Congress there's a large 11th deadline for a huge government funding package It's going to be comprised of 12 individual appropriations bills for the government agencies to keep functioning March 11th is the deadline and there is a top line number they're working on 1.5 trillion But they haven't pulled it all together still And in these next this week and beyond until March 11th there will be some heavy trading and horse trading back and forth if they don't do it They'll have to do yet another stock gap funding bill and what that does is it kind of robs the Biden administration of being able to put their stamp on actual federal agency budgets because it just basically continues existing funding So there will be a lot of behind the scenes closed door negotiations on that As they scramble to get that done by March 11 There is a lot of tension around what's going on with Russia and Ukraine There's a lot of tension around say the global pandemic The omicron variant having surged even though those numbers are starting to drop off now And there's tension when it comes to inflation And how much bang you're getting for your book these days which isn't a whole lot My question for you is as we approach primary season which one is really going to resonate with the voter A very good question and also adding to that tension is the ongoing House investigation into January 6th 2021 attack on the capital And it's increasing focus on Trump himself So as the primaries start to roll out on March 1 there's a primary in Texas that everybody's watching with incumbent Henry cuellar versus progressive backed Jessica cisneros the issue is not only whether a progressive can be defeat a long-term incumbent but whether then either one of them can advance to defeat the Republican in what is now a democratic held seat And as we know well maybe we don't but some 30 can come a Democrat have said they aren't running again this fall So what's playing against everything that happens in Congress right now is the fact that Republicans are breathing heavy they believe they have a real and experts kind of agreed a real chance to take over the majority of this flaw So that leads to a pressure to get some sort of agenda done Democrats that could appeal to a broader spectrum of voters and be get it done fast And we are talking with Bloomberg congressional reporter Billy house about all the things that are going on on Capitol Hill Billy before we started this interview we talked a little bit about how there's nobody in Washington for the next little bit because they're everybody is taking a bit of a break And yet there is so much on the plate of Congress What's the number one issue that they need to tackle in the next week or so Well beyond getting the government funding package through all eyes are on President Biden's own self sort of imposed deadline that he will announce a Supreme Court nominee by the end of February As justice breyer said he'll leave at the end of the term So there's that bubbling in front of everybody and whether or not Republicans could or is there something Republicans could help rally behind and get that justice through or is that going to be yet another obstacle to the agenda the other parts of the agenda And of course what you're referring to more broadly is that the build back better Bill has stalled competes act the two versions passed by both the Senate and the House that were ostensibly designed to provide legislation to help the U.S. compete with China That's how it's been billed but it actually to manufacture its own microchips Do more scientific research with federal money That sort of thing both houses have taken no step to begin two House negotiations come up the final bill on that And that had been a real urgency one wonders.

"Right Charlie thank you so much So as the U.S. capital is being overtaken by supporters of then outgoing president Donald Trump just one year ago today We learned we really leaned I should say on our D.C. team big time to understand and track what happened and continue to do so really in the days and weeks after it as well that included our Billy house congressional reporter at Bloomberg news who was at the capitol during the insurrection Billy joined us in the days after and share what was going on as he was in lockdown on that fateful day one year ago Here's some of what he said to us at that time I was actually in the House chamber when they slammed the door shut pulled guns and rioters were knocking and banging and cracking windows but I must say how security performed admirably They escorted the members out then they estimated us out and we were safe It was an incredible experience if not harrowing Billie has congressional reporter at Bloomberg news who joins us right now on the phone from Capitol Hill Billy I remember all those conversations with you and was thinking about you and our colleagues who were there You guys really gave us incredible information incredible insight As you look back at what happened when you were going to hear yourself speaking nearly one year ago and what we've learned and seen in the days after the insurrection what strikes you What really leached out to be is that there's still elected members of Congress who suggest that that was not a violent day that was not a violent insurrection And that they expect colleagues who were pinned in that chamber and elsewhere in capital complex that day to sit down and work alongside with them on legislation and other matters Even though they still a year later don't accept what is clear on video and what they sometimes themselves actually saw So that's if you want to talk about the gulf between the parties in Washington Only enlarged what was already a big split before the riot Billy that's exactly where I was going to go Because it does seem like even I hear comments from some members of the house right now and it's almost like January 6th 2021 didn't happen or they were living in some alternate timeline or alternate universe based on your reporting and what you described Is this something they really believe or is this what they think their constituents want to hear And it will get them reelected Well I met capital now and I just left a press conference with Republicans Marjorie Taylor Greene and Matt Gaetz and they just now launched a bunch of scenarios they say they want investigated that the FBI prompted the insurrection and to either disrupt GOP challenges to the election or to make Trump backers look at So that's where we are And we can't take that seriously Absolutely not But there's good point in what you raised is people they speak to at home and elsewhere These two actually travel around the country as sort of a Group draw espousing the stuff and people apparently believe them and or at least want to believe them And as we see in polling Trump is already with regard to another presidential run way ahead of anybody in the party And there are two of his biggest backers Does he speak for the party and I ask we just talked about a story about longtime Republican strategist Karl rove who's blasting Republicans who back that Donald Trump the false 2020 win claims that he made Who is the voice of the Republican Party today Well I'd say the most obvious in those active are those two Republicans appointed by Pelosi on the January 6th House committee investigating what led up to that riot and what occurred that day Liz Cheney the former vice president's daughter And of course Adam kinzinger Illinois But they are outliers in their own party Maybe even seeing their final Kendrick is not running again at the end of this year And change facing not only opposition from Trump but at home backers opponents of Trump back So but they are the most out front but they themselves are seen by many in their party as outliers Well we should note that Illinois Republican representative Adam kinzinger who just mentioned he's going to be on sound on with Joe Matthew starting at 5 o'clock today So we'll be sure to listen for that You mentioned representative Liz Cheney Her father former vice president Dick Cheney he was actually at the capitol today That was a remarkable and kind of unexpected but essentially there was a short session of the House which hasn't been in session this week I called a pro forma And Democrats were there Pelosi the Speaker of the House gave a few remarks But only Liz Cheney was among sitting members of the House Republican members in the room and but her father was with her The former vice president And that was kind of moving They sat together and afterward he talked to reporters about how proud he was of his daughter and how the leadership of the GOP party today in his view is nothing like what it was when he was in the house and he did serve in the house for ten years Hey Billy just got about 40 seconds left What do we as all Americans deserve to know What do you as someone who was there and continue to report on what happened What are we still need to know just quickly Well what I think we in Congress has done a pretty good job at this whole hearings multiple hearings on the security lapses I think what we need to know is what the January 6th committee seems to be focusing on is this 187 hours that day I mean minutes that day in which National Guard was not called to the capital reinforcements were not brought in and who.

"If he were to take his fundraising prowess away from the Republican Party and form another party what would that impact be like? Well, the first blush, you would say it drains at least some something away from the existing Republican Party. And perhaps, um, Kind of bull moose is, uh, the chances for the right to maintain power or gain power are footholds in the House and Senate again. Um, but it's hard to tell is his followers aren't necessarily clean cut. You know Republicans running not clean cut from sure Republicans he does have Some weird crossover draws and also, he draws other people who don't normally participate. Baltic, So it's 1st 1st answer would be yes, probably hurt the Republican Party a little bit, but we don't know how much even he may actually create new voters. We are talking with Bloomberg's congressional reporter Billy House about the future of the Republican Party when we look at it under the lens of the impeachment trial that is coming up in the U. S. Senate. Billy. Let's talk about the in the long run. If the U. S does wind up with a three party system, Does it look like we're heading in that direction? I think it's too early to tell, Uh, of course with Trump. You have a guy who's got money to pay to get on the ballots in every single state. So one of the big hurdles obviously A lot of fledgling parties is is kind of addressed by Trump's own wealth in his following the question is whether he and his party would be seen as a fleeting thing or something that would last. And my bet is that Overtime. With party leaders like McConnell and on others already trying to distance themselves from him. It's more likely fleeting, you could say Kevin McCarthy, the House minority leaders. Is devoted to trump. But you know, there are questions about Within his own conference. McCarthy's ability to hang on for much Longer East, He seems to have some rising problems and tensions within his own group. It seems like within that answer, you sort of split the Republican Party into whether you realize it in either the McConnells of the Republican Party. Are distancing themselves on the list. Janey's right of the Republican Party, saying, whereas we you have, say the Lindsey Graham's or the McCarthys who are showing their loyalty even now, even after other Republicans have actively distance themselves. That's the rift right there. That is the risk yet at least in a public way, there still seems to be unit Unity or or a desire to seem to be unified, Trump proxy. So then I would get into the whole psychological question of. If there is a third party, then they no longer have that necessity. They want to stay a Republican. You no longer have that need to very publicly show their support. Obviously they talk about third parties to there's the other element is how far left are there is the Democratic Party or Biden. So that's his tour. Is to maintain some semblance of moderate, uh, a direction even as he's being pulled further and further the left by progressives and his party. Yeah, I love it when you anticipate my next question, it's just about whether whether you can overlay this similar scenario over the Democratic Party. Is it also seeing a similar rift are they also You know the battle between the moderates and the progressives? Is that separating the party the same way we've seen in the GOP. I think it's a fantastic question. And I think something's gonna happen. And in very short order, and by that I mean a couple of years. They're going to vastly changed the party anyway. And I think one of them is is that the woman who had been the most powerful Democrat in Washington for the recent years, speaker of the House is likely no longer Isn't likely to leave the house and leave Congress relatively soon. And that will change the landscape. Certainly within the U. S house certainly within they need somebody who could like her balance the progressives and the moderates. And how that also helps to appreciate the party, at least on Capitol Hill remains to be seen. And then, of course, how well does Biden performing these Opening months of his His administration and then later on as progressive being in the field that some of their promises aren't being in. Some of the promises aren't being kept to them looking back, you and I talked before about, um Now President Biden's ability to reach across the aisle he served in the Senate for decades. So it seemed like he would be the guy who could reach across the aisle. Have you seen any indication of that You cocks the Republican senators all the time, and it's still early, But there does seem to be some effort to reach out at the same time. It does appear in this initial coronavirus, Styris bill, they're going to have to use a mechanism that relies almost in order to Not need any Republican votes. It also, if that's flag or signal that, despite his background, they still need to work things and all partisan way. I think we've got one already. Billy Houses the congressional reporter for Bloomberg News, and that.

They're expected to be a flat and then when you look at the P P I factory deflation is expected to have moderated somewhat little pull back in the end here not by much in his wrist shed earlier. We've got the asx 200 down about 2/10 of 1% or shot. All right. Well, let's find out what's happening in the leadership in the U. S. House of representatives that because the saying going forward, they are going forward with impeachment proceeding against Donald Trump beginning tomorrow, Ed back says covering global news. The clock is ticking. Yeah, it is Russian. It'll be a tight squeeze, or will it There's some different views on how this should actually proceed at this point. Joining us live as Bloomberg Congressional reporter Billy House, Billy Thanks so much again. Let's start with the impeachment articles drawn advertised. It looks as if that part of the puzzle definitely is going forward. Correct. It does. But first of all on this is breaking news. Just his second speaker. Pelosi has sent a letter to her colleagues saying they will first tomorrow bring a unanimous consent request. In other words, ask everybody to go along with the resolution. Asking the vice president to convene the Cabinet to activate the 20th amendment to declare president incapable of, but that won't go through. So after that falls through Plus, he says they will seek a unanimous consent or legislation to go ahead with the impeachment. Resolution the following day that won't go through, But so Democrats will bring it to the floor and they're likely will be a vote for impeachment by Wednesday. Yeah, bye. Wednesday. Now this This is gonna be a very different process from from the Ukraine and Russia interference hearings, isn't it? I mean, they're just gonna move this thing through. Let's call it snap second impeachment because you right, remember, we had weeks of hearings and expert testimony and congressional and constitutional experts. But this is not going to be that. And I guess the argument for Democrats is we've got enough video. We've got that tape out there to show everybody what what Trump said. In what happened. So now? Yeah, there A lot of people I'm seeing express their opinions Congress people in both the Senate And the house, saying that it's very important for Joe Biden get his 1st 100 days under his belt. Get programs going, get confirmations going. There are plans to do one of the house and then delay in the Senate correct. Well, that's some one of the strategies being discussed. That hasn't been decided. You're absolutely correct. Ato House doing a lightning strike Impeachment means that the Senate will have to do a trial. Of course, Impeachment is one thing being convicted of impeachment charges is another. We all learned and saw last year. The question is does the new president went the 1st 100 days of his administration overshadowed by an impeachment trial, especially of a president who's no longer president? So that's what they're wrestling with and whether they could delay the trial somehow, after a house impeachment Yeah, And there been calls from several quarters for Mr Trump's resignation. You mentioned that that's obviously not going to happen that you mentioned the 25th amendment. I saw one report over the weekend. Mr Trump. Mr. Pence met like at the last week. And then there are many more others to say they haven't spoken. Do you know what's going on in that quarter? The latest reports is that they really haven't spoken on that They have been for the last several days, efforts to get somebody in his circle to talk to the president. It's not that somebody people in the Cabinet members to consider with Pence in removing him when the 25th amendment none of that seems to be going anywhere. And so the house is taking is looking to action this week on their own, okay and some pretty while we only have about 45 seconds here, but there's some pretty scary stories coming out of congressional office today. About just how tense it really was not only for Democrats but for Republicans. Absolutely. And I was among those with lawmakers and a few reporters trapped or its security thing. On your way. Looking at it in the House chamber is they were banging on the doors. We were rescued or let out in through the back door. But there were some tense Harry moments and I live some of those myself. Yeah, hand some questions about how the the mob managed to get into offices that weren't marked and know exactly where they were. Actually, there's an internal review going on right now on Capitol police about how it was. The doors that weren't even marked, you know, were known to be either a leader's office or somebody else's office. Very strange. All right, Billie. Thanks So much for your help. We really appreciate it. Billy House of Bloomberg Congressional reporter, and, Yeah, the the the hothead that he mentioned coming in the headline upon the Bloomberg just went up. So we really gotta first the U. S house will bring impeachment legislation of the floor. Okay, guys Back to you, Brian. Yes. So unanimous consent that will go down unanimous consent. It'll go down and then the full house vote on Wednesday. That's very interesting. A very good interview. Thank you very much, Ed. Let's get to sports Stand. "Republican said Trump watched the event unfold on television and seemed confused that separates work as excited as he looked. I'm Jim Fools. They say his Bloomberg Daybreak weekends are global look ahead of top stories for investors in the coming week. I'm John Tucker in New York. Ah, Wild week in terms of the Washington News flow in Congress, and what happens in Congress is something the investors will be watching is the coming weekend month unfold. And for more, let's go to Bloomberg's Amy Morris and R. Bloomberg 99. 1 newsroom Mamie Thank you, John. It has been a tumultuous week on Capitol Hill. One thing that has changed is the political calculus with new members coming in. Let's get right to it now with Bloomberg Congressional reporter Billy House, Billy It is always a pleasure. Thanks so much for joining us. I'm glad to be here. You were on Capitol Hill on a regular basis. You still are so before we get into what comes next. I just wanna briefly revisit the attack this past Wednesday at the Capitol complex with hundreds of people storming the building. Just give us an idea of the intensity of that moment. The seriousness of that breach. Yeah, it kind of was a slow brewing bunch of developments and that it suddenly erupted into something much more serious. Very quickly. Um, I could see I was in the capital and I was actually hanging around the started it arms office said. I could see the concern growing with each moment. As the House sergeant in arms and suddenly yelled into a phone. Hold the line. Don't let anybody in the building. Shortly After that, I was grabbed by officers and told to go into the House chamber, where some colleagues type of person orders were Suddenly, the doors slam shut locks and we, her and a bureau. A desk was pulled in front of the main door, and suddenly there was pounding and broken glass, and it was at one point a gun shot from outside. So we were all inside the room with lawmakers, some of whom were pleading with the officers. Please evacuate them. Somehow. They have certainly worried and had a right to be. S so eventually they all came to be that we were evacuated, sent down some tunnels and put the secure place but Was quite a day It sounds brutally intense. I wonder if you could speak to the long term impact of this. The Capitol Hill Police are under intense scrutiny. The House and Senate sergeant in arms have resigned as has the Capitol Hill police chief. But what are the long term effects of what we witnessed on Wednesday? I'm afraid but don't know for sure, though, that one of the biggest things would be a contamination of access not only for the media but for the public to what has been a public building. Their own meant more, uh, access to be long around the building, even, uh, ability to visit. I don't know if that's going to be the case. But there certainly will be more barriers put around the capital and Um I don't know that it will be good in the long run, but I don't know how they avoid doing that We will watch. All of that happened with you. We'll figure out what happens as it we go along. One story that would have been in big, bold headlines have events at the capital not transparent. The way they did is that Georgia is sending two Democrats to D. C, which creates a very narrow democratic majority. So what will this mean for President Elect Joe Biden. Well, I mean, with Democrats controlling both chambers. It's a wider avenue, certainly for him to get some of his on the Democrats agenda through. It's not a boulevard. It's not freeway, but it's a better chance. There are procedural hurdles in the Senate that Ben's will have to face. But with Kelly left lawyers loss, and David produced lost to Republican senators down there The vice president or the incoming vice president will have the deciding vote on matters. So let's get a little bit more specific. And look at some of the legislation that could be coming down the pike. We know some of the priorities maybe immigration, maybe infrastructure Definitely pandemic. What are you hearing? Exactly. Those are some of the things I mean, Republicans and Democrats have wanted to change some aspects of immigration. And I think there could be some low Helicke hanging food on that. Taxes and spending in some regard could reach some agreements. Uh, infrastructure is another big thing that both the incoming President Biden and Republicans have been saying they want Um But in other things regarding voting rights, and those sort of things could be the tackle, but the things that Democrats want to do bolster affordable care act. Some of the climate changed that could have a proper way to go. Another aspect is, of course, the Changes to the salt tax on whether or not Chuck Schumer could get that through. You know, I was just about to ask about that they're considering removing that cap to the salt tax that was included in President Trump's tax cut. But that also puts them in a weird position right because it would mean a tax cut when Democrats are also talking about it a tax increase for some people Absolutely it's and it's also seen by many as a blue state versus red state issue, but repealing it would require Democrats to vote for something that was widely seen as a tax cut for the rich and so There's that, uh, object thing that they have to deal with. Well, having a Democratic House Senate and White House helped the incoming administration say when it comes to foreign policy, too. Yeah, I think it would, uh, for no other reason that it makes it a little easier, obviously for Joe Biden to get his people in the key for him, Uh, affairs Positions, Secretary State. Uh, ambassadors on dat sort of thing. The people that shaped the foreign policy are more likely to be confirmed now, if if if that's not too basic to say It's not. What are some of the issues that use foresee coming down the pike, especially the more immediate issues say within the 1st 100 days when it comes to something like foreign policy. I think they've got to decide what to do on with regards to immigration. That's a foreign policy issue. Some degree uh, some of the stuff that the Emotionally regulated, but it's something some of this could be done by buying himself with an executive action to undo some of the trump items..

"With the chaos at the Capitol. Protesters banging on doors as they reach the halls of Congress. Emboldened by President Trump's cries of election fraud just hours earlier, we will never give up. We will never concede it doesn't happen. You don't concede with death of it took about four hours to secure the capital after the National Guard was called, and that was followed by a strict curfew for all of D. C. Attention. Curfew is in. There were at least four deaths during the mayhem, including one woman who was shot. Bloomberg's Billy House was at the Capitol. During the siege, You could see portions of the crowds pushing police areas back, and then suddenly they broke and ran toward the rotunda. Capitol steps. Police began to run inside the Capitol Rotunda, realizing they were just on the other side. The door light gear began to be put on some Republicans telling your colleagues to call Trump Tell him to stop these people. They didn't happen, and then they eventually let us out of there and protesters were out in the halls. Democratic representative from Ohio Joyce Beatty was also there is the mob stormed the capital, and we spoke to her just after the situation was contained. We heard gunshots being fired. We saw glass. Big, broken members were barricaded in office is escorted off the floor here. Gas masks were provided. Writers carried trump flags and Confederate banners. His Capitol police appeared unprepared for the flood of protesters. Joe Biden addressed the nation and called on President Trump to end the violence. I call on President Trump. Go on national television now. Fulfill his oath. Defend the constitution. Demand and then to this siege. Moments later, President Trump did respond with a video on Twitter addressing supporters storming the Capitol. I know your pain. I know you're hurt. We had an election that was stolen from us. It was a landslide election and everyone knows it, especially the other side. But you have to go home. Now We have to have peace. Twitter later locked the president's account for 12 hours and Facebook blocked him from posting for 24 hours. Reaction is pouring in to the invasion of the capital, and here is House Minority Leader Kevin.

"Hey, Billy House! Come on in Congressional reporter here. Ondas. You said you are in the basement in the house building at this point, you know, you do wonder. As you said there were members of the House members of Congress who were obviously disturbed and upset by what what has unfolded this afternoon. How do we get back to normal? I mean, if anybody's resilient, it's Americans. To say the least. But how do we get back to normal? I think that the transfer power to a new president, and I think there will be you know, hopefully some low hanging fruit legislatively that could be early pathway to maybe some cooperation between the parties. Being. Democrats will be controlling both chambers. But certainly in the Senate. It would be a tough hole to get over. What would be what would be a low hanging fruit in your view, Billy Perhaps both sides have wanted some immigration reform of sometime for some time, and there's a paycheck fairness. Perhaps even of course, the first thing Democrats want to do is do that hire $2000. Of direct payment amount, right Coca Leaf. Greg, what would you expect or need to see potentially from a Congress in terms of our the bite administration. The issues that they've got to deal with from the get go well. The stimulus would be on the list, but that that may not be an easy or a quick one. Let me just make this comment. I don't want to sound too partisan, but I think Ted Cruz and Josh Holly and Kevin McCarthy need to look in the mirror, and they have to acknowledge that they put put some of the gasoline on the fire. And I think it would be really encouraging to see one of these folks. Maybe a Ted Cruz say We're gonna wind it down and maybe try to get this friction eased up a little bit. I think they had their some responsibility. Yeah, And I do think Billy and I think you were talking to this. Or maybe it was one of your colleagues earlier that we were talking to. You know the amount of pressure that ultimately members of Congress put on members of their own party at this point Absolutely, Of course, you know, any party has factions. And one thing about this upcoming Congress is that while the Democrats may be in trouble, they have AH lot of factions. If they realize they've got to get something done and Uh, There's that pressure. There's also the pressure to just cool things for a while, and I think today will and she's just Um Make that a reality. Even more current to some of those firebrands, Billy. I know it's been crazy. Are you anticipating a long night? Where were you guys right now taking your cues from members of the press that air in the nation's capital. Well, what we most of us expected to be here past midnight course. The clock. If they're going to proceed will go way past that now into probably first afternoon. At least we don't have the warrant yet that they're going to do it. I think that is possibly Something being decide right now and likely will happen. So I mean members. They're all around being given chips and bags out of the provisions. So there's going to be here nibbling at least for a while. Looks like Lindsey Graham has made AH statement as well. I could not agree more, with President elect Biden's statement to the nation time to retake the capital and the violence and stop the madness time to move forward. In governing our nation. Our differences are real, with the love of our nation overwhelms our differences. I got to say Greg valuer, and I'm not being political. But you do wonder where all these people were months ago. Absolutely they face they stirred this up. I mean, it's almost as if Trump and people like Josh Holly were the arsonist. Now they're talking about wanting to put out the fire little late a little late for that. Yeah, exactly. I mean, Billy, you know, I'll put that put that to you. I mean, I think for all of us who've been covering this you do wonder about members of a party when you know they probably don't agree with maybe what their leader is doing, but nonetheless stay silent. And then you know, kind of here we are today. They're certainly that's sort of political Send first year, but the other political Sanders thing yet language you use Tonto to either grab attention or just be noticed, but actually insights, and I think that's what we've had months and months, perhaps years of And what we saw was further that today, All right, expectations just quickly. Kevin, You said you're gonna have a long night. Can you? Do you have any foresight and what you think tomorrow might bring? Really sorry. Sorry. I got a lot of people coming at me. Forgive me complete that this election will be certified on a guess. Perhaps we could hope perhaps that some of the four language will be toned down. And and maybe this process will be a briefing in well, fingers crossed Billy House. Thank you so much. Please, Please stay safe until all members Of the press community and our Bloomberg team that are there of the nation's capital as well as policy makers. That air there you take care of great value. Um what is it that you expect or hope that we see come Thursday. Well, I agree with the view that we need to get some things done and try to come together. But let me sound a little bit harsh. We need to get a lot of people arrested. I think I think that there's hundreds and hundreds of people who deserve to be in jail in the next few days, and there's great video recording devices on Capitol Hill. And I'm sure these people will be identified and I'd like to see them do some time. All right. Got to leave it on that no great value. Are you stay safe as well. Chief U. S policy strategist at a G F investments joining us from the nation's capital. I want to bring in Kevin. So, really? "Today's events are heartbreaking. But sadly, not surprising, he said. I, like other CEOs have been doing all we can for months to call for a smooth transition of power. Meantime, the Business Roundtable, releasing a statement linking the chaos in Washington to efforts To overturn the election. They are saying Here's the statement or part of it. The chaos unfolding in the nation's capital is the result of unlawful efforts to overturn the legitimate results of a democratic election. The country deserves better Business Roundtable calls on the president and all relevant officials. To put it into the chaos, chaos and to facilitate the peaceful transition of power and our Shonali Bosic earlier quoting out Ah statement from Jamie Diamond, I strongly condemned the violence in our nation's capital. This is not who we are as a people, our country. We are better than this great value. You understand the intersection of private and public what is the role of the private sector right now? In helping getting This country on track. And to be fair. I love capitalism. I reported capitalism day in and day out capitalism, though the current version of it has helped create incredible gaps within our society, Creative, great divides and well, so what is the role Of the private sector and helping us he'll basically well. I think it's good and a very positive development to see business leaders speak out like they did yesterday. And like business leaders are speaking out today. It is funny, though, with all its not funny, but it is ironic with all of this chaos, and Washington was horrible, Disgusting, sickening violence going to say about the markets? Yes, I know. I was gonna ask you about that. It's like nuts, right? 400 points. You know, it's just the the markets like a Pavlovian dog, and it's just out of automatically goes up. No matter what, but a reminder of the disconnect, right? This is something great. We've talked about so much the disconnect. I feel so trite at this point that disconnect between Main Street and Wall Street, but it does tell a very deep story right now and maybe helps explain Kind of the political chaos that we have seen not just this year, but the last four years, so the markets have to respect their shareholders and the markets have to respect that The Federal Reserve is keeping rates very low and is going to keep things stimulated in the market has to be happy that we're going to get another stimulus bill By the end of the winter, I think, but at the same time, this disparity among people who are not in the market and people who are It's becoming really acute and a political problem. Yeah. Listen, I I can't tell you how many conversations I have had just even today. You know where, Like I said, I respect capitalism. It does create great wealth. It creates great nations. But there is a time where we need to. And I feel like politics has become so involved with the money, right? Aziz well and making sure that your coffers Are well stacked so that you can win your next election. And really, you know, paying attention to the lobbyist with it with the deepest pockets. So how do we heal? How do we get back to normal? How do we make sure we have a nation that represents all so that we don't have Protesters, you know, storming the nation's capital so that everybody does ultimately feel like we have a voice or they have a voice. You know, the country could go through a period of real introspection in the next several weeks Looking back at what happened. How violent today was. How how you know how ugly the politics were. In the country made made. Calm down. You know, we've got a president coming. Who's not the most dynamic guy in the world who was going to lower the temperature. This could hopefully lead to the temperature going down a few degrees. Right, And we would love to see that Billy House. Come on in congressional reporter here at Bloomberg News with us. I'm seeing different comments on our block. Laurie Davison was talking about the possibility. That we do see lawmakers go back to the capital to continue that electoral college electoral votes. The confirmation of that is that likely That's very likely. I mean, most of them are still here in the capital and its with us locked in place. So, uh, on Denny of them have their backs arch. If they don't want to be run out of what they were doing by protesters in the Bob So we're down in the basement right now. I was in there when we were evacuated out of the house chamber of the members and important. Where are you right now, Billy, just so that's clear. I'm in the basement of the House office building a secure area. They move members and reporters those that were in the chamber when they suddenly slammed the door ordered people to put on getting that kind of gas mask and be prepared to evacuate. We were let out of the chamber eventually and taking this secure place. Tell me when you you know, give us a much color as you can, in terms of how things were unfolding from your perspective. Well, I was Thinks unfolded solely at first and then erupted. I mean, you could see the crowds building outside, you could see portions of the crowds pushing Police barriers back and then suddenly they broke and ran toward the West. The rotunda Capitol steps. Some, uh jumped on that police began to run inside the Capitol rotunda, realizing they were just on the other side of the door. Light gear began to be put on, but suddenly we were all told to go lock ourselves in our offices, which, for me was the House chamber. We were hit while in there and suddenly they slam the doors and Number for quite some of them were quite upset. But some Republicans telling the colleagues to call Trump Tell him to stop these people. They didn't happen. And then of course, what happened was they eventually lead us out of there, and protesters were out in the holes. Gas was dispersed, so Have a scary time. From what? Yeah. No, I can. I can hear it in your voice, and I can only imagine great value here is still with us. He is chief U. S policy strategist at J. A G F investments. Excuse me, Greg. How is um how important that is it for members of Congress to go back and continue that certification process. The electoral college votes. How important is it for America to see that it ultimately gets done, and this process is completed. I think it's really important and I think once they get this done Right after Joe Biden's inauguration. We're going to see a lot of work on stimulus Bill Ah, whole bunch of issues and I think that's important to show that we're not going to be intimidated. I thought George W. Bush after 9 11 was really quite impressive when he said they're going to hear a message from us. I think we can't show any sign of being intimidated by this. Well, The other thing that I think is really striking in and this again. We've got a live blogged. That's just pulling in information from all walks of our world in terms of reaction to what's going on in the nation's capital, But we have Leaders from overseas, a leader from the EU, saying the November 3 election results must be fully respected. We are seeing you know some of our allies kind of weighing in on this that to Greg, I do think about you know, this isn't just a domestic issue. We're on the global stage at this point, and I do think about How this impacts us and the U. S. Is standing in our world as a result of this, even if you say OK, it's one individual or one party. But at this point, you know the world is watching. Absolutely. I mean, we don't want to look like you know, Belarus or some country that has a lot of political instability. That's not what people think of when they think of this country. I do think maybe I'm too naive or too optimistic. I do think within a few weeks, things will get back to normal. And this craziness, you know, Stop the insanity of the New York Post said last week. I think this craziness will subside in a may subside by the end of the winter. Fingers crossed here. Hey, Billy House! Come on in Congressional reporter here. Ondas. You said you are in the basement in the house building at this point, you know, you do wonder..

Trump confirms he withheld U.S. aid to Ukraine as controversy swells
"The controversy over whether president trump improperly pressed Ukraine's leader to investigate Joe Biden and his family gives Democrats a new angle of attack but this one also carry some risks for that party the Democrats president trump talked about the controversy when he arrived at the U. S. fault the vault the lack of the debt ceiling being raised so this bill would raise the debt ceiling to enjoy thirty first twenty twenty one and sentence expected to take it up next week there in that actually got to the house and everything in order by the time August recess starts for both chambers the following week now Florida representative Donna Shalala said that house Democrats talked about this compromising their meeting and said she said this is a quote everyone is going to hold their nose and pass it why hold their nose well you know these compromise there's something that everyone could find it for many Democrats but the military spending you succeed all the spending on but the programs of the big problem so the liberals are also upset that the definitely will come back into play it early in the yeah the second external the next president if the chance for Mitch McConnell to to find some leverage to get some spending cuts are the primary but either going to you know she said hold their nose and at the court some progress is wanted more domestic spending less defense spending the president tweeting that this is going to help our military and our vets and then there are moderates in the Democratic Party who are worried about building up on the deficit and just kicking the debt ceiling can down the road that's right they're not rightly many office in this at all of this is the term for for savings that used to pay for you know spending increases the and the blue dog coalition which is the group of about thirty years so moderates mode many of in swing districts they really try to pride themselves on that idea Hey go which is the medical term for paying as you go along and and the fact that this does not cover itself it could increase deficits by one point seven trillion dollars over ten years that inflation estimates and and that interested only has seventy seven dollars saving half of that comes from increasing customs user fees so you know this is not something that they're too excited about the Korean I think my prediction is that the bills are you gonna pass you're gonna see a lot of members for example I just got timer who represent the swing district north Jersey but against what does negotiating this deal with the treasury secretary do for house speaker Pelosi standing within her party well it's a really good question I mean I think we have a great story on the terminal I like I like Billy house but with his nipples he then she's you know she's dealing with the government as well as of this project each of the president what she's basically were blocked because of you know lack of overwhelming evidence that would sway public opinion or sway the Republican Senate to remove president trump so yes I think you know our position is always the issue at U. verse wrong leader within the caucus but there are local elements were getting frustrated with the lack of impeachment and you know with the these deals but I think it's so far though not stepped up and replace Serrano like replacement means that she's in the driver seat for now okay we have about a minute to go here so let's just go through the next steps it's got a pass the house what's likely to happen today then it goes to the Senate how long before it makes it to the president's desk well I think we settled on it next week for sure at the call center as of this moment I don't know which day that will be setting up nineteen judicial nominations a lot of books that sweet could be earlier rather than later but you know there are the ability of some Republicans and others to hold up and constitutional hurdles that extra days you know as far as closing up debate so it could be coming at the end of the week so we quality burdensome signing within by a week from Friday okay I just we only have about fifteen seconds here but is there any risk that somebody's going to put a hold on it because there is so much concern about the fiscal impact down the road well I mean they can put a hold it but it does mean that you have to go through the hoops of of the extra votes and day will track things out but they can't permit walk it now all right Eric thank you so much for taking the time with us once again as we continue to follow this it looks like it's going to be wrapping up soon Eric Watson covering Congress for Bloomberg news taking a look at the debt ceiling debate and
