And the same school was placed on lockdown two days ago after a student was found unconscious in a bathroom following what police say was a drug overdose. That student remains in critical condition. Officials say the school building will be open tomorrow during normal hours that would provide counseling services and mental health support for students and staff. Julio basso, a member of a community advocacy group, says the county needs to do more to address drug issues in schools. This is going to affect not only the students, but it's affecting the families. So how are we supporting those families, how we're providing therapy, we don't really have a recovery program here. We are focused on recovery here in our economy, but what are our preventive services that we're providing our families, because obviously whatever is in place right now, it's not working. He pleaded guilty to carjacking a man that he lured through a dating app about three years ago. Prince George's county prosecutors are asking lawmakers in Annapolis to create a Maryland RICO act to go after carjackers, arguing it's no longer a crime committed by kids who are bored. Our data has indicated that this crime more and more is being perpetrated by organized crime. Young people are getting guns from somewhere, many of them are being directed by older individuals. States attorney ayesha brave boy says, the organized criminal enterprises are using the cars to commit other crimes or to sell parts on the black market. Perry paler is a deputy state's attorney focused on these crimes. Whether it's airbags, a catalytic converters, we believe that the secondary market that black market is driving this. We want to go after the entire enterprise. John dome in WTO. School systems in our area may not be able to hire as many people as they'd hoped. It comes after a Virginia Department of Education mistake leaves them with fewer dollars to spend at the moment Scott gelman with that. He says the mistake leaves the school system with $11 million less than it thought for fiscal 2024. As a result, the county may hire fewer special education teacher assistants. That's according to school board chairman bob burlett, who says quote, there are only two things really we can cut salaries or reduce hiring. In the next ten years, based on my math that's around a $108 million. That's correct. That we will lose. Fairfax county schools will have to cut its fiscal 2024 budget by nearly $13 million. And they finally heard us. And so that team is working on more systemic long-term solutions. But there are things that can be done now, such as security, stepping up a little bit of security in the schools, making sure we're monitoring the bathrooms, making sure we know who's coming into the building, with juntos and justicia, basuto says that parents are holding a silent march tomorrow to show support for students and staff. Many of these young people are part of these criminal networks. She says the solen cars are often used to commit other crimes or they get stripped for parts being sold on the black market. Earlier this week, WTO reported on this mistake from the Virginia education department we've been telling you about it, it leaves K through 12 schools with a lot less funding than expected, at least for a time. Now we're learning the kind of impact this error will have on local schools. Prince William county schools planned to hire 350 special education teaching assistants by 2025, but now that target may be in jeopardy. This loss of revenue, kids significantly impact our ability to meet that goal. That's superintendent latanya mcdade on how a state mistake may cause the county to limit its hiring efforts. John wallingford is the chief financial officer there. It's a substantial impact. School board chairman Baba latif says if the cuts stand, the county will cut hiring of special education teaching assistants and possibly instructional coaches. He says final decisions will be made in March, a nearby fairfax county, the school system will have to revise the fiscal 2024 budget by nearly $13 million. "Zilla, thank you very much for joining us here on the foreign desk. You're listening to the foreign desk with me, Andrew Muller. A royal funeral like any funeral is the end of something. Unlike almost any funeral, a royal funeral is the beginning of something else. The Rain of the air to the throne. The cohort of people who can relate directly to this situation is exclusive indeed, but our next guest is one of them. I'm joined now from massero by king let's see of the third of Lesotho. Your majesty, welcome to the foreign desk. I wanted to ask first of all about what the last week has been like in Lesotho, which is, of course, a Commonwealth country. How would you assess what Queen Elizabeth II meant to Lesotho? It has been a very sad week all of the country, but so to people in a state of deep sorrow as a result of the tragic loss of her majesty Queen Elizabeth II. The so too and basso in general enjoy and have enjoyed for many decades or even a century and a half close relations with United Kingdom and over the past 7 or 8 decades they have enjoyed a very close relationship with her majesty herself. When I was growing up, there were still many people, of course, people who are older than me who still had fresh memories of her majesty's visit. To the soul to in 1947, when she was a company, her late father, king George VI. For weeks beforehand, from every corner of the territories 12,000 square miles from rocky hills and d'este planes, the basutos gathered on floors and on foot to greet the white king. Many people still remember and there were telling me stories of that event and ever since they've held her majesty close to their hearts. And this has permeated through society, Lesotho society, up till now. One of the reasons we wanted to ask you about this was the very unusual perspective that someone in your position must have at the moment of a great royal event like this. What do you think we learned about what role royalty plays in a society at a time like this? I think it is clear that the role that institutions of the monarch and royalty play is really a unifying force, particularly when times are difficult, and this has been clearly demonstrated in the past week since her majesty's passing away. We have seen how the people of the United Kingdom have come together, have forgotten the differences, political differences, and other differences, and have mourned together as one nation. That idea of the monarchy as a focal point was something we did also want to address in this episode, and I was wondering that even when you are yourself the person at the center of a great royal event, as you were at your coronation, are you aware of how much diplomatic activity is going on around you? Well, of course, you are very much aware, as you said, I've been through myself through some big events where in the suit we've had visitors coming from abroad and I'm very much aware and I was aware that it is also at the same time at diplomatic event for the country where the country is presented with an opportunity to host dignitaries from abroad and to engage in discussions with visiting heads of state visiting heads of government. To discuss issues of common interest and even simply just to talk about simple things. That is also, in a way, a diplomatic class, if I may put it that way. So I'm very much aware that events, big events, some are happy events, some are sad events, unfortunately, but they do play an important diplomatic role to a country's such as Lesotho. A view found royal event valuable in that respect yourself when you have traveled to them and I guess not just royal events, but great state events thinking most obviously of the funeral of president Nelson Mandela of South Africa, which you attended, but also I'm asking specifically because we were as it turns out both there, not far away actually at a celebration of then swaziland's independence, I think the 40th or 50th anniversary, but I can remember seeing you on the reviewing stand with the likes of president yari Mussolini of Uganda, president Robert Mugabe of Zimbabwe, president Polk kagami of Rwanda. At a moment like that, what kind of conversations are you able to have? I see that you have an excellent memory. Yes, you do have useful conversations. And of course, I've been to other royal events so to speak in other parts of the world, Thailand, Japan, and so on and so forth. So all of these platforms or events, they give you an opportunity to talk to people. You haven't seen sometimes or a long time, and just catch up. And sometimes you actively seek an opportunity to sit down with one of them and discuss bilateral issues that are important to both your countries. So I do agree that such events do play quite an important role sometimes. Do you think there's an aspect of this which the monarch has a freedom to discuss and not negotiate but discuss and raise issues that perhaps an elected politician does not? Is there a different level of diplomacy you think a monarch is able to operate at? Well, I can't speak for other monarchies, but speaking for myself, I do tend to use the opportunity and whenever I meet other heads or state or even heads of government to if I can put it that way, put Lesotho on the map if it is possible and if it is appropriate and discuss issues which could be of mutual interest. And I do so, of course, knowing where my limits are, but I do take that opportunity. And of course, in my discussions, I can not speak as head of government, but I do try to explore opportunities for diplomatic discussions and discussions that I believe can be of benefit to the people of Lesotho. It struck me as well that there's another very unusual insight that you must have at a moment like this. And that is into the human story at the heart of it, and if you'll indulge us somewhat personal question, it's it occurs to me that dealing with the loss of a parent is a strange enough moment in a person's life when you don't have an entire country or indeed an entire world paying attention to you. And of course, before you became king, or certainly before you were crowned the second time you became king, you would have had to deal in public with the funeral observances for your father, king Moshe the second. How strange is it having to keep all that on track while having to deal with the very personal trouble of losing a parent? I wanted to use the word strange, but I think it's something that you come to accept very quickly. But of course, you've lost a parent. You've lost a father. You've lost a mother. And hurting deeply as a person, but you become aware, very, very quickly, that you're not the only one mourning there are others within the family, there are others many thousands outside the family who are also mourning. So one has to take that into consideration and also, in a way, try to console members of the public and the nation at large, because they would have also lost a leader. They would have also lost a king, somebody who they respected and loved for many, many years. So it is something that in our position you have to accept. And the circumstances in a way force you to accept that situation and it becomes normal very quickly. And just finally, would you be coming to London next week? Yes, I will be coming on behalf of the nation to come and convey our condolences to his majesty, the king, and, of course, to the British people as a whole. Your majesty, thank you for joining us. Today explained Sean Robinson joined by Helen Lewis from the Atlantic, who wrote eloquently about the queen upon her death, much more eloquently than say, RIP Bozo, which was trending on Twitter in the United States at least for some time on Thursday. I asked Helen if that surprised her. And it's not necessarily that surprising that Americans should feel some anti monarchist sentiment. You know, you did have a war to get rid of them. So I can understand that for some people, in America, they might be particularly thinking, well, God why is everyone talking about this? This is an inherited wealth and privilege that we tried to get away from. But I think that underestimates the level of interest that there is in the queen. And some people therefore kind of performatively saying that they're not interested in the royal family's kind of part of that. Whenever I write a story that touches on prince Harry, Meghan Markle, the queen, it always does enormous traffic in America. There is a huge level of interest in in the queen. She's maybe the most famous person in the world. There was an amazing start on Twitter, which I hadn't quite thought about in this way. She's been on the throne for 70 years, which is essentially a third of the time that the modern American state has existed. You know, it speaks to the fact that why this is such a big moment is that for most people in Britain's lives, whole lives, she has been there and on the throne. But I guess one slight pushback on that argument is that for a lot of people may seem like she just kind of sat there for 70 years and you know, waved her hand and did some ceremony did the pomp and circumstance. Do you think people are missing something? I didn't push back because I think to some extent she used to say, you know, I have to be seen to be believed. So there is a huge role for monarchy that is literally about symbolism. It is about being kind of symbol of continuity and stability in the country without their necessarily doing anything. And one of the reasons for her enduring popularity was because she didn't get involved in political fights. She exemplified britishness in a way that was not left wing or right wing, not conservative or liberal. So she was a kind of above the fray in that sense. You know, she didn't talk about her political opinions. She was just somebody who was there to go and open new museums and railway lines and do walkabouts. That was specifically to her the point of being a constitutional monarch. Remind us when she ascended to the throne. She sent it to her in 1952. Her father was the second son of the previous king, so hadn't been expected to take the throne, but his elder brother, Edward VIII, abdicated its own for an American divorcee in 1936. So that then leapfrogged her to being the heir to the throne. And the throne passes to King Edward VIII younger brother and his wife, whom we have known and loved for so long as their royal highnesses, the duke and duchess of York. To the new sovereign, king Albert I, and Queen Elizabeth, and to the little lady who is now heir to the throne, long life and all happiness. She was then brought up with the expectation if a brother had come along, she would have been kicked out of the Succession, but she only had a younger sister. And so she lived through the war as a very visible symbol. And we are trying to. To bear our own shaft of the danger, I'm sadness of war. We know. Every one of us, but in the end, all will be well. For God will care for us and give us victory and peace. She was essentially a girl scout, she trained to be an army mechanic. And then she started to deputize for her father, king George VI because he was always in quite bad health by that point. And she was on a royal tour to Kenya when the news came through that he had in fact died. You know, she was a young queen. It was seen as this kind of moment of great renewal for the country that after having lived through the war, there would be a kind of sense of national renewal and a new chapter and a new kind of birthday for the country with this young woman on the throne. And as a young queen, who spent most of her life not expecting to ever be in this position, was she chiefly learning on the job? Well, she had a strange education. She never went to school. She always had governesses, so she had I guess what I was called a very Bridgerton education, right? The kind of things that a young lady would have learned in previous eras. I write, I paint. I sing, I dance. I can divide and multiply. I even construct my own house. And so there are things you can probably only learn by doing it. And there are things that she had to learn all the way along her own, particularly dealing with the media which changed enormously. When she took over the throne, the media was incredibly deferential. To politicians as well as monarchy. And by the time we get up to 2022, I don't think any of us would argue that that is the case anymore in quite the way it was now. I think the monarchy gets a hell of a lot more difference than politicians. But it's still nothing compared to the way that it was treated in the 1950s. What was the first major test of her reign over the British Empire? I think the decolonization process was challenging for the British monarchy and she was instrumental in embracing the idea of the Commonwealth becoming something new becoming a kind of club of people who wanted to be there rather than had been forced to be there. I went back and looked at the brochure for the coronation of the queen in 1953 and on the first page are all these coats of arms of countries that no longer exist. So Aden, which is now part of Yemen, Becky wanna land, which is now Botswana, southern Rhodesia, which is now Zimbabwe's salon, which is now Sri Lanka, basuto land, which is now Lesotho, Sarawak, which is now part of Malaysia, British Honduras, which is now Belize swaziland, which is their Eswatini. So this is a kind of story about a world that doesn't exist anymore. And some of these countries have more happy relationships with Britain than others. Some of them have very strongly turned against Britain, some of them have come to more of an accommodation. The problems really started, I would say in the early 90s, she had what she called the anas horribilis, the terrible year. When her children started to get divorced, getting to marital troubles, Windsor Castle, burned down. For the queen, it's a home, a place of family memories. Well, the world, it's a symbol of Britain, part of our national heritage. And that was a point where she decided that the monarchy really had to reform itself and change. So she did a number of reforms. She started paying income tax, which classically through history very few monarchs have voluntarily given up money given up power and she did both of those things actually. And then if you're familiar with the work of Peter Morgan, not just through the crime, but his earlier work, the queen. That depicts very well, the problem that the royal family had in 1997 when Diana, Princess of Wales died and they were quite flat footed about how to respond to it. So what would you suggest prime minister? Some kind of a statement? Now, ma'am. I believed the moment for statements has passed. They couldn't deal with this overwhelming outpouring of national mourning from a family who had been taught always to
