"This is weekend edition from NPR news. I'm Lulu Garcia Navarro. Good morning, Iowa, Missouri. Kansas, South Dakota, Minnesota and Nebraska across the midwest. There has been massive flooding that has killed at least three people in the region and caused billions of dollars in damages the National Oceanic and Atmospheric Administration. Or no has said the situation is expected to become more dire. In what it predicts will be an unprecedented flood season with quote, two million two hundred million people at risk as the impacts from climate change are happening now today the crest of that flood is expected to roll through Kansas City. And that's where Frank Morris of member station. C you are has been reporting Franken morning wondering we so what are you seeing? Well, of course, the damage up in Nebraska, and Iowa is extensive in heavy, you know, maybe approaching three billion dollars worth down into Kansas. As the Missouri river, I'm covering the Missouri. River comes through Kansas and Missouri. It's not as bad. There was warning here and people got out also the flood waters have not been as severe we've seen some levees breached. There's been houses flooded forced evacuation orders for parts of different towns. Thousands of acres of farms and a lot of grain sitting on the grand just ruined in floodwater in Leavenworth Kansas on the Missouri. River the towns built mostly up on a hill above the flood plain, but the record flooding is causing problems in a wastewater treatment plant that was just inundated and untreated sewage sloshing out into the river into the flood. Jim bascus longtime Leavenworth resident pulled up and took a look this is third back in nineteen Fifty-three was worse than this. Little guy. But I remember that one in ninety three it was bad. But this year. Sewage-treatment here that boy that's something else in that plan is on a little tiny creek that is now at least a half mile wide, and like a lot of streams and tributaries backed up, but the actual river that river is is something else again. Well, that Missouri river has been blowing out record high flood crests some places in the last week is that still happening. No, you know, in Saint Joseph Missouri up north of here that was just a few inches from the record set in nineteen Ninety-three this huge flood nineteen Ninety-three. And of course, not anticipating new highs along the Missouri. River this week as the crest and it rolls across the state of Missouri toward the Mississippi. Leavenworth. Dough is still intense. You know, the second highest water level on record. And again, the river is just kind of awesome. It's speeding steep powerful. UC's big tree trunks fuel tanks parts of buildings zipping by and like a lot of Leavenworth residents Sheila Stephenson came by to take a look yesterday. And when she saw the river, she was just stunned. Oh my God. Is this crazy? I see years ninety three right? So if the river levels aren't breaking records anymore. We only have a few seconds left are people relieved not really because the levees are in terrible shape. The whole system is full ground saturated. Of course, there's a bunch of snow melts still coming our way. And so we're not even into flood season yet. That's Frank Morris have member station. Casey. Robert Muller has turned in his final report as we all know after almost two years of investigation into Russian interference in the two thousand sixteen election for the moment, we are on pause as we wait to find out. How much of the report attorney general Bill bar will release. We might get bars report later today, possibly maybe so many caveats journalists Garrett Graff joins us. Now. He's the author of multiple books on technology and national security, and he writes for wired, and he's going to walk us through what the big questions are. Welcome to the program. Thanks for having me. All right. There's been a lot of talk over the weekend about the fact that. The DOJ has said there will be no new indictments. But there are still many kinds of questions that this report could shed light on right on particularly regarding the president and evidence of his personal involvement in crime, exactly if Robert Muller was respecting the Justice department policy that the president could not be indicted while in office, we were never going to find out about the president's own culpability in some of these instances incidents in kill this final report. And so there are really three big things that we're going to be looking for in. This report one is whether Robert Mueller is accusing the president of participating in any specific crimes. Remember, he's already been implicated in the campaign finance felonies that Michael Cohen pleaded guilty to and was identified in court papers last summer as individual number one the person who directed that conspiracy. But we don't know whether Muller has his own set of crimes that he thinks the present. Might be culpable of the second area where we're really looking for information in this is the obstruction of Justice investigation. Right. Which is the original sin that started the investigation. Right. The Komi firing. This is the thing that seemed to really worry the president and the people around him, exactly. And there's no reason to believe that Muller's obstruction inquiry only focused on the on the Komi firing. And in fact, we know that Muller is interested in a wide variety of the president's behavior over the last two years, including the president's role in shaping that statement that he gave on Air Force One effectively covering up and downplaying the Trump Tower meeting in June two thousand sixteen when that was first reported so that the obstruction question is the next big area that we're really going to be interested in and then the third is what I would call the counter intelligence angle, which we don't know very much there. Right. I mean, it's it's about whether there was. Behavior to benefit a foreign interest. Exactly. And this is really the meat of the collusion question, which is was the president at any point taking action or conspiring with Russia or any other foreign entity to advance foreign interests at the expense of American interests. And that could be the Trump Tower Moscow deal that could be the twenty sixteen election attack, or it could be any of the conversations that the Trump campaign or White House or transition had about easing sanctions or recognizing Crimea. So there this is behavior that wouldn't necessarily be considered criminal, but would certainly be considered suspicious and would be a challenge for the United States from our counterintelligence or an espionage perspective. So even if there's damning evidence in the. Report. Could it still be information? That isn't indictable exactly. And so this is where this is in some ways the area that will be most tricky for the Justice department and attorney general bar to sort through which is everyone is very wary of the Komi precedent the sort of widespread criticism he got in July twenty sixteen in talking about the Hillary Clinton Email investigation where the FBI I didn't wanna bring charges but combing sort of lambasted her for her behavior publicly. So there's no one wants to be in that same position of attacking the president for things that are not fully criminal. But there's also all sorts of material that might not rise to the level of a prosecutable felony. That can be convicted before a reasonable jury beyond a reasonable doubt with eighty five percent certainty, which is the standard that prosecutors used to bring a charge. But that would still represent behavior or actions or a conspiracy that we wouldn't want to be part of our American political system. When you speak when if you speak the gospel, you are speaking the most powerful thing in the world.
