Alright Dan thanks very much about 16 minutes here before the top of the hour so we mentioned a few moments ago that Treasury Secretary Janet Yellen's trip reaches full stride today in Beijing. She's expected meet to with Li Qiang a little bit later today. Joining us is James Mager Bloomberg senior reporter in Beijing. Well it's it's not the most opportune of times but this trip has been awaited for some period of time given it had to be postponed earlier and it seems like they've lowered the expectations a bit. Is there any scope here for some sort of positive surprise James? I mean I think the aim coming in for the Treasury Secretary was just to speak to her new Chinese counterparts, to try and speak to the government and also to try and convince them of the the policy strategy that she laid out in a speech in April where she said that the US controls on things like semiconductors and the machinery to make semiconductors is not an attempt to contain China's economic rise, not an attempt to stop China from developing, it's an attempt to protect US US national security. And I think I mean this is a message that's been repeated across the administration. You've seen that from Secretary Blinken, you've you've seen that from Jake Sullivan as well and I think she's here to try and attempt to convince the Chinese is that that that's actually correct and obviously that's a very very hard thing to convince them that it's true because the Chinese believe the exact opposite of that but I think it's an attempt to have a conversation with people she's dealt with before like Liu He and Joshua Chuan, to meet the new leaders of the PRC. Li Cheng, you also have Peng Kongsheng, who just was just appointed the Communist Party head of the central bank and will probably become the governor of the central Central Bank, so you know it's a chance to reconnect with people she knows and to meet new people and try and tell them what it is the US is trying to do. Yeah it all sounds quite reasonable and quite sensible and it's good that they're talking, investors I think will be pleased just to see that happening. In terms of you know a sort of larger deliverable like perhaps some sort of adjustment in the US tariffs, the political environment just doesn't seem ripe for it. The president had talked before about the possibility of making some adjustments because it might help with the fight on inflation, but it just seems like the the mood right now might not suggest that were possible. I don't think there's any chance of changes in US tariff policy anytime happening soon during this administration. I mean if the US administration was going to do that they were going to do a win, especially if they're going to do it for reasons of domestic inflation. They would have done it when inflation was rising, not when it was slowing down. And you know as say you the political climate in the US right now is such that any kind of backwards step on a real policy like tariffs for example would be seen by many in the country as a concession China to and I don't think Joe Biden wants to be seen as being weak in China as he does in the election next year. Are we hearing much about what the Treasury Secretary thinks about the PBOC's handling of the currency because obviously a weaker currency would help stimulate at least exports for the Chinese economy and presumably the US would like to see China contributing more to global growth but it becomes a little bit of an interesting kind of dilemma. I think the currency and accusations about the US of currency manipulation were a really big topic during the Trump administration. We've really seen that sort of just fall off the radar and no one's really talking about it. The US listed the yuan as a currency of concern in the annual Treasury report came that out a few months ago or maybe six weeks ago but there was no follow -up to that. I don't think it's really become a conversation topic of but I think if you look at the Chinese economy right now, the yuan weakening is a natural reaction, is a market -driven reaction. Interest rate differentials are rising, the PBSC is looking to cut, or has just rates cut and is looking, there's expectations they'll cut rates further. The Fed is still raising rates and the Chinese economy is slowing quite rapidly it's so only natural that you would see a reaction on the currency markets from that. So I mean it may be mentioned but I don't know that it's going to be one of the focuses for the Treasury Secretary while she's here. One thing I was a little curious about is Yellen meeting with Liu He. Now her current counterpart would be Hu Li Fong, right? And Liu He is supposedly sort of retired. Is there any just sort of goodwill? There was a South China Morning Post article maybe a week or ten days ago saying that Liu He is still involved in economic policymaking? He's very well trusted by Xi Jinping. He's a longtime personal friend of Xi Jinping as well as as being having been at the center of economic policymaking in China for decades. So I mean I think yeah and so he's very well known to Janet Yellen and they've worked together for many years both when she was at the Fed and now she's at the Treasury. So I think it's natural that they would see each other just because of that long connection but also you know he to still seems have a role in in economic decision -making in in Beijing even if he doesn't have a formal title. Yeah yeah and also Vice Premier Hu Li Fung is said to be very close to Xi Jinping and it's I guess pretty natural that perhaps that she would have time with both of them.
