Ibrahim Khan, the chief of staff to New York State attorney general, letitia James has resigned amid misconduct allegations the matter involves at least two sexual harassment allegations according to The New York Times, which quotes three sources. James hired a law firm to investigate the allegations. On Friday the times reports, the now former chief of staff Khan, defended himself in a statement and said he had planned to leave by December 31st. He said his departure was unrelated to an investigation which found in no official workplace misconduct a spokeswoman for James office did not immediately respond to a request to confirm that to the times. New York State health commissioner doctor Mary Bassett has submitted her resignation after a little more than a year on the job as we hear from Bloomberg's Charlie pellet. Governor Kathy hochul, who begins her first full four year term in office January 1st, will be charged with replacing Bassett. The 70 year old basit is the state's first black health commissioner, she is leaving the department effective January 1st and returning to the Harvard Chan school of public health. This is masters in business with Barry Reynolds on Bloomberg radio. I'm Barry rid holtz, you're listening to masters and business on Bloomberg radio. My extra special guest today is Luis barugo. He is the CEO of global X ETFs, a firm that manages about $40 billion in nearly a hundred ETFs. He joined global X in 2014, previously he worked at Jeffries as an investment banker and at Morgan Stanley. Global X is known for some of the more interesting, thematic ETFs, including the variable rate preferred, the NASDAQ 100 covered call, clean water. There's all interest rate hedge. There's a whole run of ETFs and we'll talk about many of them. Luis barugo welcome to Bloomberg. Thank you for having me, Barry. So let's talk a little bit about your background before you join global you were an investment banker at Jefferies you advised on M and a and divestitures and capital raises and before that Morgan Stanley doing technology and operations planning for the wealth and asset managing group discussed that background and how does that lead up to a career in ETFs? Great question. So yeah, I had a career in investment banking with Jeffreys and it was a really good professional experience because I didn't have the opportunity to work in M and a equity and debt financing. I had a chance to be part of somewhere interesting transactions in the banking space, I did in 2013 kind of the lab just banking transaction that the market had seen since the financial crisis. It was a $2.4 billion deal. And I wasn't very interesting experience because it really allowed me very to understand the psychology behind a Manet which it came in very, very handy later on in the context of global and from the standpoint of modern and Stanley was the earlier part of my career and it's a great company, great group of people I will be forever thankful to the guys because they gave me the first opportunity to work to get a full time job in the U.S. when I first moved from a spin. And I learned a lot because I spent a lot of time with financial advisers, which as you know, is a key segment of our client base. Today, so phenomenal learning experience with both jeffress and modern instantly. So you move here from Spain. What is the financial advice world like in Europe? What's it like in Spain? It has to be such a different set of the retirement planning is different. The safety net is different. What's the finance industry like in Spain? Is fundamentally different. First of all, I think the amount of investors are participate in the financial markets is much smaller than it is in the U.S.. And I think that financial advisers are used but not as widely used as they are in the U.S. and definitely the retail market participation is significantly lower than you can see in the U.S.. So you join global X in 2014, what led you to them from Jeffries. A couple of things. Up until that point, very I was, I had a work only for really big companies. Morgan Stanley and Jeffrey. So it's definitely looking for something more entrepreneurial. One of my biggest frustrations with working a big company is that they tend to be very bureaucratic. It takes a lot to get things done. So I was definitely looking for something more entrepreneurial when I could see more of an impact of my contributions in the actual output of the business. So that was definitely one of the key drivers. And then the other driver Barry was that I saw the potential of the ETF industry quite frankly. I was already an investor in ETFs at that point in time. I remember telling myself, why would anyone invest in mutual funds when you can buy an ETF instead, you have the liquidity, the tax efficiency, the transparency. And I did the math, and I think at that point in time, revenue speaking assets in ETFs were roughly just ten to 12% of assets in mutual funds. And I was pretty convinced that that number was my increased significantly, so I'd saw the opportunity and that when global X came along. And where are we now? What percentage of the assets are in ETFs relative to mutual funds? Right now I think around 33 or 34%. So tripled since you joined global acts. Yeah, a 100%. And I think that quite frankly, very, is accelerating and my view is that it's going to continue to increase even faster. I think there are many catalysts, lots of mutual funds to ETFs that we're seeing in the market. I think 401k plans are starting to use ETFs more more broadly. And then some of the new changes around how you can do actively managed strategies in the context of an ETF. I think that's going to accelerate the adoption of ETF significantly. Our mutual friend, Dave nodded, has joked that if mutual funds came out today, they would never be approved by the SEC. What do you mean you share capital gains with people having sold? That's a terrible idea. And clearly ETFs clean that up. So not only has the ETF industry been gaining momentum, but global acts has really grown, you're now just about $40 billion in a very challenging year. Tell us what led to this growth. What's made you guys as successful as you've become from a much smaller base a decade ago. Yeah, I mean, it's been a beautiful ride to be honest. I joined global X in 2014 and we had if I remember correctly approximately one and a half $1 billion in AUM, I was employee number ten and for all intents and purposes Barry we will start up. I mean, when I joined, I didn't have a computer for ten days. So you had a little bit of that feeling. So fast forward to where we are today. We have over $40 billion in assets under management. We have 200 employees and we have a local presence in all of the major markets around the world. And to your point, I think there are two main drivers of that growth, one is our leadership in thematic investing is an area we've been very focused on and the second aspect of our strategy that has been very, very helpful is our global expansion. We do believe that growth of the ATF industry is not just a U.S. phenomenon. It's a global phenomenon. And we want to be able to service our clients in

They have sold the problem two years later or gay they have been productive. They have figured it out how to do things without being on the room a now. You're forcing them to re invent. Because he's not going to be. Let me go back to what i used to do. Two years ago sorry. Most people done remember what they were doing. Two years ago for work. They know what they were doing day. Hashtag is like You know something that you would use for instagram. Or facebook being hashtag. And then somehow you'd incorporate your last name and then something maybe related to getting married so For example this. I'm just looking at some examples on the internet but so this couple. The last name would be galvin g. l. v. i n. There hashtag is to galvin and to hold basit. Ask for help and then this other one. That's like love luck and then the last name started with an l. Anyone it goes on the stock exchange can buy it but also i assume that comes with certain different kinds responsibilities and like different business structure and stuff all kinds of different things which i'm honestly to be perfectly honest. I'm learning more and more about now. But lots of all kinds of rules tons of rules. That i'm still learning and hopefully we don't breaking those rules on this podcast soda. Fence company goes public. If it's if that goes well and there's interest then there's cash or money to make different business decisions with and so buying a company like ours was a decision. They made that time exactly and their whole you know they're they're in. They're in the gra in a growth phase.
