What We Know About Trump's New 'Executive Orders'
"As of this weekend, the United States has surpassed five million cases of covid nineteen. Roughly one quarter of all infections reported across the world. It took just the last six weeks for US Cova cases to double the growth of new cases in the US appears to have leveled off at an average of fifty four thousand. Over the last week, more than one, hundred, sixty, two, thousand. Americans. Have died in the pandemic markets and lawmakers aren't sure what to make of president trump's controversial step on Saturday of issuing four. Orders in an attempt to provide economic relief to Americans. This came after stimulus negotiations and Congress ground to a halt leaving many whose livelihoods have been up ended by the coronavirus in limbo. Here's Becky quick. Amo Java's here. He joins us with more on this and there are so many questions on this. I was actually on the phone with the producers yesterday begging to have you on this morning to walk us through this because even after going through hours of kind of trying to figure out what was happening, I have to say I'm still confused yet. Look it is. Is Confusing and the reason, becky. It's confusing because the president really only has limited authority here without legislation from Congress. There's not that much he can do and he's right up to the edge here in do in taking all these actions. In fact, you've heard Democrats complain over the weekend that what the president signed and is Bedminster Golf Club on Saturday was actually over the line and illegal and unconstitutional. Let's walk through what he did first, and then we'll talk about what the reaction is. What he did was a series of executive orders including this payroll tax pause. In which he's going to defer collection of the payroll taxes that starts September first runs through the end of the year. But people would have to pay the payroll taxes at the end of the deferral period. If the law is not changed and it doesn't look like the law is going to be changed at least under this congressional layout right now. So the president is simply hoping here that there'll be a new congress, he'll be reelected, and he'll be able to pass a law making that deferral permanent, but for employers and employees trying. Trying to figure that all out which way do you bet on? That is a real open question. The other one is rental, help the president not able to extend the eviction moratorium, but he is directing federal agencies to find ways to go out and help renters. So we'll see where the federal government can come up. They come up with their and then on the unemployment insurance, it's four hundred dollars in bonus unemployment. Remember that would replace the six hundred dollars a week that people have been getting under. The cares act this is. Money coming from the Homeland Security's disaster, Relief Fund and the Federal Government is going to pay seventy five percent of this under the president's plan. The states will be responsible for twenty, five percent of it, and you've already heard some complaints from the states that they simply don't. The money to be able to do that, and so you heard from Democrats over the weekend that this is entirely unworkable. Here's Chuck Schumer. Unfortunately, the president's executive orders described in one word could be paltry in three words, unworkable week and far too narrow. The event at the country club is just what trump does a big show, but it doesn't do anything it as the American people look at these executive orders. They'll see they don't come close to doing the job. Meanwhile, you had Treasury Secretary Mnuchin on television over the weekend as well. He explained exactly what the president hopes happens here with this payroll tax deferral, here's what he said. We've been told by the states. They can get this up and running immediately, and I would say if the Democrats want to challenge in court and hold up unemployment benefits to those hard working Americans that are out of a job because of Covid, they're going to have a lot of explaining to do. So, Becky, essentially a dare there from the treasury secretary saying look go ahead. Sue Us if you want to be the political party that suing to stop unemployment checks going to unemployed people ahead of an election, go ahead and do that, and that's sort of where we are. It's a real standoff here in Washington. Not Clear when negotiations can resume. We're told that there wasn't really any meaningful contact between Democratic leaders and the White House over the weekend and we'll see what money brings. Hey. Let's start. There's GonNa be a bunch of questions of all three of US want to ask coming out of this. But let let's start just with the very basics. If the Democrats challenge, any portion of this, does that mean they challenge all of it because I could see them saying, okay. We want to challenge the idea of a payroll tax holiday or relief. At this point, but we don't want to stop the checks from going out. Right, I mean, you could there are three different executive memoranda here and executive order. So you could do a lawsuit targets specific federal action that's contemplated by the president here So you don't have to challenge the whole thing. If you're the Democrat, you can go after a bits and pieces. The question is politically, what's the strategy on Ansi Pelosi over the weekend arguing that this was both unconstitutional unconstitutional and also too little. If it's unconstitutional than the Democrats. Really are putting themselves in a position where they they sort of morally a righteously would need to suit to block it, but also if it does provide any little bit of help, they don't want to be in position of being the ones to take that away. We keep saying it's four hundred dollars in unemployment. It's really three hundred dollars that's federal coming from the federal government, and they're saying the states could go ahead and pick up an extra hundred dollars, but we should probably re characterize it as three hundred dollars coming from the federal. Government. Yeah. It's three hundred dollars on the federal government and the states would pay one hundred and you already heard a lot of governors around the country saying Whoa? Wait a second our budgets have been so badly hit that we can't even pay for the services that we're providing right now. Let alone and additional unemployment benefit at simply not possible. We're not going to be able to do it You know Mnuchin and others argued that the states will be able to find a way to do that. And we'll see what governor say this morning as they get into their offices and try to figure this thing out.

This is the money that they need. This is the money they want, and this gives them a great incentive to go backto work. Republican Senate Majority Leader Mitch McConnell was offering 200 bucks a week, saying people will not want to work if you pay them to stay home. Trump signs measures to boost economic aid but could face challenges
"As a package talks stalled in Washington President Trump announcing today at a press conference in New Jersey he's signing an executive order for another round of economic aid. Mr Trump says you will suspend payroll taxes, which he plans to make permanent by the end of a year. He says he also plans to extend unemployment benefits, adding a $400 a week benefit. Of course, John. It is correspondent anti Field tells us the courts may prevent some of that from happening on top of asking states to use money they've received and instead sent it to unemployed workers. The president's directing HUD to make sure people aren't thrown out of their homes, so I'm protecting people from eviction. Yet you've been hearing a lot about eviction and The Democrats don't want to do anything having to do with protecting people from eviction. That is not true. The democratically controlled House passed a bill 10 weeks ago, preventing evictions until next year. The president says he's also directing the Department of Housing and Urban Development to protect people from eviction. And then we will also extend student loan relief to the end of the year. The president signed the orders from his Bedminster Golf Club before leaving for a fundraising event or several of them in the Hamptons. He is now back in Bedminster. For the night.
Ohio Gov. Tests Negative for COVID-19 Hours After Positive Result
"Governor Mike Dewine tested negative for corona virus just hours after another test registered a positive result raising concerns over the accuracy of Cova tess governor wine first tested positive yesterday morning. Using a rapid antigen tests with allows for results in minutes, but has been shown to be less accurate that test was part of the protocol for those greeting president trump on the tarmac airport in Cleveland Governor Dewine. Then returned to Columbus and took a second test. From Ohio, State University's Medical Center this time using a more standard procedure known as P., C. Wine sample was run twice and came back negative both times, Jonathan. Lemaire, you're on that trip your with the president right now, traveling this test was administered because governor dewine was going to greet president trump on the tarmac there in Ohio. What were the ripple effects of that News Air Force One? Good Morning I'm today in new. Jersey, don't be too jealous not far from the president's Bedminster Golf Club where he is spending a three day weekend, but you're right yesterday we landed here last late last night. From Ohio and perhaps not in the first line of my career obituary will note that I was in the room when the president said. But yeah. But more than that, it's the governor and that initially initial test. Shadowed the entire trip, the president spent the day at Ohio, which in itself, of course, was noteworthy state that he won handily in two thousand sixteen. But this time around did the polling shows about Joe. Biden shows you president trump diminished standing in this race that he has to spend time resource energy in states like Ohio. Yesterday, he was in. Texas, last week having to play defense and it was as we. We were about to take off from Washington on Air. Force One. When we got news, the governor had tested positive and he no longer will be able to be there on the tarmac when we landed. Of course, he wasn't there president was greeted in Cleveland by other other officials, other representatives I addressed briefly saying that he thought the governor would hopefully would be okay, but it goes to show you the entire. Centered around a speech. The president touted his economic policies He turned toward a whirlpool factory in Ohio, Tout American manufacturing in its rebirth under his watch although, of course. American. Manufacturing sector has really stalled by in the last year or two. But. He chose he can never outrun the virus everything was trying to yesterday and then included a fundraiser as well was shadowed by this, and then of course, last night after we landed here in New Jersey, we got second test proved negative, but it raises questions about the accuracy of these tests and includes those White House. If you remember Texas last week Congressman Gohmert was going to be on the Air Force One. He wasn't because he tested positive. Seems like subsequent tests indicate that as well. But this causes the question. Everyone comes into contact with the president that includes his. Medic officials on the road that includes reporters at the white. House before the one, I took that same test yesterday, the governor wanted in Ohio. We're all screen, and now this has been number of high profile. Cases, governor. But also staffers and reporters where there's been a false negative at first were a false positive. It calls into question just how accurate and safe. All these tests are for anyone including those traveling with commander in chief.

That's one of the reasons I'm telling people, hey, let's get out there and get the Trump coalition that wanted twenty sixteen. If we get that coalition, which included women, we're going to win. We're going to do flowing bottom line and a lot of people disagree vehemently with your view of it. But bottom line, you're saying that what was a historic eleven point gap? The currently is twenty with Trump and women, you'd think somehow it will close. I think somehow we definitely close up from twenty. Absolutely. Do we get it to the eleven? I I don't know, but I think you in close for twenty and I think more portly we can close it in those districts that we have to win to hold the house. There's no. Doubt about that turn into your time in the White House? Yes. You had a front row seat that many people would be very interested in. I want to start with a very basic question. When did you first hear about a proposal to fire? James Comey. Well, it was. It's been publicly talked about the in the in the week before the weekend before Bedminster that we before it happened. That's what I was starting to be discussing me. I think it's been pretty well vetted in the press. I was not a fan of that. I thought the Komi investigation was the reason I wasn't a fan as I said, they Komi investigations going nowhere. It's going to start to Peter out of actually used a a rival yours, you know, Anderson Cooper, I said, it's on the scene block at innocent Cooper. There's no more juice in this thing and it'll just play it over time and let us deal with. Well, we talked to the president. I mean, it's been. It's been pretty well reported. That was not. I was not a fan of the firing of combing. And then as you mentioned, they go to the Bedminster golf club and they're starting to be an effort by staff to write a letter about the reasons to fire. I don't know because I look, it's one of the reasons I left the White House. I came in the campaign in August of sixteen and I'd always set one year. I was going to leave in August of of seventeen. I told Maggie Haberman of the of the New York Times early. I'm just, I'm just all it was in the White House staffer, that's the senior staffer, but I was a Stanford. You can't run your own operation. He report to the president. I states chief of staff. You would have White House adviser to the president with walk in privileges? No, I was. But what that is, you can give you advice to the president and you're one of a number of voices and he accepts, it doesn't. So when when when I basically laid out the facts of what I thought the Komi situation was, if if people decided to go in a different direction than it's not, it's not my thing. I'm not there to try to try to find things to the very end..
