"Money in two thousand fifteen we took that authority back. But I think they probably are that friends and family members and others got their hands in the pot of all that billions of dollars and that millions evaporated now those forensic audit coming from from the attorney general's office. There's going to be more work by the state auditor. And then Joe you're going to convene a grand jury in the next two to three weeks, and is that necessary in your opinion. Absolutely. We we called for it back in two thousand fifteen we've just been waiting for this auditors. Report. Because many of the things that the auditor found our internal audit. People had found in six weeks that we investigated it. And the auditor was only able to really pin down about eight hundred thousand eight hundred dollars. But, but that's that's what he was able to prove and it included contracts that were issued to companies where children of of employees of MS d. Were were given these contracts, and then the father was specifically supervising the contract that the fun was awarded great great. There were contracts issued for things like. Compliance with responsible bitter and local higher ordinances that after people were still getting paid for that. After federal courts had said, you can't do either of those things. And they still did it, and they still did it and they find off on any hundreds of thousands of dollars Bill. It's horrible. Kevin flynn. How can you do diversity studies on human excrement? From the poop that flows out everybody's toilet. Because right now the poop and the sanitary sewers come together as one and then flow into the Ohio river sanitarium storm, especially when we have heavy rain. They go into what's called a combined sewer command. And they and they pass they go past the M S D treatment facilities right into the Ohio river. So that that's what this whole three billion dollar four billion dollar. You know, what the government works? So you know, it's not gonna be on budget around time. You know that that it's going to go over that. But that's that's what it's meant to do is to separate those of the rain water doesn't have to go through the treatment plants because it's just rainwater. How's it possible under Mallory and had to be Malary's decision? Milton donuts, Milton Mahoney. Had this talk to the mayor and say, hey, I want to give to this one person Tony parrot spending authority for three to four billion dollars. And the have him hire family members of MSG employees. All this other stuff going on millions of dollars being spent which is a pittance of the three to four billion. And I somebody in government in Cincinnati got a kickback you don't give millions of dollars to somebody who simply a nice person not expecting something. Back there. Just doesn't work that way. You know? I like your good friend, Mark Mallory. I think he's a good, man. But I can't explain how anybody could have thought. This was a good idea. No-one no-one. I mean, but Bill think about it. For over a decade. We didn't even have a functioning internal audit committee at the city, and it wasn't until after week after I got elected. I said, hey, that's that's one of our main jobs. We should have two jobs pass a balanced budget, and then provide oversight through the audit process. Council should be doing all these other shenanigans that they're into don't mean a hill of beans. That's not what we're supposed to be doing. That's not what people Cincinnati wanna I've had Joe dealers on before. And he often talks about Cincinnati. Not being part of the state of Ohio Kentucky, Indiana, Cincinnati is Cincinnati USA. So. The city wants its own university, which they finally got rid of they want their own prosecutor's office, which they continue to have they want their own sewer department. They want their own water department that they want their own EPA. Now that we're Cincinnati sees itself as a grand potentate, not part of the state, not part of the Cincinnati U S A USA, and they want control of all this because of the jobs involved, and the reason the city cannot let go of MSG, and I ordered to do so by judge judge Barrett is because they six hundred employees take that piece of the puzzle out of the city pension system. That's another thing no city in the region or the state of Ohio has its own pension system, and the city has its own pension system, for God's sakes, which is billions upside down if you take out six hundred current employees that contribute millions to the pension system. The whole thing collapses the pension system. So the city cannot let the six hundred. To the state or the county county is the state because of the pension system collapsed. Is that true? Well, Bill I that that the explanation that I've heard from the county perspective. And and and also I mean that does make sense from the city's perspective. But one one piece that you're leaving out of all of that is that all of the assets of the sewer system that are within the city of Cincinnati. Belong to the city of Cincinnati. So and and as you know, and we'll just call it. Poop poop flows downhill. I go. So if you live in Bearpark, if you live in sycamore township if you live in Ken would your sewers are flowing into the city sewer system if the county wants to own that sewer system, they would have to buy all those assets. Because those assets remain the property of the city of Cincinnati fifty years ago when we entered into this agreement we had all the asset. Well, that's a lot of money, and that would be billions of dollars billions from the county if the county wants to own the sewer system, and I say, let them have it and let them have the employee's just pay us for what city taxpayers paid for not county taxpayers, but city taxpayers paid for the infrastructure that created the sewer system fifty years ago, you didn't you didn't have sewers out in the in the county L like Harrison, for example, you had. He had people working on caveat systems. And and and things like that they didn't have sewers. It was only after they could connect to the city system that they actually got working toilets that could flow into the river eventually through the city of Cincinnati. And at some point the Ohio EPA or the US EPA is going to order that all these private sewer systems. Go away. At some point. There's a little bit dispute happening in certain parts of the tri-state. But everyone's got to know at some point in the future within ten years. They're going to issue an order just like terrorists park has been told you have ten years and now they're down to seven and a half to get rid of every private sewer system. And they'll Hieaux Kentucky, Indiana, and you're gonna have three part of a larger system because when you talk about the fluent going into the groundwater to the aquifers or two creeks flowing out of private sewer systems. That's not gonna work anymore. Correct. A little nasty. I mean, the Ohio EPA's given some communities ten years to resolve the issue. But the next time a big time liberal Democrat takes over Washington or Columbus or Frankfurt or Indianapolis. It's going to be an order from the state EPA. You must close your private sewer system and join a public sewer system because of all the fluent that comes out of your system into the aquifers below your property, or it goes into creeks that flow into the low mom, you're great Miami Ohio river, and the Pay's going to say we can't have that in that the path they're on without that part of it. And the other part of it is even even the metropolitan sewer district that has now sanitary sewer pipes out in the county. Those pipes attached to the city so all the treatment plants or eighty or ninety percent of the treatment plans are in the city of Cincinnati and are owned by the city of Cincinnati. So. You can pay us now or you can pay later, but. You know? It's common. It's a huge issue. And we we should be trying to work together on this to solve this and stop playing little turf wars. But when you have things like the auditor's report come out Bill shows how how terrible the management was. And I and I give a lot of credit to the person that stepped in after Tony parrot, Gerald check. Oh stepped in there, and he clean things up. And there's even things in the auditor's report where they were still trying to push through. Contracts to people and Gerald checkers said, no not on my watch. You're not gonna do that. He's still there. There was somebody who was going to be paid hundreds of thousands of dollars. Studies who to do instead of small business enterprise, awarding of contracts. It was gonna be minority and women owned businesses.
